Strategic niche management (SNM) implies that new technologies are applied in so-called niches, in which they are protected against mainstream market selection. A major question currently subject to debate is through which processes niches can bring about any wider changes at the level of socio-technical regimes. This paper examines this question, using present-day developments in innovation in sanitation in Western Europe as an example. It is concluded that although SNM theorists emphasize the importance of (first- and second-order) learning, such learning processes are often hampered in practice. This may be due to the fact that existing niche-based approaches put too much emphasis on technological experimentation rather than on experimentation with forms of social organization. Therefore, attention should be redirected to sustainability concepts and guiding principles rather than technologies. As an addition to existing approaches, the authors suggest and elaborate on a new form of niche management called conceptual niche management.  相似文献

Strategic niche management (SNM) is a recently developed approach that could help induce a broad socio-technical transition towards more sustainable development. It is designed to facilitate the introduction and diffusion of new sustainable technologies through protected societal experiments in fields such wind energy, biogas, public transport systems, electric vehicle transport and eco-friendly food production. A major challenge in SNM concerns the processes by which such experiments can evolve into viable market niches and ultimately contribute to a broader shift towards sustainable development. This paper sheds more light on this issue by systematically consolidating the main SNM studies, and by bringing in new insights from the literature that is in some sense complementary to SNM. These are studies on the development and commercialisation of radical innovations in large companies, and literature about infant industry protection and broader industrialisation processes in developing countries. A number of suggestions for implementing SNM are given.  相似文献

This article reviews the concept of innovation niches through three categories: strategic niche management (SNM), specialised markets and niches formed as a technology declines. In the literature, innovation niches generate interest from both innovation and marketing perspectives. This review focuses predominately on the former from which the niche types have been adopted and analysed. Mostly, contributions since 1980 have been included, representing the period of academic interest in innovative small firms, while both temporal and locational filters were applied to the study. It is noted that SNM has been proposed as a means to protect potentially useful innovations from full market competition, while specialist niches supply technologies to few customers in more stable environments. Incumbent technologies at the stage of decline may also retreat to niches where they can still remain competitive. Finally, it is suggested that further research on innovation niches would extend our understanding of technology dynamics.  相似文献

Community action for sustainability is a promising site of socio-technical innovation. Here we test the applicability of co-evolutionary niche theories of innovation diffusion (strategic niche management, SNM) to the context of ‘grassroots innovations’ (GIs). We present new empirical findings from an international study of 12 community currency niches (such as Local Exchange Trading Schemes, time banks, and local currencies). These are parallel systems of exchange, designed to operate alongside mainstream money, meeting additional sustainability needs. Our findings confirm SNM predictions that niche-level activity correlates with diffusion success, but we highlight additional or confounding factors, and how niche theories might be adapted to better fit civil society innovations. In so doing, we develop a model of GI niche diffusion which extends existing work and tailors it to this specific context. The paper concludes with a series of theoretically informed recommendations for practitioners and policy-makers to support the development and potential of GIs.  相似文献

Strategic niche management (SNM), a tool to understand and manage radical socio-technical innovations and facilitate their diffusion, has always departed from a technical artefact. Many radical innovations, however, do not revolve around such an artefact. Social entrepreneurship is a new business model that combines a social goal with a business mentality and is heralded as an important new way to create social value such as sustainability. This study examines if and how SNM can be applied to such a social innovation. It identifies theoretical and practical limitations and proposes solutions. The main conclusion is that SNM can be used to analyse radical social innovation, although it requires rethinking the initial entry point for research and management. Exemplifying quotes are proposed as an alternative. Second, this paper suggests using values to describe niche–regime interaction as a better way to anticipate future niche–regime interactions.  相似文献

It is widely recognised that the world is facing climate challenges that necessitate transitions towards more energy-efficient buildings. A key challenge is that visions of energy efficient buildings in policies often fail to become aligned with existing local practices. In order to overcome such a gap between policy visions and their implementation in practice specific forms of strategic work is needed, according to new transformative ideas in spatial planning. The aim of this paper is to characterize the transformative capacities of this kind of strategic work at the spatial scale of the town in order to assess how such activities engage with sustainable transitions. The theoretical contribution of the paper is to compare strategic work performed in transformative forms of spatial planning with the strategic work intended in strategic niche management, which represent a change-management process for enabling transitions. The study outlines the proactive spatial planning of a Danish local authority in order to illustrate how the strategic work performed in this kind of local development project represents a special form of niche management that is able to create room for innovation and challenge existing socio-technical regimes in the building sector, but still different to typical strategic niche management processes. Based on this empirical study, the paper challenges the narrow focus on niches around technology development processes in strategic niche management by pointing towards niche planning in local development projects as another relevant context for niche management. However, as discussed in the paper, this assumes a more strategic form of planning than is often practised today, where more emphasis is put on how planning can contribute to promoting sustainable transitions.  相似文献

