A wide range of intractable problems such as polluting emissions, noise, accidents, resource depletion, and inaccessibility of amenities are associated with the current transport regime. Given the slow movement towards a more sustainable mobility system, more radical, systemic innovation - a ‘transition’ - is required. Broadly speaking, this may be achieved via three routes: technological change, modal shift, and reduced travel demand. Drawing on concepts from the transitions literature (e.g., [Geels, F.W.: Technological Transitions and System Innovations: A Co-evolutionary and Socio-Technical Analysis, Edward Elgar, Cheltenham, 2005.]), we conceptualise each of these routes as a bundle of niche activities within an Area of Innovation, deviating to differing degrees from the current mobility ‘regime’. We present empirical evidence and indications of ongoing development of niches in these three areas within the UK and Sweden, and explore processes of co-evolution, divergence and tension within and between niches. Findings indicate recent market penetration of novel transport technologies, more advanced than modal shift or demand management activities; however, different transport technologies are more successful in each country. We also identify examples of a close relationship between development of radical vehicle/fuel technologies and provision of mobility services; and information technology as a driver in all three areas of innovation. We conclude that future innovation in transport depends on diversity, hybridisation, and co-evolution of niches. Finally, policy implications are discussed.  相似文献

Within the Dutch transition policy framework, the transition to hydrogen-based transport is seen as a promising option towards a sustainable transport system. One aspect of such transition processes that is emphasized in transition management is learning about user behaviour and preferences. However, while earlier research on sustainable mobility acknowledges the importance of refuelling infrastructure, the question of how to unroll such an infrastructure and the role of user practices and user behaviour largely remains unanswered. In this paper we present an agent-based model to study the process of development from niche to market for hydrogen vehicles. We thereby focus on the role of users in this process and support our model by empirical data. Within this model the effects of different strategies for hydrogen infrastructure development on hydrogen vehicle fleet penetration are studied. More specifically, diffusion patterns for hydrogen vehicles are created through the interactions of consumers, refuelling stations and technological learning. The main result is that social network effects do influence the technological trajectory of hydrogen vehicles and thus should be taken into account by infrastructure developers and policymakers.  相似文献

Strategic niche management (SNM) implies that new technologies are applied in so-called niches, in which they are protected against mainstream market selection. A major question currently subject to debate is through which processes niches can bring about any wider changes at the level of socio-technical regimes. This paper examines this question, using present-day developments in innovation in sanitation in Western Europe as an example. It is concluded that although SNM theorists emphasize the importance of (first- and second-order) learning, such learning processes are often hampered in practice. This may be due to the fact that existing niche-based approaches put too much emphasis on technological experimentation rather than on experimentation with forms of social organization. Therefore, attention should be redirected to sustainability concepts and guiding principles rather than technologies. As an addition to existing approaches, the authors suggest and elaborate on a new form of niche management called conceptual niche management.  相似文献

Strategic niche management (SNM), a tool to understand and manage radical socio-technical innovations and facilitate their diffusion, has always departed from a technical artefact. Many radical innovations, however, do not revolve around such an artefact. Social entrepreneurship is a new business model that combines a social goal with a business mentality and is heralded as an important new way to create social value such as sustainability. This study examines if and how SNM can be applied to such a social innovation. It identifies theoretical and practical limitations and proposes solutions. The main conclusion is that SNM can be used to analyse radical social innovation, although it requires rethinking the initial entry point for research and management. Exemplifying quotes are proposed as an alternative. Second, this paper suggests using values to describe niche–regime interaction as a better way to anticipate future niche–regime interactions.  相似文献

This empirical study presents a combination of insights from corporate sustainability practices, supply chain management, and innovation literature, and a case study to discover new understandings on factors influencing firms to incorporate sustainable innovation initiatives into their supply chain practices. There is an apparent lack of literature in this field due to its modernity and evolving nature. Also, there is a lack of insights into how firms could translate sustainable innovation initiatives into practice. This study addresses this gap by examining a successful glass recycling company through the lenses of sustainable innovation context and the Global Reporting Initiative G3 Guideline framework. Primary data are collected through observations and in-depth interview before it is coded and analysed using nVivo. The findings show that sustainable innovation practices are mainly directed at improving the technological processes, resource sharing, and reduction of production cost among supply chain partners. A conceptual sustainable innovation framework is also proposed. This study contributes to sustainable innovation literature by providing insights into the evaluation of a firm's innovative sustainability efforts.  相似文献

