Municipal solid waste is often transferred to landfills in other regions or states. While municipalities frequently resist imports, the interpretations of the Interstate Commerce Clause require that landfills accept waste regardless of its origin. This may require importers to act in ways that are not in their own best interest. The analysis of this paper suggests that importers benefit from trade when their landfill is so large that it is not exhausted at the end of the planning period. However, when landfill capacity is sufficiently scarce, importing waste is not welfare enhancing. Such municipalities have considerable motivation to try to de facto exclude waste from outside the municipality.  相似文献

The disposal of waste by landfill generates community concerns, during both site operations and following the cessation of activities. Whilst previous hedonic studies have generally examined the impact on property prices of distance to the nearest active landfill site this paper presents a study for Birmingham in England in which properties are simultaneously located close to numerous active and historical landfill sites. Accounting for the proximity of historical landfill sites alters the perceived disamenity impact of active sites and furthermore, reveals evidence of significant disamenity impacts, decades after site closure, albeit over shorter geographical distances. Estimated disamenity impacts are however somewhat sensitive to assumptions regarding the geographical range of the externalities generated by landfill.  相似文献

This article highlights the main aspects related to energy generation from biogas in a controlled landfill of Mexico City in order to determine profits and environmental benefits. The designed structures and public policies to provide waste management services in Mexico City have been exceeded. A significant increase in demand has led the government of Mexico City to base public services on rudimentary techniques using obsolete equipment. The modernization of waste disposal facilities and the diversification of services linked to waste treatment can offer several business opportunities to optimize energy generation from solid wastes. The use of landfills to dispose large amounts of waste enables the energy generation from biogas. The energy generated can diversify the electricity market and provide economic benefits to landfills managers to cover operational costs.  相似文献

The optimal capacities and locations of a sequence of landfills are studied, and the interactions between these characteristics are considered. Deciding the capacity of a landfill has some spatial implications since it affects the feasible region for the remaining landfills, and some temporal implications because the capacity determines the lifetime of the landfill and hence the moment of time when the next landfills should be constructed. Some general mathematical properties of the solution are provided and interpreted from an economic point of view. The resulting problem turns out to be non-convex and, therefore, it cannot be solved by conventional optimization techniques. Some global optimization methods are used to solve the problem in a particular case in order to illustrate how the solution depends on the parameter values.   相似文献

What makes recycling work? We study the factors driving household waste disposal and recycling in 18 cities in Taiwan and Japan in order to understand the impact of alternative waste management incentives. We show that this depends on the effect of distinct policies on the relative costs of the main alternative disposal methods: recycling, disposal to landfill and illegal dumping. The willingness both to recycle and to dispose to landfill depends on the relative costs of the waste collection regime, and these are dominated by the time cost of alternative disposal methods. The higher the frequency of waste collection, the less recycling and the more disposal to landfill there will be. This is because frequent collection reduces the marginal time-cost of disposal to landfill. Curbside collection of recyclable material, and the frequency of that collection, has a similar effect on the recycling rate. Although direct incentives, such as unit pricing are important in the waste disposal decision, recycling depends primarily on management of the time-costs it involves.  相似文献

The purpose of this paper is to contribute to the integration of economic and non-economic concepts of waste management and sustainability to achieve new insights to sustainable waste management. Since landfilling will continue to be a significant waste management method, our theory and practice of sustainable waste management should focus upon incentivizing the development of more sustainable landfills. The model sheds light on the design of efficient and fair landfill siting processes; how production inputs to bioreactor landfilling should be selected; and how management practices during the facility's operation phase can achieve greater economic, ecological and social sustainability.  相似文献

As a primary source of urban pollution, waste plants release toxic gases and polluted waste water that can cause great harm to human health and contaminate water resources. The adverse impact of waste plants on environmental threaten the quality of life of surrounding residents which will be reflected in residential property values. In this study, we develop a hedonic price model to estimate the environmental externalities of waste plants based on a panel dataset for real-estate transactions in Beijing from 2011 to 2015. We apply fixed effects and a Heckman selection model to control for omitted variable bias and sample selection bias and then construct price counterfactuals for properties. The price differentials between expected and counterfactual prices are then calculated. Our empirical results suggest that waste plants negatively influence residential property prices. Additionally, the influences of other factors, such as school district, traffic convenience, and average housing area, on property prices are consistent with common sense, though they are weakened for properties within three kilometers of waste plants.  相似文献

