近年来,我国经济发展进入转型升级的新常态,经济增长动力、资源要素等约束条件发生了明显变化,且宏观经济由以总量性失衡为主转为以结构性失衡为主,经济下行压力仍未摆脱.而放眼世界,整体经济复苏艰难,影响经济发展的不稳定因素增多.面对错综复杂的国内外局势,粗放型发展的传统模式已难以为继.     

启动积极财政政策 防止经济过度下滑

今年以来，我国遭受了严重的雨雪冰冻灾害和特大地震灾害，又面临国内外复杂多变的环境，特别是由美国“次贷危机”引发的世界性金融危机愈演愈烈，有可能升级为实体经济层面的大危机。这给我国经济发展也带来了不少困难和沉重压力，经济增长和财政收入增长呈逐季回落的态势。但从总体来看，我国经济基本面是好的，支持经济较快增长的长期因素依然在起作用。     

当前拉动消费需求应注意的问题及建议

当前,受国际金融市场动荡、大宗商品价格高企等因素影响,全球经济整体已处于衰退边缘,各主要经济体越来越多地感受到经济增长放缓的压力.虽然目前我国经济发展的内在动力和活力依然强劲,但经济增长开始进入调整期,增速已出现明显放缓迹象.2008年二季度,GDP同比增长10.1%,明显低于上年11.9%的水平,国外各大机构也纷纷调低了对我国未来GDP增长的预期.在外需持续疲软的情况下,依靠内需拉动促进经济增长显得尤为重要.     

充分挖掘需求增长潜力 加快改革激发市场活力

进入三季度以来,我国经济供给面大幅调整,内需出现回落,短期与趋势性因素共同作用导致经济下滑。目前,影响经济稳定运行的问题和矛盾较多,经济下行压力依然较大,预计全年经济增长7.4%左右,CPI涨幅2.2%左右。因此,要积极引导好市场预期,加快促进政策的具体落实,充分挖掘需求增长潜力,加快推进改革、激发市场主体活力,多措并举抵御经济下行风险。     

经济触底后的宏观调控策略

2009年1月以来,我国宏观经济增长经过一季度的触底,微观经济回升趋势愈益明朗,经济发展结构趋向改善.同时,近期经济发展面临外贸出口增长前景不明、消费持续增长后劲不足、民间资本投资体制不活、物价基本稳定基础不牢、结构转型升级动力不强等问题.在经济基本触底后,政府宏观调控工作应着力解决这些新问题,力促经济持续回升,抓住机遇深化改革开放,实现危机后新一轮经济较快增长.

中国经济升级是对新时期经济发展的战略性要求,其关键又在于经济发展方式转变.21世纪以来我国经济发展方式转变取得了积极进展,但还存在粗放型经济发展成惯性,三次产业结构演进层次低,市场机制不完善,区域经济发展不平衡,政绩考核体系不科学等制约因素影响中国经济升级,在分析中国经济升级的制约因素基础上提出中国经济升级的思路和路径选择.     

我国有条件继续保持平稳较快增长

极为不寻常、不平凡的2008年已经匆匆走过.这一年,我国经济和社会发展经历了一系列重大冲击和挑战,但中国的经济依然保持了较好的发展态势.在应对各种冲击和挑战中,我国政府驾驭复杂局面的能力、经济发展承受各种危机的应变能力都得到了锻炼,国家经济实力进一步增强.我们有理由相信,新的一年里,在党中央、国务院的正确领导下,我国一定能够渡过难关,经济和社会发展依然会保持较好局面.     

基于经济周期理论研究的我国经济周期性波动分析

本文比较分析了西方学者关于经济周期理论研究中引起经济周期性波动原因的不同观点,采用熊彼特的创新经济周期理论,结合我国改革开放以来经济发展的实际情况,把我国改革开发以来经济增长轨迹划分为三个基本阶段,通过对三个阶段经济周期规律进行分析研究,阐述对我国本轮经济发展周期性波动的认识和应对本轮经济危机的建设性意见.     

