I test the hypothesis that when democracies are young, or still fragile and unconsolidated, government debt tends to increase, presumably because of increased demand for redistribution, or to buy out the electorate, so that democracy becomes acceptable and “the only game in town”. I use a sample of all South American young democracies during the 1970–2007 period and the results, based on dynamic panel time-series analysis, suggest that those young democracies are indeed associated with larger government debt. Furthermore, I test the hypothesis that the outgoing dictatorships of the day bequeathed the young democracies with large government debt. This hypothesis is not confirmed by the analysis. Lastly, there is no evidence that, as those democracies mature over time, government debt tends to decrease. Given how I conduct the exercise, that is, the nature of the sample, the methodology I use and the counterfactuals I run, and also that there are always new episodes of democratisation being experienced by different countries around the world, with some being economically successful and others less so, the results I report are informative of what to expect in terms of government debt during political transitions into democracy when particular institutions are still not in place.  相似文献

This article examines the effects of performance budgeting on government debt and economic growth rates. The results show that countries with a higher share of ministries using performance targets in budget negotiation tend to have lower government debt and higher GDP growth rates. A simple fixed-effect model shows similar results. The evidence suggests that these results hold only in those countries with relatively lower corruption.  相似文献

The broad purpose of trade liberalisation is to raise the rate of growth of countries on a sustainable basis, consistent with the achievement of other macroeconomic objectives. In this article we consider whether trade liberalisation in 17 countries of Latin America has improved the trade‐off between gross domestic product (GDP) growth and the trade balance, allowing the countries to grow faster without sacrificing foreign exchange. We find that in the aftermath of liberalisation, the majority of countries did grow faster, but at the expense of a deteriorating trade balance. Testing formally for the impact of trade liberalisation in a full model of trade balance determination, we find that only in Chile and Venezuela has the trade‐off unequivocally improved. In other countries there has been a significant deterioration or no change. Nine out of the 17 countries have grown faster post‐liberalisation than pre‐liberalisation but, except for Chile and Venezuela, at the expense of a wider trade or current account deficit.  相似文献

Government spending has often varied with the business cycle to stimulate the economy and to revive economic conditions. However, the state of public finances has often necessitated higher borrowing to finance widening fiscal deficits. Indeed, recent austerity packages around the globe have crystalized the importance of fiscal consolidation against the backdrop of rising public debt. To shed light on recent debates regarding fiscal multipliers, the article estimates variation in these multipliers with the method of financing, using annual data for a sample of industrial countries. There is a large variation in the effects of expansionary and contractinary government spending shocks on economic variables within and across countries. The significant effects of negative government spending shocks (fiscal contraction) appear more prevalent than those of expansionary shocks on real output growth, price inflation and nominal wage inflation. Consistent with theory’s predictions, the fiscal multiplier is more likely to be negative when government spending is financed by issuing debt and less likely in the case of monetization. The evidence confirms concerns about the negative effect of higher debt and more expensive financing on private activity, countering the effectiveness of fiscal policy.  相似文献

With few differences in timing, future studies in Latin America were initiated with a linear conception of reality. Orchestrated with techniques such as the Delphi, future studies were supported by mathematical principles of probability. Several countries have surpassed this stage while moving into strategic foresight. Strategic foresight analyzes the future as a multiple reality. In other words, it means thinking differently and not reading reality in a linear manner. It means accepting that there is not one future but several futures and that one question could have more than one answer.This change has demanded a shift in mentality. The presence of the disciplines in universities is of vital importance. For example, the Technological Institute of Monterrey (Mexico) and the Universidad Externado de Colombia (Bogota) offer foresight and strategy programs at the graduate level.This article describes how different individuals, groups, agencies and institutions in Latin America have emerged thanks to the support provided by the science and technology governmental agencies of each country. The author provides examples from different countries including Colombia, Brazil, Chile and Mexico. Currently, strategic foresight is slowly gaining recognition and acceptance as a compass for productive sectors and as a generator of competitiveness.However, despite the contributions of strategic foresight, Latin American countries, with the exception of some of the above-mentioned countries, have struggled to take off into the future. The role of strategic foresight can become the driving force behind this awakening, if the challenge of linking global trends with local contextualization through scenarios is accepted.  相似文献

ABSTRACT

This paper tests the Wagner’s assumption of the one-sided directional flow moving from economic growth to public spending considering an international database over the 1996–2012 period. By using indicators on the level of country control of corruption, government effectiveness, political stability, rule of law, regulatory quality and voice and accountability, the paper analyses the economic performance-public spending nexus controlling for the quality of the institutions. The empirical evidence supports the existence of the Wagner’s law, showing that, in the short-run, public spending positively reacts to a positive shock in national income, with a lower magnitude for democratic countries. In the long run, the error-correction model shows the convergence between public spending and national output occurring less quickly for non-democratic, low-income and to a smaller extent for non-OECD countries. Institutional quality, such as effort in controlling corruption and the presence of regulations that permit and promote private sector development, may help reducing the amount of per capita public spending and making it more productive. Higher expenses in compositional amenities such as public services for the elderly may explain why public spending per capita will increase the most in economies with a higher share of the population that need healthcare facilities.  相似文献

