Assessing the performance of public transit services has long been an important yet challenging issue for transportation agencies and researchers. Transit service performance measurement reflects a very first step towards an efficient and proactive management, where public transit agencies are increasingly pressured to provide high-quality services in spite of constrained resources. However, the performance evaluation of transit services is complicated by an array of quantitative measures available to assess the goals and the diversity in the goals themselves, which usually include improving operational efficiency and providing equitable access. While much previous work has examined public transit services for achieving optimal operational efficiency and/or access equity separately, the interplay of the two has rarely been investigated to date. This article proposes a new method for evaluating the overall performance of public transit services via a combination of data envelopment analysis (DEA), Geographic Information System (GIS), and multi-objective spatial optimization techniques. The new method is applied to assessing the performance of fixed route bus services operated by the Utah Transit Authorities (UTA) in the Wasatch Front, Utah. Results demonstrate that the proposed method can effectively account for operational efficiency and access equity in an integrated framework, providing a more comprehensive assessment for transit service performance.  相似文献

This paper examines the combined effects of subsidies, regulations and perceived budget on overall output and technical efficiency in a sample of single-mode bus transit systems using an indirect production function. The main findings are that the average transit system is 67.21% output efficient and systematic and stochastic technical inefficiencies decrease output. In addition subsidies increase output, regulations decrease output and the overall budget effect is an increase in output. Additionally, it identifies the characteristics of two groups of transit systems whose perceived costs after subsidies and regulations are either less or greater than actual total costs.  相似文献

This paper addresses the design problem of a rail transit line located in a linear urban transportation corridor. The service variables designed are a combination of rail line length, number and locations of stations, headway and fare. Two profit maximization models, which account for the effects of different transit pricing structures (flat and distance-based fare regimes), are proposed. In the proposed models, the effects of passenger demand elasticity and population density along the urban corridor are explicitly considered. The solution properties of the proposed models are explored and compared analytically, and the indifference condition for the two fare regimes in terms of the operator’s net profit is identified. A heuristic solution algorithm to solve the proposed models is presented. Numerical examples are provided to show the effects of the fare regimes, rail capital cost and urban configuration (in terms of urban population distribution and corridor length) on the design of the rail transit line and the profitability of the rail transit operations.  相似文献

This paper advances the field of network interdiction analysis by introducing an application to the urban rail transit network, deploying protective resources against intentional attacks. The resource allocation problem for urban rail transit systems is considered as a game between two players, the attacker interdicting certain rail stations to generate greatest disruption impact and the system defender fortifying the network to maximize the system’s robustness to external interdictions. This paper introduces a game-theoretic approach for enhancing urban transit networks’ robustness to intentional disruptions via optimally allocating protection resources. A tri-level defender–attacker–user game-theoretic model is developed to allocate protective resources among rail stations in the rail transit network. This paper is distinguished with previous studies in that more sophisticated interdiction behaviors by the attacker, such as coordinated attack on multiple locations and various attacking intensities, are specifically considered. Besides, a more complex multi-commodity network flow model is employed to model the commuter travel pattern in the degraded rail network after interdiction. An effective nested variable neighborhood search method is devised to obtain the solution to the game in an efficient manner. A case study based on the Singapore rail transit system and actual travel demand data is finally carried out to assess the protective resources’ effectiveness against intentional attacks.  相似文献

Low-wage workers have a pressing need for adequate and affordable transportation services. However, the growing polycentricity of North American metropolises means transit providers face the difficult task of serving ever more dispersed employment centers. Deciding where limited project resources would provide the most benefit for disadvantaged populations should be a concern for transit planners and elected officials. The purpose of this research is to determine where low-wage employment zones are, where different types of low-wage jobs concentrate, and determine if job type and location have an effect on transit ridership for low-wage workers. We use a previously proposed method to identify low-wage employment zones in the Greater Toronto Hamilton Area, Canada and measure job type concentration using a gravity approach. We then test to see if job type concentration and employment centres relate to ridership, while controlling for other factors that influence mode share. Our results indicate significant differences in transit use for different occupations exist. These results can help guide more transit investment and research by tackling specific occupation's travel needs.  相似文献

