We examine how intangible investments change the sources of growth in the Korean economy. After constructing a novel industry‐level data set on intangibles, we estimate the contribution of intangible‐intensive industries and other industries to aggregate productivity growth in 1981–2008. The contribution of intangible‐intensive industries to aggregate labour productivity growth has significantly increased, whereas that of other industries has substantially decreased. The increased contribution of intangible‐intensive industries is mainly associated with total factor productivity growth rather than with input growth. This suggests that innovations related to intangible investments in these industries might become a new key source of productivity growth in Korea. 相似文献

This paper examines the `learning economy' from the perspective of occupational characteristics and changes in the British
labour market between 1980 and 1992. Following a discussion of the learning and knowledge economy, cross-sectional employment
data are analysed to ascertain which occupations can be classified as knowledge-based. Longitudinal career history data are
then used to trace the flows of these `knowledge workers' over time. Sectoral shifts are examined, with a particular focus
on the knowledge-intensive service sectors. The data come from the Employment in Britain survey: a large-scale employee survey from 1992. The approach used allows us to measure somewhat intangible aspects of economic
behaviour such as learning and tacit knowledge and attempt to trace their flows. Shifts in knowledge from the manufacturing
to the service sector are shown to be important and related to previous work which demonstrated the importance of knowledge
intensive business services for both output and productivity in manufacturing. 相似文献

An analytical framework for dealing with political entrepreneurship and reform is proposed which is based on some new combinations
of Schumpeterian political economy, an extended version of Tullock's model of democracy as franchise-bidding for natural monopoly
and some basic elements of New Institutional Economics. It is shown that problems of insufficient award criteria and incomplete
contracts which may arise in economic bidding schemes, also – and even more so – characterise political competition. At the
same time, these conditions create leeway for Schumpeterian political entrepreneurship. The same is true for various barriers
to entry in politics. These barriers affect a trade-off between political stability and political contestability which will
be discussed with special emphasis on incentives and opportunities for political entrepreneurship in the sense of risking
long-term investments in basic political reforms. 相似文献

Individual property rights are fruitful for economic development because they civilise self-interest by forcing it to serve
the common good. The history of previous property rights “cycles,” however, shows that their ability to do this deterioriates
over time because the laws of property fall under the control of those whom property is meant to discipline. Irresponsible
ownership then intensifies inequality until a breaking point is reached. The present cycle is no exception, but its breaking
point has been postponed by the growth of the democratically-inspired welfare state.
Globalisation is now eroding the financial basis of this, because mobile capital can escape taxation, leaving labour to carry
the burden. The main thrust of this movement is now found in the World Trade Organisation, whose control of intellectual property
and commitment to free trade in money as well as goods, can only increase inequality between countries as well as within them.
It represents individual property rights which are out of any form of social control, since there is no global mechanism for civilising self-interest. Schumpeter's sense of the impending demise of capitalism, if not of its replacement
by socialism, may yet be vindicated. 相似文献

Despite recent advances in the Evolutionary and Systems Perspectives to Economic Change (SI), confusion still exists about
how to apply it to the design and implementation of Innovation & Technology Policy (ITP) in concrete settings. Since the ‘Normative’
aspects of SI are framed in terms so general to make them insufficient or inadequate as guides and tools for actual policymaking,
a presumption exists that additional theoretical and conceptual knowledge is required. Thus a major objective of this paper is to contribute to the development of a realistic and ‘grounded’ theoretical
framework for Technology and Innovation Policy which is particularly relevant both for the promotion of Business Sector R&D
and of hi tech (especially IT) industries in Top Tier and other Industrializing Economies. A second objective is to contribute
directly to the capability of successfully applying this conceptual framework in concrete policy settings. Rather than justifying
ITP the paper focuses on characterising and applying “Salient Normative Principles or Themes” of the SI perspective to ITP. Several concrete examples are given and the notions of Policy Process,
(Country) Program Portfolio Profile and Policy Environment are introduced. 相似文献

Abstract. In this paper we look at unemployment as a phenomenon which reflects the co-ordination problems that characterize out-of-equilibrium
processes of adjustment. The analysis carried out shifts the focus from structural factors to the economic process. It shows
that unemployment cannot be satisfactorily explained – and policy interventions devised – by focusing only on specific characters
of the technology or confining the analysis to structural factors concerning the labour market. The co-ordination mechanisms
of adjustment processes rather than the fundamentals of the economy appear, in this light, as the main determinants of differences
in unemployment trends in different economies; and monetary policy comes back to the center of the stage as an essential element
of the working of these mechanisms.

