Agricultural landscapes deliver multiple, highly valued goods such as cultural amenities, biodiversity conservation and climate stability. These goods are often delivered as side-effects of farmers' production decisions driven by broad-scale, supranational changes in agricultural, trade or other policies. Human well-being is thus affected in ways not taken into account in these macro-policy decisions. To avoid this policy failure, there is a growing demand for the valuation of broad-scale changes in public goods by the general public. For this purpose, context-rich valuation scenarios at this broad scale need to be developed which are empirically-based, policy-relevant and understandable by the general public. In this way, respondents are focused on actual trade-offs rather than invited to give symbolic reactions. This paper presents and discusses a valuation framework developed to fulfil these criteria. The approach is based on a typology of Macro-Regional Agri-Environmental Problems (MRAEP). Each MRAEP is defined by: (1) prevailing farming systems and agricultural landscapes; (2) current levels of public-good delivery; (3) expected direction of land-use change; and (4) expected effects of such change on public-good provision in each macro-region. Multivariate analysis of EU-wide data on agricultural landscapes and farming-systems led to identify thirteen macro-regions in the EU. Current public-good provision was described using public-good indicators. Only those public goods that are expected to change or could be improved by available policy options (core public goods) were used to generate choice alternatives for survey respondents. The paper ends by discussing innovative elements in the proposed approach, achievements, shortcomings and possible policy uses.  相似文献

Liberalisation of agricultural policies reduces the influence of policy on land‐use decisions, but environmental policy objectives remain. Governance provides an approach that recognises the role of institutions and collective action. The formulation of environmental policy objectives in terms of the provision of public goods raises questions as to the role of economic valuation and as to whether the definition of ‘goods’ may misdirect policy attention. An alternative approach relates to ecosystem services and sees management issues in terms of ecosystem resilience and the adaptive governance of socio‐ecological systems. Governance involves a mix of regulation, markets, government incentives and collective action. Regulation sets the domain within which markets operate and social judgements as to property rights are required as a basis for exchanges. Depending on commodity prices, agri‐environment schemes may be required either to reduce agricultural production intensity or to keep land under production. The diffuse nature of the environmental benefits and costs of land uses, the complexity of ecosystems and the need to co‐ordinate land management decisions indicate a role for local adaptive co‐management of land resources. Governments play a major role in supporting the institutional framework within which this can take place.  相似文献

Andalusia, located in southern Spain, is the major olive production area worldwide. Due to the relevance of this agricultural sector on the regional income, this article investigates olive farmer's perspectives regarding olive production after their retirement and potential factors affecting these including economic, social, environmental and spatial factors. We use data from a survey conducted to 431 olive farmers in Andalusia in 2010. Our findings show spatial dependence in explaining farmer's views on the future of olive farming at relatively small distances. In addition other factors such as bad economic performance, erosion or olive diseases affect farmer's perception. We make propositions on what elements should be taking into account when designing agricultural policies aiming at guaranteeing the sustainability of olive farming in future.  相似文献

Pressures to limit levels of agricultural production create opportunities for the provision of new environmental benefits from rural land. However, the public good characteristics of these benefits mean that they are unlikely to be provided by conventional profit-maximising firms. This paper examines the role of land ownership by public interest demand groups in the form of Conservation Amenity and Recreation Trusts. This form of ownership can establish incentives for the consideration of the external benefits of land use in land management decisions.  相似文献

Eco-efficiency assessment of olive farms in Andalusia   总被引:5,自引:0,他引:5  
Olive farming represents an important source of income and employment in the rural areas of Andalusia (Spain), which is the most important olive oil-producing region in the world. Unfortunately, it also exerts significant environmental pressures with regard to soil erosion, use of polluting inputs, excessive water consumption and biodiversity reduction. This paper uses Data Envelopment Analysis (DEA) techniques and pressure distance functions to contribute a farm-level assessment of the eco-efficiency of a sample of 292 Andalusian olive farmers. We distinguish between managerial eco-efficiency and program eco-efficiency, the latter being associated to the different natural conditions prevailing in the three main olive cultivation systems in the region, namely, traditional rain-fed mountain groves, traditional rain-fed plain groves and irrigated intensive groves. Our findings show that eco-inefficient management is a widespread practice across olive farmers, mainly due to widespread technical inefficiency. Furthermore, the most eco-efficient production system is the traditional plain growing system. Finally, we find that soil-climate conditions strongly influence managerial eco-efficiency in all three aforementioned cultivation systems.  相似文献