Federal and state agencies focus on providing captive users in mobility-vulnerable population groups with access to public transit resources. One challenge to the provision of equitable access is quantifying equity-oriented metrics for public transit service. This paper utilizes an approach that utilizes the available spatial demographic data and transit network characteristics to compute multimodal transit connectivity and equity. This method is exemplified by analyzing transit connectivity for three metropolitan cities in the state of Tennessee in the United States and overlapping that connectivity on demographic data. Results indicate that the distribution of transit services among vulnerable populations varies within and between cities. The case studies illustrate how this methodology can be used by public agencies to assess the performance of transit systems and to identify the distribution of these systems among various groups to improve the equity of transit connectivity.  相似文献

This paper investigates the circuity of transit networks and examines auto mode share as a function of circuity and accessibility to better understand the performance of urban transit systems. We first survey transit circuity in the Minneapolis–St. Paul, Minnesota, region in detail, comparing auto and transit trips. This paper finds that circuity can help to explain mode choices of commuters. We then investigate thirty-five additional metropolitan areas in the United States. The results from these areas show that transit circuity exponentially declines as travel time increases. Moreover, we find that the circuity of transit networks is higher than that of road networks, illustrating how transit systems choose to expand their spatial coverage at the expense of directness and efficiency in public transportation networks. This paper performs a regression analysis that suggests the circuity of transportation networks can estimate transit accessibility, which helps to explain mode share.  相似文献

Mobility justice scholarship has shown that socially disadvantaged people experience uneven access to movement through various spaces and even ‘immobility’ based on their differential hold on resources and power. Scholarship on gendered mobilities demonstrates that public spaces, such as public transit, are structured in ways that serve to reproduce gender hierarchies. While much important work on gendered mobilities has focused on the unique limitations to mobility women experience in spaces such as public transport, there is little work that considers how other gender minorities experience mobility in these spaces. Drawing from 25 qualitative interviews with transgender and gender nonconforming public transit users in Portland, Oregon, this paper demonstrates that gender minorities experience significant challenges to their routine mobility on public transit. The consistency with which participants in this study experienced harassment, discrimination, and violence while attempting to use public transit suggests that scholarship on gendered mobilities must begin to theorize from a more expansive understanding of gender. Transport justice studies broadly, and the scholarship on gendered mobilities specifically, must move toward a more comprehensive understanding of the spectrum of gendered experiences that impact mobility and accessibility. The paper concludes with specific policy recommendations that could make direct impacts on the safety and comfort of transgender riders. While larger cultural and societal change is necessary to fully address these inequities, these smaller efforts would likely increase transgender people's use of public transportation.  相似文献

Phoenix adopted overlay zoning (an additional, targeted layer of regulations) in some light-rail transit (LRT) station areas at the site-selection stage to reduce planning-related uncertainty. This prompts consideration of advance transit-oriented development (TOD)—development that takes place before LRT system operation. In this paper we break down almost $1 billion worth of advance TOD in the Phoenix area by type of TOD, type of station area, and use of overlay zoning. Factor analysis and cluster analysis are applied to GIS-based parcel-level data to identify five distinct station-area types. We then use ANOVA to verify statistically significant relationships between station-area type and: the value of advance TOD, the percentage of parcels with overlay zoning, and the percentage of advance TOD with overlay zoning. The five station-area types, ordered from highest to lowest advance TOD per station, are employment centers; Middle-Income Mixed-Use areas; transportation (park-and-ride) nodes; high population/rental areas; and urban poverty areas. Overlay zoning was used most in areas of urban poverty and least in station-area types with the most single-family housing. Advance TOD coincided strongly with overlay zoning in areas of urban poverty and least in employment and amenity centers.  相似文献

