In energy policy and energy research, decisions have to be made about the technologies and infrastructures that may be used to provide and distribute energy in future times, some of which are very distant. Frequently, energy futures such as predictions of the energy demand or energy scenarios are used for decision-support in this field. The diversity of energy futures, however, threatens any possibility for orientation, could lead to disorientation instead of helping more rational decision-making and could be used for ideological purpose. In this paper, we investigate concepts and approaches for scrutinizing, comparing and assessing the various energy futures from an epistemological point of view. Following the analysis of the structure of (energy) futures we will conclude that comparisons and assessments of energy futures should be made through processes of scrutiny and assessment, looking into the ingredients which have been used in constructing the respective futures, and into the process of their composition. Providing much more insight into the cognitive and normative structure of energy futures is required for allowing a more transparent and deliberative societal debate about future energy systems.  相似文献

Richard Slaughter has made pioneering contributions to futures research. These contributions have been both procedural and substantive. This review seeks to appreciate some of the progress that his work has brought to the field through a review of two of Slaughter’s most recent books The Biggest Wake-up Call in History (2010) and To See with Fresh Eyes (2012). This paper traces how Slaughter’s intellectual wake-up built up over time. It highlights a set of fundamental tools, ideas and ideals that spring from Slaughter’s work over decades and is synthesised in these two books. This appraisal becomes an “augmented review” by also taking into account his book blurb material and peer-reviewed journal work. This review draws on this evidence to analyse and profile the multi-disciplinary resonance of these references and to illustrate the broader intellectual impact. In addition a bibliometric analysis offers a way beyond the two books and performs an out-of-sample assessment of the way Slaughter has continued to develop the foresight agenda.  相似文献

The Intergovernmental Panel on Climate Change (IPCC) was established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP). The role of the IPCC “is to assess on a comprehensive, open and transparent basis the scientific, technical and socio-economic information relevant to understanding the scientific basis of risk of human-induced climate change, its potential impacts and options for adaptation and mitigation.” This paper discusses the working of the IPCC and at least five ways in which the IPCC can be viewed as an amazingly successful transformative initiative. The IPCC is a model for the futures community, for it is helping not only to transform our conceptions of time and our concerns about the future, but also the conduct, organization, and use of science around the world.  相似文献

While most OECD countries have been rather successful in reducing risks to human lives, health, and the quality of the environment, the record for new global risks such as climate change, pandemics, financial breakdowns, and social inequality is much less convincing. This is the challenge of systemic risks. Since the global financial crisis, it has received rapidly growing attention. However, considerable conceptual confusion mars research on and practical responses to this challenge. We undertake an effort of conceptual clarification, starting with the paradigmatic example of the financial crisis. This leads to a view of global systems as involving an interplay between micro- and macrodynamics internal to the system, with the system simultaneously interacting with its environment. Such dynamics typically show periods of stability, punctuated by situations opening up several possible futures. Alternative global futures, like other prospects, constitute risks for an agent if she considers some of these futures as less desirable than others. Agents may have lexicographic preferences over futures they would like to avoid, so as to consider some futures as just undesirable, but others as catastrophic. If an agent expects some of the relevant futures at a bifurcation point of a global system to be catastrophic in this sense, they are faced with a systemic risk.  相似文献

A ‘futurist’ is the generic term for someone seriously engaged in the consideration of future conditions. ‘Futures research’ has a systems science orientation with a planning horizon in excess of 10 years. ‘Futures studies’ has a social science connotation and ‘foresight’ is the most popular term within the management science and corporate sectors. Five schools of futures researchers are defined: 1. Environmental and geosciences. 2. Infrastructure systems and engineering technology. 3. Social, political and economic science. 4. Human life, mind and information science. 5. Business and management science. The academic route to a futures qualification is outlined with a list of futures orientated organisations. The inclusion of urbanisation in the next generation of scenarios for climate change research and assessment, would involve replacing the notion of economic equilibrium by the concept of far-from-equilibrium stability. Finally futures research is described as an evolutionary science, which will possibly become integrated within complexity science by 2050.  相似文献

