The growing demand for referendum challenges the traditional model of representative democracy. In this paper we study under which conditions voters prefer a system of representative democracy to direct democracy. In direct democracies voters choose a policy among two alternatives, under uncertainty about which policy better fits the realized state of the world; in representative democracies voters select a candidate who, once elected, chooses a policy having observed which is the realized state of the world. Voters and politicians' payoffs depend on a common component which is positive only if the policy fits the state of the world, and on a private ideological bias towards one of the policies. In direct democracies voters are uncertain about the future state of the world, while in representative democracies they are uncertain about the degree of ideological bias of the candidates, even if they know towards which policy each candidate is biased. We show that representative democracy is preferred if (i) the majority of voters are pragmatic (the common component prevails), and (ii) society is ideologically polarized, meaning that the majority of voters are ideological (the private component prevails), but the median voter is pragmatic. Direct democracy is the preferred instrument for collective choices in societies in which the majority of voters and the median voter are ideological, implying that the majority of voters have the same ideological bias, as, for instance, it occurs when the populist rhetoric of people against the elite succeeds.  相似文献

We analyze a two‐candidate Downsian model considering that voters use shortcuts (e.g., interest‐group/media endorsements) to infer candidates' policy platforms. That is, voters do not observe candidates' exact platforms but only which candidate offers the more leftist/rightist platform (relative positions). In equilibrium, candidates' behavior tends to maximum extremism, but it may converge or diverge depending on how voters behave when indifferent policywise between the candidates. When the tie‐breaking rule used by the voters is sufficiently fair, candidates converge to the extreme preferred by the median voter, but when it strongly favors a certain candidate, each candidate specializes in a different extreme.  相似文献

The laboratory experiment described in this paper provides evidence on play in signaling games in the context of electoral competition. In this game, voters must infer the preferred policy of each candidate from the candidate’s choice of whether to announce (truthfully) his preferred policy or to take no position. Bayesian voters would put high probability on a candidate having an extreme policy preference after observing him take no position, but cursed voters would not fully appreciate the informational content of the decision to take no position. Stated beliefs reveal substantial uncertainty about other players’ strategies. Based on estimates of a structural model of cursed equilibrium allowing for heterogeneity in the degree of cursedness, 32% of choices between candidates are consistent with Bayesian updating, 32% imply no inferences about others’ types after observing their actions, and the remainder indicate partial updating. Though the experiment also includes treatments with subjects in both roles, these estimates are based on interactions with programmed candidates, implying that uncertainty about others’ rationality and strategic sophistication is not driving the result. We also find that the quantal response error structure in which errors depend on payoff differences cannot explain the pattern of errors that subjects make.  相似文献

We study elections in which two candidates poll voters about their preferred policies before taking policy positions. In the essentially unique equilibrium, candidates who receive moderate signals adopt more extreme platforms than their information suggests, but candidates with more extreme signals may moderate their platforms. Policy convergence does not maximize voters' welfare. Although candidates' platforms diverge in equilibrium, they do not do so as much as voters would like. We find that the electorate always prefers less correlation in candidate signals, and thus private over public polling. Some noise in the polling technology raises voters' welfare.  相似文献

A model of two-candidate electoral competition is developed in which voters are uncertain about the policy either candidate would implement if elected. Candidates simultaneously announce policy positions, from which voters attempt to infer the true positions the candidates would adopt. Announcing a position different from the true position is costly to the winning candidate, with these costs increasing as the difference between the true policy and the announced policy increases. A refinement of the sequential equilibrium concept is used to describe the behavior of candidates and voters.  相似文献

Scoring rules are compared by their equilibria in simple voting games with Poisson population uncertainty, using new techniques for computing pivot probabilities. Best-rewarding rules like plurality voting can generate discriminatory equilibria where the voters disregard some candidate as not a serious contender, although he may be universally liked, or may be symmetric to other candidates as in the Condorcet cycle. Such discriminatory equilibria are eliminated by worst-punishing rules like negative voting, but then even a universally disliked candidate may have to be taken seriously. This paper analyzes sequential voting in binary elections when voters are motivated by a desire both to elect their preferred candidate and to avoid a long and costly election. I find a unique equilibrium in which a voter's action depends both on the intensity of the voter's preferences as well as how well the candidates have done in earlier voting rounds. This equilibrium results in momentum in which voters are more likely to vote for the candidate currently in the lead. Furthermore, the probability a voter votes for a candidate is increasing in the size of the candidate's lead. As a consequence, a candidate is more likely to win the election if the candidate's stronger supporters vote earlier in the election.  相似文献

