我们课题组在 1 999年进行了一次覆盖六省市的住户调查。本文利用这次调查数据对中国城市贫困的性质和特点进行了考察。通过综合考虑收入标准和消费标准 ,我们把中国城镇贫困分为三种类型 ,即持久性贫困、暂时性性贫困和选择性贫困。在贫困人口中 ,有一大部分是属于选择性贫困 ,即他们的收入高于贫困线而消费低于贫困线。我们对贫困户的消费函数进行了估计 ,其结果显示以下几个因素对贫困状况产生重要的影响 :修匀收入的效应 ;人们防备外部环境不确定性的心理 ;人们为将来投资而进行储蓄的行为 ;家庭对子女教育和医疗服务的特别需要。我们还对三种贫困类型进行了比较分析 ,从中发现预测的金融资产和预测的收入 ,以及教育和医疗的特殊需要都对不同类型的贫困户的消费行为起到重要的影响作用  相似文献

Canto and Miles (CM) present and analyze graphically “a third, alternative method for closing the IS-LM system of equations”—the ‘wedge model’. According to CM, “the result is a more general set of results” and “the two traditional alternatives are only special cases.” The CM model, however, is logically inconsistent. Because CM implicitly assume simultaneous capital market equilibrium and disequilibrium, CM's assumptions are mutually inconsistent. Thus, none of the reported results logically follow. Furthermore, the CM model is not very general. This paper proves analytically that GNP is determined without the IS and LM equations both in the CM model and in the obvious logical patchups of the CM model. Therefore, for example, in the CM model exogenous changes in business-fixed investment or consumption have no predicted effect on national income.  相似文献

On average, women in Tanzania are slightly less likely than men to say that they are “always/often without enough food to eat”—but this masks a much higher rate of self‐reported food deprivation among elderly rural women. Official Tanzanian poverty statistics are, however, based on a methodology which presumes equal sharing per equivalent adult within the household. This paper combines subjective and objective micro‐data from Tanzania's 2007 Household Budget Survey and 2007 Views of the People Survey. By imputing individual consumption based on the relative probability of self‐reported food deprivation, it provides an example of the possible importance of one type of intra‐household inequality—i.e., the hunger of old women—for poverty measurement. Implications include the complexity of gendered intra‐household inequality and the importance of “technical” poverty measurement choices for public policy priorities, such as old age pensions.  相似文献

In this paper, we employ recently completed “poverty maps” for three countries as tools for an ex ante evaluation of the distributional incidence of geographic targeting of public resources. We simulate the impact on poverty of transferring an exogenously given budget to geographically defined sub-groups of the population according to their relative poverty status. We find large gains from targeting smaller administrative units, such as districts or villages. However, these gains are still far from the poverty reduction that would be possible had the planners had access to information on household level income or consumption. Our results indicate that a useful way forward might be to combine fine geographic targeting using a poverty map with within-community targeting mechanisms.  相似文献

This study asks whether, in a rapidly changing world, the estimated proportion of the world's population with income below US$1 (adjusted according to purchasing power parity) per day is still a good measure of trends in poverty. It argues that strong economic growth in nations such as China implies that the commonly accepted international poverty line definition of one half median national equivalent income is increasingly relevant and that poverty intensity (the normalized deficit or Foster–Greer–Thorbecke (FGT) index of order one) is a better summary index. This index has a convenient graphical representation—the “poverty box”. Using the proposed poverty line and the example of ranking the level of rural poverty in Chinese provinces, the study demonstrates how poverty intensity replicates the poverty rankings of the Sen family of poverty indices and captures most of the information content of higher‐order FGT indices.  相似文献

I discuss a generalized Heckscher–Ohlin–Vanek (HOV) model in which consumption requires time as well as money (as in Becker's theory of the allocation of time) and the amount of work that a worker can do per unit of time—her “ability”—varies from country to country. High ability implies high income per hour, which implies a high value of time and, therefore, high consumption of the good that is more “time‐saving.” Therefore, if domestic production of this good is not commensurately high, it would have to be imported. In this way, I demonstrate that international differences in worker ability constitute an independent source of gains from trade. The model is able to explain several observed features of North–South trade that are not explained by the HOV model. The theoretical possibility of a Leontief paradox‐type trade pattern is also demonstrated.  相似文献

The authors examined the long‐term changes in household income structure and decline in poverty in three rice‐growing villages in the rural Philippines from 1985 to 2004. They found a shift of household income structure away from farm to nonfarm sources, accompanied by a decline in the incidence of poverty by about one‐half. Such a decline can be explained primarily by the rise in returns to the “quantity” attributes of human capital, measured by age composition, and, secondly, by the rise in returns to the “quality” attributes, measured by the proportion of household members completing secondary and tertiary schooling. It is clear that the poor benefited from the development of the nonfarm labor market where they were able to fully utilize their only asset, that is unskilled labor.  相似文献

