While the employment effects of minimum wages are usually reported to be small (suggesting low substitutability between skill types), direct estimates suggest a much larger degree of substitutability. This article argues that this paradox is largely due to a bias induced by the aggregation of skill types into broad categories. An assignment model is applied where skilled workers have a comparative advantage in complex jobs. The implied pattern of substitutability reveals the sources of the bias. Estimation results for the United States show elasticities of complementarity to be underestimated by up to a factor 2.5. The methods laid out likewise can be applied to other markets where different quality types are close substitutes, such as the housing market.  相似文献

This paper assesses whether and how common characteristics of jury members or peer voters affect the outcomes of voting systems. In particular, we analyze to what extent these common features result in voting bias. We take as a case study the Eurovision Song Contest for which an extensive amount of historical data is available. In contrast to earlier studies we analyze the impact of common factors on the bias individually for each country, which is necessary to substantiate the publicly debated accusations of regional block voting by certain groups of countries. We establish strong evidence for voting bias in the song contest on the basis of geography, even after correction for culture, language, religion and ethnicity. However, these effects do generally not correspond to the usual accusations. We believe that our findings extend to all instances where groups of jury members or peer voters share certain common factors, which may cause voting bias. It is important to identify such structures explicitly, as it can help avoiding bias in the first place. This paper describes the quantitative and qualitative practice of federal research impact evaluation. Evaluation of research impact is described for three cases: Research selection, where the work has not yet been performed; research review, where work and results are ongoing; and ex-post research assessment, where research has been completed and results can be tracked. Qualitative methods (such as peer review) and quantitative methods (such as cost-benefit analysis and bibliometrics) are described. Although peer review in its broadest sense is the most widely used method in research selection, review, and ex-post assessment, it has its deficiencies, and there is no single method that provides a complete impact evaluation.  相似文献

Households' inflation perceptions and expectations play a key role in many dynamic macroeconomic and monetary models and are important for the ability of central banks to reach their objective of price stability. This paper revisits the issue of overestimation bias in inflation perceptions and expectations based on new and unique microdata from the Danish part of the EU-Harmonised Consumer Expectations Survey linked to rich household-level data from administrative registers. The analysis shows that accounting for even several of the household characteristics and social gradients usually addressed in the literature is far from sufficient to explain the inflation perception bias. Furthermore, we find that respondents participating in the survey more than once tend to be persistent in their degree of perception bias and that overpessimistic households have larger perception bias than other households. This indicates that inflation perception bias is related to fundamental personality traits. Finally, households' expectations of the future inflation level tend to be mean reverting and associated with the same types of bias as inflation perceptions.  相似文献

Previous papers which examine the importance of peer effects using exogenous variation in college roommates have found only very limited evidence that a student's first year grade performance is influenced by the observable academic characteristics of his/her roommate. One possible explanation for this finding is that peer effects do not play a particularly important role in the higher education setting. However, another very plausible explanation for this finding is that peer effects are important in higher education but that these previous empirical efforts have simply not been “looking in the right place” to find the evidence of peer effects in this setting. Thus, while these papers have received considerable attention due to the general difficulty of finding credible exogenous variation in peer quality, they have difficulty answering the most fundamental question related to peer effects in this higher education—whether peer effects play an important role or not. This paper provides depth to the peer effects literature using unique new survey and administrative data.  相似文献

The evaluation of scientific output has a key role in the allocation of research funds and academic positions. Decisions are often based on quality indicators for academic journals, and over the years, a handful of scoring methods have been proposed for this purpose. Discussing the most prominent methods (de facto standards) we show that they do not distinguish quality from quantity at article level. The systematic bias we find is analytically tractable and implies that the methods are manipulable. We introduce modified methods that correct for this bias, and use them to provide rankings of economic journals. Our methodology is transparent; our results are replicable.  相似文献

A vast amount of empirical and theoretical research on public good games indicates that the threat of punishment can curb free-riding in human groups engaged in joint enterprises. Since punishment is often costly, however, this raises an issue of second-order free-riding: indeed, the sanctioning system itself is a common good which can be exploited. Most investigations, so far, considered peer punishment: players could impose fines on those who exploited them, at a cost to themselves. Only a minority considered so-called pool punishment. In this scenario, players contribute to a punishment pool before engaging in the joint enterprise, and without knowing who the free-riders will be. Theoretical investigations (Sigmund et al., Nature 466:861–863, 2010) have shown that peer punishment is more efficient, but pool punishment more stable. Social learning, i.e., the preferential imitation of successful strategies, should lead to pool punishment if sanctions are also imposed on second-order free-riders, but to peer punishment if they are not. Here we describe an economic experiment (the Mutual Aid game) which tests this prediction. We find that pool punishment only emerges if second-order free riders are punished, but that peer punishment is more stable than expected. Basically, our experiment shows that social learning can lead to a spontaneously emerging social contract, based on a sanctioning institution to overcome the free rider problem.  相似文献

