This paper considers a model of lobbying described as a common agency game; it departs from the current literature by assuming that the special interest groups are not a priori organized or unorganized and that the type of the politician is not common knowledge. We characterize equilibria when the choice set of the politician consists of two policies; we discuss the conditions leading to efficiency and the characteristics of the groups explaining their relative success in the process of influence. We also offer some results for the general case, including disjoint necessary and sufficient conditions for the equilibria to be efficient.  相似文献

A general model of dynamic common agency with symmetric information is considered. The set of truthful Markov perfect equilibrium payoffs is characterized and the efficiency properties of the equilibria are established. A condition for the uniqueness of equilibrium payoffs is derived for the static and the dynamic game. The payoff is unique if and only if the payoff of each principal coincides with his marginal contribution to the social value of the game. The dynamic model is applied to a game of agenda setting.  相似文献

We analyze an abstract model of trading where N principals submit quantity-payment schedules that describe the contracts they offer to an agent, and the agent then chooses how much to trade with every principal. This represents a special class of common agency games with complete information. We study all the subgame perfect Nash equilibria of these games, not only truthful ones, providing a complete characterization of equilibrium payoffs. In particular, we show that the equilibrium that is Pareto-dominant for the principals is not truthful when there are more than two of them. We also provide a partial characterization of equilibrium strategies.  相似文献

We characterize equilibrium payoffs of a delegated common agency game in a public good context where principals use smooth contribution schedules. We prove that under complete information, payoff vectors of equilibria with truthful schedules coincide with the set of smooth equilibrium payoffs, including non-truthful schedules. We next consider whether the presence of arbitrarily small amounts of asymmetric information is enough to refine this payoff set. Providing that the extensions of the equilibrium schedules beyond the equilibrium point are flatter than truthful schedules, the set of equilibrium payoffs is strictly smaller than the set of smooth (equivalently, truthful) equilibrium payoffs. Interestingly, some forms of asymmetric information do not sufficiently constrain the slopes of the extensions and fail to refine the payoff set. In the case of a uniform distribution of types and arbitrary out-of-equilibrium contributions, the refinement has no bite. If, however, one restricts out-of-equilibrium behavior in a natural way, the refinement is effective. Alternatively, we may consider an exponential distribution with unbounded support (and hence no out-of-equilibrium choices) and we find that the refinement selects a unique equilibrium payoff vector equal to Lindahl prices.As a separate contribution, equilibria with forcing contracts are also considered both under complete and asymmetric information.  相似文献

This paper presents a theory of common agency lobbying in which policy-interested lobbies can first influence the choice of a proto-coalition and then influence the legislative bargaining over policy within that coalition. The equilibrium policy in the legislative bargaining stage maximizes the aggregate policy utility of the coalition members and the lobbies, but lobbying can also lead to the preservation of the status quo and lobby-induced gridlock. When the status quo does not persist, the policy outcome is largely determined by the selection of a coalition, since legislative bargaining under unanimity within the coalition leads to a coalition-efficient policy regardless of the identity of the proposer. An example is presented to identify the types of equilibria and provide a full characterization of an equilibrium.  相似文献

I consider a general equilibrium model of a competitive market economy in which production is conducted through an endogenous social division of labor. I represent economic decision makers as “consumer–producers,” who consume as well as produce commodities. In this approach, the emergence of a nontrivial social division of labor is guided by Increasing Returns to Specialization (IRSpec) in production. Under IRSpec, I show existence of competitive equilibria, the two fundamental theorems of welfare economics, and characterize these equilibria. Markets equilibrate through the adjustment of the social division of labor; the production technologies completely determine the equilibrium prices.  相似文献

This paper extends existing general equilibrium theory to describe the competitive production and allocation of “personalized commodities:” commodities with only one potential buyer or seller. The basic, novel theoretic possibility introduced into value theory with the introduction of personalized trading—the trading of personalized commodities—is that price discrimination over quantity may occur under perfect competition. Theorems on the existence and optimality of competitive equilibria under discriminatory pricing are proved.  相似文献