This article presents the results of a hedonic property value analysis for multiple hydropower sites along the Kennebec River in Maine, including the former site of the Edwards Dam in Augusta, Maine. The effect of the removal of the Edwards Dam on the Kennebec River in Maine is examined through consumer's marginal willingness to pay to be close to or distant from the dam site. Data from both before and after the dam was removed are used to estimate changes in marginal prices. A similar data set is also used to look at the effects of the remaining upstream dams on property values. This article presents one of the first (to our knowledge) ex post analyses on the economic impact of dam removal on property values. As more privately owned dams in the United States come up for relicensing, evaluating the impacts with and without the dam will become increasingly important. The purpose of the paper is to enhance the understanding of different pricing systems within the real world of solid waste management: first the effect on recycling behaviour of citizens, and second the effect on the budget goals, and third the operational logic of different economic measures will be analyzed. Hence it helps practitioners understand and cope with the challenge of meeting the zero profit budget goal in public solid waste management while inducing behaviour change in the regional solid waste system. The question “How can robust recycling strategies be financed?” is addressed.The analysis draws on a system dynamics model for solid waste management that is based on a model framework on human behaviour and public policy that embraces an evolutionary feedback perspective. The model structure was deduced from an ex-post analysis of observed phenomena in solid waste management such as recurring budget deficits at the local level in Switzerland. The paper illustrates how the model was used as a policy lab in which various pricing and incentive strategies were tested that allowed addressing “what-if-questions” under controlled conditions. The various policy-experiments illustrated crucial trade offs between zero profit budget goals at the local level and the administration of a successful recycling initiative. Different scenario-experiments show that under worst-case conditions economic instrument are not sufficient in order to yield a robust policy outcome.  相似文献

Using a unique data set of residential housing values, we improve on previous hedonic pricing and event studies literature to estimate the amenity effects of a new religious structure on local property values. We improve on previous research by extending our analysis with a pre‐ and post‐treatment model. Using a pre‐ and post‐treatment model, we do not find that the religious structure that we examined influenced the value of surrounding properties in the period after its completion. The results suggest that previous research using only post‐completion data may mischaracterize the amenity effects of religious structures. (JEL R3)  相似文献

This paper examines the effects of different institutional arrangements and characteristics on cost savings, efficiency gains, and productivity of delivering municipal solid waste services. A cost function approach is employed, and North Carolina municipal data for three years (1997, 2001, and 2003) are used for the analysis. Empirical findings indicate that there is no significant difference in cost savings between public delivery and private contractor delivery of solid waste services, a finding similar to those of other recent studies. There are three possible reasons for this. First, the threat of competition and contracting out might have led to cost savings in the cases of public delivery. Second, there might be a lack of competition because a few large private contractors have been able to win follow‐on contracts over the years. In residential solid waste management, the United States has a great deal of experience in applying incentive-based environmental policy in the form of unit pricing. This study examines the two most common forms of unit pricing practiced in the United States. It offers intuition and empirical evidence suggesting divergence of theoretical expectations and actual outcomes regarding the effects of switching to unit pricing. Data collected from households in Marietta, Ga. during a solid waste pricing experiment serve as the basis for the analysis.  相似文献

What is the cost of off-site hazardous waste disposal? In addition to paying for disposal fees and shipments costs, generators of hazardous waste can potentially be held liable for the cost of cleanup if the waste disposal site contaminates the environment after closure or abandonment and thus falls under the federal or state Superfund legislation. This paper empirically examines the sensitivity of individual hazardous waste generators to these categories of costs, exploiting the variation across states in factors influencing disposal costs, and in the structure of the liability imposed on waste generators under certain circumstances by state laws. We fit nested logit models to predict the waste management method (incineration or landfill disposal) and the state of destination for shipments of halogenated solvent waste used for metal cleaning in manufacturing and reported in the Toxic Release Inventory in 1988–1990. Waste generators respond to transportation costs and to proxies for current disposal costs. Generators also find the concurrent presence of strict and joint-and-several liability a deterrent, but this deterrent effect does not vary with the wealth of the firm or the volume of the waste shipped.  相似文献

Concerns about the environmental and aesthetic damages of municipal solid waste pollution have triggered policy reform at all levels of government. As part of this effort, public officials are integrating market-based policy instruments such as unit pricing into their solid waste plans. Despite the economic advantages of unit pricing, constituency response has been mixed and hence adoption rates have been below expectations. If the associated gains are to be realized, public officials must identify the key factors that influence this decision. To that end, this research empirically estimates the determinants of unit pricing adoption at the community level of analysis. Based on data for all cities and towns in Massachusetts, the results indicate that demographics, socio-economic attributes, fiscal capacity, and policy instruments influence this decision.  相似文献

