Whereas in philosophy David Hume was long regarded as a negative thinker to be criticized rather than read, many thinkers interested in social and economic theory from Adam Smith onwards found key concepts, distinctions and problems as developed by Hume useful and inspiring. This applies not only to his seminal contributions to technical problems in economics. It is argued that the way in which Hume employed ‘utility as a positive principle’ (most notably in his ‘experimental’ moral theory) is of pivotal importance in this context. It allows for:

a. distinguishing between internal motifs and external circumstances and constraints; and for

b. making explicit the abstract logic of social interaction structures, mechanisms and processes.

Both are necessary conditions for employing the logic of social situations and mechanisms in the explanation of social institutions and economic processes. It moreover prepares the ground for the use of simplified or cartoon-like models of individual agency in economic and social theory, but also for its critique. On this basis, Hume's influence on various strands of social and economic thought, but also the specific differences with regard to more ‘rationalistic’ approaches (such as Hobbesianism or important versions of neoclassical economics) can be assessed more clearly.  相似文献

The Capability Approach (henceforth CA) views poverty as a multidimensional phenomenon that is not only characterised by lows levels of achievement in the various dimensions but also by a restricted opportunity to choose among different ways of life. The CA thus puts a lot of emphasis on (limited) freedom of choice as a crucial aspect of poverty. If poverty is seen in this way there are two ways to improve the situation of the poor: by broadening the set of opportunities open to them or by strengthening their ability to choose. The paper concentrates on the latter. Although the CA discusses several possibilities for strengthening the ability to choose it does not explicitly consider the role of enhancing the capability of choosing as a means of poverty alleviation. The paper summarizes which circumstances are seen in the CA as suitable for strengthening freedom of choice. Namely, the paper discusses the market as an institution that trains the ability to choose, democracy as a political institution that is based on freedom of choice and participatory methods as an attempt to build explicitly on freedom of choice of the participants. Two shortcomings in the theoretical conceptualization of freedom of choice in the CA are identified by discussing these institutions and circumstances: first, the interplay between social structures and individual agency is not modelled in much detail within the CA. Second, the CA does not provide an explicitly temporal model of agency. The paper takes a closer look at these shortcomings from a sociological perspective since the questions they raise are core questions of sociology. The problems are intertwined. In order to tackle the problem of social embedding in the CA one needs to introduce time and processes as well. Sociological approaches show how social structures evolve from the interaction of individuals. The paper gives an example of how sociological concepts of this interaction can be used for drawing a model of social work for strengthening the agency of the poor. The paper proceeds as follows: first the view of poverty as capability deprivation is presented. The second section gives an overview of the areas in which the CA discusses the strengthening of individual choice: the market, democracy and participatory projects. The third section elaborates on the shortcomings of the CA identified in the preceding section from a sociological perspective and introduces a concept of social work developed in a similar theoretical context. The conclusion summarizes the lessons and outlines further lines of research.  相似文献

This paper describes recent progress in the utilization of participatory scenario-based backcasting approaches to sustainability research that blend quantitative and qualitative analyses in order to explore alternative climate change futures, as undertaken in a range of academic, government, and private sector projects in the Lower Mainland of British Columbia, Canada. These projects reveal that buy-in to policy proposals may be enhanced by participation, but there is a risk of participants being overwhelmed by the complexity of the choices they are being asked to make. Furthermore, tools are grounded in a process, which must itself be the explicit focus of attention in designing successful backcasting projects and combining participatory backcasting techniques with more interactive processes that can enhance our ability to explore highly complex and uncertain, value-laden issues. These approaches can be used to drive action and support decision-making, but for a truly consultative and consensus-oriented process to occur, it is important that a broad sample of the community be engaged in the discussion that are equipped with technical knowledge or understanding of the goals of the process in order to participate in an equitable and effective fashion.  相似文献

This paper reexamines the linkages between women's work, agency, and well-being based on a household survey and in-depth interviews conducted in rural Tamil Nadu in 2009 and questions the prioritization of workforce participation as a path to gender equality. It emphasizes the need to unpack the nature of work performed by and available to women and its social valuation, as well as women's agency, particularly its implications for decision making around financial and nonfinancial household resources in contexts of socioeconomic change. The effects of work participation on agency are mediated by factors like age and stage in the life cycle, reproductive success, and social location – especially of caste – from which women enter the workforce.  相似文献