Acknowledgement of the insights that have already been gained from survey research and other methods common in social science has been a major omission of social forecasters. The author suggests that experts involved in futures research should broaden their horizons and regard social changes not necessarily as the result of technological ones, but quite often as the cause. Examples of recent survey research are chosen to illustrate some ways in which socio-psychological data can be utilised in forecasting studies.  相似文献

In this article a study is presented of the ways in which some well-known futurists have considered time-scales in their central works, looking too at a few frequently applied forecasting methodologies. It is found, that there is obviously yet no common view of the extent of the time ahead meant for the terms future and futures and in using the time-horizon specifications, such as short-term and long-term. A survey of how time-scales are taken note of and presented in individual futures research articles is also given.On the basis of the study and survey made, the conclusions list three recommendations, which could be taken into consideration in futures studies.  相似文献

It is really an expedition to study the work of a person you think you somehow know. In this commentary I try to apply my female point of view into the work of Eleonora Masini, one of the most outstanding female futures researchers and a person who has left a deep footprint in the futures research culture of our planet. The material is vast and, for me, the more impressive the unknown continents of the work of this bridge builder seems the more one learns. The areas which I try to cover are first her work as bridge builder among futures researchers as well as between researchers and activists from every continent. Basically this work seems to maintain threads of a global aspect and an ethical touch and creates forums where people can have discussions on an equal basis. This approach has much in common with the principles of the Club of Rome where she was invited as one of the first female members of the club. As a bridge builder for female futures researchers and activists she has gifted a great model through her own activity; she has educated and encouraged lots of women in the field. To give a futures perspective, I discuss a few of those problems she has brought up, but which have not been discussed as much as they deserve. The problems I pose are, first, the division between the culture of care and the culture of control, by now also divided into the female and the male culture. The dominance of the culture of control has caused the problem of useless people. Second is the role of everyday life and households in the world economy. The third is that futures studies has neglected to study the everyday futuring or anticipation of ordinary people. The fourth problem concerns the missing discussion about the future in terms of feminine worldviews.  相似文献

Health trend assessment studies have been carried out in Indonesia at the national and provincial levels, to provide input into long-term national development plans and to build up the capacity for local health planning in anticipation of decentralization. Provincial health trend assessment studies have been done in five provinces by teams from local health and planning authorities and the local school of public health. These provincial teams have all used background documents and standard procedures developed by a national team and have gone through the same methodological training. Out of the experience have come specific ideas about how trend assessment and similar activities can be strengthened. Among the recommendations are the establishment of national research centres for trend analysis, efforts to improve availability and reliability of relevant data, the training of a cadre of health professionals familiar with futures methods, and continued promotion by WHO and other agencies of long-term health planning and health futures.  相似文献

In the last few years various legislative proposals have been made to impose a transaction or excise tax on securities and derivative market transactions. Although there have been considerable discussion and analysis of the wisdom of imposing such a tax on securities markets, there has been no analysis of the pros and cons of extending the tax to futures markets. This article attempts to fill this gap, first, by examining the various rationales advanced to support a tax on securities markets to determine their applicability to futures markets and, second, by analyzing the likely effects of the tax on the competitiveness and efficiency of futures markets. In addition, the revenue-raising potential of a tax on futures transactions is evaluated. I conclude that a tax on futures markets will not achieve any important social objective and will not generate much revenue.  相似文献

There are many barriers and challenges associated with climate change communication focused on promoting community-based action for sustainable futures. Of particular interest is the challenge to embed community perspectives in a communication process of climate change solutions. In this paper we argue that 3D interactive simulations using design inquiry as a development process, can be an effective way of communicating climate change solutions and multiple community responses. People are more likely to engage with the challenges associated with complexity of climate change at the local level when their perspectives are integrated into viable and multiple pathways for action. Future scenarios of change processes situated in local experiences in compelling and interactive ways can be disseminated holistically by making links between scientific, social, political, economic and cultural elements. Design inquiry, as a research approach, integrates contextual knowledge into communication processes to aid imagining, re-thinking and reembodying viable pathways that explore the kinds of futures we collectively envision. This paper examines the contributions that design inquiry makes to climate change communication using an interactive simulation environment for designing futures. We discuss these ideas using the example of the Future Delta project, a virtual 3D environment that enables the exploration and simulation of multiple community-based climate change solutions in the Corporation of Delta, British Columbia.  相似文献