The article applies the optimum currency area (OCA) theory to Latin America to assess the potential of a monetary union in Latin America and in its major existing regional trade agreements (RTAs). According to OCA criteria we find that Latin America is far from being an optimum currency area, as its countries’ exposure to asymmetric shocks is high and their capacities to adjust in response to macroeconomic disturbances are limited. Using a panel of 20 Latin American countries from 1990 to 2014, we apply the dynamic OLS estimation techniques to estimate the costs and benefits of a potential monetary union in Latin America and in its various RTAs. to estimate the costs and benefits of a potential monetary union in Latin America and in its various RTAs. We find that the costs are high, because Latin America’s economies are vulnerable to severe macroeconomic disturbances and its RTAs differ significantly in their response to negative demand shocks. Most of the monetary efficiency gains are shown to be the result of a common restrictive monetary policy which would result in higher FDI inflows and, to a more limited extent, increased GDP, both overall and per capita. Although Central American countries are shown to be most suitable for further monetary integration, we conclude that Latin American countries should head first towards greater economic and political integration.  相似文献

Remittances have become an important and reliable source of funds for many developing countries, affecting the well-being of its population and the performance of their economies. However, challenging conditions in the economies were migrant workers reside has unveiled the increasing importance of external factors in determining their ability to send money back home. This study relies on migration patterns to create migration and distance-weighted measures of external condition, and uses the Arellano and Bond dynamic panel methodology to gauge the relevance of these external macroeconomic conditions during the 1995–2015 period for a set of 18 Latin American countries. The results indicate that external conditions, irrespective of the way in which they are measured, have a positive and statistically significant effect on the amount of remittances flowing into the region, and that such effect go beyond differences in levels, as relative differences prove to be important as well. While the results also show that remittances are inversely related to the income level of receiving countries and that these flows respond positively to better economic performance and higher interest rates in the receiving country, such altruistic and self-interest factors are less consistent than the one found for foreign economic activity.  相似文献

Latin America is one of the most ethnically diverse regions in the world, and is also characterized by high levels of poverty. As a poverty alleviation tool, microfinance emerged in the region and has significantly evolved over the years. However, the implications of the region’s high diversity on the performance of microfinance institutions (MFIs) are however not known. We attempt to fill this gap by providing evidence on the association between MFI performance and indices of ethnic and linguistic fractionalization. Our findings suggest that fractionalization promotes MFI financial performance but is detrimental to outreach depth. These results are robust to various sensitivity tests.  相似文献

The previous issue of this journal published an explanation of three contemporary paradoxes: dramatically increased inequalities in China despite economic development reducing poverty; the excessively large costs incurred by the state following a surge of inequality in the finance-led growth regime of the United States (US); and, within Europe, some social democratic countries continue to exhibit a complementarity between and extended welfare system, more moderate inequalities and a dynamic innovation and production system. This analysis concluded that the US, Chinese and European inequality regimes are different but they express complementary growth patterns. Applying the same socio-economic approach, based upon the concept of inequality regimes, this article addresses another contemporary paradox. Latin America, previously the continent with the highest inequality, has reversed the former dynamics to exhibit a growth pattern based upon inequality reduction, while still relying heavily upon a strong international demand for commodities. This analysis investigates the durability and likelihood of the Latin American U-turn and concludes that there is a possible alternative to the hypothesis of an irreversible globalization of inequality because China, North America, Europe and Latin America do not follow the same trajectory, having developed contrasting regimes of inequality that co-evolve and are largely complementary at the global level. Consequently the future of more inclusive Latin American (and other) economies depends on the interaction between new domestic democratic advances and the reconfiguration of the international economy.  相似文献

We aim to determine if long-term foreign currency sovereign rating assessments (from S&P, Moody’s and Fitch) for the advanced emerging Latin American countries (Brazil, Mexico and Chile) have any significant effect on the correlation between their stock market returns in the last decade. With that purpose in mind, we obtain the time-varying correlation by cDCC modeling using ARX-APARCH filtered returns. The analysis shows that the rating changes do not have a significant effect on the correlations in general. After testing for robustness, we reveal that an upgrade to an investment grade level for a country is more likely to positively diversify it from others in the region instead of creating a common positive regional investment environment. Results have important implications for investors and policymakers.  相似文献

