Although the high level of implementation activity within the UK would suggest that bus-based Park and Ride (P&R) is a favoured policy option, little evidence exists which tests this assumption empirically or explores it in detail. In addition, a growing body of evidence indicates that P&R may increase the vehicle miles travelled (VMT) of its users. This paper reports on a recent survey of UK local authorities, both with and without current P&R provision, to understand the reasons behind its popularity and the level of recognition of its effectiveness in reducing car use. Particular consideration is given to the relationship between P&R and conventional public transport (particularly bus) services, as the transfer of passengers from these can have a significant impact on the effectiveness of P&R. The potential future growth of P&R is also addressed. The results suggest a number of divergences with the empirical evidence, particularly with regards the traffic effects of P&R. P&R is predicted to grow but there is support for implementing P&R in ways that may increase its effectiveness.  相似文献

Whilst it has been used since the 1960s, the UK government have promoted bus-based Park and Ride (P&R) particularly heavily over the last 20 years as a tool to deal with traffic congestion and air pollution. There has long since been a view however that P&R in its current guise may actually be exacerbating the problems of traffic congestion, fuel use and emissions instead of mitigating them. This paper aims to reconsider this proposition whilst also testing a range of alternative forms of car–bus interchange in the context of traffic reduction, drawing on evidence from a large survey of P&R users in Cambridge, UK. Overall the results suggest that while current P&R significantly increases the vehicle miles travelled by its users, some of the alternative models presented potentially offer considerable improvements.  相似文献

Integrating car parking facilities with public transport in Park and Ride (P&R) facilities has the potential to shorten car trips, contributing to more sustainable mobility. There is an ongoing debate about the actual effects of P&R on the transport system at the subregional level. A key issue is the relative attractiveness of city centre car parks (CCCP), P&R and public transport. The paper presents the findings of a comparative empirical case-study based on a field survey of CCCP and P&R users conducted in the city of Bath, UK. Spatial and statistical analyses are applied. Radial distance to parking, availability of P&R sites in the direction of travel, gender, age, income and party-size are found to be important factors in a binary logistic regression model, explaining the revealed-preference of parking type. Stated analysis of foregone parking alternatives suggests more use of public transport and walking/cycling would likely occur without first-best parking alternatives. The policy implications and possible planning alternatives to P&R at the urban fringes for achieving greater sustainability goals are also discussed.  相似文献

Implementing and promoting more sustainable forms of urban transport are key policies of Local Authorities throughout the UK. Park and Ride (P&R) is one such system implemented widely in the UK, especially in historic towns and cities with limited road and parking space in the centre. Some cities (e.g. Rome and London) have also implemented forms of ‘access control’ to reduce congestion and/or pollution in central areas. This paper describes a feasibility analysis of a unique application studied for potential implementation in Southampton—the integration of P&R with access control on a key corridor in Eastern Southampton where traffic demand is likely to increase significantly in the coming years because of new housing developments. The system concept is a P&R facility with express buses to the City centre, keeping the corridor free-flowing for these buses (and other traffic) using a combination of bus lanes and access control.Following an outline of the policy context and system design, this paper then describes the corridor and network modelling undertaken to predict the impacts of the scheme and alternatives of it. This has been based mainly on the CONTRAM dynamic traffic assignment model, which covers the whole of Southampton and its surrounding motorway network. The assessment of the benefits of the various options in this scheme showed that the combination of P&R with signalised access control was the best option to improve the movement of people on the corridor. The paper concludes with a discussion of potential issues for implementation, including the need for complimentary measures and a consistent policy framework.  相似文献