The paper charts the efforts to establish a successful niche position for the phosphoric acid fuel cell (PAFC) in stationary power generation, as a precursor to wider technological system and regime change. Market entry depends on matching price/performance characteristics to a niche, and improving performance through increasing returns, the most important and immediate of which are ‘learning effects’. The paper identifies five types of learning effect: (i) migrating the technology to other niches and into the mainstream; (ii) opening the way for other technologies that may have greater scope for migration; (iii) transferring learning within the pioneering company to other technologies or products; (iv) transferring experience to others in the industry; and (v) enabling users to learn. Although PAFC may be perceived as a failure in some respects, a wider perspective suggests it has made a positive and useful contribution to learning.  相似文献

Large-scale shifts in dominant technologies are the necessary components of a transition toward sustainability. Such shifts are difficult because, in addition to technological innovation, they require changes in the existing institutions, professional norms, belief systems and, in some cases, also lifestyles. In the languages of cognitive and policy sciences, higher order learning on a scale ranging from individuals to professional and business communities, to the society at large, is needed. Higher order learning is especially crucial in the types of innovations that depend mainly on synthesis of existing technologies and know-how to achieve radical reductions in energy and material consumption, as is the case with high performance buildings. One way to facilitate this type of learning is through experimentation with new technologies and services.Drawing on our earlier concept of a Bounded Socio-Technical Experiment, in this paper we propose a four-level conceptual framework for mapping and monitoring the learning processes taking place in a BSTE, and apply it to an empirical case study of a zero-fossil-fuel residential building in Boston. Three major conclusions are that: learning took place both on the individual and team level, that individual learning primarily (but not exclusively) involved changes in problem definitions; and that team learning consisted of participant turnover until congruence in worldviews and interpretive frames was achieved. This case study also shows that we must think of innovating in building design as both a process and a product, and that both must be considered in the future efforts to replicate this building.This study highlights that technological innovation about technology as much as about people, their perceptions, and their interactions with each other and with the material world. Sustainability will not be reached by technology alone, but by deep learning by individuals, groups, professional societies and other institutions.  相似文献

A wide range of intractable problems such as polluting emissions, noise, accidents, resource depletion, and inaccessibility of amenities are associated with the current transport regime. Given the slow movement towards a more sustainable mobility system, more radical, systemic innovation - a ‘transition’ - is required. Broadly speaking, this may be achieved via three routes: technological change, modal shift, and reduced travel demand. Drawing on concepts from the transitions literature (e.g., [Geels, F.W.: Technological Transitions and System Innovations: A Co-evolutionary and Socio-Technical Analysis, Edward Elgar, Cheltenham, 2005.]), we conceptualise each of these routes as a bundle of niche activities within an Area of Innovation, deviating to differing degrees from the current mobility ‘regime’. We present empirical evidence and indications of ongoing development of niches in these three areas within the UK and Sweden, and explore processes of co-evolution, divergence and tension within and between niches. Findings indicate recent market penetration of novel transport technologies, more advanced than modal shift or demand management activities; however, different transport technologies are more successful in each country. We also identify examples of a close relationship between development of radical vehicle/fuel technologies and provision of mobility services; and information technology as a driver in all three areas of innovation. We conclude that future innovation in transport depends on diversity, hybridisation, and co-evolution of niches. Finally, policy implications are discussed.  相似文献

The necessity of a shift towards more sustainable urban water management practice is widely acknowledged and advocated. Experimentation that enables social learning is regarded of high importance for realising such a change. For instance, literature on Transition Management suggests that governance, as opposed to purely technical, experimentation is considered a critical factor in achieving a socio-technical transition. When analysing the water sector it becomes clear that modern urban water systems have almost exclusively focused upon technological experimentation with little attention directed towards the importance of governance experimentation for social learning. Empirically little is known neither on how governance experimentation actually unfolds nor about its effectiveness for socio-technical transitions. This research paper presents a critical analysis of a unique process of governance experimentation within the Australian urban water sector which generated sufficient social–political capital to change an established water governance framework. Conclusions of this research reveal some theoretically conjectured processes, like deepening, broadening and scaling-up, are found in this contemporary, real-life example. Furthermore, factors which influenced the success of this governance experimentation process are revealed and the role of various forms of learning therein is described.  相似文献

