With the second largest indigenous population by percentage in Latin America, Guatemala is an important case for understanding horizontal inequality and indigenous politics. This paper presents new analysis of survey data, allowing for consideration both of indigenous and ladino populations, as well as of ethno-linguistic diversity within the indigenous population. Our analysis illustrates both the depth and persistence of horizontal inequalities in educational and labour market outcomes, and a broad trend towards greater equality. Earnings gaps have been reduced by, among other factors, improved educational outcomes. Ethnic groups also show distinct patterns of wages and wage gaps, and there is evidence of ‘sticky floors’ affecting some groups more than others. Our findings suggest that the focus on the indigenous/non-indigenous divide found in much of the economic literature on Latin America obscures meaningful diversity within the indigenous population. We posit that further consideration of such within-group diversity has implications for broader theories of ethnic politics, and in particular for understanding the comparative weakness of indigenous political mobilisation in Guatemala.  相似文献

We study how ethnic fragmentation in Indian districts influences the distribution of consumption, both overall and between social groups. In the absence of systematic evidence on inequality between social groups (horizontal inequality) during the sample period, we construct estimates of horizontal and overall inequality, and find that horizontal inequality is a small proportion of overall inequality, as well as that both overall and horizontal inequality have increased over time. Our empirical results indicate that more fragmented districts have higher inequality, but the relationship between fragmentation and horizontal inequality is weak. Additionally, we show that fragmentation increases inequality by lowering public good provision.  相似文献

A considerable body of research suggests that horizontal inequality between ethnic groups has major socioeconomic implications, in particular for peace and economic development. Much of this work focuses on horizontal inequality as an independent causal variable, rather than an outcome of various processes. We offer conceptual, theoretical, and empirical reasons for treating horizontal inequality as an outcome and challenging assumptions of fixity. We first consider explanations for variation drawing on the literature on horizontal inequality, as well as on ethnicity more broadly. We then explore how horizontal inequality can be measured using survey and census data, and present analysis based on two datasets providing information on inequality in terms of educational attainment (HI-E) for the 1960s to 2000s. These data suggest both a general trend toward decline in HI-E over time and considerable regional variation. This article serves also to introduce and frame the contributions to this special section.  相似文献

Empirical studies usually analyse the relationship between an economy’s trade sector and tax revenue in developing countries through the effect of trade liberalization on tax revenue. This paper takes a different angle by examining the impact of export upgrading strategies (export diversification and improvement in export quality) on non-resource tax revenue. The panel data-set covers a sample of 172 countries, including both developed and developing countries, spanning the period 1980–2010. The analysis is conducted both on the entire sample and sub-samples. The findings indicate that export product upgrading exerts a positive and significant effect on non-resource tax revenue, including for the sub-samples considered, with the exception of low-income countries for which we observe mixed results. Moreover, countries which upgrade their export products in a context of trade openness consistently experience higher non-resource tax revenue, both in the short and long term.  相似文献

This paper studies the impact of political reservation for women on political participation and empowerment of women living in areas where gender quotas are mandated. Following the 1992 passage of the 73rd Constitutional Amendment in India, one-third of village government head positions are reserved for women. Utilizing the random allocation of reserved seats and a unique individual level data-set which captures a large set of measures on political participation of women, we find that women residing in areas with a female village government head show significantly higher levels of political participation and empowerment. Overall, the observed effect can be entirely attributed to improved outcomes of women from a lower socio-economic strata, while no effect is found for economically better-off women. The results suggest that the imposed gender quotas are an effective means of overcoming inequalities and contributed to giving disadvantaged women more voice and opportunity for political empowerment. We further investigate the role that the level of women’s political participation plays on the type and quality of public services delivered. Our results indicate that the level of women’s political participation and empowerment is an important channel through which public service delivery is influenced.  相似文献

