Water supply systems need to be resilient enough to provide people and critical users with reliable water following a disaster. Previous research has shown that four main factors dictate system robustness and rapidity of recovery following a disaster: vulnerability, social capital, organisational capacity, and economic capital. This paper identifies the economic factors affecting water supply resilience. Relevant factors and indicators were gathered through a comprehensive literature review and verified through a series of interviews with water supply, resilience, and social scientists and economists. Economic capacity and quick access to finance were found to be the main economic factors influencing the resilience of water supply systems. Quick access to finance is most important in the early stages following a disaster for response and restoration, but its importance declines over time. In contrast, the economic capacity of the disaster struck area as well as the water sector play a vital role in the subsequent reconstruction phase rather than in the response and restoration period. Indicators for these factors were tested for the case of the February 2011 earthquake in Christchurch, New Zealand.  相似文献

Resilience has become a crucial topic in the field of strategic management as it requires companies to design resilient business models to tackle managerial and environmental disruptions of individual firms and supply chains. However, extant research still lacks deep insights into how companies design and manage supply chains according to the resilience principles. With this premise, this paper aims at conducting a state of the art review on supply chain resilience (SCR) considering 125 relevant papers collected from Scopus and Web of Science academic search engine. Starting from the results of the literature review, this study proposes a systemic framework of SCR assessment and contributes to improve the understanding of the impact of different empirically tested constructs on the development of the resilience concept. Further, the findings are summarized in several areas including barriers in developing resilience, metrics to measure the resilience performance, and effective strategies to foster the SCR. Finally, this study outlines promising future research directions for scholars and practitioners.  相似文献

The global supply chain disruption by the COVID-19 pandemic is difficult, if not impossible, to estimate as over 94% of the top 1000 fortune companies were badly affected. The need for building resilient supply chains to mitigate the effect of such disruptions is rising rapidly than ever before across the global business spectrum. Building resilience in the automotive spare parts (ASPs) supply chain is critically important as any disruption to automotive spares supply chain will affect the operations of the logistics sector, the backbone of global supply chains. This research work contributes to improving the resilience of the automotive spare parts supply chain by proposing a Viable Supply Chain (VSC) framework design that incorporates Additive Manufacturing (AM) enabled trucks in the automotive spares supply chain network. Based on the proposed model, conceptual case models are developed and tested with proposed AM enabled truck manufacturing closer to end customer. A heuristic approach called shortest time heuristic is also proposed to solve the routing and scheduling of an AM enabled truck to deliver customers’ orders of the spare parts through an online platform. Importantly, the study demonstrate how additive manufacturing can help the ASPs industry to switch from the existing practice of make-to-stock to a more efficient inventory management and cost saving make-to-order model while also achieving resilience and sustainability in by providing a source of spares support for discontinued models of vehicles.  相似文献

Purchasing and supply management (PSM) has been under great pressure since the COVID-19 pandemic first shook the world. Companies and public organizations faced new kinds of supply disruptions, and at a scale never seen before. New response abilities were required from PSM to address these challenges and disruptions. This Editorial introduces four articles in the Special Issue on “PSM learning from the pandemic: transforming for better crisis management.” These empirical contributions show how companies could build resilience to survive and be competitive during the COVID-19 pandemic. This Editorial discusses how supply resilience should be conceptualized in post-pandemic supply chains adopting a PSM perspective. We suggest that supply resilience practices should be developed and planned according to whether they strengthen existing supply chain relationships (bridging) or establish new ones (buffering) and whether they are short-term (temporary) or long-term (permanent) orientated. Furthermore, three supply resilience capabilities, absorbing, responding and capitalizing, should be prioritized in supply chains for responding to and recovering from global crises and disruptions. Supply resilience is key to crisis response and recovery, and PSM has an essential role in building and sustaining that resilience.  相似文献

This article discusses a new public–private partnership promoted by an emerging social management agenda in China. Based on an analysis of recent developments in social policy, the present study suggests that the inherent logic and local practice of social management has crowded out the space for societal sectors despite the proclaimed recognition of their social contribution. The collaboration of public and private entities in welfare provision by social management may end up merely co-opting civic organizations into taking responsibility for meeting welfare targets over which they have scant influence, while providing little support for them to thrive and prosper.  相似文献