Dutta et al. (Econometrica 69 (2001) 1013) (Dutta, Jackson, and Le Breton—DJLeB) initiate the study of manipulation of voting procedures by a candidate who withdraws from the election. A voting procedure is candidate stable if this is never possible. We extend the DJLeB framework by allowing: (a) the outcome of the procedure to be a set of candidates; (b) some or all of the voters to have weak preference orderings of the candidates. When there are at least three candidates, any strongly candidate stable voting selection satisfying a weak unanimity condition is characterized by a serial dictatorship. I consider a two period model of repeated elections in which politicians update their beliefs about the preferences of the voters after the first period election and set second period policies accordingly. When voting is costless, a positive fraction of voters abstains for any finite population, but abstention vanishes in the limit of an arbitrarily large election. I demonstrate that in large elections, a single vote changes second period policies by an amount exponentially large compared to the probability of influencing the first period election if the probabilities with which voters vote for the two candidates differ. Using this, I prove that the limiting voting behavior in the first election is independent of the first period policy choices of the candidates. The incentive to vote to signal oneʼs preferences thus dominates the incentive to vote to increase the chances of electing oneʼs preferred candidate.  相似文献

We study the formation of advocacy groups and how they can impact policy outcomes by revealing information about voters׳ preferences to uninformed political candidates. We conduct a laboratory experiment based on a two-candidate spatial electoral competition setting where the policy preferences of voters are (initially) unknown and change over time. In the control treatment candidates learn about the preferred policy of the median voter through the voting outcome of elections. In the advocacy treatments, voters can organize themselves into advocacy groups in order to reveal their policy preferences. We find that voters often overcome the collective action problem of forming an advocacy group. In fact, we observe the formation of both informative advocacy groups, which convey new information, and uninformative advocacy groups, which do not. Overall, advocacy groups significantly speed up the convergence to the preferred policy of the median voter. However, advocacy does not lead to higher earnings as the gains from faster convergence are offset by the costs of group formation.  相似文献

In the multi-dimensional spatial model of elections with two policy-motivated candidates, we prove that the candidates must adopt the same policy platform in equilibrium. Moreover, when the number of voters is odd, if the gradients of the candidates' utility functions point in different directions, then they must locate at some voter's ideal point and a strong symmetry condition must be satisfied: in particular, it must be possible to pair some voters so that their gradients point in exactly opposite directions. If the number of dimensions is more than two, then our condition is knife-edge. When the number of voters is even, the situation is worse: such equilibria never exist, regardless of the dimensionality of the policy space.  相似文献

There is growing evidence on the roles of fairness and other-regarding preferences as fundamental human motives. Call voters with fair preferences, as in Fehr and Schmidt (1999), fair-voters. By contrast, traditional political economy models are based on selfish-voters who derive utility solely from “own” payoff. In a general equilibrium model with endogenous labor supply, a mixture of fair and selfish voters choose optimal policy through majority voting. First, we show that majority voting produces a unique winner in pairwise contests over feasible policies (the Condorcet winner). Second, we show that a preference for greater fairness leads to greater redistribution. An increase in the number of fair voters can also lead to greater redistribution. Third, we show that in economies where the majority are selfish-voters, the decisive policy could be chosen by fair-voters, and vice versa. Fourth, while choosing labor supply, even fair voters behave exactly like selfish voters. We show how this apparently inconsistent behavior in different domains (voting and labor supply) can be rationalized within the model.  相似文献

I consider a model in which candidates must win a primary election to compete in the general election. Candidates may choose different policies in the primary and the general election, but doing so results in accusations of flip-flopping. I show that candidates adopt extreme policies in the primaries but then try to move closer to the center for the general election even though primary voters are forward-looking and anticipate this policy moderation. The extent to which candidates move closer to the center is constrained by flip-flopping costs, and candidates choose divergent policies in the general election. I obtain comparative statics results on candidate policy choices in terms of voter preferences.  相似文献

Almost every week national elections are held somewhere in the world. Many more elections take place at federal and local levels of government. Surely, these are important events to many of us. This thesis aims at providing a better understanding of why and how people vote in elections. Three original modifications of Palfrey and Rosenthal’s (1983) participation game are used to study voter turnout theoretically and experimentally.1 In the basic game, each voter supports (i.e., prefers) one of two exogenous candidates and privately decides between voting at a cost and abstaining (without costs). The candidate who receives more votes wins the election (ties are broken randomly) and each supporter of this candidate receives an equal reward, independent of whether or not she voted. The first study (published in the American Political Science Review 100, pp. 235–248) analyzes the effects of social embeddedness on turnout, assuming that voters may be influenced by observing the decisions of other voters around them (e.g., a family or working place). Our experimental results show that the social context matters: this information increases turnout by more than 50%. The increase is greater when neighbors support the same candidate rather than when they support opponents. The second study investigates the effects of public opinion polls on voter turnout and welfare. Poll releases resolve uncertainty about the level of support for each candidate caused by `floating’ voters, whose preferences change across elections. This information increases turnout in the laboratory by 28–34%, depending on the fraction of floating voters in the electorate. If polls indicate equal levels of support for both candidates—in which case aggregate benefits for society are not affected by the outcome—welfare decreases substantially due to costs from excessive turnout. In the final study, elections are preceded by the competition between two candidates: they simultaneously announce binding policy offers in which some voters can be favored at the expense of others through inclusion and exclusion in budget expenditure (Myerson 1993).2 We observe that policy offers include 33% more voters—yielding a smaller budget share for each—when voting is compulsory rather than voluntary. Moreover, we find evidence of political bonds between voters and long-lived parties. Overall, in all three experiments many subjects strongly react to economic incentives (i.e., benefits, costs, and informational clues), often in line with what is observed outside of the laboratory. I analyze symmetric majority rule voting equilibria when voters wish to elect the better candidate and to vote for the winner. When voters care only about the winning candidate (the standard formulation) a unique responsive equilibrium exists. The addition of a desire to win creates multiple equilibria, some with unusual properties. In most of these equilibria information is not aggregated effectively, and I uncover the novel possibility of negative information aggregation in which information aggregated in equilibrium is used to select the worse rather than the better candidate.I then characterize the efficiency of optimal equilibria as the population becomes large and show that a discontinuity arises in the information aggregation capabilities of the majority rule voting mechanism: in elections without a dominant front-running candidate the better candidate is almost surely elected, whereas in races with a front-runner information cannot be effectively aggregated in equilibrium.  相似文献

