Rural livelihoods are complex systems of interrelating factors that include human, social, natural, physical and financial capitals. By looking at these capitals in the context of a rural Mapuche community in the Andean foothills, in the local area of Curarrehue (Araucanía Region), it is possible to discern the different challenges being faced and how these can be contextualized in terms of poverty and vulnerability linked to a limited resource base, and also the strong dependent relation with the state and its diverse public policies in the region. Using semi‐structured interviews with the community members, public‐sector officers and academics, and also field observations, this complex local scenario is analysed with a view to understanding the threats that exist for Mapuche livelihoods and the assets that they can mobilize to counter these threats. The paper concludes that physical, natural and financial assets are severely limited and remain the reasons why there is heavy dependency on state resources to maintain these subsistence livelihoods. Traditional knowledge is losing ground against increasingly transcultural influences and practices, while endemic biodiversity is being replaced with monoculture. Consequently, community members (human capital) – in particular, the younger generations – are leaving the community to seek more viable livelihood options, mostly in urban areas. These factors point to the limitations of these local livelihoods based on dependent small‐scale subsistence farming continuing in their current form. This situation poses a serious challenge for Mapuche rural communities and their traditional practices, and also for the Chilean state and the relationship between the two.  相似文献

This paper analyses conditional cash transfer (CCT) policies in Argentina and Chile from a gender perspective. Policy advocates maintain that, through the income provided by CCTs, women acquire some economic autonomy and empowerment within the household. This positive analysis is, however, tempered by gender-based concerns about the developmental value of conservative appeals to women as “mothers”, founded on traditional cultural norms, in regional policy design. Drawing on these two country examples, the objective of the paper is to assess the terms and conditions of women's inclusion as “conduits of policy” in CCTs in the Southern Cone. Findings indicate that the continuity of policy in Chile's anti-poverty strategies locates women as being accountable for family well-being within a multidimensional and psychological vision of poverty. Chile constitutes a radical example of the extension of women's individual responsibilities in managing household poverty with no collective component. By contrast, in Argentina the role of women appears to be dictated more by continuous changes in the state's definition of poverty alleviation, rather than the developmental objective of empowering women. Women's positioning in CCTs could be labelled as bearers of politics, in a context that transfers to women the duty of socially assisting others while rendering their personal needs progressively less visible.  相似文献

A 2012 survey of upland U.S. cotton producers was analyzed to determine the factors contributing to changes in weed management costs (WMCs) after the identification of herbicide‐resistant weeds. An ordered probit regression estimated changes in WMC as a first‐order Markov process. The most important determinants of post‐resistance cost increases were initial WMCs, adoption of labor‐intensive remedial practices, and wick application of herbicides. Cultivation and mechanical/chemical‐intensive practices did not increase WMCs. Post‐resistance changes in WMC ranged between $85 and $138 ha?1, depending on the practices adopted. WMCs increased by $88 ha?1 when cost‐neutral practices were adopted. The in‐sample aggregate costs of managing herbicide resistance ranged between $25 and $53 million, depending on the types of adopted practices.  相似文献

In this study, we combined policy analysis with landscape change modeling to simulate outcomes of alternative forest conservation instruments proposed by opposing policy coalitions. In 1992, concern over rapid land conversion to timber plantations (Pinus radiata and Eucalyptus spp.) in Chile gave rise to a protracted policy process resulting in the 2008 Native Forest Law (NFL), which subsidizes reforestation and management with native forest. To date, however, NFL has had little impact on native forest conservation. To understand how the policy process that created the NFL shaped its outcomes, we employed the Dyna-CLUE modeling approach to simulate land use changes in south-central Chile from 1993 to 2007, based on 3 scenarios: (1) enactment of NFL in 1993 when the law was originally debated, and the different configurations of subsidies and regulations proposed in the NFL policy debate by (2) the industrial forestry coalition and (3) the forest conservation coalition. We observed no major difference in native forest loss between simulated outcomes of the industry-advocated policy and the actual NFL legislation. The conservation coalition’s policy scenario increased native forest area, primarily in shrub steppe areas, but also via conversion of pine plantations if incentive payments were large enough. However, NFL payments are inadequate to make native forest management a viable economic land use alternative to industrial pine plantations, which are also subsidized in Chile. Gains in native forest cover occurred mostly on lands under ancestral indigenous claims (unrelated to the discussion of the NFL). We conclude that the NFL, even if enacted in 1993, would have been ineffective in preventing native forest loss, because tree plantations are more profitable and NFL regulations were weakened by the industrial coalition that opposed—and strongly shaped—the final legislation. Effective incentives for protecting early-successional forests and shrublands are needed to mitigate further losses and foster recovery of Chile’s native forests.  相似文献