This article presents the Kaleckian model of growth and distribution that sets a budget deficit ratio as an indicator of fiscal policy and examines the short- and long-run effects of an increase in budget deficits and a rise in income tax rates on the economy. The key short-run outcomes are as follows. First, expanded budget deficits have a positive effect on the rate of capacity utilization. Second, the tax rate for wage income does not affect the rate of capacity utilization, whereas the tax rate for capital income has a favorable impact on it. This result implies that raising the tax rate for capital income can be an important policy instrument for stimulating the economy. Third, we find that the economy exhibits a wage-led aggregate demand in the short run. The main long-run results are as follows. First, the effect of expanded budget deficits on the growth rate is ambiguous, since a higher debt burden negatively influences the rate of capacity utilization and hence economic growth, despite the increase in demand caused by government borrowing. A higher budget deficit ratio thus raises the growth rate only if a certain condition is satisfied. Second, the tax rate for capital income has a positive impact on the growth rate. Third, the economy shows a wage-led growth in the long run.  相似文献

There exists a kind of growth imbalance in China’s current development process, which is essentially characterized by the imbalance between the nation’s wealth and the people’s welfare. This paper points out that growth imbalance results mostly from insufficient government social spending on people’s welfare. Consequently, the government should shoulder the basic responsibility for the provision of education, health and social security, quicken the transformation of government expenditure structure and increase the share of social spending, in order to improve the people’s welfare and achieve the rebalancing of growth. The increase in social spending can also promote the accumulation of human capital, which will help the conversion of economic growth pattern and the realization of sustainable and healthy economic development. This paper explores the role of technological opportunity and cumulativeness in the evolution of technological specialization patterns (TSP) in catching-up processes. Concretely, I assume that opportunity induces mobility while cumulativeness leads to diversification and stability. The empirical analysis uses patent data indicators for nine Asian and Latin American countries between 1978 and 2012. The paper shows that, during economic liberalization (although with different timings), emerging countries caught up and redefined the path of technological accumulation for Asian and Latin American countries. With the exception of Hong Kong, all the countries increased their technology share, but they ran in different directions. Asian countries made greater relative efforts in dynamic technologies, while Latin American countries focused on stagnant technologies. In this sense, Asian countries achieved a more successful performance, building new technological bases and taking a technological leap in some of the more dynamic technologies. Meanwhile, Latin American countries left their technological bases unchanged. The paper also shows that, at the beginning of the catching-up cycle, the TSPs were turbulent. Afterwards, cumulativeness in the technological choice induced the diversification and stabilization of the TSPs.  相似文献

The aim of this paper is to analyse the sensitivity of the natural rate of growth to the actual rate of growth for a sample of 11 Latin‐American countries, assuming the natural rate to be determined endogenously by changes in the actual rate of growth. The natural rates of growth are estimated in a system of SUR estimations over the period 1986–2003. In order to determine whether they react endogenously to changes in the actual rate of growth, a dummy variable for boom periods is added to the system of regressions. The results confirm the hypothesis about the endogeneity of the natural rate of growth.  相似文献

This study attempts to make a contribution to the field of spending aspects of fiscal policy and their impacts on electoral outcome. Due to varying degrees of financial responsibilities and commitments to provide public goods and services, US state governments serve as a perfectly natural laboratory to test the electoral significance of fiscal policies. We adopt a probit model, with several specifications, to determine significant impacts of fiscal consolidation and increases in welfare spending on US gubernatorial elections from 1978 to 2006. The analyses show that voters are more concerned about the increase in debt than current budget deficits. An increase in welfare spending is negatively associated with reelection. Moreover, the impact of taxation on gubernatorial elections turns out to be insignificant. In particular, findings suggest that the political business cycle model does not hold true in US gubernatorial elections. Expansionary fiscal policy right before the election may not have crucial impacts on the chances of an incumbent winning the election.  相似文献

This paper conducts country‐panel econometric analysis with a focus on the different roles of scientific and technological knowledge on economic growth and on the knowledge production functions. It finds that it is not scientific knowledge (academic articles) but technological knowledge (patents) that matters for economic growth, and that generating scientific knowledge does not automatically lead to the generation of technological knowledge. We find that technological knowledge is primarily determined by corporate research and development efforts, which used to be more lacking in Latin American countries, compared with East Asia. This finding sheds new light on the question of why Latin American and East Asian countries have shown such divergent economic performances.  相似文献

Despite reductions in poverty generally, recent trends in Latin American countries show processes of both de-feminization and re-feminization of poverty. A rise in the numbers of women to men living in income-poor households has occurred despite feminized anti-poverty programs, most notably conditional cash transfers (CCTs), which target resources to women. This paper shows that methodological differences in what, how, and who is the focus of measurement may influence patterns of poverty “feminization.” It also suggests that feminized policy interventions might in themselves be playing a role in the re-feminization of poverty, not least because of data and definitional limitations in the way female-headed households and, relatedly, women’s poverty are understood. The somewhat paradoxical interactions between the feminization of household headship, the feminization of poverty, and the feminization of anti-poverty programs present interesting challenges for redressing gender gaps in poverty within the 2030 Agenda for Sustainable Development.  相似文献
