In this study we compare the cost efficiency of banks in ten South East European countries and find out how differences in efficiency are related to EU membership. The results reveal a statistically significant cost efficiency gap between EU and non-EU banking systems in the region, where on average EU banking systems tend to be more cost efficient than their non-EU counterparts. In contrast to other similar studies analyzing banking efficiency in South East European countries, we also run β-convergence and σ-convergence tests, as proposed in the literature. Based on these tests we can draw conclusions concerning the existence of a catching-up effect, since the detected cost efficiency gap is closing predominantly because of adjustments on the side of the less efficient banks. Additionally, we found that during the 2008 global financial crisis, the average cost efficiency scores of banks in the region improved, which could be explained by enhanced incentives of bank managers for intensified cost optimization in banks in crisis times. Our results suggest that the institutional adjustments in the non-EU countries should continue towards EU standards, as the EU banking systems tend to dominate in terms of measured cost efficiency.  相似文献

Using a multi-source data set collected across eight European countries, this article examines how characteristics of both the organizational environment and the larger national context relate to the organizational-level variable of women's employment. Our study revealed that, in countries that were high in gender empowerment measure (GEM), establishments that were more supportive of part-time work options also employed a higher proportion of women. One reason for this relationship may be that in high-GEM countries offering part-time employment is a way for an organization to signal its support for work–life balance, something that makes it more attractive to women. In countries with low GEM, an establishment's greater support for part-time work was associated with employing a greater proportion of women only when establishments experienced recruitment difficulties. Key differences in gender empowerment between countries are discussed.  相似文献

The sport industry has experienced great growth in recent years worldwide, and especially in the European Union (EU) countries. However, despite the role that this industry can play in improving the competitiveness of these countries (Gross Domestic Product (GDP) per capita and innovation performance), no studies have been found that analyse its influence. So, the main aim of this study is, firstly, to analyse the relationship between the innovation performance and the GDP per capita of EU countries, and, secondly, to find out how sport-related indicators and different innovation-related indicators influence the innovation performance and GDP per capita of the EU countries. To this end, two different methodologies have been used: hierarchical regression models and qualitative comparative analysis (QCA). A total sample of 23 EU countries have been analysed. The results show that GDP per capita and innovation performance are highly correlated in a positive and significant way (0.76; p?<?.0001), and that the variables related to sport help explain the variance of these two variables, highlighting as necessary variable in both cases the growth in the sports sector (consistency >0.90). Finally, a number of practical implications are presented that can help policy makers to improve the competitiveness of EU countries.

In the 2010 Wincott Lecture, the author – a former European Commissioner – explains how the process of policy‐making within the European Union can be improved. In order to gain the full benefits of an open and integrated single market, the EU must stop interfering in areas that should properly be the responsibility of member states. Why is context important in human resource management (HRM) research? What and how contextual factors may be studied when investigating an organisational phenomenon? Against a positivist trend of decontextualisation in HRM research, this paper addresses these questions by situating them in an international context. It argues that context is important in making sense of what is happening at workplaces in order to provide relevant solutions. It also outlines three layers of context and draws on an empirical story to illustrate how the utilisation and conceptualisation of context may be underpinned by the researcher's intellectual and social upbringing and theoretical orientation. The paper calls for more qualitative studies to redress the imbalance in HRM research. It also calls for a more open‐minded, inductive, and inclusive approach to indigenous research that may present very different contexts, ways of contextualising, and knowledge paradigms from the dominant discourses prevailing in HRM research.  相似文献

This paper addresses issues of financial reporting within the context of European harmonization and accession. The construct of the True and Fair View (hereafter TFV) constitutes a locus of reflection for the establishment of a mutually intelligible foundation for financial reporting in the New Europe including applicant states for European Union (hereafter EU) membership. This paper provides insights as to the meaning and the local embeddedness of TFV in the context of the Polish transitional economy.

The Audit Act 1994 and the Accounting Act 1994, as amended by the 2000 Acts, incorporate the provisions of European law with the aim of harmonizing Polish accounting and financial reporting regulations with the corresponding regulations in the EU. The Accounting Act 1994 for the first time introduced in Poland the current wording of the TFV construct in accordance with the requirements of the Fourth Directive. The question addressed in this paper is how the construct of TFV is understood and operationalized.