This article examines the political conflict in rural society during the Popular Unity Government (1970–73) by focusing on the mobilization of forestry workers in Panguipulli, a district in southern Chile. Adopting land invasions as their main strategy in the struggle for land and power, Panguipulli workers experienced a radical politicization by aligning themselves with the Peasant Revolutionary Movement, the “peasant front” of the Revolutionary Left Movement. Because of its relation with this emerging “new left,” rural mobilization was a significant expression of the “revolution from below”, which challenged the Popular Unity's “Chilean road to socialism.” Moreover, because rural mobilization also took place in other areas throughout Chile where the Revolutionary Left Movement was influential, it gave rise to a grassroots project for radicalizing the government's agrarian reform. As a result, the rural “revolution from below” strongly influenced the content and trajectory of political conflict under the Popular Unity Government.  相似文献

The current challenge for world agriculture is to provide food for a growing population, within a context of environmental degradation and economic inequality. The challenge is how to produce accessible, healthy, diverse, nutritious, safe and abundant food in a way that is sustainable, allowing farmers to exert food sovereignty while at the same time addressing ecosystem conservation. The aim of this study is to explore the potential contribution of traditional agriculture to food sovereignty and also to understand the challenges that indigenous communities are facing today. Our case studies are from six Latin-American countries: Chile, Peru, Ecuador, Colombia, Guatemala and Mexico, where we carried out semi-structured, guided visits and field observations. Our results shed light on how traditional agricultural knowledge, techniques and practices can contribute to these issues, but also to the need of protecting and recovering the cultural and ecological heritage. There is a need to resolve public management issues, related to development investment, technological packages, cultural loss and gender. If these are not addressed, the potential contribution of ancient agricultural knowledge will fail to contribute to strengthen food sovereignty and maintain the local markets, which are also places for seed exchange, knowledge sharing and social networking.  相似文献

The main novelty of the most recent Common Agricultural Policy reform is the greening, which provides a payment to farmers who respect certain ‘agricultural practices beneficial for the climate and the environment’. The greening is part of a framework that includes other changes to the first pillar.In the present study the possible impact of first pillar reform on a Farm Accountancy Data Network (FADN) sample of Italian farms was carried out using a Positive Mathematical Programming model. This model considers the mechanisms of production choices according to compliance with the greening practices, as well as possible administrative penalties or reductions in payments in the case of non-compliance.Results showed that while the impact of the greening practices is limited in terms of land use, there were positive effects on environmental indicators. Coupled payments, along with greening practices, determine a larger impact and are effective in achieving environmental goals. Moreover, the system for reducing green payments and levying administrative penalties in case of non-compliance is effective and ensures compliance with practices in almost all farms.  相似文献

The main forest transitions that took place in south-central Chile from the end of the last glaciation to the present are reviewed here with the aim of identifying the main climatic and socio-economic drivers of land cover change. The first great transition, driven primarily by global warming, is the postglacial expansion of forests, with human populations from about 15,000 cal. yr. BP, restricted to coastlines and river basins and localized impact of forest fire. Charcoal evidence of fire increased in south-central Chile and in global records from about 12,000 to 6000 cal. yr. BP, which could be attributed at least partly to people. The subsequent expansion of agriculture led to much clearing of forests and the spread of weeds and other indicators of open habitats. The Spanish colonial period in America may have been followed by a transient expansion of forest cover into abandoned land, as indigenous population declined rapidly due to disease and slaughter. The 18th and 19th centuries brought about extensive loss of forests due to the massive impact of lumber extraction for mining operations both in central Chile and in western North America. Two centuries of intensive deforestation, coupled to grazing by cattle and extremely variable rainfall had long-lasting effects on forest cover in south-central Chile, which persist until today. The transition from a preindustrial to an industrial society brought about the “golden age” of timber harvest, assisted by mobile sawmills and railway transportation since the late 1800s. These advances led to the exhaustion of native commercial timber by the late 20th century in south-central Chile. In North America, harvestable stands were exhausted in New England and the Midwest around 1920. Settlement of the independent territories in the late 1800s and early 1900s implied vast burning and clearing of land and mounting soil erosion. Industrial forestry, based on government-subsidized massive plantations of short-rotation exotic trees, developed in the late 20th century, in connection with postindustrial displacement of exploitative activities from developed to third-world nations. In the last two decades, economic globalization and free trade promoted the expansion of new crops and further decline of woodlands, despite modest increases in forest cover. These patterns are repeated in many Latin American countries. To prevent further depletion of native forest resources and to provide an insurance against climate change, in the 21st century developing nations should aim at: (1) relocating subsidies from fiber farms to restoring diverse forest cover, (2) promoting ecosystem management of diverse forest and crops within landscapes, and (3) fostering diverse cultural relationships between people and their land.  相似文献

