Agriculture is a significant component of the Central Asian economies. Since independence, the republics have implemented agricultural reforms in varying measure, yet production has fallen sharply across the region. The more ambitious agricultural reform programs have included measures aimed at liberalizing agricultural marketing, trade and prices. However, so far the expected supply response has yet to emerge. The objective of this paper is to highlight key policy and research issues surrounding reform of agricultural markets. It summarizes the main features of agricultural performance since the reforms, highlighting trends in grain and cotton, livestock, input use, and trade and analyzes key constraints to improvement of the sector, emphasizing price policy, sequencing problems, and institutional weakness. It presents a research agenda by identifying the main research needs for better agricultural policy design. It calls for more research on input and output market efficiency, private sector development, the effects of reform on farmers, sequencing issues, comparative advantage, water management, land tenure and farm size.  相似文献

Nepal’s population continues to grow, but the agricultural sector’s performance remains almost stagnant. This has led to a decline in the per capita availability of food. Increasing agricultural productivity is the key to agricultural growth, and one strategy for increasing agricultural productivity is to use improved seeds. This study investigates the impact of contract farming (CF) in high yielding varieties (HYV) of paddy seed production on costs, yield, and profits of smallholder farms in Nepal. Using farm-level data and a non-parametric propensity score matching estimator, the study finds a significant positive impact of contract HYV seed farming on revenues, profits, and yield, and a significant negative impact on total costs of production. Additionally, very small farms (⩽0.43 ha) with CF in HYV paddy seeds tend to gain the most when it comes to yield per hectare. Our estimates reveal that the average smallholder household in Nepal engaged in CF with input conditions receives higher profits. However, farmers engaged in CF with output conditions tend to have higher yields but smaller profits. Finally, farmers engaged in CF in HYV paddy seeds with both input and output conditions have the highest yield gains and significantly higher profits.  相似文献

This paper assesses the impact of decoupling on farming in Ireland. The decision to engage in production post decoupling is simulated using profit maximising multi-period linear programming models. The number of farmers that would financially benefit from disengaging from production is projected. The results of the economic models suggest that significant restructuring is likely to occur at the farm level as a result of decoupling. Projections of farmers’ production decisions post decoupling are compared and contrasted to the results of a survey of farmers’ production intentions. The comparison shows that despite the significant changes in profitability that decoupling could engender, the majority of farmers intend to continue as before and are unlikely to change their production patterns. The survey of farmers’ intentions indicates that a large number of farmers still seem to consider the decoupled payment linked to production. The implications of these results for land use, agricultural production and farm numbers are discussed.  相似文献

Concern over budgetary costs has been the traditional driving force behind changes to the EU's Common Agricultural Policy. While the recent MacSharry reform of this policy was more related to external pressures arising from the need to reach an agreement on agriculture in the GATT Uruguay Round, many expect the budgetary constraint to re-emerge towards the end of this decade, particularly in the light of the impending accession of a number of Central and Eastern European countries (CEECs). This paper argues that it is unlikely that there will be any budgetary need to further reform Europe's agricultural policy to accommodate the CEECs. Applying the agricultural guideline to estimate resources and using a simple forecasting model of FEOGA Guarantee budget expenditure, the paper demonstrates that, under a range of plausible assumptions for the key variables affecting resources and expenditure, a significant positive margin should emerge between available resources and the cost of EU agricultural policy by the beginning of the next decade. This margin should be sufficient to pay the estimated costs of extending the present CAP to the CEEC countries without further significant reform. However, even though the budget cinstraint on EU farm policy may disappear, other factors, such as GATT disciplines and concern about agriculture's impact on the environment, will remain as pressures for further CAP reform.  相似文献