A key strength of backcasting is arguably the emphasis it places upon envisaging longer-term distant futures, allowing participants and users to think beyond incremental changes in their current lived experience and to embrace the more radical and disruptive socio-technical changes which may be necessary to deliver sustainability. In so doing, however, backcasting may run the risk of obscuring significant differences in current lived experience, negating alternative problem framings and normatively derived views of what constitutes sustainability. This paper reports an innovative UK attempt to develop an inclusive ‘bottom-up’ community foresight process for urban sustainability research. Unlike most backcasting studies, the methodology was initially grounded in an exploration of the community participants' current lived experience and understandings of sustainability. Given the particular purpose of the study the primary outcome from the work was structured around the articulation of a ‘community-led’ agenda for urban sustainability research, rather than an explicit normative vision and transition pathway. However, the methodology could easily be adapted for use in other contexts, and showed potential to contribute to the formation of local ‘transition arenas’: facilitating network formation and building capacity for local sustainability initiatives and experiments.  相似文献

This paper assesses the impact of Chief Technology Officers (CTO) on firm performance using upper-echelon theory, human capital theory and social capital theory. The upper-echelon theory is used to investigate how CTO roles are realised within a company regardless of the individual who carries them out, i.e. through a formal CTO position or not. Human and social capital theories are employed to assess how certain features of CTO influences his/her effect on company performance. Thus, this explorative study investigates two questions: (1) do CTO roles affect a firm's performance?, and (2) which features of the senior manager in charge of technology influence performance? To answer these questions the study first develops a conceptual model and subsequently tests the model based on a survey of 49 firms in electronics and machinery industries in Turkey. Two findings emerge: (1) the fulfilment of CTO roles increases a firm's profitability and (2) the existence of a distinct managerial technology position further improves profitability. Moreover, the study clearly shows the role of social capital theory in explaining how the company performance is likely to increase when the CTO/CTO-proxy manager is placed on a higher rung on the organisational ladder.  相似文献

How do results from the sustainability research world of backcasting relate to the macroeconomic scenarios used for policy evaluation and planning? The answer is that they don't, mostly — they come from different scientific traditions and are not used in the same contexts. Yet they often deal with the same issues. We believe that much can be gained by bringing the two systems of thinking together. This paper is a first attempt to do so, by making qualitative comparisons between different scenarios and highlighting benefits and limitations to each of them.Why are the pictures we get of the energy future so different if we use a macroeconomic model from when using a backcasting approach based on sustainable energy use? It is evident that the methods for producing those two kinds of scenarios differ a lot, but the main reason behind the different results are found in the starting points rather than in the methods. Baseline assumptions are quite different, as well as the interpretations and importance attached to signals about the future. In this paper, it is discussed how those two types of scenarios differ and how they approach issues such as energy prices and growth.The discussion is based on a comparison between Swedish economic and sustainability scenarios. The economic scenarios aim at being forecasts of the future and are used as decision support for long-term policies. But are the assumptions in the economic scenarios reasonable? The sustainability scenarios are explicitly normative backcasting scenarios. They do not take the issue of growth and consumption fully into account. Could they be developed in this respect? The comparison between the scenarios is also used to look closer at the issue of energy prices in a society with sustainable energy use. One of the questions raised is if a low energy society calls for high energy prices. Moreover, the effects of tradable permits versus energy taxes is analysed in the context of how energy use could be kept low in a growing economy.  相似文献

This paper describes a backcasting study focusing on fulfilment of a national target to decrease energy consumption in residential and commercial buildings by 50% by 2050 compared with the consumption in 1995, and identifying possible measures for achieving it. A method based on a combination of backcasting methodology and focus group methodology was used. Two different scenarios were developed. They were used in discussions with stakeholders in the building sector, to explore and identify measures and actors important for target fulfillment. The main outcomes were ideas for strategies and measures needed to achieve the target. The current potential for target fulfilment was also analysed and discussed. The discussions in the different stakeholder groups were mainly concerned with changes in attitude and behaviour and the need for radical changes in social structures. For example, enhanced communication between actors in the building chain, and the need for relevant feedback in order to illustrate the link between the effort in decreasing energy use and actual outcome. The findings suggest that there is sufficient technical potential to achieve the target by 2050 but that this potential will not be realised to a sufficient extent. Achieving the target would be facilitated by policy that is oriented more towards identifying actors with direct influence to promote change. An analysis of incentives for these actors to act, and how different actors can cooperate for energy-efficient solutions should be integrated into the process of suggesting and implementing policy measures.  相似文献

