决策是管理的中心,危机事件的频频发生对政府的危机决策能力提出了挑战。通过对汶川大地震和SARS两次公共危机事件中政府决策的比较分析,指出目前我国政府在危机决策中存在的主要问题,并提出改进政府危机决策的建议。

政府会计信息在政社合作管理中的应用与改进

在国家治理现代化改革的背景下,政社合作作为公共产品及服务领域的供给侧改革方式,是合作治理的重要途径。我国政社合作在快速发展的同时也出现诸多问题,突出表现为合作过程中信息不对称导致的政府在合作项目决策和运营管理中的非理性行为。借助政府会计改革的契机,将政社合作项目纳入公共管理范畴进行解构,分析政社合作项目决策和管理的流程以及信息需求,将政府会计信息嵌入这一管理过程中,提出政府会计应当助力政社合作管理。同时,基于政社合作管理的信息要求,政府会计应该在拓展会计核算范围、会计核算主体和会计信息模块等方面进行变革,旨在保障合作各方的信息需求,进而实现合作治理的目标。

Swimming on Land: Some Suggestions for Today’s Public Administration

In recent decades researchers have suggested various models for public administration organizations. These models and reforms, generally called New Public Management and Post-New Public Management, ignore the different developmental phases of public organizations, especially when dealing with non-Western countries. Instead of asking how public organizations should look, we suggest asking what should they do? To answer this question, we present several principles on the individual and organizational levels that can serve as a good compass for public managers. On the individual level, we maintain that public employees should focus on listening, helping and learning. On the organizational level, we advocate incorporating public policy with public administration, embracing core principles as opposed to trying to achieve ends, and returning public administration to its key role. These principles reinforce each other and thus can enhance the capability of public organizations.

本文将公共管理范畴延伸到国际范畴,构建了从公共管理到国际公共管理的逻辑框架;论述了作为全球化时代国际公共管理方式的全球治理模式;剖析了作为全球治理过程中最主要参与者的国际组织的内涵、分类及其参与全球治理的方式。文后还剖析了作为国际组织的世界遗产委员会参与国际公共事务管理的全球治理活动案例。     

The public administration paradox: an organisation with a low degree of institutionalisation

This paper identifies the distinctive characteristics of the internal labour market of the public administration. It gives some examples of innovation in human resource management (particularly in the field of performance-related pay), and discusses whether and how these processes provide a solution to the problems of identity, efficiency and conflict that have affected the public administration on a broad front over the last decade. The main results of the analysis have revealed the weak institutionalisation of the public administration. The selection criteria by which the organisation determines the professional mix of occupational structure and creates a basis for performance behaviour and attitudes are very weak. Limited mobility and poor wage dynamics are the factors most strongly affecting the internal labour market. This, along with other factors discussed in the paper, makes it extremely difficult to enact private sector principles suitable to the public administration (regardless of the specific traits of the organisations concerned). Without certain structural and social preconditions, managerialism cannot provide a solution; legislation alone is not sufficient to bridge the gap and does not create the conditions for improving the organisation of public administration.     

Complexity thinking in public administration’s theories-in-use

A compressed overview of complexity theory in public administration creates a starting point for comparison with other theories-in-use. The underpinning methodological traditions of extant theories of public administration are compared for compatibilities with complexity theory. Concepts generally acknowledged as within the scope and interest of public administration scholars (actors, policy processes, decisions, power, information and values) are used to extend the analysis of complexity theory’s contribution. The paper concludes that understanding the complexity friendliness of extant theories will both facilitate the greater use of complexity theory in PA and extend the explanatory capacity of the existing compatible theories.

Supply management in American public administration: Towards an academic discipline?

This article examines the development of supply management in the U.S. to assess its progress towards academic disciplinary status. A comparison of the fields of business administration and public administration indicates that supply management is more developed in the former than in the latter, which inhibits its disciplinary status. Various reasons for this uneven development in the two fields are explored. The paper argues that a paradigm shift must occur for public supply management, which will re-orient it around the concept of the public interest. This will require public supply professionals to participate strategically in public policy-making in order to ascertain and promote the public interest. A policy framework is used to illustrate this re-orientation and to suggest directions for further research.