Once committed to economywide and sectoral reforms – stabilization, structural adjustment, and trade liberalization – and companion reforms of institutions, how does government best proceed? With what reforms in response to initial conditions, and in what mix, sequence, strength, and speed? This study examines what factors were most critical to success during transition in two early reformers. The economies of Chile and New Zealand have undergone seismic reforms, starting in the mid-1970s and 1980s, respectively. Comparative analysis of their reforms look at the prior conditions that induced drastic action and the policy choices made in each country. Though similar in many respects, differences in initial economic conditions and implementation led to dissimilar, even contrary results. For Chile, the outcome was a vigorous, recharged economy and agricultural sector; for New Zealand, the economy and the sector are lagging still. How policy choice and implementation, as well as simultaneity of reforms, affected the outcomes is the major thrust of the study. The preeminence of trade and macroeconomic policies over sectoral interventions, and in particular the strategic nature of the real exchange rate in allowing agriculture to compete domestically and internationally highlight the discussion.  相似文献

Agricultural landscapes offer unique habitats for many species. Because agriculture is a major land use worldwide, changes in farming practices can have major repercussions for biodiversity. Particularly in Western Europe, ongoing intensification and scale enlargement but also land abandonment and poor agricultural practices leading to land degradation form a major threat to agrobiodiversity. Agro-ecological farming practices are suggested as an alternative way of farming in order to conserve and enhance biodiversity. Yet knowledge about what factors explain farmers’ adoption of agro-ecological farming practices is fragmented and incomplete. In this paper, we offer a holistic framework that specifies these factors and how they are interconnected. The framework is illustrated and refined by means of a case study analysis of almond farming in Andalusia. The chosen case represents a specific localized farming practice that currently negatively impacts biodiversity but for which agro-ecology forms an attractive alternative regarding biodiversity. The case study demonstrates that our framework offers a useful tool to systematically identify the different factors that affect agro-ecological farming adoption, interlinkages between factors and particularly the more structural barriers to agro-ecology.  相似文献

The central role that infrastructures of circulation and connectivity—logistical, financial, and digital—have come to perform in the reproduction of agro‐food systems calls for an expanded conception of agriculture that integrates dialectically the production of economic value and its subsequent realization in the sphere of exchange. Through the case of Walmart's expansion in Chile, and on the basis of a critical theorization of the circulation of capital, this paper proposes an agrarian question of circulation in which the apparently distinct realms of food production, transport, storage, and consumption are brought together into a contradictory and yet unitary whole. The case of Walmart Chile is illustrative of how the reconfiguration of spaces of urban mass consumption and the organizational restructuring of agro‐industrial hinterlands constitute each other in intricate ways. An agrarian question of circulation, the paper concludes, bears important political implications for rethinking the scope and extent of contemporary discussions on agrarian reform being put forward by transnational rural organizations.  相似文献

This article assesses the decision to adopt organic farming practices. We use Duration Analysis (DA) to determine why farmers adopt organic farming practices and what influences the timing of adoption. We extend previous studies by including farmers’ objectives, risk preferences, and agricultural policies as covariates in the DA model. The Analytical Hierarchy Process is used as a multicriteria decision‐making methodology to measure farmers’ objectives. The empirical analysis uses farm‐level data from a sample of vineyard farms in the Spanish region of Catalonia. Farmers’ objectives are found to influence the conversion decision. Moreover, farmers who are not risk averse are more likely to adopt organic farming. Results point to the policy changes that have been most relevant in motivating adoption of organic practices.  相似文献