In a Harsanyi-types space, states become circular, self-referring objects if one tries to make the types an explicit part of the states' structure. To make such a definition rigorous, we suggest the use ofnon-well-founded setsthat may be members of themselves, members of their members, etc. We show how to define the non-well-founded version of a types space in a way that preserves nature and the mutual uncertainties. We propose two characteristics of beliefs and study their role in shaping the set of rationalizable strategy profiles in games with incomplete information. The first characteristic, type-sensitivity, is related to how informative a player thinks his type is. The second characteristic, optimism, is related to how “favorable” a player expects the outcome of the game to be. The paper has two main results: the first result provides an upper bound on the size of the set of rationalizable strategy profiles; the second gives a lower bound on the change of location of this set. These bounds are explicit expressions that involve type-sensitivity, optimism, and payoff characteristics. Our results generalize and clarify the well-known uniqueness result of global games (Carlsson and van Damme, 1993). They also imply new uniqueness results and allow us to study rationalizability in new environments. We provide applications to supermodular mechanism design (Mathevet, 2010b) and information processing errors.  相似文献

It is shown how one can effectively use microdata in modelling the change over time in an aggregate (e.g. mean consumption expenditure) of a large and heterogeneous population. The starting point of our aggregation analysis is a specification of explanatory variables on the micro-level. Typically, some of these explanatory variables are observable and others are unobservable. Based on certain hypotheses on the evolution over time of the joint distributions across the population of these explanatory variables we derive a decomposition of the change in the aggregate which allows a partial analysis: to isolate and to quantify the effect of a change in the observable explanatory variables. This analysis does not require an explicit treatment of the unobservable variables.  相似文献

Science-fiction prototyping is often used to explore the social implications of science and technology and to provide inspiration for innovation. The future that is being imagined however often exhibits a form of techno-optimism. This paper critiques that optimism by describing the #Patchworks project in which science fiction prototypes were used to explore the social implications of who does the imagining. Through our vignette we explore how the promissory nature of science fiction prototyping folds back into the present to change current understandings of real life situations. We suggest that the power to imagine and invent futures is often not extended to vulnerable communities, nor does it take into account the differing authority and agency depending on who is telling and who feels able to tell stories. The collision between these different stories and backgrounds in #Patchworks, the co-design project informing this paper, has produced contradictions and negotiations between the speculative practice of ‘tinkering’ used by DIY hackers that act as ‘openings’, an academic focus on innovation and the ‘anchoring’ inherent in the need to produce practical prototypes that solve urgent problems.  相似文献

The process that drove the early evolution of hominid culture was an arms race that led to selection for 'big brains,' higher consciousness, and language. Culture was a constraining force on this arms race. 'Big brains,' higher consciousness and language paved the way for the evolution of theory of mind and lower rates of time preference, two keys to the development of complex culture. Culture is a shared mental construct, a form of shared social intentionality with a deeply abstract and symbolic nature. Our symbolic ability enabled the development of this public good, which included such mental constructs as promises, obligations, contracts, marriages, property, money, agency, and government. Cultural institutions change the way we think because they both reduce the cost of cognition and become a substitute for cognition by forming a framework for social habits and routines and that allows for specialization in cognition over space and time; in a fundamental and often unrecognized way, they reduce transactions costs. Perception—including social perception—is an ill-posed problem. Culture provides background assumptions and constraints which allow us to solve this problem and thereby reduce transactions costs.  相似文献

Timothy Besley’s Principled Agents? carefully surveys the modern social science literature on political agency problems and tries to chart a sensible middle course between the naive assumption that politicians maximize the public welfare and the pessimism of Virginia-style public choice. However, the literature that Besley showcases is seriously flawed. By building on the empirically discredited rational expectations assumption, it neglects the strongest normative argument against political accountability and overlooks the extent to which “agency failures” stem from principal negligence.  相似文献

