Whilst consumption has frequently been associated with the postmodern city, insufficient regard has been paid to the systemic logic of consumption. It is argued here that consumption takes on an increasingly significant role in this respect. Specifically, we have been witness to a profound social transformation whereby the active repression once centred on the city as a locus of production has given way to a new mode of social integration, which accords to the logic of seduction. By tracing the development of the modern city in terms of the imposition of the law and its transgression — figured in terms of cognitive space and the ‘spectral presence’ of the stranger — the significance of the postmodern is theorized in terms of the systemic appropriation of an aesthetic space initially traced out by the flâneur. The ludic existence of the flâneur has thus been translated into the general condition of a society oriented around consumption. This condition implies a new form of cybernetic control, governed by the aleatory play of the code, rather than the direct surveillance characteristic of the modern city. As a consequence, urban space has itself undergone a transition, which we might begin to address in terms of a ‘posturban’ hyperspace.  相似文献

While consultants have crept into various aspects of municipal governance, a selected few have transcended the others reaching the status of urban gurus. Although consultants are often perceived as depoliticizing urban affairs, research shows that the urban guru often instigates politicization. Research on urban gurus does thus highlight distinctions between gurus and ‘lay’ consultants, but it has paid insufficient attention to describing how, through their interaction with cities, politicization occurs. Moreover, the literature often portrays this interaction as an authority relationship in which the guru is superior, while in fact cities play an important role in bestowing ‘guru’ status. Using fieldwork, I examine the long-term interaction between Richard Florida and the City of Toronto, explaining how Florida's elevation to guru status by being brought to Toronto ended with him self-describing as ‘persona non-grata’. To explain the anomaly of this interaction and the way in which gurus instigate politicization, I differentiate between consultants’ ‘substance’ and ‘process’ roles in policy formulation processes. I show that, regarding substance, the guru offers a policy paradigm rather than policy instruments and, regarding process, their strength is in performing ideas rather than pulling strings behind the scenes—in both respects making the policy process more public and contested.  相似文献

This article explores the contours of modernization in the unmaking and remaking of homes among evicted and resettled families in highrise housing. We examine the trajectories of forced eviction by drawing upon interviews with 17 individuals from nine evicted families who have transitioned from living in informal settlements to highrise social housing (rusunawa) in Jakarta. Drawing on two strands of literature—‘developmental idealism and the family’ from population studies and the critical geographies of ‘homemaking’—we argue that the demolition of houses is but an initial event in a long, quiet and subtle, yet profoundly defining, process of ‘upgrading’ families as part of ‘improving’ society, according to developmental logic. The disciplining of the urban poor does not end with the demolition of their houses, but rather continues as part of the fulfilment of shelter. This article attends to the slow unravelling of home hidden and embedded in post-eviction everyday lives, which are often overlooked because of the overt and violent brutality of forced eviction. While eviction can be seen as the violent visual expression of developmentalism, we argue that the relocation in rusunawa is where this ideal permeates into daily domestic life, making mundane activities a battleground for different ideals of ‘home’.  相似文献

Innovation is perhaps the buzzword in local economic development policy. Associated narrowly with neoliberal ideas, conventional notions of innovation—like its capitalocentric counterparts, enterprise and entrepreneurialism—may promise higher productivity, global competitiveness and technological progress but do not fundamentally change the ‘rules of the game’. In contrast, an emerging field reimagines social innovation as disruptive change in social relations and institutional configurations. This article explores the conceptual and political differences within this pre‐paradigmatic field, and argues for a more transformative understanding of social innovation. Building on the work of David Graeber, I mobilize the novel constructs of ‘play’ and ‘games’ to advance our understanding of the contradictory process of institutionalizing social innovation for urban transformation. This is illustrated through a case study of Liverpool, where diverse approaches to innovation are employed in attempts to resolve longstanding socio‐economic problems. Dominant market‐ and state‐led economic development policies—likened to a ‘regeneration game’—are contrasted with more experimental, creative, democratic and potentially more effective forms of social innovation, seeking urban change through playing with the rules of the game. I conclude by considering how the play–game dialectic illuminates and reframes the way transformative social innovation might be cultivated by urban policy, the contradictions this entails, and possible ways forward.  相似文献

