The West African Middle Belt is an area of limited resources, low population density and a severe agricultural climate. Many reasons have been given for the poor state of agriculture in this region, but a look at the agricultural communities of tropical Africa clearly shows that land use cannot be explained by physical and environmental factors alone. For this reason, decision makers must increasingly take into account socioeconomic factors when making policy decisions for development in these peripheral zones.  相似文献

One of the regions of most concern in Sub-Saharan Africa is the geographical area of the West African semi-arid tropics (WASAT) where there has been little impact from the green revolution and most of the region suffers from inadequate and irregular rainfall and low fertility soils. Decreasing per-capita food production trends and 2-3% per-year population growth trends have convinced some to adopt a Malthusian perspective about the future of the WASAT. This paper evaluates the prospects of agricultural technologies and farm management practices that are currently proposed for the WASAT cereal farming system. The technologies are assessed with respect to their agronomic and economic feasibility, risk and their fit within the farming systems. They are ranked as to their feasibility of adoption by farmers in the short, intermediate and long run. The findings suggest that several agricultural technologies are feasible for use in the short run provided that they are used as a package. The complexity and initial high financial and human capital requirements, however, often prohibit farmers from adopting the total package simultaneously. A stepwise approach to adoption is difficult since separate adoption results in lower profitability and higher risk levels. Government policy intervention may be necessary to enable farmers to adopt single technologies en route to total package adoption.  相似文献

Population pressure on farmlands can have two opposing effects on soil quality. It can negatively affect soil quality due to more frequent and intensive use of farmlands, but also can induce transition of farming methods towards more intensive farming in which more fertilizer and improved seeds are used in order to make smaller farmlands more productive. In Sub-Saharan Africa, the net effect is likely to be negative given the region’s current low fertilizer use. Recent studies, however, show evidence of agricultural intensification in regions with high population pressure. It is important to analyze the extent and speed of soil degradation and its relationship with population pressure. Nonetheless, empirical studies on this topic are almost non-existent, partly because soil quality is shaped over a long time horizon, and quality panel data on this issue are rare. We use unique panel data for rural households containing soil quality information from Kenya to elucidate the effect of population pressure on soil quality. We find that population pressure reduces soil quality and also induces agricultural intensification. This suggests that although farmers are trying to mitigate the negative effect of population pressure on soil quality, the rate of soil degradation is outpacing that of intensification.  相似文献

Against a background of growing concern about the adverse effects of agricultural land degradation due to accelerated soil erosion, nutrient depletion and high population pressure, farmers in the Jos Plateau, Nigeria have adopted biological and structural land management practices, though the degree of adoption of such practices varies from one farm household to another. This study, based on a survey of 150 farm households, employed a stepwise multiple linear regression model to analyse the factors significantly influencing the adoption of land management technologies. The results of the analysis revealed four variables, namely, extension service, agricultural labour force, accelerated soil erosion and out-migration, explaining nearly 90% of the variation in the range of land management technologies adopted. The first three of these variables have positive influences on adoption. Extension service appeared to be the strongest, impacting on skills in the agricultural labour force. Policy recommendations are made in line with the findings of the analysis.  相似文献

Farmers' lack of access to technical information constitutes a major obstacle to improving cocoa productivity in West and Central Africa. Recent debates on cocoa extension pay little attention to the potentially important role of printed extension materials for promoting cocoa integrated crop and pest management (ICPM) and encouraging farmer experimentation. A key issue concerns how to design such materials to meet farmers' needs. Typically, printed agricultural extension materials are developed by technical experts with little input from farmers, the end users. Materials developed in this way are often incomprehensible or confusing to farmers as they tend to contain too much information and use culturally inappropriate symbols and complex language. This paper describes a process involving Ghanaian cocoa farmers, communications and extension specialists to develop an illustrated booklet on cocoa integrated crop and pest management. The case study shows that farmers can make significant contributions to designing printed extension materials by bringing their own perspectives to the sequencing and design of the materials, highlighting details and showing illustrators the most effective ways to convey messages in a non-written way (using body language, colour etc.). As a result of farmers' involvement, the illustrations in the booklet are presented in a story context and sequence, and use a cause and effect approach to communicating ideas. Farmers' input also ensured that the illustrations provide a holistic presentation of cocoa farming by highlighting the linkage between application of technologies and improved household welfare. The paper concludes by offering guidelines on best practices for involving farmers in extension material development.  相似文献