The National Park Service (NPS) in the United States of America (USA) is looking to alternative transportation systems to provide visitors access to the national parks in a manner that potentially reduces traffic congestion, enhances visitors’ experiences, and more effectively protects park resources. However, shuttle bus systems without adequate planning and management may lead to unintended consequences such as eliminating the constraint to visitor use levels associated with parking lot capacities. As a consequence, the demand for recreation use in the area increases the potential impacts to the visitor experience and park resources. This study examined the trade-offs Rocky Mountain National Park visitors were willing to make about transportation mode choice using a stated choice survey to inform park managers about visitor acceptance of potential transportation related management actions. Results indicate that visitors prefer to use their private vehicles over the parks transit system but are willing to make trade-offs to ride the shuttle bus in order to avoid crowding along the trail at Bear Lake and vehicle traffic along the Bear Lake Road. In addition, there were statistically significant differences among choices of transportation mode trade-offs among different age groups (i.e., less than 40 years of age, 40–60 years of age, and more than 60 years of age) Specifically, results suggest that visitors less than 40 years are more willing than the older age groups to make trade-offs among transportation options to enhance their chances of being on the trail system at Bear Lake with fewer other people. The significant and interacted relationships with shuttle bus use, visitor use, and vehicle traffic levels found in this study provide RMNP managers opportunities to influence visitors’ transportation mode choices.  相似文献

This paper decomposes the rate of growth of total factor productivity (TFP) in public transit systems among input demand effects, an indirect output effect, an indirect technical change, pure scale effects and pure technical change. An application of the decomposition to selected transit systems is provided. The application shows that the effects of the changes in input price inefficiencies on TFP are sizeable, and that the total subsidy effects on TFP are larger than the total effects from utility maximization behavior. Furthermore, the traditional sources of TFP (i.e., pure scale and technical change) reduce TFP and the Divisia index overestimates TFP in public transit systems.  相似文献

Studies on bike-share programs have dramatically increased during the past decades. While numerous studies have examined various factors affecting bike-share demand at the station-level, few attempts have been made to understand bike-share ridership at the origin-destination (OD) level due to technical difficulties. The objective of this study is to examine whether existing public transit characteristics affect bike-share ridership at OD-level. We combined three datasets: (1) bike-share ridership data, (2) land-use and bike-transit infrastructure, and (3) bike-transit route characteristics between OD pairs of bike stations. Zero-inflated negative binomial (ZINB) regression models were used for the analysis. Our results showed that the travel distance between OD bike stations, land-use compositions, and the existence of bike-friendly infrastructures were significant factors determining bike-share ridership at the OD-level. In particular, a longer duration of public transit trips than bike-share, and more transit transfers, were associated with bike-share ridership. Further, this study showed that bike-share and public transit might compete with or promote each other, even within the city. The study's findings suggest that the relative efficiency of bike-share compared to public transit is highly associated with bike-share demand and help to increase the utility of bike-share system in response to several limitations of existing public transit networks.  相似文献

Freight on Transit (FOT) refers to an operational strategy where public transit vehicles and/or infrastructure are used to move freight. Examples include moving goods alongside passengers on buses, attaching cargo trailers to transit vehicles, and operating freight vehicles between trains on subway lines. This paper describes the methods and results of a three-round Delphi study engaging 34 transportation experts to explore challenges and opportunities of FOT and to conceptualize and evaluate potential FOT operations in Toronto. Traditional Delphi methods were used for the exploration of FOT challenges and opportunities, and a modified approach was formulated to integrate experts' opinions and develop new FOT concepts for Toronto. The results support previous claims that technical challenges of FOT may be easier to overcome than institutional barriers. Evaluation of potential FOT operating strategies in Toronto suggests that while the current public transit network does not have capacity to support additional movements, there may be realistic opportunities to include freight service in future projects as a means of offsetting operating costs and reducing the impacts of goods movements.  相似文献

Light rail, metro and other urban rail transit systems can play a significant role in improving the attractiveness and quality of urban public transport. They can influence the attractiveness of locations near the stations and improve accessibility for these locations. Furthermore urban rail can improve a location’s attractiveness by its image effect: it makes a station appear modern and dynamic, and thus raises the status of this location.This paper summarises findings on the land-use and economic impacts of the urban rail system of the city of Naples over time and space. It examines changes in residential and non-residential (offices and retail) property prices around the newly built stations between 2001 and 2008 as well as the changes in the number of residents for the same station catchment areas. Ad hoc station control areas have been specified in order to compare the results of these changes. Results show that values in station control areas are lower than those of those of the stations catchment areas.  相似文献