This paper integrates aspects of global value chain and sustainable rural livelihoods analyses in an exploration of the local impacts of agri‐food globalization in Chile. In particular, it examines the evolution of the raspberry export sector in the context of Chile's non‐traditional agricultural export boom, and considers its importance to smallholder growers and rural households in central Chile. The paper first outlines the geography and structural configuration of the global value chain for Chilean raspberries, and considers modes of governance and forms of coordination between key actors within the chain. Second, the terms and implications of smallholder grower participation in the value chain are explored in a discussion of access to key livelihoods assets. The paper concludes that institutional support to smallholders, even in the case of a crop that is widely seen to have a small‐scale ‘size bias’, remains integral to their capacity to comply with required safety and quality standards and gain and retain market access via the value chain.  相似文献

A farmer’s decision to adopt sustainable land management practices often takes place in a changing context. In the Northeast Region of Thailand, rural areas face a deagrarianization process and the dominant farming system – small-scale rice farming under rainfed conditions – is losing its role as the main provider of household income. The study applies a mixed approach to investigate the reasons why farmers adopt sustainable land management practices in this region. This approach involved a quantitative assessment of factors that influence adoption and a qualitative analysis of local actors’ opinions regarding these reasons. Two major reasons were identified: the engagement in diversifying production and the willingness to reduce the amount of time household members spend farming. These two reasons relate to two strategies farmers use to adapt to ongoing changes: getting involved in changing the farm or maintaining it while limiting the effort they spend running the farm. Initiatives to enhance the uptake of sustainable land management practices in the Northeast Region of Thailand would benefit from structuring the support provided taking these two strategies into account.  相似文献

This article analyzes why the USDA's Environmental Quality Incentives Program (EQIP) experiences contract withdrawals. Among approved contracts, 17% withdrew one or more conservation practices. After presenting a model of producers' behavior, a logit model is used to examine the withdrawal phenomenon. Withdrawals are linked to producers having an incentive to include low cost-share payments and practices in the conservation plan that increase the probability of approval, but may not be profitable. These results are discussed in light of the changes to EQIP that have been introduced by the 2002 Farm Act.  相似文献

The paper aims to position the concept of adaptive efficiency in planning theory, by providing insights on the conditions that explain why land use planning in some institutional contexts is able to adapt and improve more efficiently than in others. This is done by focusing on a specific planning goal: the control of residential sprawl. The paper presents a theoretical framework based on two models, one on the coordinating mechanisms regarding the use of land and one to explain institutional changes. This framework is exploited with empirical case studies where we compare the control of sprawl in the Netherlands, Belgium and Poland. The analysis diagnoses a duality of planning practices. Even though planning failures occur in the Netherlands as well, we provide evidence that Dutch land use planning has been able to efficiently adapt regulatory instruments and collaborative practices to societal changes. By contrast, Belgian and Polish planners face huge difficulties to incorporate new initiatives to control urban sprawl or, in more general terms, to reinforce their influence on land uses.  相似文献

WTO negotiations, as well as problems associated with intensive agriculture, such as overproduction, dependency on high levels of subsidies, diffuse pollution, soil degradation and loss of wildlife, have led to a reconsideration of agricultural policies in Europe. In April 2005, the new common agricultural policy (CAP)-reform came into force in the United Kingdom, decoupling financial support to farmers from agricultural production. Farm income support payments are now linked to compliance with standards (cross-compliance rules) which protect the environment, animal health and welfare. In the light of these policy changes, semi-structured interviews were carried out with 36 farmers in five catchments in the UK to explore interrelationships between CAP-reform, agricultural land management and runoff-related problems. Results from three catchments are specifically highlighted because of their relevance for soil policy.The CAP-reform appears to facilitate and accelerate changes in the agricultural sector that were already happening. It is likely that upland livestock farms will extensify further, which will reduce environmental burdens such as diffuse pollution, soil compaction and runoff. The uptake of agri-environment schemes by individual farmers has increased since the CAP-reform. However, additional impacts are limited as there is a tendency among participants to enter these schemes based on existing features and practices.Although most farmers interviewed for this study appear to recognise the need to reduce soil erosion and diffuse pollution, they are less convinced they should be held responsible for controlling storm-water runoff from farmland that might contribute to flooding downstream. However, there are opportunities to achieve several objectives simultaneously, including improved soil management, runoff control and reduced pollution. Lessons can be learned from farmers’ opinions about CAP-reform, from successful interventions that aimed to reduce soil erosion and diffuse pollution, and also from failures. Recommendations are made for improvements to the current agri-environment schemes and to promote land management practices with less environmental burden.  相似文献