Abstract

This study examines the level of trade between the U.S. and Africa for consumer-oriented agricultural products during the 1990s. To achieve this objective, we propose six congruent regional African markets and examine patterns of U.S. trade with Africa on consumer-oriented agricultural products. The reason for such groupings is to identify trade flow differences and similarities between the U. S. and each of these regional groups. The results shed light on the extent to which U.S. exporters of consumer food products are capitalizing on the emerging markets of Africa. The graphing technique used in the study, in combination with trend stability measures for the six proposed congruent regional African markets, introduce a method for identifying market opportunity.  相似文献

Climate‐smart agriculture (CSA) is an approach for transforming and reorienting agricultural systems to support food security under climate change. Few studies, however, quantify at the national scale CSA's economic effects or compare CSA to input‐intensive technologies, like fertilizer or irrigation. Such quantification may help with priority setting among competing agricultural investment options. Our study uses an integrated biophysical and economic modeling approach to quantify and contrast the economywide effects of CSA (integrated soil fertility management in our study) and input‐intensive technologies in Ethiopia's cereal systems. We simulate impacts for 20‐year sequences of variable weather, with and without climate change. Results indicate that adopting CSA on 25% of Ethiopia's maize and wheat land increases annual gross domestic product (GDP) by an average 0.18% (US$49.8 million) and reduces the national poverty rate by 0.15 percentage points (112,100 people). CSA is more effective than doubling fertilizer use on the same area, which increases GDP by US$33.0 million and assists 75,300 people out of poverty. CSA and fertilizer have some substitutability, but CSA and irrigation appear complementary. Although not a panacea for food security concerns, greater adoption of CSA in Ethiopia could deliver economic gains but would need substantial tailoring to farmer‐specific contexts.  相似文献

Semi-arid West Africa faces challenges to increase sorghum and pearl millet production to meet food needs for a growing human population while increasing soil carbon (C), nutrient levels, and water holding capacity that are documented benefits of conservation agriculture. This review focuses on the wealth of research on cropping systems, tillage, crop residue, nutrient, and weed management as related to conservation agriculture. It also identifies needs for multidisciplinary, integrative research to assist the transition from current production systems to conservation agriculture. Crop residue use as livestock feed, or fuel are major constraints to adoption of conservation agriculture, which could be reduced by wood production in agroforestry systems, alternate energy sources, and increased forage supply. Crop residue and grain yields are related, thus improved crop, soil, water, nutrient, and weed management to increase grain yield would also increase the supply of crop residue with potential for ‘left over’ crop residue being available for soil mulching. Incorporating indigenous shrubs and/or cover crops could also increase crop residue supply. Species diversity can be increased through crop rotation, agroforestry, cover crops, and intercrops. Higher grain and stover yields and increased profit potential for resource-poor farmers in West Africa will be required before wide-scale adoption of conservation agriculture will be possible.  相似文献

Sustainable agricultural intensification is an urgent challenge for Sub-Saharan Africa. One potential solution is to rely on local farmers' knowledge for improved management of diverse on-farm resources and integration among various farm enterprises. In this article, we analyze the farm-level impact of one recent example, namely the integrated aquaculture–agriculture (IAA) technologies that have been developed and disseminated in a participatory manner in Malawi. Based on a 2004 survey of 315 respondents (166 adopters and 149 nonadopters), we test the hypothesis that adoption of IAA is associated with improved farm productivity and more efficient use of resources. Estimating a technical inefficiency function shows that IAA farms were significantly more efficient compared to nonadopters. IAA farms also had higher total factor productivity, higher farm income per hectare, and higher returns to family labor.  相似文献