This paper reports the results of a package of measures, contained within a quality bus partnership (QBP), designed to improve bus service quality and information on three city centre routes in Winchester, including the Park and Ride (P&R) service. These measures were implemented by Hampshire County Council, Stagecoach Bus Company and Winchester City Council as part of the EU sponsored MIRACLES project, which ran from 2002 to 2006 and whose aims included reducing the environmental impacts of transport at the local level while increasing urban accessibility.These measures included the introduction of new buses, increasing the frequency of one of the main city centre bus routes, new bus infrastructure such as new shelters and poles, physical improvements to the bus/rail interchange and the printing of pocket travel maps. In addition, one of the P&R car parks was extended so that the capacity of the scheme was doubled. The objectives of this work package were to contribute to an 8% increase in bus patronage and the satisfaction rating of bus passengers on the QBP routes as well as integrating public transport services more effectively within Winchester.A review was carried out of bus travel and users’ needs, quality bus partnerships, bus-based P&R schemes and the importance of frequency of service to increasing patronage.In order to evaluate the effects of these measures, data were collected from the bus operator Stagecoach regarding patronage, reliability and the average age of the fleet. In addition, two bus questionnaire surveys were carried out to assess passenger's views to changes made to these three city centre bus services. An evaluation of the QBP routes was made to see how quickly investments made in purchasing the new buses and extending the P&R car park would be recovered. Conclusions and recommendations have been made with regard to the effectiveness of the changes made to the three bus city centre services as well as their cost effectiveness.  相似文献

Urban road pricing as an instrument of traffic management has generated a great deal of interest in the UK in recent years. Whilst this is the case there is still no urban road pricing scheme in operation in the UK. The reason for this is primarily one of ‘acceptability.’ This paper, through the use of a national survey, examines the attitudes of key stakeholder groups with respect to urban road pricing. How serious is traffic congestion and traffic related pollution perceived to be by Local Authority Councillors, Officials and the Academic community in the UK? How is urban road pricing viewed by this sub-group of the population in terms of its effectiveness and public acceptance when compared to other policy options? and how could the saleability of urban road pricing be improved? This raises issues in terms of how the revenue raised from urban road pricing should be utilised, the use of urban road pricing as part of a package of measures, the concerns expressed by the stakeholders with respect to urban road pricing, such as the invasion of road users’ privacy, and the type of technology which should be considered. This paper reviews the evidence that travel plans have their intended effect, which is to reduce the number of employees commuting alone by car to their place of work. It first outlines the policy background for travel plans in the UK, and reasons for their implementation. It then presents a conceptual model of travel plan development, which is used to analyse the development of travel plans in a number of case studies.The paper then goes on to consider evidence of the scale of the adoption of travel plans by organisations in the UK, and then estimates their impact on levels of travel nationally. It then seeks to explain how take up and hence the effect of travel plans could be made more widespread. It concludes that there is clear evidence that travel plans have an effect at the site level, and potential for a system-wide effect. However, Government must be clear about its objectives for travel plans, if this potential is to be achieved.  相似文献

Charging employees to park at their places of work is a transport policy measure advocated by the UK government as a means of reducing car commuting and hence achieving the twin objectives of reducing congestion and combating environmental degradation, especially in urban areas. The empirical effects of employee parking charges have been analysed (see for example [Willson, R.W., Shoup, D.C., 1990. Parking subsidies and travel choices: assessing the evidence. Transportation 17, 141–157; Department for Transport (DfT), 2002. Making travel plans work: report on case studies. There is, however, a dearth of literature examining the practicalities of employee car parking charge implementation in those few organisations that haves done so. Transit-oriented development has been widely studied in recent years as a means to reduce car trips and promote sustainable transport modes. However, longitudinal studies on the matter are still rare. This paper contributes to longitudinal research of Transit-Oriented Development (TOD) effects on travel behavior by analyzing the evolution of the number of car trips after the implementation of a light-rail metro system in the Porto region (Portugal). As Metro do Porto is a large infrastructure project (a metro network of 67 km), we relied on a macro-analysis performed at the civil parish level. Changes in the number of car trips are evaluated using a difference-in-differences model, extended to a spatial model to account for the metro's spillover effects. These effects became obvious as metro ridership is reported not only in the directly metro-served parishes but also in adjacent non-served parishes. The results highlight the importance of the metro system in reducing the number of car trips, and this effect is visible not only in metro-served parishes but also in the neighboring ones, which are not directly served by the new transport system. Furthermore, we compare the performance of parishes predominantly served with TOD stations to those with transit-adjacent (TAD) and park-and-ride (P&R) stations. We conclude that both station types can reduce the number of car trips, yet only TOD parishes generated significant spillover effects. The importance of other potentially influential factors like building density or socio-economic characteristics is also discussed.  相似文献