This essay applies Bourdieu's analysis of the formation of the ‘scholastic habitus’ in medieval times—elaborated in his 1967 afterword to his French translation of Erwin Panofsky's Gothic Architecture and Scholasticism—to the correspondence between indigenous mental categories and architectural innovation in the Bolivian ‘rebel city’ of El Alto. The principle of homology between mental categories and building layout (rooted in a shared habitus) can be used to interpret one of the most spectacular features of Bolivia's ‘emerging architectures’, known as chalets. The term chalet designates a hybrid structure consisting of a colorful and ornate penthouse and multi‐story dwelling erected on building rooftops. The chalets are architectural forms embedded within an economy of symbolic goods characterized by a ‘dual truth’: they are at once material and symbolic; they perform economic functions while seeking public visibility. The conspicuous lifestyle advertised by the construction of chalets can be understood by reference to the rising social power of the indigenous elites (cholos) dominating the thriving ‘ethnic economy’ of the city. The fraternities of El Alto emerge as the structural equivalent of the scholastic institution that Bourdieu associated with Gothic architecture: they are the site of production of a specific habitus, shared by native urban categories defined by similar residential locations, economic activities and forms of collective organization.  相似文献

Decision-making as a central concept in management and organization theory has had a colourful and controversial career spanning some 50 years. During this time its image and meaning has shifted substantially to the point where its explanatory value as an established conceptual category in management and organizational analysis has been questioned. In this article, I attempt a critical study of the concept of decision and try to show that the various attempts to replace it by other terms such as ‘action’, and ‘change’, overlook the ontological status of the decision-making process. I argue here that decision is better understood as a series of interlocking pre-definitive acts of punctuating the flow of human experiences in order to facilitate sense-making and to alleviate our Cartesian anxiety. Decisions are not so much about ‘choice’or ‘intentions’as about the primordial ‘will to order’whereby interlocking configurations of micro-incisions punctuating our phenomenal experiences contrive to construct and reinforce a stable but precarious version of reality. When viewed thus, decision-making takes on a very different meaning - one that accentuates the concrete everydayness of micro-decisional acts which re-enact the ongoing contestation between order and disorder, routinization and breakdown, organization and disorganization, chaos and cosmos. Such micro-decisional ontological acts are what produces and sustains a version of reality to which we then subsequently respond. It is this ‘becoming’theory of decision-making which is offered as an alternative to the ‘event’driven model of decisional theorizing.  相似文献

This article analyses the creation of a normative framework for the democratic city during the regime change in Portugal in 1975—the answers that were given to the question, ‘What should a city be like in a democratic regime?’ While I critically discuss post‐democracy and its use of post‐foundational contributions, I review the post‐revolution Portuguese constitutional debate, contending that the call for democratization brought by urban popular organizations was answered with a political compromise that exchanged expectations of a participatory city for a commitment to a social rights city, enhanced with a promise of homeownership for urban popular segments. In light of this, in this article I question post‐democratic proposals, arguing that when this approach implicitly establishes equivalence between democracy and ‘the political’, it has difficulties in interpreting how the grammar of democracy is ‘organized’ in conflictual and contingent processes of democratic institutionalization. As an alternative, I contend that a critical debate concerning democracy and the urban must address how democratic expectations of emancipation have been translated into institutions and rights through interwoven and situated processes of politicization and depoliticization that allow both politicization of the urban and the production of consent .  相似文献

Do jobs follow people or people follow jobs? A meta-analysis of Carlino–Mills studies. Spatial Economic Analysis. This study examines the classic question as to whether ‘jobs follow people’ or ‘people follow jobs’ by performing a meta-analysis of 321 results from 64 Carlino–Mills studies. It is found that the results are highly divergent, but that more results point towards ‘jobs following people’ than towards ‘people following jobs’. When it comes to the reasons for the variation in results, we find that the results are mostly shaped by the geographical location, spatial resolution, and population and employment characteristics present in the data, as well as by the model’s specification, its functional form and the spatial weight matrix specification.  相似文献