If entrepreneurs have private information about factors influencing the outcome of an investment, individual lending is inefficient. The literature typically offers solutions based on the assumption of full peer information to solve adverse selection problems and peer monitoring to solve moral hazard problems. In contrast, I show that it is possible to construct a simple budget-balanced mechanism that implements the efficient outcome even if each borrower knows only own type and effort, and has neither privileged knowledge about others nor monitoring ability. The mechanism satisfies participation incentives for all types, and is immune to the Rothschild–Stiglitz cream skimming problem despite using transfers from better types to worse types. The presence of some local information implies that the mechanism cannot be successfully used by formal lenders. Thus a local credit institution can emerge as an optimal response to the informational environment even without peer information or monitoring. Finally, I investigate the role of monitoring in this setting and show how costly monitoring can increase the scope of the mechanism.  相似文献

A number of empirical studies on the efficiency of racetrack betting market have shown the ‘favourite-longshot bias,’ which means longshots are overbet while favourites are underbet. Asian markets such as Hong Kong and Japan, however, have produced some contradictory empirical evidence to the bias. One critical element in the efficiency test procedure is how to assess the unobservable objective winning probability of a horse in a race. This paper proposes a new test framework with a more general evaluation of the objective probability of winning than the traditional method. Unlike the traditional method, our model allows the heterogeneity of the horses and the races. We apply the new empirical method to test whether the favourite-longshot bias is present in racetrack betting market of Korea. We found that the favourite-longshot bias exists in the racetrack market of Korea and the result distinguishes Korean racetrack market from other Asian markets.  相似文献

The aim of this paper is to report new evidence relating to residents’ valuations of aircraft noise in three countries with an emphasis on a comparison of the valuations obtained using two contrasting approaches. One might be regarded as a standard stated choice approach offering pairwise comparisons of two alternatives characterised by a limited number of attributes. The other choice format adopted is innovative in drawing inspiration from the priority evaluator approach to embed aircraft movements alongside a wide range of other local factors that impact on residents’ quality of life. The paper addresses the differences in the results of the two approaches and explores the possible explanations for these variations. Although not conclusive, there is a suspicion that strategic bias may have influenced the results and we urge further research regarding incentives to such bias.  相似文献

Few empirical strategies have been developed that investigate public provision under majority rule while taking explicit account of the constraints implied by mobility of households. The goal of this paper is to improve our understanding of voting in local communities when neighborhood quality depends on peer or neighborhood effects. We develop a new empirical approach which allows us to impose all restrictions that arise from locational equilibrium models with myopic voting simultaneously on the data generating process. We can then analyze how close myopic models come in replicating the main regularities about expenditures, taxes, sorting by income and housing observed in the data. We find that a myopic voting model that incorporates peer effects fits all dimensions of the data reasonably well.  相似文献

对基础教育阶段不良同伴带来的短期和中长期效应的评估已经成为劳动经济学的热点话题.文章根据最新的2014年中国教育追踪调查( China Education Panel Survey, CEPS)微观数据,考察了不良同伴对学生标准化考试成绩的影响.为了克服反射(reflection)和自选择问题带来的估计偏误,文章依据班级上不良学生的比例而非传统文献采用的同伴成绩来刻画学生所处的班级环境,并控制了组群的自然特征.在控制学生个体特征和家庭因素后发现,学生所在班级中存在不良同伴,会对学生自身的学习成绩造成显著的负面影响,这一作用在高年级(初三)表现得尤为明显.班级不良同伴比例提高10%会带来平均成绩下降约2分.分样本的回归显示,男性学生、家庭经济状况不佳的学生和住校生的学习成绩对班级不良同伴的反应更敏感.而学校类型的异质性分析则表明,同伴效应在办学情况较差的学校和乡镇/农村学校表现得更明显.进一步的分位数回归结果表明,不良同伴产生的负面效应对成绩较差的学生影响更大.文章的研究发现有利于丰富学界对教育生产函数的认识,也为今后的教育政策提供有益参考.  相似文献

The news media plays an essential role in society, but surveys indicate that the public views the media as biased. This paper presents a theory of media bias that originates with private information obtained by journalists through their investigations and persists despite profit-maximizing news organizations and rivalry from other news organizations. Bias has two effects on the demand for news. First, rational individuals are more skeptical of potentially biased news and thus rely less on it in their decision-making. This skepticism reduces demand and leads the news organization to set a lower price for its publication the greater is the bias it tolerates. Lower quality news thus commands a lower price. Second, bias makes certain stories more likely than others. Given their private information, journalists may bias their stories if their career prospects can be advanced by being published on the front page. News organizations can control bias by restricting the discretion allowed to journalists, but granting discretion and tolerating bias can increase profits if it allows journalists to be hired at a lower wage. Bias is not driven from the market by a rival news organization nor by a news organization with an opposing bias, and the profits of a high-bias news organization can be higher than the profits of a low bias one. Moreover, bias can be greater with competition than with a monopoly news organization. If individuals collectively choose regulation in place of their individual decision-making, bias increases the expected stringency of regulation.  相似文献

