This paper explores the use of national culture in comparative industrial relations theory to explain the cross-national pattern of industrial relations institutions. A critical review of the existing body of theory argues that it has not adequately explained cross-national differences in the main industrial relations variables. The review also establishes that, with few exceptions, national culture is currently given negligible weight as an explanatory variable. It is argued that a cultural theory of cross-national difference is required. Following a critical assessment of the work of Hofstede, a cultural model is developed based on his definition and specification of culture. Some hypotheses linking Hofstede's dimensions of culture with our industrial relations variables are derived. As an empirical test of the model, industrial relations variables are regressed on Hofstede's cultural indices. National culture is found to be significantly associated with all the major characteristics of industrial relations systems investigated. The paper concludes that national culture is the primary determinant of cross-national variations in industrial relations institutions and that culture is likely to be a force for ongoing diversity in labour market systems.  相似文献

The International Labor Office, an arm of the UN based in Geneva, has as its goal the promotion of opportunities for women and men to obtain decent and productive work, in conditions of freedom, equity, security and human dignity. Since 1999, the ILO has conducted a series of studies of decent work. In 2001, the organization posed the global challenge of reducing the decent work deficit as measured by an employment gap, rights gap, a social protection gap, and a social dialogue gap. Using standard economic terms, “decent work” may be seen as an efficiency point along a generalized input-output function, dependent upon variables of both economic performance and economic and social policy. The decent work deficit of a given country (if any) is then obtained as the difference between an observed point and its projection on the efficiency frontier. Using data envelopment analysis (DEA), we fit a piecewise linear frontier to observations for 61 countries from all continents. Importantly, 27 of these countries lie on the decent work frontier; the remaining ones reveal conditions of decent work deficit. The possibilities of reducing such deficits by appropriate control of policy variables are discussed.  相似文献

The employment relationship is fiercely contested both in theory and practice. This article examines recent theoretical initiatives in economics that have sought to illuminate the nature, specificity, and complexities of the employment relationship. It examines claims by proponents of the new institutional economics (NIE) that they can account for the historical emergence of authority relations and the dominance of hierarchical work organisations without reference to the forces of class power, coercion and labour subordination. The NIE is contrasted with the ‘old’ institutional economics (OIE) and the distinctive insights of an industrial relations perspective. The paper considers in conclusion whether a synthesis of NIE and industrial relations research would achieve a deeper understanding of the institutional forms of wage‐labour in contemporary capitalist economies.  相似文献

Evolution of industrial relations and human resource management in Italy in the last decade is analysed through qualitative case studies, quantitative surveys and a combination of qualitative/quantitative data originating from network researches.

In the 1980s, complementary industrial relations/human resource management in Italy were based on the trade-off between employment security, work flexibility and industrial adjustment. In the 1990s this complementarity is under pressure from a second restructuring process (and privatization) of Italian enterprises.

The last surveys underline that the basic features of industrial relations were not altered, but the data confirm the critical importance of the relationship between industrial relations and human resource management and also the fragility of this balance.  相似文献

Under the Victorian ideal of laissez-faire, industrial relations are conducted unilaterally by employers unimpeded by employees' rights of citizenship. The four facets of citizenship—civil, political, industrial, and social—impinge in a variety of ways on the employment relationship. Civil citizenship, by barring discrimination on account of race or sex, interferes with maintenance of segregated pools of cheap secondary labor. Political citizenship enfranchises propertyless workers and alters the enactments of legislatures. Industrial citizenship creates the institutional basis for collective bargaining. Social citizenship confers economic benefits and protective regulations not driven directly by market forces. Political ascendancy of laissez-faire advocates undermines rights of citizenship and has a retrograde effect on industrial relations.This article is a revised version of a paper presented at the First Industrial Relations Congress of the Americans in Quebec City to the Study Group on Industrial Relations as a Field and Industrial Relations Theory on August 27, 1988. Since the early 1990s, major reform efforts aimed at reducing industrial conflict, rationalising public sector labour relations, restructuring collective bargaining arrangements, and re-establishing tripartite ‘con-certation’ have transformed Italian industrial relations. This article argues that because these new reforms have been accompanied by significant shifts in both Italy's political system and the unions’ own organisation, they stand a better chance of succeeding than previous reform projects.  相似文献