What explains the lack of what Mike Davis famously called ‘magical urbanism’— referring to the increasingly influential and potentially radical role played by Latino immigrants in US politics — in such diverse Canadian cities as Toronto, Montreal and Vancouver? This article points out how the Canadian legacy of multiculturalism constitutes one key cause of the failure of left urban politics in Canada to produce yet anything approaching the promise of ‘magical urbanism’ south of the border, especially by underlining how this bulwark of liberal ideology lends itself so readily to some resilient variations of bourgeois urbanism — including the commodification of difference, most recently under the auspices of Richard Florida's ‘creative class’. Against the pluralism of the food court and the shopping mall, both in its official multicultural and seemingly oppositional ‘hybrid’ forms, are radical approaches to difference in the city still possible — in Canada or elsewhere? The authors argue that the concepts of ‘maximal’ and ‘produced’ (vis‐à‐vis ‘minimal’ and ‘induced’) difference and the politics of ‘the right to the city’ elaborated by Henri Lefebvre — in conjunction with the reflections on subaltern experiences of difference by critics such as Himani Bannerji and Ambalavanar Sivanandan — indeed provide a starting point for radical urban politics. It seems intuitively obvious that firms in supply chains may have more to gain than to lose from learning to cooperate; but it is now more than two decades since Poirier [1999. Advanced Supply Chain Management. San Francisco, CA: Barrett-Koehler] and others called for cooperation in order to capture mutual gains in supply networks and even now ‘cooperation is neither common nor easy’. The simple fact is that not only are supply chains exceptionally complex but so too is the ‘process of cooperating’ – often in the context of antitrust legislation and competition policy. This paper argues that there is a critical need to rethink the principles and processes of cooperation within the broader framework of the competitive behaviour of firms and business strategy. Particularly, it suggests that the relatively recent thinking of Greenwald and Kahn [2005 Greenwald, B., and J. Kahn. 2005. New York, NY: Portfolio, The Penguin Group] in their ‘radically simplified approach to business strategy’ offers sound conceptual insights into cooperation and cooperative strategies for firms not only in markets but also in chains. Furthermore, it notes that the analytical framework for cooperation and cooperative strategies which the authors develop is far removed from the notion of cooperation as ‘commitment and trust and shared thinking’ and from ‘buyer/seller reciprocity’ and ‘collaborative attitudes’ which tend to underwrite much contemporary thinking and research. The paper also argues that the Greenwald and Kahn framework – its single intelligence model of cooperation and cooperative strategies – resonates with real-world relevance, at least for particular supply chains. The paper focuses attention on research into globally significant export coal chains from major east coast Australian ports and in brief case studies finds substantial alignment between concept and practice.  相似文献

This article reflects upon Willmott's 1993 article (‘Strength is ignorance; slavery is freedom: managing culture in modern organizations’) by revisiting the idea of ‘Corporate Culturism’ and its relevance for contemporary developments in management and organization, including higher education. It incorporates a commentary on how 1984 and ‘Strength is ignorance’ have been read and some reflections on the genesis of the original 1993 article. It then expands on themes in ‘Strength is ignorance’ which are of continuing relevance, and draws out implications for our research and professional lives, as scholars, working in business schools.  相似文献

  • In the climate of public spending cuts, charities are increasingly expected to fill the gap. Yet charities themselves face huge challenges. Not just increasing demand for their services but falling income and low investment returns. Encouraging philanthropy has never been more important, and that includes legacy giving. Following the announcement last year of the Government's major inheritance tax incentive to encourage us to give more to charity on our death, the time is right for a major report on current trends in charitable legacy giving. Late last year, Mishcon de Reya undertook the most detailed analysis ever by a firm of solicitors of its clients' wills. In a study of over 1000 wills, we did not just look at how many people leave a legacy to charity. We considered the value of the legacy, the type of legacy, the likelihood of the charity ever receiving it, whether clients prefer to give to multiple charities, and the most popular charitable sectors. This article will give a quick overview of our research followed by a more detailed look at the three types of legacy to charity: cash—‘for example, I leave £10,000 to charity’,—specific items—‘for example, I leave a painting to charity’—and residuary gifts—‘for example, I give half my estate to charity’. The article will then briefly touch on the charity sectors most favoured by our clients before giving a brief summary of Mishcon de Reya's key findings in conclusion.

