PPB, MBO and ZBB have each been implemented in the U.S. Federal government, ostensibly as means for facilitating planning and control in agencies and programmes. The purpose of this paper is to evaluate the use of these techniques as management tools, political strategies and ritualistic symbols using concepts discussed in the organizational theory, planning and control, and policy science literatures. Two basic conclusions emerge from the evaluation. First, PPB, MBO and ZBB may inappropriately encourage the use of an analytical, computational decision strategy, and a cost/benefit method of performance assessment at a level within the organization and in environmental settings which call for an inspirational decision strategy and social test performance assessment. As a result, environmental variety may not be matched by an organizational response which is equally variable. Secondly, PPB, MBO and ZBB may have been used more as political strategies and ritualistic symbols for controlling and directing controversy by both the executive and legislative branches of the U.S. Federal government and less as management tools for improving decision making within the U.S. Federal bureaucracy. These management tools give the appearance of rationality in the formulation of public policy which is consistent with man's need for confidence building and conflict avoidance in running the affairs of state.  相似文献

This article reports the findings of an extensive study of the process by which corporations manage their external affairs. The major portion of the data is drawn from the responses to a ten page questionnaire sent to 1000 of the largest corporations in the U.S.A. With a response rate of over 40 per cent, this is the largest database yet assembled with respect to the management of external affairs. The author has determined that the influence of public affairs offices varies considerably from industry to industry and from company to company, and this article identifies the factors which correlate strongly with a high degree of influence. In addition, the article identifies the factors which correlate strongly with a high degree of corporate influence in Washington.  相似文献

When the well-known BLP model is applied to products with rapid technological changes and declining prices it tends to yield implausible results. A sequence of increasingly sophisticated dynamic demand models, most recently Gowrisankaran and Rysman (2009, hereafter GR), have been developed to overcome these problems. We apply both models to new data on the US digital camera market. In addition, we demonstrate that the GR model can be specified as a BLP model plus an additional set of terms. This suggests that a dynamic model can be estimated as a BLP model plus a non-parametric function which is less computationally demanding. As a first step to implementing this semi-parametric approach we estimate a BLP model augmented with age as a proxy for the non-parametric component. We find that demand for digital cameras is more elastic when demand dynamics is accounted for in both the dynamic model and the BLP model with the age proxy. This suggests that the market is more competitive though the results are consistent with firms engaging in intertemporal price discrimination. Merger simulations predict the lowest price and quantity changes using the GR model.  相似文献

Using data from the Spanish survey on equipment and use of ICTs in households for the period 2007–2011, we study the decision of Spanish jobseekers to search for a job online, and explore potential differences between unemployed and employed workers. Since only those jobseekers that have accessed the Internet can perform an online job search, we use bivariate probit selection models to correct for potential selection bias. Our results show that Internet Spanish jobseekers tend to be younger, better educated, more Internet-savvy, and live in urban areas compared to those that only use traditional search channels. However, we find that employment-to-employment and unemployment-to-employment transitions differ by gender, nationality, household income, and time aggregate factors. We find evidence of a digital divide in adoption and usage by age and educational attainment. These findings suggest that policy makers and human resources managers should take into account these disparities in Internet usage to guide their public programs and recruiting strategies.  相似文献

Entrepreneurs are using crowdfunding to reach out to the general public to obtain financial support for their new product development. Those who offer project creators financial support are called backers. In this research, the authors examine two types of backer motivation, other‐orientation and self‐orientation, and their respective effects on a backer’s funding decision on new product ideas at the reward‐based crowdfunding platform. Other‐orientation is defined as a backer’s altruistic motivation to help others when making a funding decision; and self‐orientation is defined as a backer’s egoistic motivation to pursue internal feeling, such as personal satisfaction and power to control the project. They find that self‐orientation has a stronger positive effect than other‐orientation on the backer’s funding decision. Furthermore, the authors examine the difference between men and women, and find that the relationship between other‐orientation and funding decision is stronger for women than men, but the relationship for self‐orientation is stronger for men than women. The authors conduct three empirical studies to test the hypotheses in both the backer’s and the project creator’s contexts. In Study 1, they adopt a survey method to investigate effects of the backer’s motivation on his or her funding decision in the film category. In Study 2, they use data of 600 film projects from kickstarter.com to examine linguistic cues used by project creators that stimulate backer motivation. In Study 3, they conduct an experiment to further validate results of the difference between men and women. Although some research suggests that extrinsic reward is a reason for backers’ funding behavior, the authors emphasize that their psychological need also plays an influential role. In addition, findings of the difference between men and women enrich the crowdfunding literature by discovering distinct backer subgroups.  相似文献