Using sustainable agriculture practices has various economic, social and environmental benefits. Determining the attitude of farmers toward risk is an important first step in understanding their behaviour and coping strategies to mitigate environmental risks. This paper investigates the dual impacts of some agricultural practices on agricultural yields and farmers’ livelihoods considering sustainable farmland. Cross-sectional data is collected from farmers in six rural villages in Tigray region, Northern Ethiopia using structured questionnaires. Results show that education, labour supply, agricultural extension services, attitudes, social capital, risk mitigation attitudes, farming experience and soil conditions are factors that significantly affect farmers’ decisions to adopt these practices. The practices are adopted either in isolation or jointly of integrated sustainable practices that increase crop production, household income and asset. Therefore, government and other development actors should promote their adoptions especially in drought-prone, degraded and water-stressed areas  相似文献

In Brazil, some see intensive, large-scale production of sugarcane-based ethanol, based on a model of capital and land concentration, as a threat to the survival of family farming. Family farmers are increasingly under pressure to sell or rent land to mills where sugarcane monoculture is expanding. In this context, the government is working to formulate or change public policies in order to support farmer livelihoods in sugarcane growing regions. The present study is based on research conducted in the municipality of Ipiranga de Goiás, Goiás State, Brazil. It employs the analytic hierarchy process (AHP) method, with participation of stakeholders at federal, state and municipal levels, to support public policy decision-making addressing family farming. The stakeholders prioritize environmental and economic benefits as the most important criteria requiring the attention of policy makers. Also, stakeholders agree that diversification of production is the most appropriate alternative for strengthening family farming. The AHP approach can be the starting point in the formulation of public policies. The approach helps ensure transparency, and it purposefully includes family farmer points of view. Policies derived from this process, therefore, may have a higher likelihood of being supported and accepted by farmers.  相似文献

Low and declining soil fertility has been recognized for a long time as a major impediment to intensifying agriculture in sub-Saharan Africa (SSA). Consequently, from the inception of international agricultural research, centres operating in SSA have had a research programme focusing on soil and soil fertility management, including the International Institute of Tropical Agriculture (IITA). The scope, content, and approaches of soil and soil fertility management research have changed over the past decades in response to lessons learnt and internal and external drivers and this paper uses IITA as a case study to document and analyse the consequences of strategic decisions taken on technology development, validation, and ultimately uptake by smallholder farmers in SSA. After an initial section describing the external environment within which soil and soil fertility management research is operating, various dimensions of this research area are covered: (i) ‘strategic research’, ‘Research for Development’, partnerships, and balancing acts, (ii) changing role of characterization due to the expansion in geographical scope and shift from soils to farms and livelihoods, (iii) technology development: changes in vision, content, and scale of intervention, (iv) technology validation and delivery to farming communities, and (v) impact and feedback to the technology development and validation process. Each of the above sections follows a chronological approach, covering the last five decades (from the late 1960s till today). The paper ends with a number of lessons learnt which could be considered for future initiatives aiming at developing and delivering improved soil and soil fertility management practices to smallholder farming communities in SSA.  相似文献

Small olive farms typically find it hard to compete with their larger competitors due to unfavourable conditions in terms of labour costs, land fragmentation and structural capital. These conditions result in higher production costs that reduce their competitiveness, leading to progressive exclusion from domestic and international markets and the abandonment of farming. In this scenario, cooperation between farmers to increase farm size and reduce land fragmentation may be an innovative strategy to improve the competitiveness of small agricultural holdings and avoid farm abandonment. The aim of this paper is to characterize the spatial structure of the traditional olive grove in the province of Jaén (South of Spain), the world’s leading olive oil producer, to identify the areas where farmer cooperation can be effectively implemented. The results of this study confirm that there are large numbers of small, barely viable olive groves and show different ways to promote cooperation between farmers according to the structural characteristics of their farms and their spatial relationships. In particular, when small olive farms have large neighbours, assisted cooperation systems should be implemented, while when small olive farms are concentrated in areas without larger farms, shared cultivation systems would be more efficient. This paper also provides information for the design of public policies aimed at enhancing the competitiveness of small agricultural holdings.  相似文献