In the complex agro-ecological conditions of Vietnam's northern borderlands, attempts by ethnic minority farmers to create sustainable livelihoods, along with the impacts of state development policies, have direct consequences for land use and land cover (LULC) change. In this paper we analyse the degree to which LULC has changed and diversified from 1999 to 2009 in Lào Cai Province and the underlying relationships with ethnic minority livelihood diversification strategies. We examine the correlation between LULC diversity and various socioeconomic and biophysical proxies using a spatial autoregressive model. Our findings indicate two major changes in LULC: an increase in closed canopy forest and substantial urban growth. LULC diversity increased between 1999 and 2009, suggesting a transition between land uses and/or a diversification of livelihood strategies. Socioeconomic proxies are significant predictors of LULC diversity in both years, while biophysical proxies are only effective predictors in 2009. In-depth interviews regarding state-led policies and ethnic minority livelihoods reveal some of the underlying mechanisms of such LULC transitions and associations.  相似文献

This article assembles data at the all‐India level and for the village of Palanpur, Uttar Pradesh, to document the growing importance, and influence, of the nonfarm sector in the rural economy between the early 1980s and late 2000s. The suggestion from the combined National Sample Survey and Palanpur data is of a slow process of nonfarm diversification, whose distributional incidence, on the margin, is increasingly pro‐poor. The village‐level analysis documents that the nonfarm sector is not only increasing incomes and reducing poverty, but appears as well to be breaking down long‐standing barriers to mobility among the poorest segments of rural society. Efforts by the government of India to accelerate the process of diversification could thus yield significant returns in terms of declining poverty and increased income mobility. The evidence from Palanpur also shows, however, that at the village‐level a significant increase in income inequality has accompanied diversification away from the farm. A growing literature argues that such a rise in inequality could affect the fabric of village society, the way in which village institutions function and evolve, and the scope for collective action at the village level. Failure to keep such inequalities in check could thus undermine the pro‐poor impacts from the process of structural transformation currently underway in rural India.  相似文献

Sri Lanka experienced robust economic growth during the period 1992–2014 and had a decline in inequality due to wages rising fastest among low earners. The decline in inequality came almost entirely from rising rewards to low-skill labor, consistent with Sri Lanka’s comparative advantage in the global economy. However, educational and occupational upgrading served to widen wage gaps between the highest earners and the rest of the workforce. Using quantile regression analysis, this study also finds that selection bias overestimates average wages and underestimates the level of inequality, while exaggerating the extent to which women’s wages grew. It concludes with a discussion of the negative implications of persistent inequities across education, occupation, and gender, and recommends policies to address them.  相似文献

One issue that has attracted considerable attention recently among scholars interested in inequality and conflict is polarization. We analyze polarization in India over roughly the past three decades using consumption expenditure data. We show that both bipolarization and multidimensional polarization (on several dimensions: rural–urban, state, region) have increased since the 1990s. In the case of bipolarization, this is a reversal from an earlier trend (in the 1980s). Overall, our results suggest that the high growth that India has witnessed since the 1990s has been associated with widening disparities. Comparing polarization and inequality trends, we find similarities, but also some differences; we also show how the study of polarization can provide different insights. Our results therefore underscore the importance of studying polarization as distinct from traditional inequality.  相似文献

Brazil has become an agricultural powerhouse, producing roughly 30 % of the world’s soy and 15 % of its beef by 2013 – yet historically much of that growth has come at the expense of its native ecosystems. Since 1985, pastures and croplands have replaced nearly 65 Mha of forests and savannas in the legal Amazon. A growing body of work suggests that this paradigm of horizontal expansion of agriculture over ecosystems is outdated and brings negative social and environmental outcomes. Here we propose four strategies that can reduce deforestation, while increasing production and social wellbeing. First, eliminate land grabbing and land speculation through designation of public forests. This would clarify land tenure and limit the pool of land available for uncontrolled expansion of agriculture and ranching. Second, reduce deforestation on private properties by implementing existing mechanisms in Brazil’s Forest Code to facilitate payments for environmental services, with support from market initiatives for sustainable sourcing of agricultural products. Third, incentivize increased productivity on medium and large properties through targeted investments. By stimulating adoption of proven technologies for sustainable intensification, this would help meet Brazil’s production targets and growing international demand for agricultural products, without expanding into new production areas. Finally, foster economic, environmental and social improvements through technical assistance to small farmers. Small farmers occupy a large swath of the Amazon and often lack access to technical assistance, production technology, and markets. Providing quality technical assistance to small farmers could help them better align production practices with local opportunities; increase household income and improve livelihoods; and reduce deforestation pressure. By implementing these four strategies in a coordinated effort between public and private agents, Brazil can show the world how to reduce deforestation while increasing agricultural output, reestablishing its leadership in managing natural resources and mitigating climate change.  相似文献