In a repeated game with imperfect public information, the set of equilibria depends on the way that the distribution of public signals varies with the players' actions. Recent research has focused on the case of “frequent monitoring,” where the time interval between periods becomes small. Here we study a simple example of a commitment game with a long-run and short-run player in order to examine different specifications of how the signal distribution depends upon period length. We give a simple criterion for the existence of efficient equilibrium, and show that the efficiency of the equilibria that can be supported depends in an important way on the effect of the player's actions on the variance of the signals, and whether extreme values of the signals are “bad news” of “cheating” behavior, or “good news” of “cooperative” behavior.  相似文献

With imperfect information about product quality there are incentives for buyers to make use of proxy variables as “signals”, and hence for sellers to invest in the activity of signalling. Received theory suggests that there are plausible circumstances under which there exist a whole family of potential “signalling equilibria” each of which successfully distinguish quality differences.In this paper it is shown that from the family of “equilibria” only one, the Pareto-dominant member, survives plausible experimentation by buyers. With moderately more sophisticated experimentation it is further shown that there is no competitive equilibrium.  相似文献

Current models of trade policy formation in representative democracies lack the micro foundations from which the political actions of voters, interest groups, and policy makers can be deduced. This paper provides microfoundations for the most influential of representative democracy models, the Magee-Brock-Young (MBY) model. Probabilistic voting is formally introduced, the conditions for active lobbying are examined, uniqueness of lobbying equilibrium is established, and the responses of different groups' lobbying to exogenous changes are discussed. Finally, the existence of tariff equilibria is studied when, different from MBY, both parties share a common strategy space.  相似文献

We study an OLG economy where productivity growth comes from two alternative sources: process innovation and learning-by-doing. There is a trade-off between the two in so far as frequent technological updates reduce the scope for learning on existing technologies. A conflict is shown to arise between the young and the old, because the former favour innovation while the latter prefer learning. We model the interaction between overlapping generations and policy makers as a dynamic common agency problem, where competing generations invest a certain amount of resources to lobby either for the maintenance of the current technology or the adoption of a new one. By focusing on truthful Markov perfect equilibria, we characterize the political equilibrium and show its dependence on the underlying demographic, technological and preference parameters.  相似文献

This paper formulates and analyzes a general model of elections in which candidates receive private signals about voters' preferences prior to committing to political platforms. We fully characterize the unique pure-strategy equilibrium: After receiving her signal, each candidate locates at the median of the distribution of the median voter's location, conditional on the other candidate receiving the same signal. Sufficient conditions for the existence of pure strategy equilibrium are provided. Though the electoral game exhibits discontinuous payoffs for the candidates, we prove that mixed strategy equilibria exist generally, that equilibrium expected payoffs are continuous in the parameters of the model, and that mixed strategy equilibria are upper hemicontinuous. This allows us to study the robustness of the median voter theorem to private information: Pure strategy equilibria may fail to exist in models “close” to the Downsian model, but mixed strategy equilibria must, and they will be “close” to the Downsian equilibrium.  相似文献

Equilibrium in international trade with increasing returns in infrastructure depends on whether the infrastructure provider is “naïve” or sophisticated. A monopolist produces infrastructure under decreasing cost using fixed equipment. Unlike similar work, we derive a unique closed‐economy equilibrium. In a small open economy, with “naïve” infrastructure provider(s), multiple equilibria obtain. The industrial export potential of the economy depends on unexhausted economies of scale, and equilibria are possible where manufactures are exported despite an autarky price higher than the world price. With a sophisticated infrastructure provider, even an open economy has a unique equilibrium, which, at least as long as economies of scale are unexhausted, also involves more industrialization than the “naïve” equilibria. Access to the unlimited world market is necessary for significant industrialization but is not sufficient: one may also require “Schumpeterian” entrepreneurs, monopolists with a panoramic vision of the economy and of their catalytic role in it.  相似文献

