Vehicle route planning and navigation systems aim to provide the most beneficial routes to their users while disregarding the impact on the liveability of the surrounding residential areas. Therefore, future integration of route choice behaviour by route planners and measures to improve liveability and safety standards should be pursued. The Spatial Plan for Flanders, which is the overarching spatial policy plan in the northern part of Belgium, determines a system of road categories aimed at optimising the liveability of sensitive areas, such as residential neighbourhoods or school precincts, without jeopardizing accessibility. This paper examines to what extent routes proposed by commercial route planners differ from more socially desirable routes that are guided by the policy principles of road categorisation in Flanders as proposed by the plan. Results show that commercial route-planners’ routes choose more often roads of the lowest category than socially acceptable. However, for some of the assessed connections, the socially desired alternative is a feasible route as well, which is not excessively increasing time consumption or distance travelled. It is concluded that the implementation of the prevailing road categorisation system in Flanders in routing algorithms has the potential to promote more sustainable route choices, while infrastructural measures that discourage cut-through traffic may help materialising the categorisation system.  相似文献

Due to the globalization and the fragmentation of industrial production processes, the logistics sector, organizing the linkages between different production plants and the market, is growing fast. This results in an increasing demand for suitable new business locations. Previous research has indicated that accessibility is a key factor in the location decision making process. Though the literature on this subject is extensive, little research has been done to quantify the impact of the different dimensions of accessibility on the location decision process of logistics companies. This paper aims to fill this void in the literature by means of a revealed preference study (using a Geographic Information System (GIS) analysis) and a stated preference study (using a designed discrete choice experiment) in Flanders (Belgium). The results of the revealed preference study served as input to the design of the choice situations in the stated preference study. In the stated preference study, the respondents were confronted with a series of choice situations described by means of accessibility variables as well as land rent information. An analysis of the resulting data by means of discrete choice modeling revealed that land rent is the most important factor in the location choice of logistics companies in Flanders. Access to a port is the second most important factor, followed by access to a motorway, the location in a business park and an inland navigation terminal, which are all about equally important. Access to a rail terminal plays no significant role in the location choice of logistics companies in Flanders.  相似文献

The accessibility impacts of transport projects ex-post implementation are generally evaluated using cumulative opportunity measures based on a single travel time threshold. Fewer studies have explored how accessibility appraisal of transport plans can be used to evaluate policy scenarios and their impacts for different social groups or examined whether the results of project appraisals are sensitive to the time threshold of choice. This paper analyzes how different scenarios of full and partial implementation of the TransBrasil BRT project in Rio de Janeiro (Brazil) will likely impact the number of jobs accessible to the population of different income levels. The analysis is conducted under various travel time thresholds of 30, 60, 90 and 120 min to test whether the results are sensitive to the boundary effect of the modifiable temporal unit problem (MTUP). Compared to a partial operation scenario, the full implementation of TransBrasil that extends this corridor into the city center would lead to higher accessibility gains due to network effects of connecting this BRT to other transport modes. Nonetheless, the size of the accessibility impacts of the proposed BRT as well as its distribution across income classes would significantly change depending on the time threshold chosen for the accessibility analysis. Considering cut-off times of 30 or 60 min, both scenarios of TransBrasil would lead to higher accessibility impacts in general and particularly for low-income groups, moving Rio towards a more equitable transportation system. However, under longer thresholds of 90 and 120 min, an evaluation of this project would find much smaller accessibility gains more evenly distributed by income levels. The paper highlights how time threshold choice in cumulative opportunity measures can have important but overlooked implications for policy evaluation and it calls for further research on the MTUP in future transport and mobility studies.  相似文献

Current transport policy objectives aiming to increase active mobility can solely be achieved by changing people's mobility behavior. To arouse interest and influence the decision process of the people, adequate information sources and services as well as appropriate incentives and motivation have to be used, but they have to be target-group specific to reach people more effectively. Influencing factors such as mobility habits, attitudes towards transport modes, shared social norms and values must be considered. Since people resemble in some characteristics, methods from social sciences are applied to identify homogeneous groups of shared mobility-related information needs and to extract appropriate group-related arguments to promote active mobility (e.g. health, environment, costs, image, or adventure). The paper describes the methodological approach and the results in form of six comprehensively defined homogeneous target groups derived from 12 qualitative focus groups. Moreover, a survey among a representative sample of 1000 persons in Austria is presented. Based on the outcomes, customized concepts for each specific target group (arguments, information needs, and preferred information channels) have been developed. The concept provides a solid basis for implementing measures to promote active mobility as prerequisite for reaching transport policy objectives.  相似文献