金融发展支持OFDI促进产业结构调整的理论回顾及机理分析

一、引言 受2007年下半年全球经济危机的冲击,国内外经济形势不容乐观,一些国家采取贸易保护主义政策,以缓和危机给本国经济带来的“阵痛”,这就使得我国的海外市场开始“收缩”,这对于长期依赖于外需促进经济增长的我国来说面临不少挑战.除了增速放缓等下行压力,山东省经济还面临严重的产能过剩问题,产业结构调整和升级成为当前经济发展的重要任务.而对外直接投资(OFDI)和金融发展等因素在产业结构调整中起着推动作用.因此,研究金融发展在推进OFDI对产业结构调整的实现所起到的作用,这对于加快实现我国产业结构的优化升级有着重要的现实意义.     

民营经济逆境中成长对“保八”贡献重大

日前,由全国工商联主办、中国民生银行协办的中国民营经济发展形势分析会在京举行,会上发布的2009年度分析报告显示,2009年,中国民营经济在逆境中快速发展. 对"保八"贡献重大 全国政协副主席、全国工商联主席黄孟复在会上作了题为<把鼓励、引导和扩大民间投资作为国家经济政策的重要着力点>的主旨报告.他说,2009年,我国民营经济发展遇到了巨大困难和挑战.尽管如此,我国民营经济再次凸显抗逆性强的特点,依然保持了较好的发展态势,为我国经济增长"保八"目标做出了重大贡献.     

Monitoring the mean and the variance of a stationary process

We deal with the problem of how deviations in the mean or the variance of a time series can be detected. Several simultaneous control charts are introduced which are based on EWMA (exponentially weighted moving average) statistics for the mean and the empirical variance. The combined X − S² EWMA chart is extended to time series. Further simultaneous charts are considered. The comparision of these schemes shows that the residual attempt must be favored if a variance change is present.     

Defining and measuring the development of a country over time: a proposal of a new index

This paper introduces the concept of harmonic growth as an extended acceptation of the notion of development, and discusses its measurement via the Harmonic Growth Index (HGI). The growth is seen as harmonic when the behaviour of a benchmark time series, which here is a measure of wealth, such as per capita GDP, is followed by a similar pattern in socio-economic series. Unlike most widely used indicators in the literature, which take into account the measurement of development over a single time, HGI measures the degree to which a social indicator’s time series pattern matches with the GDP’s. The index is a function, ranging in [0, 1], of the coefficients of the uniform B-splines fitted to each time series, according to the functional data framework. A case study on Mediterranean welfare countries (Greece, Italy, Portugal, and Spain), in the period 1996–2007, shows critical differences in the selected indicators which can be ascribed to their dissimilar specific development models. HGI can be also considered as a general index to measure the similarity between time patterns, or as an alternative to correlation for (non-necessarily linear) time series.

Between a dream and a nightmare: On the integration of the human resource management and strategic business planning processes

The first stage of a two-stage research project on the relationship between human resource management (HRM) and strategic business planning (SBP) is described. Based on data collected from senior human resource executives in 10 Cleveland area companies, a typology of HRM-SBP linkages is developed. Factors which appear to influence the extent of HRM-SBP integration are identified and discussed. An agenda for future research is provided.

Reconsideration of Economic Views of a Classical Empire and a Nation-State During the Mercantilist Ages

While the main aim of the economic policies of European nation-states was to use the power of the state to promote trade and economic growth and to build up national industries and manufacture, the Ottoman Empire continued to follow its provisionist, fiscalist, and traditional economic policies of land expansion in the early modern period. In Western Europe, this experience gave birth to a new class that gradually improved its trade ability and expanding industries and markets under a capitalist system. The Ottoman imperial policy was mostly concerned about the continuity of strong central authority and land expansion, which never meant improving the industry or trade concerns. Instead, the economic policies of the Ottomans were subsistence of the people, provisioning the major population centers, collection of taxes, and maintaining freedom of trade. The balance and stability in society explain the priority for the Ottomans in the economy. However, commercialization and profit explain the priority for the Dutch nation in the economy. This article elaborates the economic views of the Dutch Republic and the Ottoman Empire in the mercantilist ages.     

某水库大坝工程中的难点分析及应对措施研究

本文以成都市某水库主坝工程施工为例,该水库周边地质环境复杂,混凝土面板坝施工质量要求高、施工工期紧、影响因素多。根据现场实际的勘查并结合相关技术规范,研究在混凝土面板堆石坝工程中所遇到的难点,并提出一套适合该工程的应对措施,可为类似水库主坝工程的施工设计提供一定的借鉴作用。