Summary. This paper studies the allocation and rent distribution in multi-unit, combinatorial-bid auctions under complete information. We focus on the natural multi-unit analogue of the first-price auction, where buyers bid total payments, pay their bids, and where the seller allocates goods to maximize his revenue. While there are many equilibria in this auction, only efficient equilibria remain when the truthful equilibrium restriction of the menu-auction literature is used. Focusing on these equilibria we first show that the first-price auction just described is revenue and outcome equivalent to a Vickrey auction, which is the multi unit analogue of a second-price auction. Furthermore, we characterize these equilibria when valuations take a number of different forms: diminishing marginal valuations, increasing average valuations, and marginal valuations with single turning points. In a seminal paper, Grossman and Helpman (1994) introduced a framework to understand how lobbying influences the choice of import/export tariffs. In this paper we extend their analysis and assume that lobbies have private information to analyze the effects of information transmission in a Grossman and Helpman lobby game. Information transmission leads to two agency costs. One refers to the cost of signaling and the other to the cost of screening the lobby's competitiveness. The signaling cost reduces distortions resulting from the screening cost. On the other hand, distortions from the screening cost enhance the signaling cost. The two combined effects generate more distortions in the political game than each effect separately. Tariff protection and lobbies' rents are lower than those found in Grossman and Helpman's truthful equilibrium. Therefore, information transmission may improve welfare through the reduction of rent-seeking activities.  相似文献

We consider “functionally distributed” quotas, where trade is restricted to a function of another economic activity, paying special attention to the ratio constraint and its relation to “proportionally distributed” quotas. We propose a simple principle defining the optimal policy under a functionally defined restriction, extend the analysis of ratio import/production constraints to general equilibrium, introduce export constraints, and constraints defined in proportion to factor use. We develop the general‐equilibrium geometry of functional trade constraints and the concomitant optimal policies, deriving a “quota locus” that depicts the consumption possibilities under various regimes.  相似文献

In continuum economies, widespread externalities are those over which each individual has negligible control. Nash-Walrasian equilibria with lump-sum transfers are defined, and their existence proved. They are then characterized by the property of “f-constrained Pareto efficiency” for finite coalitions. More general “private good” Nash-Walrasian equilibria are characterized as private-good constrained-Pareto efficient. Introducing complete Pigou taxes or subsidies leads to equilibria that are characterized by constrained efficiency and f-constrained efficiency for given levels of the widespread externalities. But full efficiency requires resolving the public-good problem of determining those aggregate externalities or, equivalently, of setting appropriate Pigou prices.  相似文献

Most of the voting models limit their analysis to the investigation of symmetric equilibria where “similar” voters make “similar” voting decisions. In this paper we examine the validity of this restriction in a model with costly plurality voting. We first show that in any pure strategy equilibrium every two individuals who have the same preferences and participate in elections, would vote for the same candidate. We show that games of strategic complements, or substitutes, with aggregation are “pseudo-potential” games. The upshot is that they possess Nash equilibria in pure strategies (NE), even if the strategy sets are not convex; and that various dynamic processes converge to NE. In particular, NE exist in Cournot oligopoly with indivisibilities in production.Our notion of aggregation is quite general and enables us to take a unified view of several disparate models.  相似文献

This paper addresses whether the efficient equilibria characterized by Grossman and Helpman's one‐shot protection‐for‐sale game are renegotiation‐proof in an infinitely repeated setting. We propose a simple strategy profile that can support the efficient, truthful equilibrium in each period as a strongly renegotiation‐proof subgame perfect equilibrium. This result provides another plausible reason to explain why the truthful equilibrium may be focal in the game of protection‐for‐sale. In addition, when the timing of the contributions is specified explicitly, the special interest groups should minimize the upfront payment to the government before policy implementation to reduce the possibility of the collapse of such relational contracts.  相似文献