Under the past Common Agricultural Policy (CAP) olive oil subsidy regime, farmers were eligible for subsidies on the basis of the amount of olive oil they produced. This led to an intensification of production, particularly on flat land, and had in most cases negative environmental effects, such as more soil erosion on sloping land and more pollution. With the decoupling of agricultural support under the newly established rules of the CAP, formalised in 2005, cross compliance measures have become obligatory.In this paper an ex-ante assessment is made of the application of cross compliance for soil erosion control (natural cover crops and terrace maintenance) in hilly and mountainous olive groves in Trás-os-Montes in Portugal. A linear programming model was developed to assess the various socio-economic and environmental effects of four different development scenarios for olive groves. The scenarios were developed on the basis of changing market prices, wage rates and subsidies; their effects included shifts towards intensification, abandonment and organic farming. Simulations considering a minimum return to labour constraint showed very high levels of abandonment, particularly in combination with cross compliance obligations. However, even without this minimum return to labour constraint, abandonment would reach more than 20% in three out of the four scenarios. The model showed that cross compliance obligations could be quite effective in reducing erosion, but that they would depress income in all scenarios as a result of higher abandonment and lower percentage shifts towards intensive systems.  相似文献

The aims of organic farming are to protect: (a) the environment, by using organic management practices that do not have the adverse effects of conventional practices, and (b) the health of consumers, by the provision of organic products. Using the Greek organic farming sector as an example, it is shown that while this sector is well-developed, it fails to provide the market with labeled organic products. While farmers follow the rules of organic management, thus achieving the first aim, products from just one third of organically managed areas are labeled, thus failing the second aim. Several phenomena indicate an unbalanced development of the organic agricultural sector in Greece, with respect to both farming and marketing. For example, organic green fodder is grown 10 times more than demanded for organic livestock farming. Furthermore, while many other products are imported to cover the country's demand for organic produce, Greek (unlabeled) organic products are sold as conventional. As also documented in most other European member states, financial support to farmers is calculated based on the amount of land being organically cultivated, rather than the overall performance of organic farms. This study highlights the importance of establishing a monitoring procedure that evaluates the performance of organic farming systems, including the outcome of labeled organic products. The development of a sustainable organic agricultural sector, where farming, marketing, economy, and knowledge are interconnected, requires the development of research toward implementing a more sophisticated approach of financing organic farming.  相似文献

目的 为清晰识别影响农户生态耕种决策行为的影响因素,为我国农业可持续发展,加快耕地数量、质量和生态“三位一体”保护目标的实现提供参考。方法 文章利用江西省11市47县(区)共1 488份农户的调研数据,从农户劳动力禀赋结构转变和小农生产造成耕地破碎的两大社会现象切入,采用双栏模型将农户生态耕种决策行为分为采纳意愿和采纳程度两个阶段进行实证分析研究。结果 (1)以中位数为划分依据,有生态耕种采纳意愿的农户数占样本总数的67.20%,有采纳意愿的农户对10项具体生态耕种行为的平均采纳数为5.323项;(2)家庭总人口对农户生态耕种采纳意愿与采纳程度均呈负相关、劳动力人数均呈正相关,兼业程度对农户生态耕种采纳程度呈正相关,耕地破碎化对农户生态耕种采纳意愿呈负相关;(3)农户生态耕种决策行为还受到受教育程度、农业收入占比、是否加入合作社、是否享受农业补贴等因素影响。结论 政府及相关管理部门一方面应注重农户临时务工平台搭建,拓展相关信息视野以提升生态耕种采纳度;另一方面应规范和推动土地流转与土地整治,促进土地规模化经营,降低破碎度。  相似文献