This paper demonstrates the particular local understanding of the TFV construct in contemporary Poland through (1) textual analysis of the legal pronouncements (both national and international) and (2) narrative analysis of local debates and commentaries in the national press and academic journals. Given the difficulty of expressing judgements based upon accumulated experience, where much of the experience is constituted by continental influence, in particular the German tradition, and regulatory arrangements of a centrally planned economy, Polish practice perceives the TFV requirement primarily as a formal and legal compliance, and not yet as something with a substantial rationale in the observance of the rule of accounting law. The paper concludes that TFV is a contingent construct which resides in a particular socio-economic, historic and cultural context and is understood differently outside this context. The local Polish reception and understanding is articulated.  相似文献

Research on impression management within organizations is extensive and provides valuable insights regarding both impression management motivation and the ways in which impression management is enacted. However, inconsistent findings in the literature limit our ability to confidently glean clear research and practice conclusions. Further, current impression management perspectives are primarily based on face-to-face communication, but technology and world events have changed how we interact within organizations. Our integrative literature review examines the impression management literature, and integrates research from related literatures (organizational citizenship behavior, faking behavior, and computer-human interaction), to identify how context influences impression motivation and construction. Based on this review, we propose that impression motivation is shaped, in part, by the situation's evaluative potential (e.g., public behavior, high stakes), and the nature of the workplace interaction (e.g., anonymity, permanence, verifiability, and synchronicity) moderates the impression motivation-impression construction relationship. We then use the contextual framework to provide a better understanding of past research, stimulate new research, and provide practical recommendations for HR professionals.  相似文献

The European debt crisis has shown that the future of the European Union (EU) depends on the willingness of each member country to implement responsible policies, avoid moral hazard and uncooperative attitudes, and ensure stability and soundness. However, the European institutional variety means that each member country reacts differently to shocks and policies, follows a different path of recovery, and adapts to common institutions, including the common currency, in different ways. Helping countries to converge toward a situation that guarantees well-being, stability, and development at the national and community level is the goal of the European benchmark. This benchmark is a framework inspired by European treaties that, through the distance-to-frontier score methodology, aims to measure member countries’ performance and identify inefficiencies and negative externalities within the economic, social, and political institutions of each member country. The paper presents an empirical investigation of the European benchmark. Based on the results obtained, all countries can improve their performance, and none of them can be considered a model for the others. However, the Mediterranean and post-communist countries have more challenges to face and therefore need to make greater efforts.  相似文献

This paper explores how corporate social responsibility (CSR) can incentivize political actors to increase firms' political access. Taking a discursive institutional perspective, I argue that the types of access negotiated depend on how political actors co-construct the multiplicity of CSR meanings. To study this process, I focus on the empirical case of the European Union (EU), offering a novel analysis of event observations, policy documents, and interviews with Commission officials, Euro-parliamentarians, and other stakeholders. I find that the value of CSR is highly contested in the EU political arena. I then elucidate four discursive strategies through which political actors interactively refined, reframed, and reinterpreted the meaning of CSR and its relevance for firm access in ways beneficial to their perceived interests. The findings highlight the importance for nonmarket strategy studies to conceptualize CSR as a co-constructed idea and access as negotiated, putting the micro-dynamic relationship between firms and political actors centre stage.  相似文献

Abstract

The paper focusses on the reporting of climate change-related physical risks. Drawing on data from the CDP questionnaire for 717 European companies over three years (2011–2013) we find that information asymmetry is generally smaller when firms report about their physical risks. Furthermore, we find that reporting of a higher exposure to physical risks is associated with lower information asymmetry for firms falling under the regulation of the EU Emissions Trading Scheme, whereas for other firms the direction of the relationship reverses. We can rule out that our results are driven by other climate change-related risk disclosures and by disclosures about opportunities arising from climate change. This study is not only relevant because it attests the materiality of climate change-related physical risks. Moreover, we show how a contextual factor – in this study: whether a company falls under climate change-related regulation – moderates the direction of the relationship between reported information and information asymmetry.  相似文献

This paper focuses on the implementation of circular economy (CE) practices in small‐ and medium‐sized firms in all 28 European Union (EU) countries. The analyses take into account the hierarchical nature of the collected data as firms are nested within EU countries, that is, the heterogeneity between different types of firms and countries according to practices and attitudes towards CE. The multilevel latent class model identifies groups of firms and groups of EU countries that are homogeneous in terms of CE, that is, how the homogeneous groups of small‐ and medium‐sized enterprises (SMEs) are distributed across the groups of EU countries. These results, together with the fact that firms with similar CE attitudes and practices have different demographic and business profiles across groups of countries, shed further light on the topic of green behavior in the EU with implications for businesses' environmental policies. Moreover, indications emerge that European policies favoring the implementation of CE practices should be targeted at least for subgroups of European countries, considering the different composition by typology of SMEs operating in their territories and that, at the same time, policies should be defined within each group of countries to account for the specific features of each of the four classes of SMEs.  相似文献

The claim by the European Union (EU) to be both the moderniser and the effective saviour of distinctive European ways of doing things is challenged by this review of the multi‐tiered influence of the EU on change in national models. Competition and macroeconomic policy is argued to be more significant than soft law in reshaping national models and in constraining innovation and change to meet new conditions. Lip service is paid by the EU to different paths of development, but the contradictions and synergies across institutional and policy approaches that underpin the notion of varieties of capitalism go unrecognised. European employment models are seen as primarily contributing to social protection, but the potential role for distinctive models to promote comparative advantage, as under varieties of capitalism analysis, is not on the policy agenda.  相似文献