Abstract.  A number of studies have indicated that peer smoking is a highly influential factor in a young person's decision to smoke. However, this finding is suspect, because the studies often fail to account for selection and simultaneity bias. This paper develops an econometric model of youth smoking that incorporates both peer effects and selection effects. Identification is achieved by using the degree of selection on observables as a proxy for the degree of selection on unobservables. The results indicate that peers have some influence on a young person's decision to smoke, but that influence is much weaker than is suggested by reduced form models. I present a model of affective polarization—growth in hostility over time between two parties—via quasi-Bayesian inference. In the model, two agents repeatedly choose actions. Each choice is based on a balance of concerns for private interests and the social good. More weight is put on private interests when an agent's character is intrinsically more self-serving and when the other agent is believed to be more self-serving. Each agent Bayesian updates about the other's character, and dislikes the other more when she is perceived as more self-serving. I characterize the effects on growth in dislike of three biases: a prior bias against the other agent's character, the false consensus bias, and limited strategic thinking. Prior bias against the other's character remains constant or declines over time, and actions do not diverge. The other two biases cause actions to become more extreme over time and repeatedly be “worse” than expected, causing mutual growth in dislike, that is, affective polarization. The magnitude of dislike can become arbitrarily large—even when both players are arbitrarily “good” (unselfish). The results imply that seemingly irrelevant cognitive biases can be an important cause of the devolution of relationships, in politics and beyond, and that subtlety and unawareness of bias can be key factors driving the degree of polarization.  相似文献

信息披露关乎整个资本市场的运行质量和健康发展,但现有研究主要关注企业内部特征和制度环境对信息披露行为的影响,较少考察企业间的相互作用。借助同伴效应的分析逻辑,以2010—2019年沪深A股上市公司发布的业绩预告为样本,对自愿披露同伴效应的形成机制、情境因素及经济后果进行探究。结果表明:企业业绩预告披露行为存在明显的"同伴效应";且异质性研究发现:环境不确定性高、对外融资依赖强的企业更易受到同伴披露行为的影响;此外,基于同伴效应的信息披露行为,可以提升个体企业的未来价值。本文不仅为企业策略性信息披露提供一种新解释,而且有助于提高企业信息披露管理能力,对于加强信息披露监管和金融风险防范等方面均具有重要现实意义。  相似文献

Proper analysis of tax reform requires evaluation of the welfare effects induced by a change from one tax system to another. We present two methods for estimating these changes using only local information pertaining to an initial equilibrium with distortive taxes. It is shown that these methods provide very accurate approximations to the true gains even when large tax changes are involved. Concentrating on a model with capital and labor income taxes, we show that other approximations whose reference point is a nondistortive equilibrium are considerably less precise. Some concluding remarks are made on the potential of these methods for optimization purposes.  相似文献

Lochner v. New York, 198 U.S. 45 (1905), stands as one of theSupreme Court's most reviled decisions. We challenge the criticalconsensus against Lochner and provide a defense, albeit a contingentdefense, of "unprincipled" judicial activism. To do so, we developa game-theoretic model of judicial–legislative interaction.We use the model to compare outcomes generated in a system oflegislative supremacy to outcomes generated in a system in whichjudicial review is provided by a legally unprincipled, activistjudiciary. We show that judicial review, even when providedby an activist, politicized judiciary, can promote importantconstitutional values and improve legislative quality relativeto a deferential judiciary. In doing so, we identify an important"passive" component to the effect that judicial review has onlegislatures and on legislation. Finally, we demonstrate thatthe addition of other institutions and constraints on judicialbehavior amplify the beneficial effects that judicial reviewprovides to the legislative process.  相似文献

The atmosphere within the work setting speaks volumes about your culture, and is often a primary factor in recruitment and retention (or turnover) of staff. Workplace tension and abuse are significant contributing factors as to why nurses are exiting workplaces--and even leaving the profession. Abuse can take many forms from inappropriate interpersonal communication to sexual harassment and even violence. Administrators should adopt a zero tolerance policy towards abusive communication. Addressing peer behavior is essential, but positive behavior must also be authentically modeled from the CNO and other nursing leaders. Raising awareness and holding individuals accountable for their behavior can lead to a safer and more harmonious work environment.  相似文献