A marriage between public bicycle and rail transit presents new opportunities for sustainable transportation in Chinese cities. To examine determinants of public bicycle usage for rail transit access, an intercept survey of feeder mode choice among rail transit users was conducted near rail stations in Nanjing, China. Mode choice models were estimated with five feeder mode alternatives, including car, bus, walk, private bike, and public bike. By differentiating between public and private bicycle modes in the mode choice models, the study reveals the effects of personal demographics, trip characteristics, and station environments on public bicycle usage for rail transit access. Results show that female, older, and low-income rail commuters are less likely to use public bicycle to access rail transit. Rail commuters with bicycle theft experience and making school- or work-related trips are more likely to use public bicycle to access rail transit. Land use variables are largely insignificant in this study except that density shows a positive relationship with walking to rail transit. The results on demographic differences raise equity concerns when it comes to investing in public bicycle systems. Policy implications are discussed for Chinese cities to equitably boost public bicycle integration with rail transit.  相似文献

The demand for recreation and nature-based tourism experiences in parks and protected areas continues to grow in many locations worldwide and in response, many parks are employing transit services designed to improve visitor access. Transit services (e.g., public bus service) are a component of the overall park transportation system and are very desirable in park settings as they yield many advantages over personal auto access including reduced congestion in parking areas, a reduced carbon footprint, and an enhanced visitor experience. However, a growing body of research also suggests that the delivery of visitors via transit to destinations within a park or protected area may have unique ecological disturbance implications resulting from increased visitor use, density, and altered spatial and temporal use patterns. In this paper, we examine the relevant literature and present examples from recent research that illustrates the potential range of ecologic impacts from visitor deliveries via park transportation systems. We conclude while transit systems remain very desirable in park settings, depending on a range of situational factors, conventional, demand-driven planning and management approaches may result in unintended impacts to ecological conditions. Overall, this discussion provides a framework for improved management of the potential ecological impacts of protected area transportation systems.  相似文献

Public transportation is a critical component of cities' transportation system that can be supported by a safe, complete, and connected pedestrian infrastructure. Agencies spend millions of dollars each year to improve transit ridership, yet many of the transit destinations do not have adequate pedestrian infrastructure to connect to the transit stops creating a substantial barrier to growing demand. This is particularly true in suburban areas. This paper presents a replicable methodology for estimating relative parcel-level transit demand such that analysts can conduct fine-grained evaluation and prioritization of the pedestrian network enhancements as they relate to public transit system. To this end, pedestrian infrastructure can boost transit ridership and enhance riders' safety. We rely on spatial data available in most cities coupled with land use and socioeconomic data to generate potential relative number of walk-to-transit trips for each parcel and weight the occupied road segments based on the results from mode choice and gravity models. Using this GIS-based tool, we identify road segments that have a higher potential in serving as a walking path to transit stops and prioritize gaps in existing sidewalk infrastructure. This result eliminates arbitrary sidewalk investment scoring programs and the reliance on transit walksheds to direct investment. We apply this method to a case study of the city of Knoxville and discuss the challenges and possible solutions. This approach can help city planners and engineers in data-oriented investment strategic management of sidewalk enhancement programs that support transit.  相似文献

成本的空间分配是公共交通公平的重要内容,受不同票价方案影响。为了比较不同票价方案下的空间成本分配差异,运用可达性方法,采用北京地铁及其计程票制数据在城市轨道交通站点间票价的基础上计算区域站均票价,分析不同票价方案下北京区县空间成本分布格局差异,给出区县票价方案择优结果,并对2014年北京城市轨道交通票价听证会选择的票价方案进行评价。结果显示,北京各区县并不适合一种票价方案,各区域有最佳的票价方案选择,选择一种票价方案会导致区域间不公平,为城市轨道交通票价调整政策提供一定的参考。  相似文献
