This paper studies the cumulative proportional reinforcement (CPR) rule, according to which an agent plays, at each period, an action with a probability proportional to the cumulative utility that the agent has obtained with that action. The asymptotic properties of this learning process are examined for a decision-maker under risk, where it converges almost surely toward the expected utility maximizing action(s). The process is further considered in a two-player game; it converges with positive probability toward any strict pure Nash equilibrium and converges with zero probability toward some mixed equilibria (which are characterized). Unanimity is the optimal voting rule in a world of zero transactions costs, when side payments are impossible. When side payments are available and transactions costs are zero, the voting rule is irrelevant to the ultimate outcome. In the more realistic situation where side payments are allowed but transactions costs are positive, a unanimity voting rule creates situations where the collective choice may fail a proposed measure even if all members favor the measure in principle. This evidences a disunity between unanimity rules and unanimous outcomes. Constitutional design should focus on rules leading to unanimous outcomes, as opposed to unanimity rules.  相似文献

This paper studies a sequential bargaining model in which agents expend efforts to be the proposer. In equilibrium, agents’ effort choices are influenced by the prize and cost effects. The (endogenous) prize is the difference between the residual surplus an agent obtains when he is the proposer and the payment he expects to receive when he is not. Main results include: (1) under the unanimity voting rule, two agents with equal marginal costs propose with equal probabilities, regardless of their time preferences; (2) under a nonunanimity rule, however, the more patient agent proposes with a greater probability; (3) while, under the unanimity rule, the social cost decreases in group heterogeneity, it can increase under a nonunanimity rule; and (4) when agents are identical, the unanimity rule is socially optimal.  相似文献

In this paper we prove that for generic (noncooperative) voting games under plurality rule the set of equilibria that induce a mixed distribution over the outcomes (i.e., with two or more candidates elected with positive probability) is finite and, furthermore, each of these equilibria is regular. From that we deduce the finiteness of the set of equilibrium distributions over outcomes. Furthermore we offer an example (S. Govindan and A. McLennan, 1997, “On the Generic Finiteness of Equilibrium Outcome Distributions in Game Forms,” mimeo) that shows the impossibility of extending such results to a general framework, even just to voting games. We analyze a model of jury decision making in which jurors deliberate before casting their votes. We consider a wide range of voting institutions and show that deliberations render these equivalent with respect to the sequential equilibrium outcomes they generate. In particular, in the context of a jury setup, all voting rules excluding the two types of unanimity rules (one requiring a unanimous consensus to acquit, one requiring a unanimous consensus to convict) induce the same set of equilibria outcomes. We show the robustness of our results with respect to several restrictions on communication protocols and jurors’ strategies. Furthermore, we demonstrate that our observations extend to practically all of the voting structures commonly studied in the voting literature. The paper suggests the importance of accounting for communication in models of collective choice.  相似文献

In elections, the voting outcomes are affected by strategic entries of candidates. We study a class of voting rules immune to strategic candidacy. Dutta et al. (2001 ) show that such rules satisfying unanimity are dictatorial if all orderings of candidates are admissible for voters’ preferences. When voters’ preferences are single‐peaked over a political spectrum, there exist non‐dictatorial rules immune to strategic candidacy. An example is the rule selecting the m‐th peak from the left among the peaks of voters’ preferences, where m is any natural number no more than the number of voters. We show that immunity from strategic candidacy with basic axioms fully characterizes the family of the m‐th leftmost peak rules.  相似文献

This paper explores the effects of a “selective acceptance” rule on the outcome of two-issue negotiations. The alternating-offer game introduced here allows for the possibility that settlement may be reached on one issue while negotiation continues about the other. This model captures features of laws that are generally believed to increase efficiency. The analysis shows that if one issue is indivisible, there are inefficient subgame perfect equilibria with no Pareto-improving alternative equilibria. With opposing valuations, rapid communication guarantees inefficiency. These are unique examples of this strong form of inefficiency in an alternating-offer bargaining game with complete (and perfect) information. We consider negotiations selecting one-dimensional policies. Individuals have instantaneous preferences represented by continuous, concave and single-peaked utility functions, and they are impatient. Decisions arise from a bargaining game with random proposers and (super) majority approval, ranging from the simple majority up to unanimity. We provide sufficient conditions that guarantee the existence of a unique stationary subgame perfect equilibrium, and we provide its explicit characterization. The uniqueness of the equilibrium permits an analysis of the set of Pareto optimal voting rules. For symmetric distributions of peaks and uniform recognition probabilities unanimity is the unanimously preferred majority rule.  相似文献

The paper studies a large class of bounded-rationality, probabilistic learning models on strategic-form games. The main assumption is that players “recognize” cyclic patterns in the observed history of play. The main result is convergence with probability one to a fixed pattern of pure strategy Nash equilibria, in a large class of “simple games” in which the pure equilibria are nicely spread along the lattice of the game. We study multilateral bargaining games where agents disagree over their bargaining power. We show that if agents are extremely optimistic, there may be costly delays in an arbitrarily long finite game but if optimism is moderate, all sufficiently long games end in immediate agreement. We show that the game with extreme optimism is highly unstable in the finite-horizon, and we examine the ramifications of this instability on the infinite-horizon problem. Finally, we consider other voting rules, and show that the majority-rule may be more efficient than the unanimity rule when agents are optimistic.  相似文献