To reverse the negative environmental impacts of agriculture, a land evaluation decision support system (DSS) known as MicroLEIS-DSS was used to design the most sustainable land use and management practices for selected Mediterranean benchmark sites in Sevilla Province, Southern Spain. This DSS is based on the multifunctional evaluation of soil quality, using input data collected in standard soil surveys, and with particular reference to the peculiarities of the Mediterranean region. Specific agro-ecological strategies to prevent soil degradation in the benchmark sites were designed within two major topics: (i) strategies related to land use planning at a regional level: segregation of agricultural lands, restoration of marginal areas, diversification of crop rotation, and identification of vulnerability areas; and (ii) those related to land management planning at a farm level: organic matter restoration, formulation of tillage practices and workability timing, optimum machinery use, and input rationalization. The predicted results of applying the 12 agro-ecological land evaluation model constituents of MicroLEIS DSS are presented and discussed for each application site. The main conclusion of this paper is that using soil type information in decision-making is at the heart for sustainable use and management of agricultural land. This agro-ecological approach can be especially useful when formulating soil-specific agricultural practices to reverse environmental degradation, based on the spatial variability of soils and related resources.  相似文献

The mountains in the northeastern part of Tanzania have been experiencing declining soil fertility and severe soil erosion due to increased cultivation and other factors attributed to population pressure. This study gives the main results of an analysis of household adoption behaviour towards the use of improved soil conservation measures. An interdisciplinary analytical framework for analyzing household adoption behaviour is presented. The framework links three components of the adoption decision process: the perception of the erosion problem, the decision to use improved conservation measures and the level of investment or effort devoted to soil conservation among adopters. Data collected from a random sample of 300 heads of households was used to estimate logit models of perception of the erosion problem and of adoption of improved conservation measures, and a Poisson regression model of effort devoted to conservation. The results show that participation in promotional activities of soil and water conservation (SWC) programmes influences the adoption decision process at all three stages. Also, ranking of soil erosion as the priority problem in agricultural production, participation in labour-sharing groups and having off-farm income influence the willingness and ability to use improved soil conservation technologies and the level of soil conservation effort.  相似文献

Poverty and hunger in Africa are prevalent and will increase in absolute terms with population growth and continued land degradation. Therefore, there is a need for sustainable agricultural strategies, such as conservation agriculture (CA) and integrated pest management (IPM). Among CA practices, intercropping holds the promise of providing benefits to smallholders through increased crop yields and income as well as improved resource use. We review intercropping’s effects on crop yield, income, and output of IPM practices in Africa. On average, intercropping increases crop yields by 23% and gross income by 172 USD/ha, but effects vary significantly depending on management practices and agro-ecological factors. There was no evidence that yields and gross income for intercropping treatments increase when leguminous intercropping combinations, minimum/reduced tillage, pesticides, or fertilizers were utilized. Dual use of herbicides and intercropping practices garnered 1442 USD/ha more in gross income and yielded 1422 kg/ha more compared to those in conventionally managed fields, signifying the positive influence supplemental inputs can have on intercropping’s effects. Although IPM practices increased yields by 20%, on average, IPM systems integrated with intercropping yielded 24% less than IPM systems that did not. This meta-analysis indicates that intercropping is an advantageous sustainable agricultural practice, but that its effective implementation would depend on considering other factors such as adequate control of competing vegetation. There is a clear need for more scientific studies which examine intercropping’s role in complex sustainable agricultural systems, in order to understand its effects in differential environmental and socioeconomic situations and to optimize the practice’s transfer and benefits.  相似文献

The introduction of farmer participatory approaches over the past decades has to some extent improved the relevance and uptake of research results. While R&D prioritization increasingly involves more stakeholders, including the private sector, policymakers and civil society, building ecological literacy among all stakeholders is urgent, especially for sustainable agricultural development. A case study of an emerging fruit innovation system in Guinea, West Africa, highlights the challenges of supply- and demand-driven approaches to R&D prioritization. Shallow ecological knowledge and a blind faith in ‘modern’ technologies by scientists and farmers alike distort prioritization. Locally available, appropriate technologies are dismissed in favour of high technologies that are inaccessible to most smallholder growers. Strengthening the ecological literacy of all stakeholders may help to overcome this bias. On the other hand, building socio-technological literacy would allow innovation intermediaries, who typically act as brokers between the demand- and supply-side of technologies, to better understand the social and institutional contexts of technologies and how these affect potential uptake by poor farmers. Member centres of the Consultative Group on International Agricultural Research (CGIAR) could use the notion of ecological and socio-technological literacy to better understand supply and demand of technology and to work more effectively with their partners towards pro-poor and sustainable agricultural development.  相似文献