This paper explores the banking of cord blood stem cells by new parents, a growing phenomenon that raises a number of questions for scholars interested in the role of expectations in innovation. In particular, we focus on the relationships between imagination and materiality, the way in which today's expectations of a future stem cell revolution have become embodied (materialised) in an ever-growing number of deposited cord blood samples. In addition, the case raises interesting questions about agency and authorship in the construction of the stem cell dream and the production of new 'blood ties'—new future-oriented parental duties and responsibilities. Here, parents are encouraged to think themselves into a future in which their newborns are 'at risk', but also a future populated by an innovative range of regenerative medical treatments.  相似文献

This contribution addresses the question of how to create an agency for emancipatory management of technology. Unions are suggested as a collective actor, since steps towards democratization and micro emancipation have few chances if they rely on management practitioners alone. Instead, unions, shop stewards and employees should acquire and demand elements of emancipatory management of technology on the basis of collective power rather than waiting for managers to change their praxis. The article looks at union activities related to virtual organizations in manufacturing companies. It is argued that although virtualization is modest, it still challenges traditional union strategies. Based on case material stemming from action-oriented research, a number of levels of possible influence and politicization are discussed ranging from the workplace to the national level, which unions can pursue in becoming a collective actor in the development of ICT and organizations.  相似文献

For many decades, the concept of sustainability has been highly successful in public policies and even in the business world.1 Nowadays, all initiatives must be sustainable and are primarily assessed on that criterion. However, the efforts made to construct specific methods dedicated to building sustainable strategies seem rather weak. Futurists themselves underestimate the relationship between sustainable development and foresight, even if they are talking about sustainable planning.2 They remain generally unaware that foresight could be a major tool in tackling sustainability as well as one of the best methods of preparing sustainable strategies and policies.Indeed, one of the biggest problems in sustainability approaches is the simplistic way used to define the concept, for instance, by using only the very first part of the 1987 the Bruntland report Our Common Future and by limiting the fields of activity on sustainability to the three pillars of the OECD model: economy, social questions, environment.At the Copenhagen United Nations Climate Change Conference (December 2009), it seemed forgotten that sustainability is already an old issue in which futurists were heavily involved at the time of the United Nations Stockholm Environment Conference (1972), in the Limits to Growth Report, published by the Club of Rome (1972)3 and in the OECD Interfutures Foresight, spurred on by Jacques Lesourne (1978).4Since that time (forty years ago!) researchers and consultants have learned how to deal with the concept of sustainability, how to analyze it as an ultimate aim for society as a whole as well as a complex object that needs to be approached with adequate methods such as systemic analysis.As Christian Stoffaës said, the aim of foresight is sustainable development in a changing world. As a result, the ultimate aim of strategic foresight appears to be clear: it is sustainability. This article highlights that fundamental relationship as we see it today.5  相似文献

ABSTRACT

Monetary policy operations in corporate security markets confront central banks with choices that are traditionally perceived to be the prerogative of governments. This article investigates how central bankers legitimise corporate security purchases through a comparative study of the European Central Bank (ECB) and the Swiss National Bank (SNB). As we show, central bankers downplay the novelty of corporate security purchases by relying on familiar pre-crisis justifications of Central Bank Independence. Citing an ideal of ‘market neutrality’, central banks present corporate security purchases as pursuing a narrow objective of price stability and obfuscate their distributive consequences. In this way, central bankers depoliticise corporate security purchases: they reduce the potential for choice, collective agency, and deliberation concerning both the pursuit of corporate security purchases and the choices made in implementing these policies. We also describe the undesirable democratic, social and environmental dimensions of these practices, which we propose to address through enhanced democratic accountability.  相似文献

We propose (and test experimentally) a model of observational learning in which players have social preferences. To this end, we design an experiment–based on a classic parlor game known as the Chinos Game–in which we vary (by way of an exogenous iid stochastic process) the probability of getting the prize in the event of a correct guess. By this design, we are able to estimate more efficiently players’ sensitivity to difference in payoffs (and how this sensitivity affects information decoding along the sequence). We also condition our estimates upon additional information on subjects’ socio-demographics, risk attitudes and cognitive reflection by way of a questionnaire that we collect at the end of each session.  相似文献