This paper explores the properties of daily changes in the prices for near-term fed funds futures contracts. The paper finds these contracts to be excellent predictors of the fed funds rate, and shows that the claim of a nonzero term premium in the short-horizon contracts is more sensitive to outliers than previous research appears to have recognized. I find some statistically significant evidence of serial correlation in the daily changes, but this accounts for only a tiny part of the 1-day movements and there is essentially zero predictability for horizons longer than 1 day. Settlement futures prices for each day appear to incorporate the information embodied in that day's term structure of longer-horizon Treasury securities. Previous employment growth makes a statistically significant contribution to predicting futures price changes, though again this could only account for a tiny part of the daily variance. The paper concludes that futures prices provide a very useful measure of the daily changes in the market's expectation of near-term changes in Fed policy.  相似文献

Very little of what I say will be original, but I wish to stimulate discussion on a set of issues that arise from the nature of risk and that I consider problematic to our profession. The paper is not exhaustive of references and many of my arguments have been treated elsewhere. Insofar as the viability of industrial society is at stake, energy supply and climate change are not normal scientific issues. Fossil fuel is the ultimate finite resource, and the atmosphere the ultimate finite sink. There is dispute about the most fundamental issues and values to be promoted or defended. The concept of post-normal science has been introduced for precisely this kind of situation, where “facts are uncertain, values in dispute, stakes high and decisions urgent (Ravetz [1, p. 349]).” Although this applies equally to energy supply and climate change, the related knowledge regimes offer a remarkable contrast. Mainstream energy science, on the one hand, has refused to engage in post-normal science. The accredited experts at the International Energy Agency (IEA) and elsewhere have left “peak energy” to mavericks at the fringes or outside mainstream scientific discourse. Consequently, the pressing issue of future energy scarcity has been kept from the public agenda. Official climate science, on the other hand, has embraced post-normal science. But even though the Intergovernmental Panel on Climate Change (IPCC) has been uniquely successful in placing climate change on the public agenda, the inherent ambiguities of post-normal science have plunged climate science into a deep legitimacy crisis. Most people prefer denial and self-deception to an unvarnished vision of the truth when intractable problems such as peak energy and climate change are at stake. In such cases, scientists are in a double bind: they are damned if they do and doomed if they do not engage in post-normal science.  相似文献

The last decades have seen a rapidly growing interest in foresight methodology. Methods have been developed in corporate and governmental communication exercises often labelled technology foresight. In reality, these foresights have often drifted into processes of social change, since technological change is hard to foresee beyond what is already in the pipe-line. Forecasting of social change, however, must be based on solid knowledge about the mechanisms of continuity and change. Virtually nothing can be said about the future without relating to the past; foresights and futures studies are about revealing the hidden pulse of history. Hence, the answer to forecasting the future is empirical research within the social sciences.Demographic change has been recognised as a key determinant for explaining social change. Population changes are fairly predictable and the age transition can explain a wide range of socio-economic changes. For rural futures, demographic change is a key issue, since age structure in rural areas is often uneven and also unstable due to migration patterns. A number of policy related questions as well as research challenges are raised as a consequence.  相似文献

Futures studies intend to structure our knowledge and our judgement about the future by handling facts and values in a certain way. In other words, futures studies frame futures. These frames might be powerful, triggering social action and societal transformation, yet they risk to be criticised and provoke scepticism. The environmental field has a long tradition in futures studies: environmental outlooks. Some of these outlooks, e.g. those published by the IPCC are among the most prominent examples of outlooks that provoke scientific, social and political debate, create commotion and provoke action. Part of these discussions deal with how outlooks frame the future and how they handle the uncertainty inevitably linked to framing futures. The way these challenges are dealt with may affect the overall assessment of an environmental outlook. This article attempts to identify the way environmental outlooks frame futures. We do not strive for exhaustiveness, but deliberately restrict to an in-depth analysis of a handful of recent environmental outlooks. We conclude that environmental outlooks reflect a lack of clarity and argumentation upon how they frame futures and how they deal with uncertainty. This epistemological and methodological ambiguity risk to affect the outlooks’ credibility and impact.  相似文献