The derived nature of transportation demand implies that enhancement of mobility per se is not a reasonable goal for transportation policy; instead, improved mobility is desired to the extent that it furthers accessibility—a goal that can be achieved through a variety of measures. The paper uses the mobility–accessibility distinction to distinguish different implementations of congestion pricing. A mobility-based congestion pricing promises to alleviate congestion but threatens to deteriorate from overall regional accessibility as it accelerates metropolitan deconcentration. In contrast, accessibility-based congestion pricing avoids acceleration of sprawl by incorporating policies to ensure that drivers tolled off roads are replaced with residents and travelers arriving at previously congested areas by other means.  相似文献

Transport planning plays an undeniably key role in the economic growth of any region. However, when done heedlessly this planning can be detrimental to the biophysical and social environment of the region. In transport route planning generally one or a few alternative routes are proposed, usually representing the interest of the proponent. If required, an environmental impact assessment is carried out on these alternatives. Although, EIA and SEA are meant to be effective in taking informed decisions about the proposed route, these alternatives – the heart of impact assessment – are themselves devised in a subjective and non-spatial manner.Such an approach may easily overlook routes, which could otherwise have been more suitable. A planning system that directly takes into account environmental and socio-economic considerations in selecting alternative routes facilitates sustainable development. This paper presents a holistic and coherent spatial multi-criteria network analysis method for the generation of optimal routing alternatives under different policy visions, in a network of existing roads.The presented methodology was case-tested for the highly contested 340 km portion of the Via Baltica corridor in Poland, a part of the trans-European transport network (TEN-T) program. The methodology shows its ability to serve as a versatile effect-based decision support system for transport route planning at a strategically higher level of planning, particularly for (geographically) large-scale investment schemes.  相似文献

Spain is one of the countries with the highest shared mobility fleet in the world. The shared use of motorcycles, also known as moped-style scooter sharing, has spread far and wide throughout the country at a dramatic pace in recent years. Despite its increasing popularity and impact on urban mobility, efforts devoted to the study of its spatio-temporal travel patterns are still scant. Based on the analysis of GPS records of an operator present in seven Spanish cities, this study aims to contribute to this research gap by analysing mopeds' location patterns over time and assessing how different dynamics influence its usage level and self-balance potential. Our study is replicable to different cities and different shared modes, since we propose a methodology to identify the most important origins and destinations over time and analyse the system's self-balance capacity based on spatial autocorrelation tools. These insights are useful for operators to adjust and optimise vehicle distribution routes and maintenance/recharge tasks, decreasing congestion and increasing efficiency. The results may also be helpful for policy makers when planning and offering effective policies and infrastructure to encourage shared mobility.  相似文献

Intermodal transport is the combination and integration of several transport modes (such as rail, inland waterways with road transport). In order to make the transhipment easy and efficient standard loading units are used, such as containers or swap-bodies. As for the main haul, more environmental friendly modes are used (rail and inland waterways) and a modal shift towards these modes can help in reducing the congestion. Therefore several policies are directed to stimulate the intermodal transport market.In this paper, a location analysis model for Belgian intermodal terminals (LAMBIT) is developed and used to assess different policy measures in Belgium. The simulations show that the different policy measures oriented towards the rail/road and inland waterways/road combinations should be incorporated in a coherent, integrated vision, in order to not create a modal shift between the different intermodal transport options. The methodology can easily be extended towards a European scale.  相似文献

Travel research is increasingly exploring the role of qualitative elements in mobility behaviors, beyond customarily considered factors such as the socioeconomic status of travelers or the characteristic and performances of transport systems. More recent travel surveys are thus increasingly collecting non-metric information through categorical variables such as opinions, which is difficult to exploit with the most widely used analytical tools. The present paper assesses the potential of a nonparametric analysis technique little used in transport research, namely correspondence analysis, in order to define a set of different customer profiles regarding stated mode choices. Data coming from an attitudinal travel survey administered to a representative sample of the population of the city of Novara (Italy) are used to this effect. The resulting clusters are quite informative and policy relevant, mainly because they are based on a variety of metric and nominal variables which would be less easy to consider when using more standard multivariate techniques such as cluster analysis, and also because not all the observation need to be forcedly classified. A simple modal choice modeling exercise illustrates how the derived market segments can provide guidance to improve the results of a standard quantitative analysis, while keeping a low computational complexity. Our study shows the usefulness of the proposed methodology in a transport policy decision-making context.  相似文献