This paper aims to examine the nature of the distributions of firm R&D intensities within industries and explore the factors
that underlie the industry R&D intensity distributions. In particular, following the seminal study by Cohen and Klepper (1992)
and using some new and rich data on firm R&D intensities for seven industries across six countries, this study examines the
regularities in the industry R&D intensity distributions and demonstrates, based on a simple model of firm R&D, that the industry
R&D intensity distributions are governed by the distributions of technological competence, a measure of firm R&D productivity,
which corresponds to the notion of the “unobserved R&D-related capabilities” suggested by Cohen and Klepper (1992). This study
found that firm R&D intensities within industries are lognormally distributed, displaying a strikingly regular pattern across
industries, that the industry distributions of the levels of technological competence are also lognormal, and that, based
on the formal model of firm R&D and the notion of the unobserved R&D-related capabilities, the distribution of firm technological
competence within an industry underlies the industry's firm R&D intensity distribution. 相似文献

Research joint ventures (RJVs) have been widely acclaimed for their alleged ability to restore private incentives to undertake
R&D. Economists have, however, also sounded the alarm concerning the opportunities RJVs may create for collusion between partners.
The danger of anti-competitive behavior increases significantly when repeated R&D collaboration occurs between firms that
also “meet” in many product markets. This phenomenon is shown to be present in a large set of U.S.-based RJVs. The question
is about the incentive trade-off: Are the alleged advantages of RJVs in terms of enhancing incentives for R&D sufficient to
overcome the potential disadvantages in terms of decreasing incentives for R&D due to simultaneous multiproject and multimarket
contact? Significant foreign participation, high technological and market uncertainties, and the set up of “porous” RJVs may
operate as a check to anti-competitive behavior. 相似文献

Abstract. In this paper we analyse labour productivity growth in the United States, four European countries (France, Germany, the Netherlands and United Kingdom), Australia and Canada between 1987 and 2003 from an industry perspective. Rather than analysing broad industry groups, we compare the pattern of growth in all industries through Harberger diagrams. We introduce new summary measures, which indicate the pervasiveness of growth patterns. These indicators show that investment in both information and communication technology (ICT) and non-ICT capital is fairly balanced or 'yeasty', driven by overall macro-economic conditions. However, growth of total factor productivity (TFP) is much more localized or 'mushroom-like'. In particular we find a clear distinction between countries in continental Europe, in which TFP is decelerating after 1995 and becoming more localized, and Anglo-Saxon countries in which TFP growth is accelerating and becoming more broad-based, especially after 2000. The increased breadth of Anglo-Saxon TFP growth is consistent with delayed effects of intangible investments that are complementary to ICT investments. 相似文献

Evidence of falling wages in Catholic cities and rising wages in Protestant cities between 1500 and 1750, during the spread
of literacy in the vernacular, is inconsistent with most theoretical models of economic growth. In The Protestant Ethic, Weber suggested an alternative explanation based on culture. Here, a theoretical model confirms that a small change in the
subjective cost of cooperating with strangers can generate a profound transformation in trading networks. In explaining urban
growth in early-modern Europe, specifications compatible with human-capital versions of the neoclassical model and endogenous-growth
theory are rejected in favor of a “small-world” formulation based on the Weber thesis. 相似文献

This paper seeks to offer a theoretical platform where the modern “resource-based view” of the firm might meet with evolutionary
economics and the study of entrepreneurship, and with the economics of industrial organization. It does so by proposing the
concept of the “resource economy” within which productive resources are produced and exchanged between firms. This is presented
as the dual of the mainstream goods and services economy – where the “resource economy” captures the dynamic capital structure
of the economy. The paper is concerned to bring out the distinctive principles governing resource dynamics in the resource
economy, capturing competitive dynamics in such categories as resource creation, replication, propagation, exchange and leverage;
evolutionary dynamics in terms of resource variation, selection and retention; entrepreneurial dynamics in terms of resource
recombination and resource imitation, transfer and substitution; and industrial organizational dynamics in terms of resource

Several social scientists, including ‘evolutionary economists’, have expressed scepticism of ‘biological analogies’ and rejected
the application of ‘Darwinism’ to socio-economic evolution. Among this group, some have argued that self-organisation is an
alternative to biological analogies or Darwinism. Others have seen ‘artificial selection’ as an alternative to natural selection
in the socio-economic sphere. Another objection is that Darwinism excludes human intentionality. It is shown that all these
objections to ‘biological analogies’ and ‘Darwinism’ are ungrounded. Furthermore, Darwinism includes a broad theoretical framework
for the analysis of the evolution of all open, complex systems, including socio-economic systems. Finally and crucially, Darwinism
also involves a basic philosophical commitment to detailed, cumulative, causal explanations. For these reasons, Darwinism
is fully relevant for economics and an adequate evolutionary economics must be Darwinian, at least in these fundamental senses.
However, this does not undermine the need for auxiliary theories and explanations in the economic domain. 相似文献

This paper presents the problem of satiation of consumption and technology in relation to a model of evolutionary endogenous
growth. The model represents an attempt to provide an evolutionary economic micro foundation to Pasinetti's scheme of the
structural economic dynamics of an economy that is based on only labour and knowledge. The micro foundation is based on a
set of rules that makes endogenous the demand coefficients, the labour coefficients, and the number of available sectors.
Through process innovations firms increase their productivities with respect to individual goods, but a growth slowdown takes
place unless the benefits from specialisation are exploited at still higher levels. Another cause for slowdown is related
to an Engelian hierarchy of goods. As the standard of living grows, existing sectors and consumption goods satiate, so new
sectors need to be provided by product innovations in a sufficient pace to keep up with the labour that is displaced from