The poverty measure presented compares spending needs to resources available to meet those needs. The analysis is for the U.S.; however, lessons from other countries regarding desirable properties of a poverty measure are considered. A primary focus is internal consistency between thresholds and resources. This study is among the first for the U.S. to describe an internally consistent poverty measure, drawing from recommendations of the U.S. National Academy of Sciences (NAS). Thresholds reflect spending needs as “outflows.” Resources measure “inflows” available to meet spending needs. The U.S. Consumer Expenditure Survey is used for thresholds, and the Current Population Survey is the basis for resources. Trends are reported with comparisons to the official and a relative measure. An important finding is that increases in expenditures for shelter, captured in the NAS thresholds, suggest a greater increase in the number of families not able to meet basic needs than is reflected by official poverty statistics over this time period.  相似文献

In the future revision of the SNA the dual classification of flows in the national accounts will gain some importance with respect to consumption expenditures. It is likely that outlays of different institutions for consumption are added to form a new aggregate “individual consumption.” The question is whether this development requires an adjustment on the income side of the household accounts. In order to find an answer it is first necessary to scrutinize the concept of disposable income in its standard form, and in its different variations. The result is a distinction between “disposable income in the strict sense” and “income after distribution,” where the standard definition actually realizes the latter concept. It is then shown that the dual structure of the accounts does not permit the adding of individual consumption to saving of households so that the concept of enlarged income defeats its purpose.  相似文献

The present paper proposes a statistical strategy for the analysis of regional disparities in income poverty. For the EU countries, information on individual income has been collected until now by the European Community Household Panel survey, which only yields reliable estimates for very large regions within countries. In order to obtain reliable estimates for some of the poverty indicators suggested by the Laeken Council at the sub‐national level, we suggest the adoption of a multivariate small area estimation approach which enables us to reduce estimate variability. We concentrate on Italy, the country with the lowest degree of regional cohesion within the EU. Results show that disparity cannot be reduced to the so‐called “North–South divide,” with the “poor” South separated from the “affluent” North, as both these macro‐regions display large internal differences in terms of both poverty level and income inequality. The strategy we propose could also be adopted in order to measure poverty in other European regions, using information produced by the new EU Survey on Income and Living Conditions, which is replacing the European Community Household Panel.  相似文献

India has a high level of out-of-pocket (OOP) health care spending, and lacks well developed health insurance markets. As a result, official measures of poverty and inequality that treat medical spending symmetrically with consumption goods can be misleading. We argue that OOP medical costs should be treated as necessary expenses for the treatment of illness, not as part of consumption. Adopting this perspective, we construct poverty and inequality measures for India that account for impoverishment induced by OOP medical costs. For 2011/12 we estimate that 4.1% of the population, or 50 million people, are in a state of “hidden poverty” due to medical expenses (based on official poverty lines). Furthermore, while poverty in India fell substantially from 1999/00 to 2011/12, the fraction of the remaining poverty that is due to medical costs has risen substantially. Economic growth appears less “pro-poor” if one accounts for OOP medical costs, especially since 2004/05, and especially in rural areas. Finally, we look beyond poverty rates to show how OOP health costs affect the entire shape of the consumption distribution.  相似文献

This paper analyses inequality and poverty in India within the context of caste‐based discrimination. It does so by decomposing the difference between (caste) Hindu and Scheduled Caste (SC) and Scheduled Tribe (ST) households in: their average household incomes; their probabilities of being in different income percentiles; their probabilities of being at different levels of poverty into: a “discrimination effect”, which stems from the fact that a household's income level, into which its (income‐generating) profile translates, depends on whether it is SC/ST; an “attributes (or residual) effect” which stems from the fact that there are systematic differences between SC/ST and Hindu households in their (income‐generating) profiles. The results, based on unit record data for 28,922 households, showed that at least one‐third of the average income/probability differences between Hindu and SC/ST households was due to the “unequal treatment” of the latter.  相似文献

Income‐differentiated mortality, by reducing the share of poor persons in the population, leads to the “Mortality Paradox”: the worse the survival conditions of the poor are, the lower is the measured poverty. We show that FGT measures (Foster et al ., 1984 ) are, in general, not robust to variations in survival conditions. Then, following Kanbur and Mukherjee ( 2007 ), we propose to adjust FGT poverty measures by extending the income profiles of the prematurely dead, and we identify the condition under which so‐adjusted FGT measures are robust to mortality changes. Finally, we show, on the basis of data from 2007 on old‐age poverty in 11 European economies, that the effect of extending income profiles of the prematurely dead on poverty measurement varies with: (1) the fictitious income assigned to the prematurely dead; (2) the degree of poverty aversion; (3) the shape of the (unadjusted) income distribution; and (4) the strength of the income/mortality relationship.  相似文献