Sustainable agricultural development is presented as a diverse and dynamic process through which it copes with agro-ecological and socio-economic diversity at field level and with ever-changing needs and opportunities of (smallholder) farmers. In support, agricultural research—aimed at locally appropriate and environmentally friendly technologies—should contribute to bridging the currently increasing gaps between scientific theories and government agricultural policies as opposed to the practical field realities that farmers are facing.

These gaps are best illustrated by—what in the West is often presumed to be—a stagnant African agricultural (in reality it is not!) in spite of many ambitious policies and projects by national governments and international donors for several decades. Disappointing adoption rates by resource-poor smallholders of the proposed ‘modern’ agricultural technologies have often been blamed. However, the actual local systems are primarily based on ‘ecological’ and ‘organic’ concepts. Localised intensification through recycling of organic by-products is an integral part of such systems. Consequently, these systems are uniquely adapted to the diverse framer needs resulting from widespread variations in soil, climate and socio-economic conditions. By contrast most international R&D support for the African agricultural sector is aimed implicitly at creating a modern conventional system of farming based on external inputs and along a Western industrial model.

To cope with diverse and complex, location specific problems inherent in development, sustainability and poverty alleviation, requires strong national research and development (R&D) institutions that adopt comprehensive, people-centred approaches as opposed to the technocratic nature of most formal international development assistance. The development debate therefore should be turned around. The ‘existing’ smallholder farming systems and their needs should be a point of departure, while the various development initiatives and policies should be handled by including the related institutional aspects.  相似文献

Abstract

This paper explores the linkages between structural adjustment and the liberalization of agricultural marketing in sub‐Saharan Africa (SSA). It examines the nature of structural problems, which have been manifested in stagnating output and balance of payments difficulties. Policy responses are described, in terms of short term macroeconomic stabilization and longer term growth‐oriented adjustment policies. The process of structural adjustment in Africa is surveyed, and policies and stages in the liberalization of markets are considered. Debates on agricultural marketing in SSA are reviewed. This leads into an analysis of the specific issues which arise while marketing policy reform proceeds as an integral part of structural adjustment strategies.  相似文献

The authors examine the use of mobile money in the context of cross-border remittances in West Africa. Relying on mixed methods and a multi-sited empirical strategy they look at both the sending and receiving conditions of mobile money transfers. By looking at money as socially embedded and the role of migrants in the production of a transnational space, their results highlight that uptake and usage of mobile money for remittances are shaped by a transnational living pattern. At the same time, mobile money also contributes to strengthening and reshaping this pattern. By showing that conversion of virtual money to cash may be performed by brokers that live far away from the end recipient, the paper highlights an important gap between spatial distribution of mobile money infrastructure and the social mediation that supports e-money flows. Cash-based transactions, in turn, are shown to play a key role in the social mediation dynamic.  相似文献

Sub‐Saharan Africa faces low agricultural productivity amid a confluence of trends that include rapid population growth, climate change, and the rise of the middle class. To raise productivity, governments—in partnership with donors and development organizations—have launched numerous initiatives to encourage the development of sustainable and competitive agricultural input markets. Despite these efforts, markets remain underdeveloped in most countries and access to affordable seeds and fertilizers remains a major challenge for smallholder farmers. This paper explores evidence from recent multicountry analyses of input delivery systems to assess the possibility of a Green Revolution in Africa. It describes use and adoption levels, challenges, policy and regulatory issues, and investments needed to expand smallholder access to these productivity‐enhancing agricultural technologies.  相似文献

Pest-management technologies have had to adapt to address evolving pesticide resistance problems and changes in regulations driven by environmental and human health concerns. Integrated pest management, founded in the University of California, is an important example. Using California as a case study, this paper describes the post–World War II history of agricultural pest-management technology, documents the development and use of chemical pesticides, describes the role of public research, and measures the benefits and costs for five important commodities, emphasizing integrated pest management.  相似文献