The agrofood market in China is dominated by spot market exchanges of small farmers and various small traders, with only minor penetration of the modern supply chain at the farmgate. The emerging Farmer Professional Cooperatives (FPCs) are expected to facilitate vertical coordination. The overall goal of this study is to investigate the contractual arrangements between the FPCs and the buyers. Based on a national representative survey of 157 FPCs in China, this study shows that 32% of FPCs introduced written contracts in the primary marketing channel. Contracts are more likely to be adopted in the livestock sector and are positively related to the scale of production. While branding promotes contracts between FPCs and buyers, public certification of quality and food safety often substitutes for contracts. Furthermore, the membership heterogeneity of FPCs affects an FPC’s decision to use contractual arrangements with the buyer.  相似文献

Golden rice (GR) is a new rice variety that has been genetically modified to contain beta-carotene, a source of vA. This modification was undertaken as a strategy to address VAD, which is widespread in less developed countries of Asia. Children’s food intake data from a poor rural region of the Philippines are used to simulate the potential impact of GR on vA intake. The potential impact, coverage of deficient subpopulations, and costs of GR are compared to two other interventions, food fortification and supplementation. While investments in future development of GR compare favorably with other interventions in terms of costs and coverage, GR would deliver amounts of vA that are modest, and unlikely to fulfill requirements. Thus, it should be viewed as a complement to existing interventions. To have greatest impact at a cost comparable with wheat fortification, GR varieties should be suited for widespread adoption in Asia and should deliver as much beta-carotene as possible.  相似文献

This study helps to explain why some new ventures make strategic decisions more quickly than others. Drawing on life course theory and human capital theory, I develop a model of how entrepreneurs' individual characteristics affect new venture decision speed. I test the model using survey data from 98 Internet startups and their founder/managers. Results show that firms made faster decisions when they were managed by older entrepreneurs and by those with prior entrepreneurial experience. In addition, exploratory analyses indicating that fast decision‐making firms were more likely to close may indicate that prevailing theory in this area is contextually limited. Pre‐development activities, such as new product idea screening, are considered to play an important role in innovation success. At the screening stage, a management team evaluates new product and service ideas and makes a first go/no‐go decision under high levels of uncertainty and ambiguity. Paying more attention to the decision‐making process in the screening stage appears important because too rigorous a use of rigid evaluation criteria and inflexible methods have been shown to have an adverse effect on market performance of novel products. The present study proposes and tests a model of team‐level antecedents and consequences of reflexivity—the explicit evaluation and discussion of working methods, tools, and criteria within a team. Recently, researchers have proposed that cognitive style and leadership style are major antecedents of decision‐making performance. This study posits that reflexivity offers an explanation of how transformational leadership and cognitive style can eventually affect decision‐making performance in the context of new product idea screening. Results of a survey among 126 top managers from large international firms show that the positive effects of transformational leadership and procedural rationality on the effectiveness and efficiency of screening decision making are largely mediated by reflexivity at the team level. This suggests that screening teams can improve their decision making in the following ways: committee chairs are advised to stimulate openness, develop a stop‐and‐think attitude among screening committee members, and support argument‐based discussion in order to adapt available decision tools, models, and checklists whenever needed. The paper concludes with implications, limitations of the study, and suggestions for further research.  相似文献