We use data on 800 candidates from the 2012 U.S. election cycle in U.S. and state congressional races to examine the degree to which beauty affects electoral outcomes. We find that a candidate that is one standard deviation more beautiful receives a 1.1 percentage point higher vote share and is 6.0 percentage points more likely to win the election. This beauty premium is larger in situations where voters are less likely to have more information about the candidate. The beauty premium is much smaller for U.S. congressional races than for state congressional races, and is also much smaller for incumbent candidates. This paper studies the impact of lobbying on political competition and policy outcomes in a framework which integrates the citizen–candidate model of representative democracy with the menu-auction model of lobbying. Positive and normative issues are analysed. On the positive side, lobbying need have little or no effect on policy outcomes because voters can restrict the influence of lobbyists by supporting candidates with offsetting policy preferences. On the normative side, coordination failure among lobbyists can result in Pareto inefficient policy choices. In addition, by creating rents to holding office, lobbying can lead to "excessive" entry into electoral competition.  相似文献

This paper constructs a stylized model of election between two opportunistic candidates who can influence equilibrium policy platforms in exchange for monetary contributions provided by two distinct lobby groups. Two key features are embedded which give rise to a dual uncertainty in the model: the existence of partisan spread across voter groups as well as the embezzlement of campaign funds received by the electoral candidates from the interest groups. We derive and compare the equilibrium platforms of the two office-seeking candidates in three scenarios: none of the above uncertainties exist (benchmark case), only uncertainty about voters’ preferences exist (swing-voter case), and both the uncertainties exist (swing voters and lobby groups case). We find that an opportunistic candidate’s swing-voter tax platform is always lower than the benchmark tax platform. Additionally, the equilibrium tax choice of electoral contenders in the swing voters and opposing lobby groups case is found to be greater than the tax level chosen under the swing-voter case if the lobby group advocating a greater level of tax is sufficiently well-organized such that it outweighs the relative swing-voter effect in that group. Furthermore, we find that when an electoral candidate transitions from being highly corrupt to becoming relatively more honest, the equilibrium level of public good provision adjusts in conformity with the well-organized group’s economic preferences. Finally, if the strength of relative lobbying effect is weaker, a lower partisan bias within that group induces an electoral candidate to choose a tax platform closer to that group’s policy bliss point.  相似文献

The paper analyzes a model of electoral campaigning as a problem of competitive delegation. We consider an environment characterized by two sources of uncertainty: uncertainty on the nature of the optimal policy and uncertainty on the candidates’ biases. Although voters know whether the candidate is left‐ or right‐wing, they do not know the extent of the bias. In this environment, discretion may benefit voters as it allows the elected politician to adjust his policies to the state of the world. The paper shows that the optimal set of promises must be a closed interval, whose size is decreasing in the expected bias of the candidate. An example where the set of types is finite shows that an increase in the variability of candidates’ types may either increase or decrease the voters’ willingness to grant discretion to politicians.  相似文献

This paper considers the seemingly inconsistent behavior of individuals who simultaneously vote for incumbents and for limitations on their terms in office. We argue that such behavior may occur even if voters pursue their self-interests in both candidate and term-limitation elections. First, we formulate elections for Congressional candidates as a two-person game, where each candidate maximizes votes by proposing a distribution of benefits to voters. Then we discuss the term limitation at the state level, where voters in each district compare, over time, the average benefits obtained from two alternative series of campaign games: one with a longer tenure associated with no term limit and the other with a shorter tenure created by the introduction of a term limit. In elections of candidates for Congress, the incumbent is successful because he can generate more aggregate benefits for voters. We show, however, that at some critical point of the tenure, his behavior will be less beneficial to his core constituents. In term-limitation elections, those voters tend to support a term limit.