It has became fashionable to recommend ‘marketing’ to any public sector organization in financial difficulties or suffering from an image problem. Yet there are important tensions between the culture of marketing, derived mainly from Anglo-Saxon models of manufacturing management, and the ethos and practice of public service management. We build upon Senge's model of a learning organization to question whether the use of conventional marketing approaches can be an aid to the most ambitious forms of organizational learning. A new public marketing is proposed which locates the concepts and techniques of marketing strategy within a learning model which makes explicit the political values and processes of public sector agencies. Such an approach requires a major rethink in the approach to marketing currently found in the UK public sector.  相似文献

The role of idealistic enthusiasts in the creation of sustainability initiatives in niches is widely recognized. The importance of tensions in incumbent socio-technical regimes is acknowledged to provide niches with development opportunities. However, the literature currently gives insufficient consideration to the processes by which niches and regimes interact and are interdependent. This paper addresses this by considering socio-technical translations between niches and regimes. It does so by analysing niche-regime interactions in the areas of food and housing and the development of eco-housing and organic food in the UK. Three kinds of translations are identified that affect the sustainabilities practiced in niches and regimes, and which do not all flow from green niche to incumbent regime.  相似文献

This article examines the relationship between market niches and economic competition and explores the consequences of niches for economic efficiency, growth and diversity of commodities. Concepts of a niche in everyday use, ecology, economics and business management are compared. Factors giving rise to market niches, some of which are institutional, are identified, and their links with barriers to entry and mobility are discussed. Common negative views about their consequences for competition and economic efficiency are outlined. However, the availability of niches can potentially have a very positive impact on economic growth and development as well as on the diversity of commodities. New measures of global diversity of commodities are introduced. Economic globalisation involves institutional change that reduces the availability of niches and threatens long-term economic growth and diversity of commodities. Niches also provide frictions in economic systems and may have stabilising properties.  相似文献

The unsustainability of the present trajctories of technical change in sectors such as transport and agriculture is widely recognized. It is far from clear, however, how a transition to more sustainable modes of development may be achieved. Sustainable technologies that fulful important user requirements in terms of performance and price are most often not available on the market. Ideas of what might be more sustainable technologies exist, but the long development times, uncertainty about market demand and social gains, and the need for change at different levels in organization, technology, infastructure and the wider social and institutional context-provide a great barrier. This raises the question of how the potential of more sustainable technologies and modes of development may be exploited. In this article we describe how technical change is locked into dominant technological regimes, and present a perspective, called strategic niche management, on how to expedite a transition into a new regime. The perspective consists of the creation and/or management of nichesfor promising technologies.  相似文献

The overarching question raised in this special issue is whether societies can, do or indeed should steer new and emergent science and technological development and its management on to trajectories construed as more or less 'desirable'. It therefore sits at the interface of two arenas. These are governance: processes of shaping/steering emergent technologies and markets; and sustainability: normative agendas incorporating a range of potentially competing conjectures and internally inconsistent desires such as to facilitate rather than stifle innovation, to enable economic development, to anticipate or deploy strategies to cope with risk and uncertainty, and to encourage technological developments that benefit rather than harm humans, their quality of life and the natural environment. Despite the potential for apparent empirical inconsistencies and contradictions that manifest as outcomes of the negotiation of these aims, there is (pace Karl Polanyi) a normative entry point to all of the articles and the material they draw upon, which is the idea that markets and technologies should be the handmaiden of societies, not vice versa.

It is now widely recognized that 'nanotechnology' is a diverse set of feasible procedures emerging from scientific possibilities to enable the production of artefacts at the nanoscale creating new products, processes and services. Attention has to be paid to the desirability of these artefacts, which involve social, economic, ecologic, political and ethical matters that surround their emergence. The purpose of this special issue is to set out the current and future prospects for the widespread use (or innovation) of technological convergence at the nanoscale to create nano-artefacts, and the needs for governance and regulation that will accompany these innovations.  相似文献