The objective of this exploratory study is to add to our understanding of ongoing product design decision‐making to reduce eventual decision‐making bias. Six research questions are formulated with the aim to establish if and how functional membership and informal patterns of communication within an organization influence whether and why employees are willing to engage in product design modifications. We selected as a field site for our study an industrial company that had an internal research and product development operations and where the employees were located on the same site. A three‐step approach within the manufacturing case company was designed: (1) In‐depth interviews were carried out with managers and employees; (2) a survey questionnaire was sent out to all employees involved with a specific product that is subject to potential design modifications; and (3) a post hoc group feedback session was organized to further discuss our findings with the management. First, analysis of the nine in‐depth interviews establishes a taxonomy of product design decisions involving four types of criteria; product‐related, service‐related, market‐related, and feasibility‐related criteria explain why employees would engage or not in product design modifications. Second, it is demonstrated that functional membership has a significant influence on the concern for these decision‐making criteria as well as on the decision to proceed or not with product design modifications. In other words, functional membership influences whether and why employees are more or less willing to make product design modifications. In this manufacturing company, a global industrial player, the differences in concern appear especially for service‐ and market‐related criteria and pertain particularly to the research and development (R&D) and service function. Overall, even though the perceived performance of the specific product under study did not differ significantly among the different departments, it is observed that R&D employees were significantly less in favor of proceeding with product design modifications than other employees were. Third, using UCINET VI software, we provide some explanations for this finding. It is shown that informal patterns of communication (i.e., employee degree centrality) operate a situational opportunity to make modifications to an existing product and a cognitive opportunity influencing the decision to modify product design following an inverted U‐shaped function. Ultimately, we derive practical guidelines for an ideal product–team composition to reduce product design decision‐making bias.  相似文献

Financing Choice and Liability Structure of Real Estate Investment Trusts   总被引:4,自引:1,他引:3  
We conduct an analysis of public financial offerings of equity Real Estate Investment Trusts (REITs), with a focus on liability structure effects and whether or not firms target longer-run debt ratios. Our major findings are that (1) proceeds from equity offers are more likely to fund investment, whereas public debt offer proceeds are typically used to reconfigure the liability structure of the firm; (2) public debt issuers are often capital constrained and target total leverage ratios to retain an investment grade credit rating; and (3) the preoffer liability structure affects the issuance choice decision, in that firms with higher preoffer levels of secured (unsecured) debt tend to issue equity (public debt). Other notable findings are that the market for public REIT debt is integrated with the broader debt markets and that higher credit quality firms issue longer-maturing bonds.  相似文献

Farm households diversify their income sources by working off the farm. This is a risk management strategy that is used by farm households in both developed and developing countries. Income diversification via off-farm work is associated with higher incomes and food consumption. However, little is known about the association between off-farm work and farm household food expenditures. In an effort to bridge this gap, this study attempts to assess the impact of off-farm work decisions by the operator and/or the spouse on the food expenditures of the farm household. Using a nationwide farm household survey in the United States and new econometric method, we find that the decisions of the operator and/or the spouse to work off the farm are significantly interrelated (29%). However, these two decisions affect food expenditures in different ways. The operator’s off-farm work decision is positively related to food expenditures, while the spouse’s decision is negatively associated with expenditures on food by the farm household.  相似文献

Many decisions by regulators have been analyzed over the last two decades in an effort to test regulatory behavioral theories. As a result, the interest group theory of behavior has gained a considerable following and the public interest theory has been largely dismissed. However, many of these tests are inadequate; with the regulatory decisions analyzed, both the interest group and public interest theories lead to the same predictions. To properly distinguish between these theories, a set of necessary conditions that a regulatory decision must satisfy is developed. Based on these conditions and the extant empirical literature, public interest concerns of regulators cannot be dismissed, and a more general theory of regulatory behavior is suggested.  相似文献