Since the breakthrough of the Internet to the broader public in the 1990s, expectations of the converging information technology, telecommunication and media industries and technologies as a catalyst for economic growth and social welfare have been high. Futures scientists were involved in predicting the future of these technologies during the Internet bubble. In this paper, we use a meta-analysis approach to examine how well futures studies have been able to describe future reality. We limit our studies to futures research in the ICT and Internet domain that were published between 1995 and 2000. Because the number of relevant studies can hardly be called impressive, we selected a number of available futures studies that were conducted by official government bodies and individual companies, based on various approaches, ranging from technology forecasts [1] to highly creative visions [2], and from predictions [2] to essays [4]. These studies were carried out by Dutch as well as by international organizations. Based on a framework we developed for the analysis of business models, we wanted to see whether technological drivers, regulatory/policy issues and market development as well as competitive behavior, on the input side, and the way value for customers and providers is provided, on the output side, were discussed. Our analysis made it clear that, looking back with what we know now about business models, futures studies and recently developed tools like road mapping, developments in futures studies have made tremendous progress since the Internet Bubble. However, here is still room for more rigor when it comes to methodology and reporting. More recently, there has been a promising integration of scenario analysis and business model approaches that opens new avenues for futures studies.  相似文献

This article reviews how climate change could be considered an additional source of market risk. I discuss the types of data needed to analyse the climate risk drivers that shape the dynamics of the equity market. I present empirical evidence at both the macro and micro-level, analysing whether and to what extent the equity market prices climate change and related risks. Top-down and bottom-up approaches are compared to understand which climate risk is more likely to affect the cross-section of stock returns, both within and across sectors. Emphasis is also placed on investors’ beliefs about climate change risks, and the related asset pricing implications are analysed. I conclude by illustrating further directions for both empirical and theoretical research in the field of climate finance.  相似文献

This paper is a dialectical inquiry, presenting a genealogy of, China futures discourses and visions from ancient times through to the, present. It uses both structural and macrohistorical based approaches. The identified worldviews are placed in their broader historical, epistemes; asked why change has occurred, how it fits within patterns of, history and what kind of futures are offered. It is unique in that I use, the futures triangle methodology to discuss the “pulls” of the future in, each historical era with the corresponding “pushes” of the present and, “weights” of the past. The article concludes with a theory of futures in, Chinese history and looks at which philosophies are likely to play a role, in the possible futures of China. The aim is to highlight which visions, and images have been victorious is affecting the present and influencing, the future.  相似文献

Within the existing literature, the role of experience of risk on attitudinal and behavioural risk response has been relatively neglected. Recent research that draws on the psychological distance of climate change as a concept notes the importance of local, significant experience as a driver for encouraging appropriate response. The experience of flooding was used as the stimulus in this paper, and emphasis placed on whether direct and/or indirect experience of flood risk is associated with different responses to climate change risk. In order to explore the relationship between climate change risk experience and response in the form of on-farm mitigation and adaptation, this paper draws on a case study of farmers in England, many of whom have experienced flooding. Results from a quantitative survey undertaken with 200 farmers in Gloucestershire, England are discussed. Statistical analysis found experience of flooding to be significantly associated with a heightened concern for climate change. Although also finding an association between experience and behavioural response, the sample were most likely to be taking adaptive behaviour as part of normal practice, with factors such as lack of overall concern for climate change risk and absence of information and advice likely to be the main barriers to action. Risk communication needs to further emphasise the connection between climate change and extreme weather events to allow for farmers to perceive climate change as a relevant and locally salient phenomenon, and subsequent tailored information and advice should be offered to clearly illustrate the best means of on-farm response. Where possible, emphasis must be placed on actions that also enable adaptation to other, more immediate risks which farmers in this study more readily exhibited concern for, such as market volatility.  相似文献