This paper examines how a transport pricing policy aimed to reduce car use may affect individuals’ Quality of Life (QoL), to what extent this policy is acceptable to the public and if people intend to change car use when the policy is implemented. Also, comparisons were made amongst five countries (Austria, Czech Republic, Italy, The Netherlands and Sweden). An internet survey among 490 respondents showed that a stringent measure, i.e., doubling costs of car use, hardly affects people’s general QoL. Respondents are unsure whether they would accept the policy and whether they intend to change their car use if the policy is implemented. Respondents from The Netherlands and Sweden are more pessimistic about the QoL consequences of the policy, think the policy is less acceptable and are less inclined to reduce car use than respondents from the Czech Republic, Italy and, to a lesser degree, Austria. Implications and recommendations for developing, adjusting or supplementing QoL measurement instruments and policies are discussed to ensure effective and efficient policy making.  相似文献

Landscape pattern has long been hypothesized to influence automobile dependency. Because choices about land development tend to have long-lasting impacts that span over decades, understanding the magnitude of this influence is critical to the design of policies to reduce emissions and other negative externalities associated with car use. Combining household survey data from Germany with satellite imagery and other geo-referenced data sources, we undertake an econometric analysis of the relation between landscape pattern and automobile dependency. Specifically, we employ a two-part model to investigate two dimensions of car use, the discrete decision to own a car and, conditional upon ownership, the continuous decision of how far to drive. Results indicate that landscape pattern, as captured by measures of both land cover (e.g. the extent of open space and landscape diversity) and land use (e.g. the density of regional businesses) are important predictors of car ownership and use. Other policy-relevant variables, such as fuel prices and public transit infrastructure, are also identified as correlates. Based on the magnitude of our estimates, we conclude that carefully considered land development and zoning measures – ones that encourage dense development, diverse land cover and mixed land use – can have beneficial impacts in reducing car dependency that extend far into the future.  相似文献

It is now over 30 years since the first airport privatisation occurred with BAA in the UK in 1987. Therefore, the aim of this paper is to assess the impacts of this development and evaluate its effectiveness, using examples from all over the world. It begins by considering some key issues such as the extent of government involvement; the selection of operator/investor; the choice of network/group versus individual operations; and the relevance of economic regulation. This then leads on to an investigation of measures of success, particularly in relation to efficiency and service quality. Reflecting on the privatisation journey, the paper defines key changes that have occurred concerning how privatisation is considered now compared to its early days in terms of motivation, geographical reach and type of model, investor and sale. It also highlights the importance of the regulatory and competitive environment and briefly considers the impact of the coronavirus pandemic in 2020.  相似文献

The promotion of electric vehicles (EVs) is restricted by cruising range limitation and charging station deficiency. Given the mature development of Park and Ride (P&R) mode, which is used in many cities worldwide to attract more travelers to use public transit, a new travel mode, i.e., EV-based P&R is introduced as an alternative for commuters’ daily travel. This seems quite attractive to expand the use of EVs and further increase their market share. This paper aims to investigate the impact of EV-based P&R introduction on travel mode choice along commuting corridor, and further aid in the optimal subsidy policies decision for the government. A bi-level model is proposed to model the presented problem. The lower level describes commuters’ joint mode and transfer choice behavior through a cross-nested logit (CNL) model, while the upper level minimizes the system cost. A genetic algorithm is developed to solve the formulated model with a partial linearization algorithm for solving the lower level model. And a numerical example is then used to demonstrate the effectiveness of the methodology and illustrate how the network flow pattern reshapes due to the introduction of EVs into the P&R mode and the change of corresponding subsidy policies. As the results show, improving the EV hardware, applying the intelligent supporting service system, developing new technologies for EV fast charging, appropriately improving the parking space capacity, and increasing the parking fee of transfer stations near the central business district (CBD) are all helpful to save the social cost and promote the usage of EVs.  相似文献