Neo-liberal policies increasingly affect African agricultural production and the influence and power of transnational agro-food companies have deepened substantially since the turn of the century. As a consequence the conditions of transactions of many African export crops have been modified or changed completely. This paper examines the changes and emerging patterns of transnational buyers' sourcing practices within four of Ghana's perennial crop sectors: cocoa, pineapple, oil palm and shea nut. The findings suggest that transnational sourcing practices are primarily determined by the need for immediate processing of the crop after harvest and that control over this process is essential for value adding via product differentiation. Different transnational sourcing practices have distinctive spatial outcomes reflected by new patterns of rural transformation within privately regulated territories.  相似文献

Urbanization is a primary cause of wetland loss in coastal metropolitan regions. Therefore, it challenges the preservation of biodiversity and the provision of key ecosystem services for urban settlements. These services include leisure and recreation, climate and water regulation, water purification, and especially alleviation of natural hazards. Tsunami flood mitigation is a particularly valuable regulating service provided by these wetlands, as recently evidenced during the 2010 tsunami that hit the central coast of Chile.The Concepción Metropolitan Area (CMA), located on the central coast of Chile, has experienced noticeable wetland loss in recent decades. Our study focused on the Rocuant-Andalién wetland, which has been particularly affected by urbanization. This wetland strongly contributes to flood control, and has provided effective protection against the CMA’s latest tsunamis (1835 and 2010). Based on Strategic Environmental Assessment (SEA), we have quantified urban growth over the wetland, both executed and projected under the Metropolitan Urban Plan of Concepción (MUPC). Recent loss in wetland area by urban growth has been quantified using land use and cover change (LUCC) maps from 2004 to 2014, obtained from the classification of Landsat images. Prospective changes (considering the complete MUPC deployment) have been inferred by combining the MUPC with the 2014 land cover map. In addition, we quantified the observed effect and planned urban growth on the wetland protected area, geoforms and potential flooding based on the area affected by the last Tsunami. Results show that urban areas have increased by 28% between 2004 and 2014, while future increase is expected to reach 238%. In contrast, wetland area has decreased by 10% from 2004 to 2014 and is expected to decrease by up to 32 %. Thus, the MUPC is not contributing to the mitigation of wetland loss nor the preservation of its biodiversity and ecosystem services. Implications for coastal planning are discussed.  相似文献

Water stress and soil infertility are the greatest constraining factors for higher agricultural productivity in drylands, prompting the current interest in soil and water conservation (SWC) practices in water-constrained regions. To provide a more comprehensive understanding of challenges surrounding the adoption of SWC practices in these regions, we used a joint analysis framework combining both multivariate and ordered probit models to analyze adoption-decisions for eleven on-farm SWC practices. Our case study, involving 500 farmers from a representative West African Sahelian zone, revealed that although the adoption of SWC practices is widespread in the West African drylands, there is still an important potential to improve and upscale their specific adoption rates. Almost all farmers (99%) used at least one of the eleven practices considered in this study, whereas specific adoption rates ranged from 5% for contour vegetation barriers to 87% for manure application. More than 70% of the farmers used up to three practices only, and less than 30% used between four to nine practices. Many practices are interdependent, with some practices being complementary and others substitutable. The analysis of the determinants of the adoption and the intensity of adoption revealed that SWC practices are labor-, knowledge- and capital-intensive. We found that the major drivers of farmers’ decisions to adopt, as well as to intensify the use of, most SWC practices are the presence of children (aged 6 to 14) in the household, land holding, land tenure, awareness and training on SWC and access to alternative – but non-agricultural labor constraining – cash sources such as remittance and cash farming. A higher number of migrating household members increases the probability of intensifying the use of SWC practices, but only when this is in line with the household’s land endowment and labor needs for farm activities. This comprehensive study will be of significance for a finer understanding of SWC practices in West African Sahel. More generally, it will likely help policy makers to upscale the adoption of sustainable SWC practices for the advance of climate-smart agriculture in developing drylands.  相似文献