Suppose you're on a game show, and you're given the choice of three doors: Behind one door is a car; behind the others, goats. You pick a door, say No. 1, and the host, who knows what's behind the doors, opens another door, say No. 3, which has a goat. He then says to you, ‘Do you want to pick door No. 2?’ Is it to your advantage to switch your choice? The answer is ‘yes’ but the literature offers many reasons why this is the correct answer. This article argues that the most common reasoning found in introductory statistics texts, depending on making a number of ‘obvious’ or ‘natural’ assumptions and then computing a conditional probability, is a classical example of solution driven science. The best reason to switch is to be found in von Neumann's minimax theorem from game theory, rather than in Bayes’ theorem.  相似文献

In recent years there has been a marked resurgence of interest in the areas of corporate social responsibility (CSR) and social and environmental accounting (SEA) among business, governments, public policymakers, investors, unions, environmentalists and others. While at one level there appears to be widespread agreement that CSR and SEA are worthy topics of attention, different groups have very different understandings of these fields. This article provides an analysis of these differences by comparing three broad approaches to SEA: the business case, stakeholder‐accountability and critical theory approaches. It also responds to concerns a number of commentators have expressed regarding the current dominance of ‘business case’ perspectives. While not seeking to impose on readers a ‘correct’ way of viewing SEA and CSR, exposure to competing perspectives is viewed as one way of challenging us to think more reflectively about the frames available to us and their implications for the social realities we construct, embed or seek to change.   • Using a six-factor model of donations, we estimate the effect on net donations; i.e., donations less fundraising expenditures, of a one percent marginal increase in fundraising expenditures, for each sample nonprofit organization (NPO) from the Nonprofit Times 100 from 2000 to 2002. No prior study of U.S. NPOs estimates the effect of fundraising expense on net donations. We then use these estimates and what we argue is the correct benchmark, the ratio of fundraising expense to donations, to provide evidence, for each NPO, on whether the NPO's level of fundraising is ‘excessive,’ ‘optimal,’ or ‘insufficient,’ relative to the level that maximizes net donations. All prior studies using log-log models use what we suggest is an incorrect benchmark for evaluating NPO fundraising behavior.
  • The estimated effect of a 1% increase in fundraising on net donations varies widely across NPOs in our sample—from an increase in net donations of 0.18% of gross donations to a decrease of 0.66% of gross donations. Of the 76 Nonprofit Times 100 NPOs with usable data in 2002, we estimate that 24 engaged in ‘excessive’ fundraising, 18 engaged in ‘insufficient’ fundraising, and 34 did not engage in ‘excessive’ or ‘insufficient’ fundraising; i.e., we could not reject the null hypothesis of ‘optimal’ levels of fundraising.

This paper addresses the question of efficacy of Management Control Systems in organizations. It shows that control systems are based on a combination of three underlying approaches — markets, rules and culture — in order to obtain desired behaviours from organizations’ members. These three approaches are then discussed in terms of Hofstede's work-related values characterization. It is shown that each firm or organization defines its own balance among the three bases of control identified above. This balancing is dynamic and organizations must continuously adapt their Management Control Systems to changes in the overall culture(s), in technology and in the competitive forces. The general evolution of Management Control Systems is seen to be towards a lessening of the importance of rules-based controls and towards an increased reliance on controls imbedded in the organizational culture. Hugh Willmott's classic 1993 JMS article, ‘Strength is Ignorance; Freedom is Slavery’, has greatly influenced how we understand culture management. It draws parallel's with George Orwell's Nineteen Eighty‐Four to reveal the totalitarian aspirations of ‘corporate culturalism’. While it is sometimes said that employee resistance is missing in Willmott's account, I argue that it is implicitly pervasive, prefiguring subsequent investigations of ‘micro‐emancipation’ in management studies. The recent waning of scholarly interest in this type of resistance, however, also points to the contemporary relevance of Willmott's analysis. Emergent forms of corporate regulation utilize ‘biopower’ rather than just cultural conformity, rendering micro‐emancipation inadequate, but inspiring other types of dissent.  相似文献