Research Summary: Much of the research on corporate collective action to manage common pool resources is focused on coordinated actions, such as voluntary programs, rather than collaborative actions, such as technology sharing. In this article, we examine inductively the collective actions taken by a consortium of 12 oil sands companies to address three environmental issues of different scale. We identified a set of organizing rules that determined whether the relationship among industry members would be collaborative or competitive, and found that the organizing rules for collaborative collective action were more effective for smaller scale issues (i.e., tailings ponds and water) than the larger scale issue (i.e., greenhouse gas emissions). Our findings contribute to research on the competitive dynamics of collaborating with competitors and on industry self‐regulation. Managerial Summary: Many environmental issues, such as climate change, water quality, and contaminated land, are caused by the overexploitation of commonly shared natural resources. Firms will often overuse resources because their cost of use is less than the benefit that accrues. In Alberta’s oil sands, 12 of the major oil sands operators, all competitors, have agreed to collaborate by sharing technology, which goes against the received wisdom of competition. This multiparty collaboration among competitors, while still relatively rare, is becoming increasingly commonplace. In this article, we outline the rules that allow this collaboration to flourish. Our most important finding is that the rules are shaped by the scale of the issue being managed, not the size of the collaboration.  相似文献

The commercial seed sector has been slow to develop in sub-Saharan Africa. The paper examines the major impediments and identifies areas in which seed policies can be strengthened. Seed enterprise development has been hampered by regulatory frameworks that favor parastatal enterprises and that inhibit commercial innovation. In addition, government and donor projects provide large amounts of free or subsidized seed that further discourages seed enterprise development. In addition to regulatory reform and the curtailment of many seed distribution projects, there are other policy changes that need to be implemented. National agricultural research institutes need to invest more resources in promoting their varieties and helping to stimulate commercial seed production. Greater emphasis is required on regional strategies for public plant breeding and private seed marketing. National policies need to strengthen input marketing capacity and infrastructure. Finally, donors, governments and NGOs should shift from trying to encourage village-level commercial seed production and instead strengthen farmers’ capacities to assess new varieties and to be effective consumers of commercial inputs.  相似文献

Because food insecurity is primarily a problem of low household incomes and poverty, and not just inadequate food production, projects and programs for food insecure African farmers which aim at increasing production of subsistence crops may be ineffective. Instead, government should look for ways to improve returns to farmers' resources in a broader context, which may include expanded opportunities for non-farm microenterprises and agricultural labor. This has been the conventional wisdom since the writings of Amartya Sen. Still unclear, however, are the implications of his thinking for the roles of African women farmers who are traditionally the food-crop producers in Africa and are often food insecure. Immediate expansion of income-earning activities such as cash cropping and non-farm microenterprises may not be possible for women in male headed households in many African societies where cash income is seen as part of the male domain. In addition, women farmers may need a long adjustment period to diversify their income sources fully because most African countries are at the early stages of structural transformation. Different developmental interventions, both in policy and in technology, are therefore needed to address food security and economic transformations in Africa in the short and long term.  相似文献

In addition to experimental data, using information collected from farmers is vital to assess the performance of candidate farming technologies. The latter provides the basis for farmers’ assessments and adoption decisions. Using detailed georeferenced plot and household level data from Ethiopia, this paper estimates the impact of a set of sustainability-enhancing agronomic practices on maize yields and implied net maize income with the aid of multinomial endogenous regime-switching regression that corrects for unobserved heterogeneity. The treatments’ effects on yield ranged from 29.5% for the fertilizer-dominant strategy to 88% in the case of fertilizer, maize-legume diversification, and soil and water conservation combinations. Second, while the impacts of the agronomic packages are significant in almost all states of the world, there were considerable heterogeneity effects conditioned on observed rainfall deviations from the historical average with levels effects of up to 92% and heterogeneity effects of 33–64%. The heterogeneous and rainfall-conditioned impacts point to the role of local biophysical modifiers of the impacts of agricultural practices. Investments in context-appropriate adaptation in agricultural research and extension is suggested.  相似文献

Farmers’ organizations have been used as a tool to improve the living conditions of farmers in many countries by improving market access, access to information and capacity to increase production. I employ panel data from Mozambique to investigate how membership in farmers’ organizations impacts smallholders’ welfare. Using difference-in-difference estimators that control for unobservable selection bias, I find a positive impact of membership on the marketed surplus (25%), the value of agricultural production (18%) and on total income (15%, and more than 20% for those whose main source of cash income is the agricultural sector).  相似文献