This paper examines the factors determining car ownership for households living in rural and urban areas. A dynamic car ownership model is estimated using a pseudo-panel approach, based on data from Family Expenditure Surveys in the UK for 1982–1995. The results show that rural households' car ownership is far less sensitive to motoring costs than that of their urban counterparts. The implication of these results is that general increases in the costs of car transport would pose a considerable economic burden for rural households, and that other area-specific transport measures may be more suitable, particularly from an equity point of view.  相似文献

Which motorists are ready to reduce their car use and how should they be helped to change? Results are reported from a postal questionnaire survey study of English car drivers (N=791). One third (33%) of car drivers indicated they would like to reduce their car use ‘over the next 12 months’, but only 7% thought they were likely to. One third (34%) of car drivers would like to use public transport (PT) more, but only 5% thought they were likely to. While over one third anticipated changes in their transport mode usage, and 1 in 5 (19%) would like to both decrease car use and increase PT use, only 3% thought this combination likely. Effectiveness ratings of pull and push policy measures showed motorists would rather be pulled than pushed from their cars; that the old, the poor and urban dwellers would be more susceptible to push measures; and that those residing out-of-town, driving medium and large cars, driving high annual mileage and required to drive as part of their work are less likely to be persuaded to reduce their car use by either type of measure. Other social psychological research suggests that sustainable changes by individuals that can be integrated into individual patterns of life will be more readily achieved by facilitation and support than by coercion.  相似文献

In 1978 Gunn published a seminal paper which explained why implementation of policy is so difficult. The paper set out 10 conditions, which should be satisfied if perfect implementation is to be achieved. Whilst it is clear that perfect implementation is not possible in the real world, and Gunn has subsequently been criticised for his ‘top-down’ approach to decision-making, these conditions do, nonetheless act as an effective framework through which to evaluate good practice in the implementation of urban transport policy instruments. Two urban transport policy instruments, which form an increasingly important element of the Government's strategy in the UK for reducing the demand for private transport as set out in a New Deal for Transport (DETR, 1998), are travel plans and road user charging. Travel plans are a relatively recent policy instrument in the UK and seek to reduce trips to work by car by providing, through individual employers, a targeted, integrated package of incentives and disincentives to influence commuters' choice of mode of travel to and from the workplace. Road user charging, whereby motorists are charged for the road space they use in urban areas, seeks to reduce the congestion problem via the price mechanism, and has a longer history in the UK. To date the implementation of travel plans in the UK has been more widespread than that of road user charging. It is fair to say, however, that the widespread implementation of both urban transport policy instruments is a complex and sensitive area for decision-makers.The aim of this paper is firstly, to analyse travel plans and road user charging in the UK with respect to the conditions for perfect implementation put forward by Gunn and secondly, to highlight the elements of good practice, pertinent to the implementation of road user charging, in the process of the implementation of travel plans. Overall, the paper uses Gunn's theoretical framework as a basis for recommendations for better decision-making that will aid the wider implementation of both travel plans and road user charging internationally.  相似文献

It is crucial that policymakers and public transport operators comprehend tertiary students' travel mode choices and understand the factors that inform these choices in order to manage travel demands effectively and to optimise the use of public transport and improve its quality of service, particularly during the peak hours. This study aims to examine tertiary students' travel mode choices in Auckland, which is recognised as one of the most car-dependent cities in the world. The city is struggling with traffic congestion, particularly around its Central Business District (CBD) during peak hours. Auckland is New Zealand's largest city, with a population of 1.4 million residents. The main campuses of two major public universities, The University of Auckland (UoA) and Auckland University of Technology (AUT), are located in the CBD, attracting a large number of daily trips by both staff and students, particularly during the teaching semesters. However, there is a limited understanding of tertiary students' travel mode choices, particularly the factors that inform these choices when they travel to the universities' city campuses. A mixed methodology approach was used to comprehend the travel mode choices of students attending The University of Auckland and to identify the key factors that are drivers of these choices. The data collection included a questionnaire-based survey, which received 249 responses, and 10 semi-structured interviews with students. Thematic analysis was utilised to codify and then analyse the interviews. Despite the significant car dependency in Auckland, the survey demonstrated that most respondents utilised public transport and active modes when commuting to the university's city campus. Seven factors were identified that inform tertiary students' travel mode choices: cost, parking availability and cost, access to a car, travel time, physical environment, reliability, and attitudinal variables. The interviewees mostly argued that travel cost and lack of or limited access to a private car were the primary drivers of their travel mode choices. The study suggests that different stakeholders, such as Auckland Transport (AT) and The University of Auckland, should work collaboratively to provide an inclusive travel demand management policy. The university could rearrange classes for off-peak hours, and AT could offer tertiary students further discounts during these hours. These actions would result in the optimisation of public transport efficiency, improvement of the quality of the public transport service, and mitigation of traffic congestion around Auckland's Central Business District (CBD).  相似文献