Integrated transport strategies can involve a wide range of measures, each varying in the intensity with which it is applied. Objective functions can be specified to reflect public policy objectives, and their value will change as changes are made in the measures included and their intensity, generating a response surface. This process has been used in earlier research to identify the optimum combination of measures for a given objective function. In this paper the data generated is used to explore the shape of the response surface around the optimum as individual policy measures are varied in intensity. Results are presented for three cities, using different models. They indicate particular sensitivity to changes in pricing and service frequency, and greater sensitivity for economic objective functions than those which include environmental attributes. Performance is particularly sensitive when public transport is deregulated. Changes in objective function also lead to marked changes in the optimum values for pricing measures. Road pricing performance is very sensitive to the definition of the charging method. Response surfaces have been shown to be particularly useful in indicating sensitivity to a given policy instrument; in determining the loss of benefit if a sub-optimal level is required; and in assessing robustness of strategies against changes in objectives.  相似文献

In order to address some of the shortcomings of traditional urban transportation planning, it is argued that a shift is needed from planning for mobility to planning for accessibility. Accessibility is a well-known and studied concept within the scientific literature. Its use in practice however is limited. This paper explores the ways of using the concept of accessibility in planning practice, with a special focus on the phase of policy design. Using the Amsterdam Region as an example, it is illustrated how simple accessibility measures can help planners with the design of integrated transport and land-use policies that call for different solutions than the traditional approach.  相似文献

Recent interests in both vehicle emissions and public health have facilitated the development of more eco-friendly transportation systems. This study developed a multi-criteria evaluation framework to evaluate the effectiveness of traffic calming measures (TCMs) from the various perspectives at the road network level; operational efficiency, traffic safety, environmental and health impacts. The proposed methodology employs four-step sequential simulation experiments, including driving, traffic flow, emissions, and air dispersion simulations. The results obtained from these four simulations are used to evaluate the effectiveness in terms of safety and operational efficiency in addition to environmental and health impacts. A multi-criteria value function based on the weights estimated from the analysis of an analytical hierarchy process (AHP) is applied in the evaluation framework. As an application, chicanes and speed humps widely implemented in Korean school zones were evaluated at the road network level. The proposed simulation-based approach is expected to be effectively used for the decision-making process in selecting better alternatives for TCM.  相似文献

The rise of concepts such as the 15-minute-city represents the growing importance of accessibility by active mobility. In order to promote accessibility, accessibility instruments are developed that have substantial potential to assist practitioners in decision making processes. Therefore, this research starts with an up-to-date overview on the suitability of accessibility instruments when planning for active mobility. It was found that accessibility instruments were significantly further developed in the last few years and there is a rising number of tools that contain novel features. However, it was identified that there is a clear lack of tools specifically designed for modeling active mobility that are open source, include interactive scenario building, and can easily be transferred to new study areas.Therefore, an interactive accessibility instrument named GOAT (Geo Open Accessibility Tool) was developed, which is open source, transferable, and has an easy-to-use web interface. This instrument has been developed following an iterative software development process in close cooperation with practitioners from three municipalities in the region of Munich, Germany. The practitioners tested the tool independently in numerous workshops in order to provide feedback, which was integrated into the development. Furthermore, the tool was tested and transferred to more than 20 German municipalities, the City of Bogotá (Colombia) and Matosinhos (Portugal). First results show that the collaborative and open development process produced a user-centric solution, which bears the high potential to make planning for active mobility more effective and efficient.  相似文献

Once a transportation system is built or a land-use policy is carried out, it influences people’s travel behavior and their lives for a long time period. It is therefore important for policy makers to understand people’s decisions on travel behavior and lives over a longer time period. However, little has been known about the interdependences between life domains, especially over the life course (i.e., biographical interdependences) in the context of residential and car ownership behavior. To fill this gap, this study aims to clarify households’ biographical interdependences relating to residential and car ownership biographies by explicitly incorporating the influence of household structure and employment/education biographies. Biography is defined based on a general concept of mobility that indicates a change occurring in a life domain. For this purpose, a Web-based life history survey was conducted in November 2010 and 1000 households living in major Japanese cities provided valid data. Aggregate analysis and exhaustive CHAID analysis were carried out, focusing on the occurrence times of mobilities in each biography. Results confirm obvious two-way cause–effect relationships over the life course between residential and car ownership biographies that are further influenced by household structure and employment/education biographies. Especially, not only short-term but also long-term state dependence and future expectations within and across life domains are clarified. Household structure and employment/education biographies are found to be more influential on residential biography than car ownership biography. Though residential biography is seen to be more influential on car ownership biography, the other two biographies also play an important role in explaining the car ownership mobility decision. All these findings suggest the necessity of developing intra-domain and inter-domain biographical interdependence models with flexible structures that capture the influences of state dependence and future expectations over different time scales in the life course in a unified framework.  相似文献