A fundamental point of discussion in poverty research is whether poverty is an absolute or a relative concept. If poverty is seen to be a situation of absolute deprivation, a poverty line will usually be defined to be independent of the general style of living in society. If poverty is considered to be a situation of relative deprivation, a poverty line will be defined in relation to the general style of living in society. The choice for one of these two approaches has important consequences for social policy, as absolute poverty may be reduced by economic growth, while relative poverty will only decrease when income inequality decreases. This paper suggests a poverty line definition that is not a priori meant to be either absolute or relative, but depends on the perception of poverty in society. If the poverty line is higher in countries with higher median income (as an indicator of “general style of living”) the poverty line is said to be relative; if the poverty line does not vary with median income, it is said to be absolute. The poverty line definition suggested appears to be a generalization of almost all well-known poverty line definitions. Poverty lines thus defined are estimated for eight European countries on the basis of a 1979 survey. The resulting lines appear to have an elasticity with respect to median income of 0.51, and hence can be said to be halfway on the scale between absolute and relative.  相似文献

The article presents an alternative view on the education—income inequality relationship, which calls into question the neoclassical claim that education increases labor productivity and hence contributes to a higher output, wage and consequently more even income distribution. In the context of public policies, education needs to be seen not only as a factor of income mobility, but also as a “positional good,” which benefits graduates at the expense of non-graduates. Education generates “academic rent,” by which we mean uneven remuneration of workers based on academic signs of distinctions that do not necessarily reflect differences in productivity. Using the robust panel model on a sample of OECD (Organization of Economic Co-operation and Development) countries from 1980 to 2015, we show that investments in human capital lead to lower inequality, but overinvestments tends to increase income inequality, which may be related to academic rent. In discussing this result, we consider that uncertainty of academic rent under the condition of a rapid transformation of the workplace caused by the fourth industrial revolution.  相似文献

In theory, a poverty line can be defined as the cost of a common (inter‐personally comparable) utility level across a population. But how can one know if this holds in practice? For groups sharing common consumption needs but facing different prices, the theory of revealed preference can be used to derive testable implications of utility consistency knowing only the “poverty bundles” and their prices. Heterogeneity in needs calls for extra information. We argue that subjective welfare data offer a credible means of testing utility consistency across different needs groups. A case study of Russia's official poverty lines shows how revealed preference tests can be used in conjunction with qualitative information on needs heterogeneity. The results lead us to question the utility consistency of Russia's official poverty lines.  相似文献

Using a large panel of countries, this research examines the influence of income inequality on entrepreneurship. The impact of income disparities on entrepreneurship is not clear a priori—with a positive effect when inequality encourages entrepreneurship (“greasing effect”) or a negative effect when entrepreneurship discourages entrepreneurship (“sanding effect”). Our findings, across alternative measures of income inequality and even allowing for simultaneity, are consistent with the motivation or greasing effect. An equally insightful finding is that the effect of inequality switches across the prevalence of entrepreneurship—the sanding effect exists in nations with a low prevalence of entrepreneurship, and switches to a greasing effect as the prevalence of entrepreneurship increases. This is suggestive of positive network externalities from entrepreneurship—it takes a threshold level of entrepreneurship in a nation for greasing from income inequality to take hold.  相似文献

There are three main foundations of Public Choice theory: methodological individualism, behavioral symmetry, and “politics as exchange.” The first two are represented in nearly all work that identifies as “Public Choice,” but politics as exchange is often forgotten or de-emphasized. This paper—adapted from a lecture given on the occasion of the 30th year after Buchanan’s Nobel Prize—fleshes out Buchanan’s theory of politics as exchange, using four notions that are uniquely central to his thought: philosophical anarchism, ethical neutrality, subjectivism, and the “relatively absolute absolutes.” A central tension in Buchanan’s work is identified, in which he seems simultaneously to argue both that nearly anything agreed to by a group could be enforced within the group as a contract, and that there are certain types of rules and arrangements, generated by decentralized processes, that serve human needs better than state action. It is argued that it is a mistake to try to reconcile this tension, and that both parts of the argument are important.  相似文献

This paper represents a first attempt to bring together the issues of multidimensional poverty and growth “pro‐poorness” assessments. More specifically, we suggest the use of sequential dominance procedures to test the “pro‐poorness” of observed growth spells when poverty is measured on the basis of income and another discrete well‐being attribute. Sequential procedures are also used to obtain graphical tools that are consistent with the spirit of Ravallion and Chen's growth incidence curve and Son's poverty growth curve. Contrary to traditional unidimensional tests, our method makes it possible to take into account the importance of deprivation correlations at the individual level and thus may reverse results observed with the traditional tools used to check the “pro‐poorness” of growth. An illustration of our approach is given using Turkish data for the period 2003–05.  相似文献