Using a unique 10-year dataset of all 458 Dutch municipalities, we apply a differences-in-differences approach to estimate the effect of unit-based pricing on household waste quantities and recycling. Community-level studies of unit-based pricing typically do not include fixed effects at the local level. We find that failure to do so may substantially inflate the estimated price effect. We also find that unit-based pricing may be endogenous, and use instrumental variables to account for this. Our analysis shows that user fees depend on user fees in neighboring jurisdictions (policy interaction). Our estimate of the garbage reduction per $1 user fee is lower than any previous estimate bar one. The price effect depends on the pricing system: weight-based systems reduce garbage quantities more than volume-based systems. User fees increase recycling, especially of paper, but not nearly as much as they reduce garbage quantities. We find no evidence for waste tourism or illegal dumping.  相似文献

Siting noxious facilities, such as community landfills, is a challenging problem for local planners who recognize the importance of economic efficiency and equity, political acceptance, and meeting federal regulatory standards. Meeting these criteria requires technical and socio-economic analyses in conjunction with public input. Planners may also recognize that political acceptance requires compensation for the host community, either in the form of monetary or in-kind transfers. Following Breffle and Rowe [Breffle, W.S., Rowe. R.D., 2002. Comparing choice question formats for evaluating natural resource tradeoffs. Land Econ. 78 (2), 298–314], we use a “resource-to-resource” paired-comparison survey method to estimate compensatory values associated with an in-county landfill for both the host and non-host communities. Our results indicate that while a host-community household's minimum willingness to accept payment for hosting a landfill may exceed a non-host-community household's maximum willingness to pay, a large difference in population sizes between the two communities enables the landfill to pass a Kaldor potential compensation test.  相似文献

In this paper, we investigate the relationship between recycling policy options and recycling behavior to study the most effective methods of diverting post-consumer waste from landfills. We employ data from a unique, micro-data set collected from households in communities across Ontario, Canada. We estimate the relationships between several commonly recycled materials (newsprint, glass, plastics, aluminum cans, tin cans, cardboard, and toxic chemicals) and individual household characteristics, recycling program attributes, and garbage collection financing methods. We find that user fees on garbage collection have significant impacts on recycling levels for all materials except toxic chemicals, and mandatory recycling programs on particular items have significant effects on recycling for almost all materials. Limits on the amount of garbage that can be placed at the curb, and providing free units under user fee systems, however, generally have a negligible or detrimental impact on recycling.JEL classification: D10, H23, Q28  相似文献

This paper evaluates the two well-known final waste disposal methods, incineration and landfilling. In particular we compare the social cost of two best-available technologies using a point estimate based on private and environmental cost data for the Netherlands. Not only does our comparison allow for Waste-to-Energy incineration plants but for landfills as well. The data provide support for the widespread policy preference for incineration over landfilling only if the analysis is restricted to environmental costs alone and includes savings of both energy and material recovery. Gross private costs, however, are so much higher for incineration, that landfilling is the social cost minimizing option at the margin even in a densely populated country such as the Netherlands. Furthermore, we show that our result generalizes to other European countries and probably to the USA. Implications for waste policy are discussed as well. Proper treatment of and energy recovery from landfills seem to be the most important targets for waste policy. Finally, WTE plants are a very expensive way to save on climate change emissions.  相似文献

Actual property values are overwhelmingly employed as a dependent variable in hedonic pricing models. Yet, assessed property values are generally more readily available than actual sales values and have, in some studies, been used in lieu of market prices. In this study, we compare estimates of different non-market amenity values based on actual transactions and assessed values. We estimate a Seemingly Unrelated Regression (SUR) model with two hedonic price equations, one with actual market values as the dependent variable and the other with assessed property values, and compare the resulting estimates of shadow prices for open space amenities. We also take into account spatial autocorrelation and combine Method of Moment estimates of the spatial parameters in both equations to create our test statistic. The results indicate that we cannot accept the hypothesis that the impacts of open space on property values are the same for actual sales and assessed values. Moreover, we do observe some differences between the distributions of assessed versus sales values, although the difference between the sizes of open space effects measured within the two equations is rather limited. Thus, while this one study is insufficient to enable one to draw definitive conclusions, there remains the possibility that policy makers cannot reliably base decisions on amenity values obtained from a hedonic model using assessed values.  相似文献