It is widely recognised that the world is facing climate challenges that necessitate transitions towards more energy-efficient buildings. A key challenge is that visions of energy efficient buildings in policies often fail to become aligned with existing local practices. In order to overcome such a gap between policy visions and their implementation in practice specific forms of strategic work is needed, according to new transformative ideas in spatial planning. The aim of this paper is to characterize the transformative capacities of this kind of strategic work at the spatial scale of the town in order to assess how such activities engage with sustainable transitions. The theoretical contribution of the paper is to compare strategic work performed in transformative forms of spatial planning with the strategic work intended in strategic niche management, which represent a change-management process for enabling transitions. The study outlines the proactive spatial planning of a Danish local authority in order to illustrate how the strategic work performed in this kind of local development project represents a special form of niche management that is able to create room for innovation and challenge existing socio-technical regimes in the building sector, but still different to typical strategic niche management processes. Based on this empirical study, the paper challenges the narrow focus on niches around technology development processes in strategic niche management by pointing towards niche planning in local development projects as another relevant context for niche management. However, as discussed in the paper, this assumes a more strategic form of planning than is often practised today, where more emphasis is put on how planning can contribute to promoting sustainable transitions.  相似文献

This article outlines the standard neoclassical model (SNM) of the impact of immigration on the incomes of the resident (pre-immigration) population. We augment the SNM to allow for foreign ownership of and government equity in the capital stock. Using the expanded model, the sensitivity of residents' incomes to immigration is tested in four scenarios. Our calculations reveal that the size of the Berry-Soligo welfare triangle is small and is dominated by the effects of foreign ownership of capital and government equity in capital. In our preferred long-run scenario, the 1991–92 Australian immigrant intake reduced residents' incomes. We believe the results based on the expanded SNM justify a more comprehensive study incorporating a range of other influential factors determining the impact of immigration on residents' incomes. We suggest a list of such factors and report on work done in these specific areas. Essential to a comprehensive study are the integration of results from studies in specific areas, and the devotion of resources to the tasks of further data collection and model development  相似文献

Numerous indices help us to compare country and local performance in the field of human development, globalization and sustainable development. Obvious problems arise, such as data availability and data quality. A less obvious issue is that such sets and indices do not permit the inclusion of specific characteristics or discourses that are important in a country or region. This paper investigates the possibility of comparing regional sustainability assessments in four case studies, where the indicators vary from region to region, but the method of making the assessment is similar. The concepts of weak and strong comparability were used in this analysis. Comparability of sustainable development between different regions is not an issue of rigid comparison of indicator by indicator. It should take into account regional specifics. The resulting shift from strong to weak comparability should not be seen as a lessening of the quality of the assessment and decreasing comparability. Rather than focusing on individual indicators within frameworks that do not permit inclusion of regional developments, this approach allows to look at the broader picture of regional dynamics. It reveals specific regional weaknesses that need attention, and possible areas for building alliances between regions, thus creating a more sustainable Europe.  相似文献

The transition to an environmentally sustainable transport system involves a combination of technological and demand-side transport policies. Regulatory, educational and economic instruments can be used to enhance the development of cleaner transport technologies as well as the shift from road-based towards more environmentally benign modes of transport. This article provides estimates of overall economic impacts in the long term and describes the required change in the transport system. The article proceeds in three steps. First, this article reviews concepts of sustainability and applies them to transportation. Second, a small open economy computable general equilibrium model for Austria is developed to evaluate the long-term macroeconomic and sectoral impacts of a sustainable freight transport policy. Third, simulation results are discussed and conclusions drawn concerning the crucial features of a sustainable freight transport policy.Although the required transition within the transport system is substantial, the economic costs in terms of GDP are comparably low and employment is likely to increase slightly.  相似文献

Changes in consumption processes have been recognised as important steps towards sustainable development. The aim of this paper is to give an overview of research on sustainable consumption and to sketch new approaches in economic modelling ofsustainable consumption. A special focus is given to the relationship between stocks and flows as well as consumer services as being welfare relevant. From that three different steps of modelling are proposed, where the links between material goods demand and consumer services demand as well as the stock-flow relationship can be made explicit.  相似文献

Advancement of the motor vehicle and its production methods is analyzed as a process of technological change. In a broader context, motor vehicles evolved as an integral component of road transportation through a series of interlaced substitutions of old by new technologies. Building on a large number of studies that described technological substitution processes, first it is shown how new energy forms replaced their predecessors and how the old marine-transport technologies were substituted by new ones. These examples constitute some of the oldest, empirically documented technological changes and show that many events in the dynamics of energy substitution and marine transport are related to technological changes in road transportation. It is shown that these substitution processes can be described by simple rules and that the replacement of old by new technologies in the energy and transport systems lasted about 80 years. The technological changes within road transportation, however, were more rapid. Replacement of horses by automobiles and older by newer generations of motor vehicles and production methods lasted only a few decades in the United States. Thus, technological substitutions within the road-transportation system were considerably shorter than the expansion of railroads, surfaced roads, all road vehicles together, and the more recent expansion of air transportation.  相似文献