This article analyzes the relation among agricultural output, inflation, and the distribution of consumption in rural India, using both the Singh–Maddala and Dagum families to model the entire distribution parametrically. Employing a benchmark case in which growth is distributionally neutral and idiosyncratic shocks are completely smoothed, and using a GMM‐estimator to deal with potential simultaneity between output and consumption, we conclude that: (i) growth was not distributionally neutral; (ii) good harvests (relative to trend) yielded improvements according to first‐order stochastic dominance; (iii) slow growth before 1980 went with decreasing inequality; (iv) accelerated growth thereafter tended to increase inequality, though yielding improvements according to first‐order stochastic dominance; (v) consumption smoothing was incomplete.  相似文献

Most measures of inequality focus on the distribution of income and resources. A potentially important additional source of inequality stems from unequal property rights protection. The aim of the present paper was to examine the existence and patterns of systematic within-country inequalities in effective land rights in Rwanda. While a large qualitative literature discusses the comparative land rights of different groups, there is a lack of systematic quantitative evidence on the existence of land right inequalities. The results of estimations drawing on data on the land tenure arrangements of over 17 000 Rwandan households do indeed suggest within-country inequalities in land rights. In particular, despite recent reform efforts to improve women's land rights, a gender gap in land rights was observed that persisted throughout the 2005–2011 period studied, highlighting that institutional development takes time and that changes in de jure legislation do not automatically translate into changes in effective rights. Moreover, conflict-displaced households and households resettled to newly constructed village settlements all report weaker land rights than their respective comparison groups.  相似文献

How do remittances affect the choice of exchange rate regimes? Previous research shows that remittances, by easing the ‘impossible trinity’, increase the probability of governments adopting fixed exchange rates. However, that research overlooks the conditioning effect of monetary and political institutions. We argue that remittances, by altering recipient governments’ incentives to use monetary policy counter-cyclically, make central bank independence a credible anti-inflationary tool in less credible regimes; that is, autocracies. Thus, autocracies that receive remittances do not need to rely on fixed exchange rates. In this way, remittances open policy alternatives for developing autocracies. Statistical tests on a sample of 87 developing and transitional countries between 1980 and 2010 support our argument.  相似文献

Malnutrition in farm households remains a significant problem in many developing countries and is linked to a lack of diversity in diets. We explore how gender differences might affect household dietary diversity using the LSMS‐ISA Ethiopia panel dataset. Drawing on a farm household framework, nonlinear panel models are estimated allowing for unobserved heterogeneity and production endogeneity using a control function. We use decomposition techniques to identify the impact of different potential sources of gender difference in dietary diversity. Our results provide evidence of significant gender effects in production diversity and in dietary diversity using the food variety score (FVS). For other indicators of dietary diversity, the evidence of gender effects is weaker. The decomposition results suggest that, after controlling for differences in characteristics, female‐headed households are at a dietary diversity disadvantage. Gender differences in the relationship between production diversity, price and income and dietary diversity and the production diversity decisions appear to be the main drivers. The results also suggest that female preferences are more orientated towards ensuring greater dietary diversity in the household. Our evidence also suggests that a key driver of gender disadvantage in dietary diversity is related to whether food is sourced from the household’s own production or the market. This implies that part of the observed negative gender impact on dietary diversity may stem from differences in marketing and storage of own production through the year.  相似文献