The renewable natural resources sector in Africa is highly important because of the relatively high proportion of livelihoods it supports relative to other developing regions. However, ongoing rapid population growth threatens the long-term survival of the sector. Key concerns include the need for agricultural intensification in the context of systems which are often located in marginal areas, the demands imposed by rapid urbanization, and access rights to essential resources such as water. The policy and institutional environment can make problems worse since trends toward greater democracy often prove destabilizing or deflect the political agenda toward short-term expediency instead of longer-term strategies essential to the renewable natural resources sector. Structural adjustment has yet to produce the expected benefits and it is clear that the private sector will be unable to meet growth and distributional objectives on its own. A broader-based strategy is needed which includes not only government institutions at national and local levels, but also nongovernmental organizations, community organizations, and regional and international bodies.  相似文献

Australia is a major food exporting country. Recent droughts reduced dryland farming production and the volume of water allocated to irrigated agriculture, with a resulting decline in aggregate agricultural production and exports. This paper analyses the possible impact of increased water scarcity on Australian agricultural production and the magnitude of subsequent impacts on global food security. Using the Australian Bureau of Statistics (ABS) data on land and water use coupled with a hydro-economic stochastic modelling approach, the impacts of reduced agricultural production in the southern Murray–Darling Basin, and more generally for Australia, are analysed. Changes in agricultural activity, reduction in agricultural exports and altered composition of products exported attributed to the severe 2000–2009 drought are also analysed to highlight the implications for global food security. The impact of climate change on food production is examined. The analysis shows that climate change, when modelled as the extreme case, along with other factors such as land use, will impact Australian food exports. Despite its relatively small contribution to total global food supply, Australia’s contribution to international trade in wheat, meat and dairy products is substantial and could affect global food prices. Furthermore, Australia’s agricultural exports are of disproportionate importance within the South- and South–East Asian and Oceania region, both in terms of volume and for strategic reasons. Adaptation along with investment in agriculture production is needed to maintain Australian agricultural production and enhance global food security.  相似文献

In the southern African Region (SAR) large populations, mainly concentrated in rural areas, face food insecurity and poverty. Food insecurity is intensified by adverse weather conditions and droughts which impact negatively on farm level food production throughout the region. Agriculture constitutes an important economic sector in the majority of countries in the region. This is measured as share of agricultural value added to the GDP and as agriculture's share in employment. Based on these facts alone, it must be obvious that sustained agricultural performance will play a significant role in the improvement of food security and livelihoods in the region. However, food security is not only attained in rural areas and by the consumption of home produced food stuffs. Urbanisation is expected to increase dramatically over the next few decades and feeding the urban masses, at affordable prices, must be considered to be a high future priority for governments in the region. Food security must not be viewed as an agricultural issue per se. The drive to food self sufficiency through domestic agriculture production in many countries in the region did not enable these countries to feed their own population. Food security should rather be defined as the acquirement of sufficient and nutritious quantities of food (Sen, 1981, Poverty and Famines: An essay on Entitlement and Deprivation). An approach, whereby attention is given to the macro level availability of food, access to income streams as well as improved production capacity to acquire food at a household level and the utilisation of nutritious food, should therefore be guiding food security policies (SADC: FSTAU, 1997, A Strategic Framework for Food Security in the Region). This broader view emphasises household level poverty reduction, economic development and growth as important components of a food security strategy (World Food Summit, Rome, 1996). An important issue which therefore needs to be explored is whether agriculture does have the potential to contribute to economic processes, which will support broad based development and food security. This paper is intended to argue the importance of agricultural development for food security in the region and to develop a diverse policy framework to strengthen this new, more comprehensive role of agriculture in the region.  相似文献

本文运用Eviews7.2 软件,采用面板数据模型实证研究了高校科技创新对我国区域技术进步的影响,得到了面板数据回归结果。结果表明,高校R&D 人员投入和专利技术产出对中部和西部地区的技术进步起着显著的促进作用,R&D 经费投入对中部、西部及东北地区的技术进步起着阻碍作用,同时科技论文产出对区域技术进步的影响不显著。这表明高校应当改革传统的以论文数量、科研经费为导向的高校科研考核制度,改进和完善科研评价体系,加强人才队伍建设,整合人才资源,形成优秀的科研团队,同时要加强产学研合作,建立企业与高校之间的信息平台,从而实现信息交流和资源共享,促进高校的科技成果向企业转化。  相似文献