Steps towards internationalisation of the trade union movement are considered in the context of the process of political and economic integration taking place in the EU. The trade unions are trying–partly via the ETUC–to play a role at pan-European level. However, the European trade union movement is not a cohesive entity. Besides, it has no significant transnational power-resources. These factors suggest that any European IR-system will be based primarily on political regulation rather than on a system of collective agreements.  相似文献

This paper makes a contribution to the ongoing debate on transnational worker representation in light of the European Works Council (EWC) directive. Three issues in particular are highlighted which we believe contribute to the organizational and political developments of EWCs. First, we present some variables which have stimulated worker representatives to 'network' with each other across national boundaries prior and parallel to the EWC directive. Looking at factors other than the EWC directive can give us a greater appreciation of the likely interactive nature of employee representatives, trade unions and management in the new forums. Second, and in particular, we explore whether certain elements of existing national industrial relations systems either stimulate or limit interest by employee representatives in forming and aligning themselves to transnational forums. Given that the German and British industrial relations systems are so different, and that the divergence between them is seen as an impediment to EU attempts to promote the growth of an integrated European system (Crouch, 1993), the research compares developments in these two countries. Third, the paper explains how management is responding to developments in transnational worker representative forums within the context of divergent industrial relations systems. We highlight in particular the way management is able to utilize institutional aspects of national systems in conditioning transnational worker representation in the newly structured forums. Such responses, we argue, raise questions regarding our understanding of convergence and divergence in industrial relations.  相似文献

This study extends prior research on the impact of downsizing on corporate reputation by investigating how specific aspects of downsizing measures influence this relationship. Using panel data on the S&P 100 companies for the period 1990–2000, we find that downsizing affects corporate reputation negatively and that the size of the effect depends on the content and the context of the downsizing announcement. More specifically, we find that the motive for downsizing, the time period in which it is announced as well as the extent of previous layoffs significantly influence the reputational penalties that are associated with corporate downsizing. Our results thus elucidate how contextual factors of a downsizing decision can influence the extent of the reputational damage of this measure.  相似文献

In the European Union, trans‐European transport networks (TENs) are a vital element in the constitution of one European space in order to enable the free movement of people and goods throughout the Union. Their construction, however, often causes environmental degradation. Opposition to EU politics is mostly voiced at the level of individual nation‐states. As the case of TENs reveals, however, protest against European policy projects with environmental side effects can take the form of ‘multi‐level environmentalism’, linking lobbying and ‘conscientization’ in Brussels with direct action at the national and local levels. Civil society theory, social movement theory and governance theory help ensure a theoretically informed answer to the question of how the resistance to TENs is organized and framed. By questioning dominant problem definitions and solution strategies, environmental movements and movement organizations, both in Brussels and in the individual nation‐states, point to the possibility of looking at social and political reality from another, non‐hegemonic point of view. In this way, they contribute to challenging the often biased technocratic, growth‐oriented character of the European Union.  相似文献

This paper argues the case for the right of secession in Western democracies. I suggest that the winners gain more than the losers may lose. Indeed, the external effects of secession may well be positive. However, the political economy of secession is highly problematic. Ideally, the rules for secession should be set at the international level but international organisations have a vested interest in preventing secession. It is easier to establish the right of secession at the national level. The opinion of the European Union institutions that Catalonia and Scotland, after seceding, would have to reapply for EU membership has no basis in the European treaties. Nor has this question been settled in any UN agreement or Vienna Convention. There are merely practices, and they vary among international institutions. The paper concludes with suggestions on how secessions from EU member states and withdrawals of member states from the EU might be implemented.  相似文献

This paper uses novel data from the European Central Bank and the Eurosystem on non-bank financial intermediation to investigate the potential factors of shadow banking growth for a panel of twenty-four countries in the European Union (EU). We find that the EU shadow banking system is highly procyclical and positively related to increasing demand by long-term institutional investors and to more stringent capital regulation. We show that individual entities in the shadow banking system can act as both complements and substitutes to traditional banking. In addition, we estimate four country-specific models using a Bayesian estimation method. We supplement the panel model estimates, which serve as a priori information, with data from a specific economy. We assert that, although some shadow banking determinants are uniform across countries, other may have heterogeneous effects across countries because of country-specific characteristics.  相似文献

European spatial governance is becoming an intriguing mix of ideas from the economic, political and cultural spheres. This article asserts that, in the EU's spatial planning, the cluster is increasingly part of a hybrid spatial politics, here named the ‘cluster gaze’, based on the interplay of innovation‐oriented political rationality and spatial governance. To study this process, the article provides an empirical investigation into selected EU documentation. The investigation is based on two perspectives. First, the cluster is analysed as a mediating instrument to stimulate and rescale transnational market developments in the EU. Second, the cluster is studied as an instrument of spatial management — one that builds on a business managerial ethos and endorses a specific hierarchical spatial imaginary and a cluster evidence base to assess the productivity and efficiency of European clusters. Both of these perspectives pave the way for a European ‘politics of cluster excellence’ that is about the constant sharpening of cluster practices, continuous evaluation and ranking, and the enhancement of cluster performance to rise from the ‘European league’ towards the ‘world class’.  相似文献