Resilience provides a framework to study the dynamics of social-ecological systems (SESs). The inherent complexity and uncertainty of SESs reveals the necessity for new approaches in management, such as adaptive co-management (ACM). The objective of the present research is to analyse the link between ACM and specified/general resilience debate. For the empirical analysis, a qualitative case-study approach is conducted in Isla Mayor, a southern municipality of Spain with an intensive rice cultivation tradition and a few limited secondary activities such as fishing and tourism. First, we explore five different faces of ACM in Isla Mayor’s rice farming: (1) institution building, (2) power sharing, (3) governance, (4) problem solving, and (5) knowledge co-production, social learning and adaptation. Secondly, we analyse specified and general resilience from two perspectives: (1) stakeholders’ perceptions, (2) adaptive capacity and self-organization. The results highlight the existence of a task-oriented process aimed at solving problems related to the rice activity. This process has contributed to shape a new multi-level governance system and sharing of power between public authorities and local rice farmers, seemingly contributing to an improved rice cultivation specified resilience. However, the lack of collective power and vertical/horizontal links in the governance framework of the remaining socio-economic activities in the region have given rise to some difficulties in their management and interactions with the rice sector, thereby raising barriers to diversify activities and enhance general resilience. The case shows that ACM can provide the opportunity to navigate the trade-offs between specified and general resilience.  相似文献

In reviewing the so‐called obesity “epidemic”, we critique the individual‐focused explanations that also lead to interventions at this level. Instead, we suggest a different possibility: that food choices are structurally conditioned by income inequality, first; and, second, that we eat what huge oligopolistic food producers and distributors have on offer, which is in turn shaped or facilitated by neoliberal state intervention. To highlight the relevance of structural factors, we develop an index that measures the risk of exposure to what we call the “neoliberal diet” for low‐to‐middle‐income working classes. Using this index, we compare the United States and Canada, advanced capitalist countries that are also agro‐export powerhouses, with a group of countries including the BRICs (Brazil, Russia, India, and China) plus Indonesia, Mexico, South Africa, and Turkey. We conclude that state interventions need to refocus on reducing social inequality and the social determinants of food production and distribution. Transcending individualistic and consumption approaches will help us appreciate that the state, not the individual consumer, is best positioned to implement change when it comes to food “choices” and food production.  相似文献

In recent years, as part of the broader policies of economic liberalization, the sale of agricultural land to foreign citizens has attracted considerable political, social and media attention in transition societies. The regime of land ownership in Georgia has evolved from the complete restriction of foreign acquisition in the beginning of the 1990s, to the unrestricted sale of land to foreign citizens from 2010 onwards. An analysis of newly-available data from International Social Survey Programme’s (ISSP) National Identity module suggests that respondents in Georgia, along with Russia, hold the most negative attitudes toward selling land to foreigners compared to other countries. I hypothesize that this is the result of a confluence of factors such as the communist legacy, historical memory, rural nationalism, agricultural underdevelopment and inequality. The quantitative part of this article tests socio-demographic, geographic, ideological, and identity-based explanations of within-country variation in attitudes toward the purchase of land by foreigners. The results suggest that socio-demographic and geographic variables such as respondents’ age and regional belonging explain some variance in the dependent variable, but that the major effects stem from individuals’ perceptions of economic protectionism, xenophobia, and ethnic national identity.  相似文献

In the health economics literature, many studies have assessed the association between environmental degradation and health outcomes. This paper extends this literature by investigating how the presence of air pollution might explain health inequalities both between and within developing countries. We argue that differential exposure to air pollution between asset classes, differential ability to prevent the negative health effects of environment degradation, differential capacity to respond to disease caused by pollutants, and particular susceptibility of some groups to the effects of air pollution are all sufficient reasons for explaining a positive link between air pollution and asset-related health inequality. Using data from developing countries, our econometric results show that sulphur dioxide emissions (SO2) and particulate matter (PM10) partly explain the large disparities in infant and child mortalities between and within developing countries. In addition, we found that the institutions that are based on democratic principles, and which have low levels of corruption and high quality bureaucracy, are the most effective. That is, they are more responsive to the needs of the poor, they promote access to justice and public administration, and they deliver basic services to those most in need. As a result, they are able to more effectively mitigate the mortality effect of pollution for the poorest asset classes compared with that of the richest ones and thus reduce the health inequality it provokes.  相似文献