This paper addresses the following issue: if a set of agents bargain on a set of feasible alternatives ‘in the shadow’ of a voting rule, that is, any agreement can be enforced if a ‘winning coalition’ supports it, what general agreements are likely to arise? In other words: what influence can the voting rule used to settle (possibly nonunanimous) agreements have on the outcome of consensus? We model the situation as an extension of the Nash bargaining problem in which an arbitrary voting rule replaces unanimity. We consider a public good provision game with voluntary participation. Agents participating in the game provide a public good and pay the fees according to a mechanism (allocation rule), while nonparticipants can free‐ride on the participants. We examine how the equilibrium public good provision level is affected by enlarging the population of an economy. We introduce a condition for an allocation rule, the asymptotic uniform continuity in replication (AUCR), which requires that small changes in the population must yield only small changes in the public good provision and which is satisfied by many mechanisms. We show that under AUCR, the equilibrium level of the public good converges to zero as the economy is replicated in the sense of Milleron.  相似文献

Identical agents gather costly information, and then aggregate it through voting. Because information is a public good, information is underprovided relative to the social optimum. A "good" voting rule must give incentives to acquire information, as well as aggregate information efficiently. A voting rule that requires a large plurality (in the extreme, unanimity) to upset the status quo can be optimal only if the information available to each agent is sufficiently accurate. This result is independent of the preferences of voters and of the cost of information.  相似文献

Symmetric (3,2) simple games serve as models for anonymous voting systems in which each voter may vote “yes,” abstain, or vote “no,” the outcome is “yes” or “no,” and all voters play interchangeable roles. The extension to symmetric (j,2) simple games, in which each voter chooses from among j ordered levels of approval, also models some natural decision rules, such as pass–fail grading systems. Each such game is determined by the set of (anonymous) minimal winning profiles. This makes it possible to count the possible systems, and the counts suggest some interesting patterns. In the (3,2) case, the approach yields a version of May's Theorem, classifying all possible anonymous voting rules with abstention in terms of quota functions. In contrast to the situation for ordinary simple games these results reveal that the class of simple games with 3 or more levels of approval remains large and varied, even after the imposition of symmetry.  相似文献

We present a simple voting environment with three candidates where the Condorcet winner exists. Under plurality rule, the derived game has a stable set where such a candidate is elected with probability one. However, no stable set of the approval game elects the Condorcet winner with positive probability. We also analyze the robustness of such an example to changes in the number of voters and their preferences. To conclude, we present a generic four‐candidate voting environment with the same properties.  相似文献

We study the impact of fiscal constitutions on intergenerational transfers in an overlapping generation model with linear technology. Transfers represent outcomes of a voting game among selfish agents. Policies are decided one period at a time. Majoritarian systems, which accord voters maximum fiscal discretion, sustain all individually rational allocations, including dynamically inefficient ones. Constitutional rules, which give minorities veto power over fiscal policy changes proposed by the majority, are equivalent to precommitment. These rules eliminate fluctuating and dynamically inefficient transfers and sustain weakly increasing transfer sequences that converge to the golden rule. Conditions are investigated under which democratic choice of the division of land between collective and “private” use and of the distribution of collective income between “needs” and “work” payments will produce a Pareto-optimal land allocation and optimal collective labor incentives. Sen's optimal rule for the degree of “needs” distribution is found to result from self-interested voting on this parameter when the distribution of labor inputs is unskewed or when votes are weighted by labor contributions. Summary. We develop an index theory for the Stationary Subgame Perfect (SSP) equilibrium set in a class of n-player sequential bargaining games with probabilistic recognition rules. For games with oligarchic voting rules (a class that includes unanimity rule), we establish conditions on individual utilities that ensure that for almost all discount factors, the number of SSP equilibria is odd and the equilibrium correspondence lower-hemicontinuous. For games with general, monotonic voting rules, we show generic (in discount factors) determinacy of SSP equilibria under the restriction that the agreement space is of dimension one. For non-oligarchic voting rules and agreement spaces of higher finite dimension, we establish generic determinacy for the subset of SSP equilibria in pure strategies. The analysis also extends to the case of fixed delay costs. Since the early 1970s, the literature examining the court system has placed much emphasis on the importance of the jury size and voting rule when analyzing the jury decision-making process. In addition, researchers have also used deductive reasoning to theoretically determine the cost-minimizing jury size and voting rule with regards to Type I and Type II errors. In this paper, we take this analysis one step further by empirically estimating the cost-minimizing jury size and voting rule in civil jury trials.  相似文献

This article studies the public good provision problem, in which the principal faces a constitutional constraint in the sense that in order for a public good provision mechanism to be implemented, it must first be approved by agents under a prespecified voting rule. I find that as long as the voting rule is not the unanimity rule, the principal can propose a mechanism such that first‐best efficiency of provision of the public good is achieved. I also consider various constraints, such as prohibition of discriminatory mechanisms and the existence of vote buying, and discuss optimal voting rules in these situations.  相似文献