Work–life balance has been a central theme of the EU gender equality framework and has been promoted through both ‘hard’ and ‘soft’ components. Although the EU concern in promoting work–life balance has been more to increase employment and economic productivity than to promote gender equality, all Member States have now established standards in accordance with the EU regulations. Statutory leave arrangements are a key component of work–life balance policies and they vary significantly across Member States with different welfare regime traditions. This study examines the transposition of EU Directives and the implications of the European Employment Strategy for leave arrangements across the UK, Denmark, France and Spain as exemplars of four welfare regimes.  相似文献

The paper deals with the meaning of work, employment relations, and strategic human resources management. First it shows that Israeli workers have become more individualistic and materialistic, and less collectively oriented, as instrumental achievements outweigh contributions to society. These issues apparently influence employment relations and organizational policies. Next, it deals with the corporatist employment relations system, based on tri-partite collective bargaining among employees, employers, and the state. During various times, the relative balance of power among the three parties swayed considerably, according to major political, economic and social events taking place in society. The final section on strategic human resources management focuses on the transition of Israel's Human Resources profession, from the traditional HR role to the new Strategic Human Resource Management role. These three spheres have gone through some significant changes in the last several decades, perhaps not parallel to most industrial nations.  相似文献

This article extends the critique of how industrial relations research continues to be gender‐blind and argues that it is in part a result of early definitions which relegated ‘personal’ relations as outside the boundaries of the field and in part a result of a simultaneous strategy of acknowledgement and abdication, acknowledging that gender is important while at the same time arguing that gender does not need to be addressed. In order to demonstrate how gender is central to industrial relations, the article uses Antonio Gramsci’s concepts of ‘hegemony’, ‘ideology’, ‘good sense’ and ‘common sense’ to illustrate how patriarchal common sense is drawn on by both managers and trade unionists in negotiations over hours of work in a manufacturing firm in the North ‐west of England. It is argued that in order to include gender as a central feature of industrial relations research, it is necessary to analyse how the interests of capital, labour and patriarchy are embedded in negotiations on the shopfloor.  相似文献

This article argues that HRM is by nature a multidisciplinary subject area, and that it has traditionally been closely associated with the field of industrial relations (IR). However, it appears to have increasingly been taken over by industrial and organisational (I‐O) psychology, and in the process increasingly associated with organisational behaviour, which has also been taken over by I‐O psychology. Coupled with the narrowing and marginalisation of IR, this has meant an increasing ‘psychologisation’ not only of the study of HRM, but of the study of employment relations in general. This article discusses why this appears to have been happening, what its implications might be and what (if anything) might be done about it. Focus is on developments within North America, although the issues raised apply, perhaps, to different degrees, across liberal market countries and possibly beyond.  相似文献

The article examines the industrial relations developments in the post‐communist countries that entered the EU in 2004. Rather than introducing the ‘European Social Model’, EU accession has led to some social tensions, in spite of relatively strong economic growth, because of deregulation, European Monetary Union conditions and the enduring need to compete for foreign investment. EU institutional promotion of social dialogue through the Directive on Information and Consultation of Workers, sector social dialogue committees and the European Employment Strategy has only had limited effects in increasing the ‘voice’ of employees in employment relations. National‐level social dialogue has produced poor results and has even been weakened in Slovenia (where it was originally strong) and, initially, in Slovakia. The lack of ‘voice’ for employees has led to increased ‘exit’ through political populism/abstention and migration. A double paradox emerges. Pro‐labour policies are being developed not by the EU, but rather by its opposite, Euro‐sceptical governments (in Poland and Slovakia), while in the workplaces, employers are forced to concessions not by their employees, but by those who leave and cause labour shortages. However, there is also some evidence of a resurgent ‘voice’ from below, through strikes, organising campaigns, informal collective protests and collective bargaining innovations. Drawing on both theory and history of industrial relations, it is concluded that some preconditions for more stable social compromises including more ‘voice’ are emerging.  相似文献