At a time of global economic and environmental crisis, academic and policy debates are re-emphasizing the potential of the social economy in providing an alternative development model that reconnects communities with their resource-base and enhances their ‘resilience’. The goal of this paper is to explore this potential through a focus on the practices and values of those who are concretely involved in the social economy. Based on data collected on five community food enterprises in Oxfordshire, UK, the analysis focuses on the perceptions of social entrepreneurs in relation to the ‘alternativeness’ of the social economy, its potential for expansion and its resilience. The research highlights the capacity of social entrepreneurs to empower local communities through a process of collective mobilization of local resources. Theoretically, this study generates new insights into the nature and meanings of resilience as a process of creation of more self-reliant communities of people, places, tools, skills and knowledge. From a policy and practice perspective, the paper raises the need for regional development strategies that capture the gains of these isolated initiatives, particularly in relation to their innovative capacity to create a shared vision that fosters synergies between local ecological, social and economic resources.  相似文献

Sustainability and resilience in Agri-Food Supply Chains is a challenging topic of current interest in the research community. Resilience for Agri-Food Supply Chain (AFSC) is the capability of the supply network to manage and mitigate disruptions due to global warming and natural phenomena such as landslides and floods of crops, among others caused by humans. A significant challenge is to design efficient and resilient AFSCs in emerging countries while perishability constraints are considered. A methodology to design an AFSC for emerging countries is addressed in this research. The phenomena that aid in identifying critical aspects of the AFSC affecting their resilience are identified. The former approach combines optimization and simulation schemes by considering resilience metrics related to availability and connectivity. Indeed, the solution approach addresses the uncertainty by using simulation of disruptive events and finding resilient designs using mathematical programming. The proposed framework has been evaluated in a Colombian coffee supply chain. The obtained results show the efficiency of the proposed scheme to design AFSCs and allow the practitioners to measure, predict, compare, and improve the level of resilience of their supply chains (SCs).  相似文献

The public increasingly holds firms accountable for social and environmental outcomes, such as product toxicity problems and human rights violations, throughout their global supply chains. How can companies improve the social and environmental performance within their supply chains, particularly as other competitive pressures, such as cost and quality, continue to escalate? Starting from an efficient versus responsive supply chain framework, we develop an integrative model that blends together elements of supply chain configuration, stakeholder management, and capability development. Specifically, we spotlight the dimensions of control and accountability that collectively determine stakeholder exposure, and show how this new construct affects the linkages between supply chain capabilities, configuration, and performance. In particular, this analysis reveals that the nature of stakeholder exposure determines how social/environmental technical and relational capabilities impact social and environmental outcomes. We conclude with implications for research and practice, discussing how current supply chain theories must be extended to incorporate external stakeholders, to clarify strategies and identify potential pitfalls, and to better predict performance outcomes.  相似文献

This paper investigates sourcing decisions for new ventures. Sourcing decisions are especially problematic for start-ups because they lack resources, knowledge and legitimacy to evaluate and interact with suppliers. We develop and apply a framework that connects global sourcing, relationship development and attractiveness. Further, we investigate how new ventures develop their first supply chains by conducting an exploratory multiple case study of six Norwegian start-ups. Based on our findings, we develop three propositions regarding how start-ups mediate their lack of attractiveness through pre-sales and by choosing shorter supply chains and smaller suppliers. The implications for practice include emphasizing the importance of developing a business relationship with the supplier in parallel with making sourcing decisions. This study is a novel contribution to an underexplored topic, and we conclude by proposing a research agenda for future explorations of start-ups and supply chain development.  相似文献

This research explores supply resilience through an equifinality lens to establish how buying organizations impacted differently by the same extreme event can strategize and all successfully secure supply. We conduct case study research and use secondary data to investigate how three European governments sourced for ventilators during the first wave of COVID-19. The pandemic had an unprecedented impact on the ventilator market. It disrupted already limited supply and triggered a demand surge. We find multiple paths to supply resilience contingent on redundant capacity and local sourcing options at the pandemic's onset. Low redundancy combined with limited local sourcing options is associated with more diverse strategies and flexibility. The most notable strategy is spurring supplier innovation by fostering collaboration among actors in disparate industries. High redundancy combined with multiple local sourcing options is associated with more focused strategies and agility. One (counter-intuitive) strategy is the rationalization of the supply base.  相似文献

Sustainable procurement is increasingly on the agenda for purchasing and supply managers seeking to demonstrate corporate social responsibility in their supply chains. In this paper, we identify trends in the literature and establish that this is a burgeoning field. We identify methodological challenges and research gaps to guide future research. We propose a sustainable procurement framework to help structure future research across supply chains. A system of interconnected buyers and suppliers is better modeled as a network than as a linear chain. In this paper we demonstrate how to use social network analysis to investigate the structural characteristics of supply networks. Our theoretical framework relates key social network analysis metrics to supply network constructs. We apply this framework to the three automotive supply networks reported in Choi and Hong (2002). Each of the supply networks is analyzed in terms of both materials flow and contractual relationships. We compare the social network analysis results with the case-based interpretations in Choi and Hong (2002) and conclude that our framework can both supplement and complement case-based analysis of supply networks.  相似文献

