从流程层面到组织层面的扩展:项目管理成熟度研究综述

本文将项目管理成熟度模型的研究分为三个阶段：流程层面的研究、项目层面的研究和组织层面的研究。分别对这三个层面的研究进行介绍，对一些重点的项目管理成熟度模型进行阐述，并对目前最新的基于组织的成熟度模型0PM3做一简单介绍，文章最后简述了国内项目管理成熟度研究的现状并对研究前景进行展望．     

Project management improvement efforts—creating project management value by uniqueness or mainstream thinking?

This paper presents a research study that is part of the large international Project Management Institute (PMI)–sponsored research project the “Value of Project Management.” Three case studies have been conducted on Norwegian enterprises. This article focuses on how enterprises improve project management and presents the improvement efforts and the stated reasons behind them. There are striking similarities as to the prioritized ways the enterprises have chosen to make improvements: use of a rather standardized model for project work and internal schooling activities. The enterprises all explain their efforts as internally driven, even if some consultancy assistance was used. This article discusses three drivers behind the improvement efforts: an economic perspective, a new institutionalism perspective, and an innovation perspective. This article identifies indicators pointing to all drivers and helps us understand why and how enterprises are improving project management. The importance of research on the practice of the most capable enterprises within the project management field is acknowledged.

Project management competence development framework in turbulent business environment

Today's turbulent business environment characterised by uncertainty and inability to predict the future is extremely challenging, and thus requires the development of new competences. Especially within project management, competence development is one of the critical success factors. Competence development is seen as a critical success factor ensuring companies' competitiveness. Learning organisation, organisational learning, organisational culture, knowledge management and project management laid the foundation for the project management competence development (PMCD) framework introduced in this paper. The most essential features for organisations to update competences are presented. The proposed framework has been in use in Nokia case unit since year 2001 with good results. However, further studies are needed to create an evaluation method to provide a means to measure the impacts of the framework and develop it further.

简要介绍物流管理引入项目管理的背景,并探讨项目管理思想在物流管理中的基本应用,从整体应用、时间管理、成本管理、风险管理等角度总结近年来的研究内容;在此基础上,进一步探讨项目管理思想在物流供应链最新领域的研究现状。最后从三方面指出物流项目管理未来的研究方向。     

What project strategy really is: The fundamental building block in strategic project management

Strategic project management is gradually becoming a popular and growing trend within the discipline of project management. The general idea is that project management teams must learn how to deal with the business aspects of their projects, as well as better support their company's business strategy and sustainability, rather than just focus on meeting traditional time, budget, and performance goals. Although this approach has been gaining popularity, strategic project management has not yet become an explicit and widely used approach in the practice of project implementation. One of the concepts mentioned as an important element is project strategy; however, no universal framework or even a clear definition of what project strategy is has so far emerged. The goal of this article is to fill in this gap and provide a useful definition and a framework for the further study and implementation of the project strategy concept. Specifically, to achieve this goal, we first look at the origins of strategy in military and business research to discuss the question of what, exactly, project strategy is; we follow this discussion with an explicit definition of a project strategy. We then outline a framework for building a dedicated project strategy document for an individual project, and show how this framework can guide the project planning and execution processes. Using a case study approach, which included an action research phase, we demonstrate how project teams can adopt the strategy concept in a natural way that would lead their project to better business results.     

Cyber supply chain risk management: Revolutionizing the strategic control of critical IT systems

Cyber supply chain risk management (CSCRM) is a new discipline designed to help IT executives address the challenges of the rapid globalization and outsourced diffusion of hardware and software systems. CSCRM is an integrative discipline combining elements of cybersecurity, supply chain management, and enterprise risk management into a new and powerful concept to exert strategic control over the end-to-end processes of the focal organization and its extended enterprise partners. This article provides a survey of the field, as well as a detailed analysis of the results of a four-year research project on CSCRM, conducted by the Robert H. Smith School of Business Supply Chain Management Center for the National Institute of Standards and Technology, that focused on the development of organizational assessment tools and a capability/maturity model for this emerging discipline.

关于我所批产项目风险管理若干问题的探讨

文章首先介绍了我所在装备研制生产过程中遇到的延期风险及其影响，对风险的来源与成因进行了具体的分析，然后从风险规划、识别、评估、处理和监控五个实质性阶段逐步介绍了批产项目风险管理计划的制订以及的风险管理的措施，并通过一些具体的事例加以说明。     

施工项目管理业务流程存在的问题分析

良好的施工项目管理流程是运用现代化的管理，把项目所需的各种物质和信息进行有机的结合，从而保证项目的顺利实施和项目的实现，但实际工作中却存在一些问题，如：缺少某些重要环节，个别管理流程不明确，致使有关管理工作不到位，有的管理流程颠倒，起不到应有的作用等等，使得施工项目管理流程起不到应有的作用。本文围绕这些问题进行了详尽的分析和探讨，并结合笔者多年的从业经验提出了科学合理的施工项目管理业务流程，具有很强的实践性与可操作性。

挣值法是项目管理中常用的一种评价项目绩效的综合管理技术,该方法集成了对项目时间和成本的管理,能够有效的反映项目在成本和时间上的执行状况并预测项目的未来发展态势,为项目管理提供了决策的依据。本文正是在对挣值法这一有效工具充分认识基础之上,结合项目管理知识体系的四大核心知识领域(时间、范围、成本、质量)提出对挣值管理方法的多维度思考。     

Cultural patterns influencing project team behavior in Sub‐Saharan Africa: A case study in Ethiopia

Despite the increasing attention paid to the human element of project success found in the project management literature, empirical studies exploring cultural patterns influencing this particular human element continue to be far from satisfactory. To help further understand the influence of cultural patterns within Sub‐Saharan Africa project environments, we draw on a case study conducted in Ethiopia's service sector. Apart from the well‐perceived cultural values commonly referred to in the existing literature, we specifically investigated the deep‐rooted underlying causes, which include Ethiopian cultural habits, as a principal factor in influencing project team behavior. The article concludes with implications and recommendations for future research.     

Gaining from disorder: Making the case for antifragility in purchasing and supply chain management

The purchasing and supply chain management (P&SCM) discipline assumes that supply chains are fragile systems, hence taking a “negative” approach toward disorder. Building on Taleb’s concept of antifragility—the ability to gain from disorder rather than avoiding it—, we challenge this traditional assumption. The COVID-19 pandemic has revealed that some companies were indeed able to gain from disorder, whereas some of those that focused too much on robustness and resilience lost ground. Building robust and resilient supply chains may no longer be enough to thrive in today’s highly volatile business world. This article sparks a new debate by introducing antifragility to the P&SCM literature and provides new directions for future research.