The 2003 reform of the European Union’s (EU) Common Agricultural Policy introduced a decoupled income support for farmers called the Single Farm Payment (SFP). Concerns were raised about possible future land use and production changes and their impact on rural communities. Here, such concerns are considered against the workings of the SFP in three EU Member States. Various quantitative studies that have determined the likely impact of the SFP within the EU and the study countries are reviewed. We present the results of a farm survey conducted in the study countries in which farmers’ responses to a decoupling scenario similar to the SFP were sought. We found that little short-term change was proposed in the three, rather different, study countries with only 30% of the farmers stating that they would alter their mix of farm activities. Furthermore, less than 30% of all respondents in each country would idle any land under decoupling. Of those who would adopt a new activity, the most popular choices were forestry, woodland and non-food crops.  相似文献

Political support for US public agricultural research institutions has come from first users within the industry and from those interested in the long-run consequences of improved agricultural technology. Public funding for agricultural research was initially supported by ‘utopians’, who envisioned technology development as a route to food abundance and reduced labour. Recently, ‘dystopian’ groups have urged reform in the development process and have suggested alternative scenarios for coping with food needs in the twenty-first century. Major contemporary support comes from first users, including regional and commodity producer groups, and also from innovative farmers. These ‘utilitarians’ have also produced a scenario for coping with future food needs. Unsuccessful efforts have been made to reconcile the research agendas of these contrasting scenarios.  相似文献

为提高乳香挥发油在制剂中的稳定性,对舒筋通络颗粒中乳香挥发油的提取及其包合工艺进行了研究。选择浸泡时间(A)、药材粒径(B)、加水量(C)、提取时间(D)为考察因素,采用L_9(3~4)进行正交试验设计,优化乳香挥发油的提取工艺,通过正交试验,对饱和水溶液法和胶体磨法两种包合方式进行了工艺研究。结果表明:影响因素的优化组合为A_1B_1C_1D_3,其中加水量和提取时间对收率具有极显著性影响,包合时间、挥发油和β-环糊精比例、包合温度对饱和水溶液法有极显著性影响;研磨时间、挥发油和β-环糊精比例对胶体磨法有极显著性影响。从生产角度考虑,包合乳香挥发油采用胶体磨法较饱和水溶液法更具有优势。  相似文献

Research summary : Partner resources can be an important alternative to internal firm resources for attaining dual and seemingly incompatible strategic objectives. We extend arguments about managing conflicting objectives typically made at the firm level to the level of a firm's alliance portfolio. Specifically, will a balance between revenue enhancement and cost reduction attained collectively through partner resources accessed via a firm's various alliances be similarly beneficial for firm performance? Additionally, how do strategic attributes of alliance portfolio configuration, specifically alliance portfolio size and partner resource scope, condition the balance‐performance relationship? Based on data from the global airline industry, we find support for the balance‐performance relationship, though such balance is less beneficial for firms in the case of access to a broader resource scope per partner . Managerial summary : Increasing revenue and reducing costs simultaneously can potentially enhance firm competitiveness. We highlight that an alliance strategy can be an important alternative to internal resources for attaining such dual strategic objectives, particularly when partner resources accessed through alliances are treated collectively as portfolios. We examine the importance of balancing product‐market extending and efficiency‐improving partner resources in the global airline industry as well as the impact of two alternate strategies for accessing resources through alliances: fewer partners with more resources per partner or more partners with fewer resources per partner. We find that resource balance at the portfolio level helps airlines improve performance. 跨区水资源产权虚置,使水资源的环境容量产权事实上成为地方政府拥有。地方政府主导的区域经济竞争演变为,地方政府不顾生态成本的竞相放松环境规制;区域经济竞争成为区域之间对包括水资源在内的资源消耗大战;地方政府竞争驱动区域经济增长的模式严重影响我国的生态安全。以跨区水污染治理为例,分析了地方政府之间的竞争对流域生态安全的影响机理,旨在为优化跨区环境治理绩效,构建府际环境合作机制提供路径选择。  相似文献