Birdstrikes are a major hazard to aviation; costing millions of pounds a year in damage and delays, as well as occasional hull losses and loss of life. The numbers and species of birds on and around airfields therefore need to be managed. To aid this process, airport staff often use risk assessments to identify which bird species cause the greatest risk and use the outcome to target their bird control effort. To this end, a number of national and international regulators, airports and other organisations recommend, or use, a derivation of a risk assessment process first published in 2006. This was developed using the UK Civil Aviation Authority's birdstrike database, employing data collected between 1976 and 1996. The risk assessment process relies on using the proportion of reported strikes that cause damage to the aircraft as a proxy for the likely severity of the outcome of strike incidents, so any change in the relative level of reporting of damaging and non-damaging strikes may significantly bias the results. The implementation of mandatory birdstrike reporting by the UK CAA in 2004 led to a significant increase in the number of strikes reported. If this involved a disproportionate increase in the number of non-damaging compared to damaging incidents reported, it may have impacted on the accuracy of the risk assessment process. This paper examines how differential reporting of damaging and non-damaging strikes can impact on the risk assessment process. It shows that changes in reporting practices since the original risk assessment was developed have impacted on the apparent birdstrike risk at UK airports, giving a false impression of increasing risk over the period. It makes recommendations for how the process can be better adapted to cope with such changes in the future, and how it should be modified for use in countries with different reporting regimes to that in the UK.  相似文献

Airports employ significant numbers of workers who favour using the private car for the journey to work because of the location of many facilities and the times they need to travel. At the same time official policies for congestion and environmental reasons seek to limit car use. This can pose parking problems for the airports. This note looks at some of the particular issues confronting UK airport management when trying to conform to official policies while at the same time meeting the needs of their workers and the role charging may play in the solution.  相似文献

Once a transportation system is built or a land-use policy is carried out, it influences people’s travel behavior and their lives for a long time period. It is therefore important for policy makers to understand people’s decisions on travel behavior and lives over a longer time period. However, little has been known about the interdependences between life domains, especially over the life course (i.e., biographical interdependences) in the context of residential and car ownership behavior. To fill this gap, this study aims to clarify households’ biographical interdependences relating to residential and car ownership biographies by explicitly incorporating the influence of household structure and employment/education biographies. Biography is defined based on a general concept of mobility that indicates a change occurring in a life domain. For this purpose, a Web-based life history survey was conducted in November 2010 and 1000 households living in major Japanese cities provided valid data. Aggregate analysis and exhaustive CHAID analysis were carried out, focusing on the occurrence times of mobilities in each biography. Results confirm obvious two-way cause–effect relationships over the life course between residential and car ownership biographies that are further influenced by household structure and employment/education biographies. Especially, not only short-term but also long-term state dependence and future expectations within and across life domains are clarified. Household structure and employment/education biographies are found to be more influential on residential biography than car ownership biography. Though residential biography is seen to be more influential on car ownership biography, the other two biographies also play an important role in explaining the car ownership mobility decision. All these findings suggest the necessity of developing intra-domain and inter-domain biographical interdependence models with flexible structures that capture the influences of state dependence and future expectations over different time scales in the life course in a unified framework.  相似文献