This article explores the potential of a target analysis method in acting as a link between policy objectives, targets, measures and their implementation in order to intensify the policy process. The context is the information-abundant policy environment where feasibility conditions keep constantly changing. The policy process frameworks for bounded rationality and experiential incrementalism are used as a basis for exploration and complemented with our target analysis, which is tested with a case of Finnish transport policy targets. We argue that by studying synergies and conflicts as well as other dependencies between the targets presented in policy statements and also by examining the possible support or opposition of main stakeholder groups for the policy measures to meet the targets, we can appraise the potential success of the transport policy implementation. Our case study, the Finnish transport policy, presented targets with quite a clear direction, with a lot of weak synergies and only a few serious conflicts. The implementation of the policy measures, presented to meet these targets will, however, be demanding because of several reasons related to the challenges to governance that are emerging from the complex and continually changing linkages between and among transport (policy) problems, targets and their consequences. The method we presented and tested proved to be useful in bringing transport policy targets closer to policy implementation by considering policy measures to meet the targets and their acceptance as a part of the target or objective analysis process. The findings suggest that linking these often detached parts of the policy process together the co-ordination will be improved and the process hence intensified. The target analysis presented could act as an originator for a more open, interactive and particularly systematic process in transport policy formulation, leading through social learning into a more successful implementation of policies.  相似文献

There is a demonstrable link between parking availability, price and mode choice, and parking policy has been shown to be a powerful demand management tool. Parking however is clearly an area of policy conflict since using it to manage demand may reduce revenue generation, or (be perceived to) damage the local economy. In terms of on-street and off-street parking there are a wide range of users who often have conflicting opinions, which have to be taken into account in its management, invariably leading to parking policies and measures that do not maximise the demand management potential of parking.This paper presents a range of public and business opinion data, from the case study of Edinburgh, Scotland, UK, collected as part of the consultation for its parking strategy in 2005–2006. The strategy covers a wider geographical area than simply the city centre, and whilst this paper makes reference to this wider area it primarily deals with the city centre since that is where the majority of the parking strategy issues are to be found. After setting the policy and political context, the paper goes on to present these data. It then shows how the city's parking policies were changed in response to the consultation. These policy changes are compared with parking policies that would solely manage travel demand, to demonstrate how the political process leads to compromise in the formulation of parking policies and measures.  相似文献

This paper presents a dynamic relief-demand management model for emergency logistics operations under imperfect information conditions in large-scale natural disasters. The proposed methodology consists of three steps: (1) data fusion to forecast relief demand in multiple areas, (2) fuzzy clustering to classify affected area into groups, and (3) multi-criteria decision making to rank the order of priority of groups. The results of tests accounting for different experimental scenarios indicate that the overall forecast errors are lower than 10% inferring the proposed method’s capability of dynamic relief-demand forecasting and allocation with imperfect information to facilitate emergency logistics operations.  相似文献

The aim of this work is to identify key factors of a sustainable urban mobility concept in a particular context. A multiple criteria decision analysis method was developed to identify the main variables associated to the concept. Looking at the results obtained in 11 cities of the five Brazilian regions, we conclude that the method is able to capture the different views and approaches discussed in the formulation of the mobility concept. Therefore, it can be used as a starting point for the formulation of public policies and also in the development of tools designed for monitoring the mobility conditions.  相似文献

The growing interest in urban night-time economies and night-time transport policies presents an important context in which to examine how mobility justice is conceived and operationalised in policy-making. Literature on transport exclusion and transport justice documents the disadvantages experienced by different social groups and advances theoretical frameworks for distributive justice and transport accessibility. However, this literature has rarely considered the politics of whether and how mobility difference is recognised and planned for in transport policy, including issues of deliberative justice (participation) and epistemic justice (knowledge production). To address these research gaps, this paper engages with Sheller's (2018) theorisation of mobility justice and critically analyses the construction of mobile subjects in policy discourse on night-time mobility. We analyse policy documents part of night-time policy for Greater London to examine the extent to which the differentiated night-time mobilities across social categories (gender, age, ethnicity, income, etc.) are recognised – in other words, how the ‘politics of difference’ play out in transport policy-making. Findings show that the discursive construction of mobile subjects in London's night-time policy distinguishes between workers, consumers, and transport users, yet, these broad categories poorly account for differentiated mobility needs and practices. Publicly available data on differentiated night-time mobilities in London does not inform current policy discourse, obscuring disadvantages experienced by different groups of people moving through the city at night, and thus limits the capacity of existing policy interventions to address mobility injustices. These findings reaffirm the need for transport research to move beyond distributive justice and accessibility analysis, towards exploring the potential of thinking about distributive and epistemic justice for challenging the status quo of transport policy.  相似文献