During the last two decades we have seen a revival of interest in the works of Joseph Schumpeter and “evolutionary” ideas
in economics more generally. A professional society honouring Schumpeter's name has been founded, and linked to it we have
had for more than fifteen years now a professional journal devoted to this stream of thought. However, it has been argued
that, despite these developments, the link between Schumpeter's own work and the more recent contributions to evolutionary
economics is in fact rather weak. This paper considers this claim. Based on an analysis of Schumpeter's contribution to economics
the paper presents an overview and assessment of the more recent literature in this area. It is argued that although there
are important differences between Schumpeter's work and some of the more recent contributions, there nevertheless remains
a strong common core that clearly distinguishes the evolutionary stream from other approaches (such as, for instance, so-called
“new growth theory”).

Socio-economic networks, neural networks and genetic networks describe collective phenomena through constraints relating
actions of several actors, coalitions of these actors and multilinear connectionist operators acting on the set of actions
of each coalition. We provide a class of control systems governing the evolution of actions, coalitions and multilinear connectionist
operators under which the architecture of the network remains viable. The controls are the “viability multipliers” of the
“resource space” in which the constraints are defined. They are involved as “tensor products” of the actions of the coalitions
and the viability multiplier, allowing us to encapsulate in this dynamical and multilinear framework the concept of Hebbian
learning rules in neural networks in the form of “multi-Hebbian” dynamics in the evolution of connectionist operators. They
are also involved in the evolution of coalitions through the “cost” of the constraints under the viability multiplier regarded

The central theme of this address is the complicated relationship between the growth of the economy and the growth of knowledge.
This theme is explored with the help of a single concept “restless capitalism” which is used to capture the idea that capitalism
in equilibrium is a contradiction in terms precisely because the growth of knowledge cannot be meaningfully formulated as
the outcome of a constellation of equilibrating forces. This theme is explored through a discussion of growth accounting,
the relationship between innovation, markets and institutions and, as an example, the development of innovation in the field
of ophthalmology. We also discuss some pioneering contributions made by Simon Kuznets and Arthur Burns to the discussion of
evolutionary growth. From this Schumpeterian perspective we see the economy as an ensemble not an aggregate entity and so
see more clearly the importance of microdiversity in the relationship between growth of knowledge and growth of the economy. 相似文献

This paper evaluates Schumpeter's grand vision as reflected in his Capitalism, Socialism and Democracy, and elaborates it in conjunction with the so-called “globalization” trends characteristic of the wake of the twenty-first
century. In addition to the evolutionary nature of his methodology, the institutionalist dimension of Schumpeter's definitions
are brought to light. A case is made for a fundamental process of “uncreative destruction” as far as the institutional setup
of the economy is concerned. The contention of this paper is that there is ample support in Schumpeterian analysis for a counterpoint
to the liberal thesis that envisages the worldwide spread of individualism, market economies, and democratic forms of government. 相似文献

This paper suggests a class of stochastic collective learning processes exhibiting very irregular behavior. In particular,
there are multimodal long run distributions. Some of these modes may vanish as the population size increases. This may be
thought of as “bubbles” persistent for a finite range of population sizes but disappearing in the limit. The limit distribution
proves to be a discontinuous function of parameters determining the learning process. This gives rise to another type of “bubbles”:
limit outcomes corresponding to small perturbations of parameters are different. Since an agent's decision rule involves imitation
of the majority choice in a random sample of other members of the population, the resulting collective dynamics exhibit “herding”
or “epidemic” features.

In modeling expectation formation, economic agents are usually viewed as forming expectations adaptively or in accordance
with some rationality postulate. We offer an alternative nonlinear model where agents exchange their opinions and information
with each other. Such a model yields multiple equilibria, or attracting distributions, that are persistent but subject to
sudden large jumps. Using German Federal Statistical Office economic indicators and German IFO Poll expectational data, we
show that this kind of model performs well in simulation experiments. Focusing upon producers' expectations in the consumption
goods sector, we also discover evidence that structural change in the interactive process occurred over the period of investigation
(1970–1998). Specifically, interactions in expectation formation seem to have become less important over time.

This paper constructs a general equilibrium model of equilibrium unemployment by combining an endogenous growth model with
a variant of equilibrium search theory. The analysis offers two explanations for the causes of widening wage gap between skilled
and less-skilled labor, and rising unemployment rate among the less skilled: technological change in the form of an increase
in the size of innovations or skilled labor saving technological change in R&D activity.
In addition, the model identifies two distinct effects of faster technological progress on the aggregate unemployment rate.
First, it increases the rate of labor turnover and therefore increases the aggregate unemployment rate – the creative destruction
effect. Second, it creates R&D jobs, which offer workers complete job security, and consequently reduces the aggregate unemployment