Community action for sustainability is a promising site of socio-technical innovation. Here we test the applicability of co-evolutionary niche theories of innovation diffusion (strategic niche management, SNM) to the context of ‘grassroots innovations’ (GIs). We present new empirical findings from an international study of 12 community currency niches (such as Local Exchange Trading Schemes, time banks, and local currencies). These are parallel systems of exchange, designed to operate alongside mainstream money, meeting additional sustainability needs. Our findings confirm SNM predictions that niche-level activity correlates with diffusion success, but we highlight additional or confounding factors, and how niche theories might be adapted to better fit civil society innovations. In so doing, we develop a model of GI niche diffusion which extends existing work and tailors it to this specific context. The paper concludes with a series of theoretically informed recommendations for practitioners and policy-makers to support the development and potential of GIs.  相似文献

Abstract

Governance literature identifies so-called ‘leader firms’ as the directors of global value chains. But in what direction are they leading? Some leader firms actively try to make a transition towards sustainable supply chain practices, but how can this be assessed? Supply chain management literature provides fragmented insights into the antecedents of transition processes. They adopt a largely ‘top-down’, ‘inside-out’ perspective rather than (also) take a ‘bottom-up’ and ‘outside-in’ perspective in which the consequences for the business models of supplying firms at the bottom of the supply chain are rarely taken into account. This contribution develops a more integrated eclectic approach on sustainable supply business models. We conceptualise antecedents of change along consecutive stages of management that combines different supplier ‘upgrading’ approaches with different ways in which leader firms integrate suppliers in their purchasing strategies. We apply this model to the strategies of 10 leading Dutch companies active in Africa, but with different supply chain positions.  相似文献

A bounded socio-technical experiment (BSTE) attempts to introduce a new technology, service, or a social arrangement on a small scale. Many such experiments in personal mobility are ongoing worldwide. They are carried out by coalitions of diverse actors, and are driven by long term and large scale visions of advancing society's sustainability agenda. This paper focuses on the processes of higher- order learning that occur through BSTEs. Based on the conceptual frameworks from theories of organizational learning, policy-oriented learning, and diffusion of innovation, we identify two types of learning: the first type occurs among the participants in the experiment and their immediate professional networks; the second type occurs in the society at large. Both types play a key role in the societal transition towards sustainable mobility systems. Two case studies, in which the Design for Sustainability Group at Technical University of Delft has participated, provide empirical data for the analysis. One case consists of development of a three-wheeled bike-plus vehicle (Mitka); the second case seeks to solve mobility problems on the Dutch island of Texel. We find that higher order learning of the first type occurs among the BSTE participants and beyond. Learning can be facilitated by deployment of structured visioning exercises, by diffusion of ideas among related BSTEs, by innovative couplings of problems and solutions, and by creating links among related experiments. Government agencies, universities and other intellectual entrepreneurs have key roles to play in making that happen. The cases provide much less insights about the second type of learning. How compatible are the ideas of neo-Schumpeterians (following in the footsteps of Schumpeter, the modern father of technology and innovation studies), and Schumacher, the modern father of sustainable development? At one level, there appears to be a mutually reinforcing and positive relationship between the application of new technology, innovation and improved environmental performance. However, other environmentalists argue that 'global Schumpeter dynamics', by promoting more rapid economic growth worldwide, will swamp any relative improvements in environmental performance and intensity. The tensions between the two perspectives are perhaps most evident in discussions about a possible shift towards a green 'techno-economic paradigm' (TEP). This paper asks whether a green TEP is possible, and what it might look like, in the light of these two perspectives. Neo-Schumpeterians note that while the current information technology TEP shows some sustainability characteristics, it is not inherently 'green'. However, they consider that the groundwork for a sixth, green TEP can be prepared through a mix of policies on research and development, regulation, transport, etc. Schumacher also saw technology as crucial to developing a sustainable world. But his view of sustainability was based on largely self-sufficient and community-led 'intermediate technology' that applied modern science and technology to local settings on an appropriate human and technical scale. What would be the 'key factor' of a green TEP, analogous to the microchip in the fifth, information and communication technology paradigm? A neo-Schumpeterian possibility is hydrogen, in the form of fuel cells. But whether a hydrogen-based society (and economy) can be called 'green', in the sense of the environmental principles espoused by Schumacher, is highly debatable. A less explored possibility - local self-sufficiency - is much more attuned to Schumacher's ideals. This would require people (and their labour) to become the new 'key factor' in a green TEP.  相似文献