This study develops and demonstrates procedures for modeling the impact of agricultural technology adoption decisions on consumption and nutrition in a subsistence‐farming context. The method is based on expected direct utility maximization (EDUM) formulation and incorporates subsistence quantities for broad aggregates of protein, calories, and other consumption goods. The method is applied to a hillside farming system of southern Honduras where new sorghum cultivars and erosion control techniques are being introduced. The expected direct utility maximization model allows the estimation of the effects of new technology on consumption and marketed surplus in situations where marginal values of products vary by state of nature and are affected by consumption and production choices. The introduction of the new technologies in southern Honduras results in improved nutrition and substantial increases in marketed surplus. These effects are due to simultaneous changes in output and consumption patterns. This work extends the subject of household modeling to problems with risk, and thus complements prior work in both the integrated analysis of production/consumption decisions and stochastic decision analysis.  相似文献

Maize-legume intercropping is a fundamental component of mixed farming systems in the mid-hills of Nepal. However, its productivity is constrained by several biophysical and social factors, and limited adoption of proven agricultural innovations. In this study, we assessed the productivity impact of a selection of relevant agricultural innovations and changes in the associated perceptions of farmers through a series of two-year participatory on-farm trials. The evaluated innovations resulted in higher yields as compared to farmers' current practices. The active involvement of farmers enlarged our understanding of underlying decision-making factors to adopt or non-adopt agricultural innovations. Additionally, the in-depth farmer engagement in our onfarm trials positively influenced farmer perceptions of the innovations and their interest to adopt the agricultural innovations. Yet, farmers final decisions to adopt some of the evaluated innovations were limited by a host of factors including labour scarcity, the availability of inputs, and by cultural preferences despite the increased yields. This was particularly true for low and medium resource-endowed farmers. This study shows the importance of active farmer participation and context-specific design of research and development projects aiming for local impact.  相似文献

A variety of public policies and private strategies have been implemented to stimulate farmers to implement nature conservation measures. Examples include publicly funded agri-environment schemes (AES) but also eco-labels and Alternative Food Networks; strategies that have been implemented in response to the continuous decline in species abundance and diversity due to agricultural intensification and scale enlargement. Whereas AES as a distinct governance strategy has been evaluated in detail, less is known about other strategies. In this paper, we assess the relative importance of the variety of public and private strategies aimed at enhancing species abundance and diversity in Italian olive farming through a reduction in agrochemical use. In a survey of olive farmers in the region of Tuscany, we found that although farmers are exposed to a variety of public and private strategies, personal motives to reduce agrochemical use are most important. Moreover, having a Corporate Social Responsibility plan or engaging in direct sales to consumers are the only strategies that are related to a reduction in agrochemical use. These findings suggest self-governance is a powerful strategy for enhancing species diversity and abundance in agricultural landscapes. Yet it also means contributing to nature conservation and restoration is a voluntary act. Olive farmers who do not voluntarily contribute to nature conservation by reducing agrochemicals need to be incentivized by show-casing farmers who did reduce their agrochemical use, by critical consumers or by stricter rules in AES or in generic agri-environmental legislation.  相似文献

The links between farming practices and biodiversity is well established. This paper develops a farm typology based on eighty hill sheep farmers on the biodiversity rich uplands of the Iveragh peninsula, SW Ireland. Despite outward appearances considerable diversity was found to exist within their livelihood strategies and farming styles. Using a combination of a detailed farm management survey and grazing state evaluation, the farms were classified into four distinct types – environmental stewards, support optimisers, traditionalists and production maximisers. Our results suggest that knowledge of the different farming styles is critical for more effective biodiversity conservation and for the design of more targeted agricultural and agri-environment policies. We suggest the need to move away from the ‘one size fits all’ approach, which on the Iveragh currently rewards the most overgrazed farms with the highest agri-environment payments.  相似文献