Abstract This paper is an attempt to theorize changing employment relations in capitalist development, drawing upon Taiwan's experience of industrialization within the context of global economic competition and undertaking case studies in the textiles industries. It aims to investigate changes in the nature of employment relations, with special reference to authority relations, by examining how they have been shaped by changes in Taiwan's textiles industries. It argues that a transformation of paternalistic capitalism is under way in Taiwan. The study also examines how changes in economic activities have profoundly affected people's lives and experiences. It is suggested that the underpinnings of traditional authority are being shaken. Loosened personal ties and claims for statutory working rights have led to the emergence of different sources of industrial authority. Here is a crucial 'ideological break' in terms of workers' consciousness. Moreover, the 'communal paternalism' or 'enterprise paternalism' of labour regimes in Taiwan propounded by Deyo (1989, 1998) is now called into question.  相似文献

This article examines the book, Australian Charter of Employment Rights. The book is an edited collection of work from a number of prominent employment relations’ academics and practitioners across Australia. By drawing upon both Australian and international employment rights the book allows for a critique of current and prospective legislation within Australia. This article highlights key parts of the book that should be of interest to both Australian and international readers. A great deal of the book’s content is based on international conventions concerned with equitable principles which the authors suggest should govern the workplace, for example: a workplace free of discrimination; dignity at work; fair minimum standards and effective dispute resolution. This author contends that the book should be considered by policymakers when drafting new Australian industrial relations policy. It is a welcome addition to scholarship in this field.  相似文献

Recent interest in ‘managing diversity’ has reopened debates about forms of equality in the workplace. Approaches to equality developed in the 1970s and 1980s have been characterized as an attempt to ensure that if individuals bring the same abilities to work, or perform in the same way, they should receive the same access to jobs and employment benefits, regardless of social group membership. Managing diversity appears to be about a more positive valuing of difference. Benefits are seen to derive from different perspectives and approaches and these should be nurtured and rewarded rather than suppressed. Feminists have long argued about the extent to which women are the same as, or different from, men, and about the political consequences of adopting these positions. Recent theoretical developments have led to some novel solutions to this dilemma. These include asserting claims to both ‘sameness’ and ‘difference’, the deconstruction of ‘difference’, and the reconstruction of ‘sameness’ on women's terms. This paper explores approaches to equal opportunities through both established and novel theoretical perspectives. It argues that existing practice cannot be fitted neatly into the conventional distinctions between ‘sameness’ and ‘difference’, and explores the potential characteristics and strengths and weaknesses of equality initiatives based on the new theoretical perspectives.  相似文献

This article examines the evolution of Indian industrial relations in an historical and structural context. In India, the evolution of industrial relations has been ‘incremental’ and ‘adaptive’ and not ‘discontinuous’ and ‘revolutionary’. The relationship between changing industrialisation strategies and industrial relations institutions and practices in India is considerably more subtle than is often supposed in comparative industrial relations narratives, especially when detailed endogenous political economy considerations are taken into account.  相似文献

The information is gleaned from articles published by the European Industrial Relations Observatory (EIRO). The text therefore contains numerical references to records contained in the EIRO database in order to allow the reader easy access to the relevant records. The article is divided into five sections. The first contains an overview of political, economic and legislative events at EU‐level, the second looks at EU‐level developments in employee representation, the third looks at the impact of European economic and monetary union (EMU) on industrial relations and collective bargaining and the fourth and fifth give a more detailed country‐by‐country analysis of main trends in key industrial relations areas—collective bargaining and industrial action; and employment creation, working time and new forms of work.  相似文献