Acknowledging the influence of individuals in shaping supplier relationships, the question is what determines the way these individuals behave in this respect. In search for an adequate methodology to find an answer to this question, this contribution aims to show the potential value of research into perception and social factors and the way they influence supply management. A methodology is presented, based on the exploration of (1) the factors that influence individuals’ perception of the context they operate in and (2) the effect this has on the way these individuals manage supply relations. Through interviews and a survey, this paper explores an earlier published conceptual framework, where four factors were found to influence perception and supply relationship management: (1) membership of social networks, (2) the organisational view of purchasing, (3) the position of purchasing in the organisational hierarchy and (4) critical incidents. The results of this explorative exercise indicate that, indeed, (a) social factors influence individuals’ perception and (b) they are relevant to explain how supplier relations are managed in practice. In this paper, we examine the factors that influence the value of supply disruption information, investigate how information accuracy influences this value, and provide managerial suggestions to practitioners. The study is motivated by the fact that although accurate disruption information creates benefits, fully accurate disruption information may be difficult and costly to obtain. Furthermore, inaccurate disruption information can decrease the financial benefit of prior knowledge and even lead to negative performance. To perform the analysis, we adopt a newsvendor model within a single product setting where the focal firm can source from a supply network and has a given resilience capacity. The results show that information accuracy, specifically information bias and information variance, plays an important role in determining the value of disruption information. This influence varies at different levels of disruption severity and resilience capacity, and our results imply that higher amounts of resilience capacity actually may be detrimental to a firm without accurate information about a disruption's influence. Thus, for companies with a high resilience capacity, obtaining quality information is critical for effectively coping with disruptions.  相似文献

Social capital, which offers the broader theoretical construct to which networks and networking relate, is now recognized as an important influence in entrepreneurship. Broadly understood as resources embedded in networks and accessed through social connections, research has mainly focused on measuring structural, relational and cognitive dimensions of the concept. While useful, these measurements tell us little about how social capital, as a relational artefact and connecting mechanism, actually works in practice. As a social phenomenon which exists between individuals and contextualized through social networks and groups, we draw upon established social theory to offer an enhanced practical understanding of social capital – what it does and how it operates. Drawing on the work of Pierre Bourdieu and Robert Putnam, we contribute to understanding entrepreneurship as a socially situated and influenced practice. From this perspective, our unit of analysis is the context within which entrepreneurs are embedded. We explored the situated narratives and practices of a group of 15 entrepreneurs from ‘Inisgrianan’, a small town in the northwest of Ireland. We adopted a qualitative approach, utilizing an interpretive naturalistic philosophy. Findings show how social capital can enable, and how the mutuality of shared interests allows, encourages and engages entrepreneurs in sharing entrepreneurial expertise.  相似文献

The COVID-19 crisis posed significant challenges to global supply chains (SCs) and exposed their vulnerability to disruption. As SCs have evolved into complex structures comprising a multitude of globally dispersed companies that collaborate closely with one another, purchasing and supply management (PSM) have played a key role in addressing the crisis. The existing PSM measures for increasing supply chain resilience (SCRES) were stress tested and it became evident that these methods are applicable only to a limited extent due to their static perspective and their lack of a network character. Thus, this paper examines the role of PSM by identifying implemented response measures. By conducting 40 semi-structured interviews with experts from original equipment manufacturers and first-tier suppliers in the German automotive industry, a comprehensive overview of the industry was obtained. To reflect the network nature of the industry and the adaptive path of PSM, the data analysis is framed by resource dependence theory and the adaptive cycle approach. The results of the study are 25 response measures of PSM to enhance SCRES, categorized into three waves of measures: initial measures upon the occurrence of the disruption, temporary measures during the disruption, and post-disruption measures. In this way, the study contributes to the existing literature by demonstrating that PSM takes on a major role in increasing resilience by implementing diverse response measures. In addition, the study shows that PSM follows the path of an adaptive cycle, and that after the disruption and the initial and temporary measures, PSM adapts, which is reflected in the post-disruption measures. For practitioners, the study provides a list of response measures to increase resilience that can be used to review existing measures or implement new ones.  相似文献