With the abolition of dairy quotas in 2015 major change in Europe’s dairy industry is anticipated at the level of individual farms, with consequences for how land is utilised and managed. Critical questions in this context are how farmers react to the myriad challenges coming forth from changed policy circumstances and, more specifically, the factors that influence their responses to these challenges at farm level. As part of a broader multi-disciplinary research project, this paper presents a narrative analysis of dairy farmers participating in Ireland’s New Entrants’ Scheme, an initiative that has facilitated the establishment of over two hundred new dairy farms. Salient with an increasing literature on Agriculture Knowledge and Innovation Systems (AKISs) within agriculture, the paper focuses specifically on the actors who influence the decisions of the New Entrants (NEs) at this critical juncture in the transformation of dairy policy. Led by Norman Long’s actor-oriented approach, we examine social interfaces involving NEs and different categories of actors. We found that interfaces conditioned by coercive behaviour on the part of actors had a narrow scope of influence on farmers’ decisions compared to interfaces characterised by relatively equal power relations. The latter interfaces had the capacity to be strongly influential on broad habitual production and management decisions. Interfaces involving family members, however, had ultimate influence on major strategic decision-making, including decisions to establish new enterprises. Overall, our analysis suggests that NEs are empowered decision-makers in their social interfaces with other AKIS actors and our biographical approach to the analysis indicates that quota deregulation itself has not led to radical changes in who influences NEs’ decision-making.  相似文献

Smallholder farmers operate within a risky and uncertain context. In addition to climate variability and climate change, social, environmental, institutional, and market-related dynamics affect their agricultural decisions and ability to cope and adapt. In this paper, we develop and apply a set of framing questions to investigate the factors shaping farmer decision-making and how these are situated in pathways of response. Drawing on a literature review of decision-making for risk management, five questions are posed to frame enquiry: what livelihood decisions are undertaken by households, who makes what decisions, when do households make decisions and why do they make them, and how do decision making processes evolve and response pathways arise. This approach conceptualises and explores household decision-making in a holistic manner, moving beyond previous studies that examine smallholder decisions through disciplinary boundaries (e.g. psychology, economics, risk management) or particular theoretical approaches (e.g. bounded rationality, theory of planned behaviour). The framing questions together with key insights from literature are used to design and interpret empirical evidence from Pratapgarh, a tribal-dominated rainfed district in southeast Rajasthan, India. The findings suggest that while resource ownership and access are the main drivers of decision-making, socio-cognitive factors such as perceived adaptive capacity and perceived efficacy to carry out adaptive actions are equally important factors mediating farmer responses. We also find that the holistic approach helps explain how personal motivations and individual perceptions of adaptive capacity interact with socioeconomic, climatic, and agro-ecological dynamics at local and regional scales to mediate risk perception and inform response behaviour. A typology of response pathways demonstrates how different households’ trajectories are determined. Making a case for mixed methods to investigate farmer decision-making holistically, this paper provides an approach that reflects the complex and iterative nature of real farmer decision-making and can be used by researchers, policymakers, and practitioners to better understand and describe decision making and to develop informed policies and interventions.  相似文献

This paper reviews what has been learned from experiences of African agriculture and hence what policy lessons may be. Views of African agriculture over the last 130 years have changed from optimism to pessimism and at least halfway back again as the performance of the sector has fluctuated. Fortunately it seems the deep pessimism about agricultural prospects expressed in the 1980s and 1990s has receded. The performance of African agriculture since 1990 suggests that neither those who doubt that any significant advances are taking place, nor those who see advances in some remarkable but perhaps isolated cases of rapid transformation of farming and agricultural supply chains, have sufficient evidence – either from national data or small‐scale studies – to support their positions. Hence policy has to rely largely on general principles and historic lessons, rather than more clearly proven propositions. Policy debates over African agricultural development may sharply divide on some topics, but there is little debate over the importance of basic conditions for agricultural development of an enabling investment climate and the provision of rural public goods. Beyond these basics, the challenge is to remedy the failings of markets that deny most smallholders access to inputs, financial services and insurance. Here opinion divides between whether to return to public provision, as with fertiliser subsidies, or whether private and collective institutional innovations will be sufficient. Recent initiatives to test and scale up the latter look promising, but most have yet to be evaluated. If agricultural development is first and foremost about establishing the basic conditions for growth, then most countries in Africa may be better placed than they have been in the past. Given the many examples that show African smallholders investing and innovating when they have the chance, then there are reasons to hope that the modest growth of production and productivity seen in the last two decades may accelerate in the future – thereby allowing African countries to make the transition from agrarian to urban economies.  相似文献