Most scholars conclude that the introduction of one member, one vote (OMOV) into the electoral college that chooses the Labour leader demonstrates a new, reduced role for the party's affiliated trade unions. This article examines the adoption of OMOV by Labour. It looks at discussions in the Labour party–trade union review group that moulded the decision to adopt OMOV during 1992–1993. Drawing on the full breakdown of results, it goes on to examine the outcome of the 1994 leadership contest. The distribution of votes, union by union, indicates that, contrary to the conventional view, trade union leaderships retained the capacity to shape the pattern of voting through their ability to nominate candidates. The article concludes that the introduction of OMOV did not reduce the role of trade union leaderships in Labour's internal affairs in the manner that many scholars have concluded to be the case.  相似文献

Albania has an average of only 1.4 telephone lines per 100 people. Yet telecommunications public policy reform is now increasingly viewed by the Albanian policy community as central to the country’s future economic and political ambitions. This paper aims to explain how this precarious state of affairs arose in Albania, and, using comparisons with some of its former allies (China, Russia and other Central and Eastern Europe countries), suggest what possible measures of telecommunication policy reform are now necessary to take account of the country’s unique cultural, economic and geographical conditions.  相似文献

The decision to purchase a home often is made without complete information concerning the structural soundness of the dwelling or the condition of its mechanical systems.
This paper presents detailed information on the nature and magnitude of unanticipated home repair costs on the basis of data obtained from a HUD-sponsored survey of some 1800 households that purchased existing homes two years prior to the survey. The potential market demand for home inspection and warranty programs is estimated on the basis of data obtained from a second survey of approximately 1800 recent home purchasers. Finally, the economic feasibility of two potential government warranty programs is examined and a number of tentative policy conclusions are drawn.  相似文献

In drawing attention to certain important gaps in the purchasing literature, the study reports on a systematic examination of supplier performance in purchasing decision criteria of U.K. distributor firms of information technology (IT) products. An attempt is made to explore the presence of dimensions underlying supplier performance in buying decision elements and identify potential differences in distributor performance with regard to supplier performance in important purchasing decision criteria. Based on a survey sample of 237 distributors, the results suggest significant differences between highly performing and poorly performing distributors in relation to their suppliers' performance in four buying decision criterion dimensions: reliability, competitive pricing, service support, and technological capability. The implications of the findings for business practitioners are highlighted, and directions for future research are identified.  相似文献

Research Summary: It is well known in corporate governance scholarship that independent directors differ in the vigilance with which they monitor corporate insiders. This difference depends largely on whether independent directors are concerned more with their public reputation or with their prospects in the director labor market. The explanation for this difference depends on an assumption of information asymmetry, however. In the present study, we relax the assumption of information asymmetry to examine how boardroom transparency affects directors’ monitoring behavior. Using a randomized experimental study of actual independent directors, we find that boardroom transparency amplifies the effect of directors’ inclinations toward either active or passive monitoring, with directors inclined toward vigilant monitoring becoming even more vigilant, and directors inclined toward passive monitoring becoming even more passive. Managerial Summary: In most advanced economies, the board's internal decision processes are either undisclosed or disclosed only to a very limited extent. It remains unknown, then, whether directors would behave differently if their behaviors were made public. We find that when their actions are disclosed to the public, directors concerned with their public reputations become more vigilant, whereas those concerned with their prospects for additional board seats become more passive in monitoring corporate insiders. Whereas regulatory bodies and corporate governance watchdogs have recently advocated for greater disclosure of the boardroom decision‐making process, our study suggests that such mandatory disclosure requirements can exacerbate, rather than alleviate, the problem of passive director monitoring.  相似文献

Previous research has reported that the decision criteria used to evaluate suppliers differs by product category. Rather than investigating the “key buying criteria” across the entire gamut of products and services, this research takes a novel approach by investigating the evaluation criteria used in the procurement of component parts. The survey results suggest that the content and structure of the decision criteria used by business customers to assess their suppliers does not differ across an array of electronic components. The business implication is that business customers that formally track the performance of their suppliers along the critical evaluation criteria will be in a better position to gain a competitive advantage by effectively managing the inbound supply chain.  相似文献
