In this article we assess the diversity of sources of advice identified by 678 adopters, 295 non-adopters and 107 droppers (or dis-adopters, who have ceased or reduced the use) of agricultural innovations across 13 European countries. For most innovations, the volume and composition of advisory supports (e.g. public advisory services, farm business organisations, NGOs, research and development sector, other farmers), at the whole farm level were similar between adopters, non-adopters and droppers. However, there were significant differences in relation to specific innovations. Farmers adopting digital technologies, soil-improving cropping systems, and common management of natural resources identified more diverse sources when assessing innovations, suggesting that more diverse advisory support supported successful implementation. For new on-farm activities, non-adopters had more varied sources of advice than adopters. This demonstrates that non-adoption can be a well-informed decision. Droppers typically identified fewer sources of advice on an innovation than adopters, particularly in the later stages of the innovation process, suggesting that lack of advice impeded successful implementation. The findings suggest that public funding for advisory services could usefully target emergent gaps: to support the provision of up-to-date advice on topics to farmers who have difficulty accessing advice, and to prevent unnecessary dropping by supporting the implementation of innovations.  相似文献

Although the Common Agricultural Policy of the European Union has broadened its objectives to integrate social issues, several hard-to-reach groups of farmers and workers continue to be ignored by advisory services and associated policies. Connecting with these groups has a strong potential to increase the economic and social cohesion of European agricultures. We interviewed over 1,000 farmers across Europe and identified features of these groups that are often overlooked by advisory services. We critically reflected on the social cohorts omitted from advisory services and how they could be better reached; they include farm labourers, new entrants or ‘career changers’, and later adopters. We clarify the different types of advisors in the advisory landscape, distinguishing between those who are linked to or independent from sales of inputs or technologies. We make concrete recommendations about how to engage advisors with hard-to-reach groups, with approaches suited to different national contexts of Agricultural Knowledge and Innovation Systems (AKIS); thus contributing to the ‘AKIS dimension of National Strategic Plans of the next Common Agricultural Policy, 2023–2027. We argue for the more effective use of advances in the social sciences through a better understanding of advice as social interaction which can bolster the inclusiveness of public policies.  相似文献

Supporting new entrants in farming is an increasingly important political and practical issue in European agriculture. This article looks at a specific group of new entrants – career changers – who move into agriculture from other occupational and educational backgrounds. As they bridge several worlds, they are often important innovators. One of the main challenges encountered by this group is the lack of tailored advice and insufficient capacity of the existing agricultural advisory services to respond to their specific innovation needs. The article examines how career changers use the knowledge from their background and access new knowledge on agriculture. The research is based on biographical interviews with individuals who have changed their careers and in-depth interviews with advisors in Latvia. The results suggest that the gap between knowledge needs and knowledge services is being filled through the creation of professional networks by new entrants with each other and with industry experts and customers and to a lesser degree with formal advisory services. We discuss how in this situation various actors in the EU’s agricultural knowledge and innovation system (AKIS) may better help the career changers to professionalise in farming and undertake sustainability-oriented innovations.  相似文献

Farm advisory services have become an important topic in the Common Agricultural Policy (CAP) of the European Union (EU). The aim of this article is to draw lessons from the implementation of the regulation and measures of the current 2014–2022 CAP in knowledge transfer and advisory services to contribute to debates about the future of farm advisory policies. Findings are based on two studies commissioned by the European Commission: an evaluation study implemented by a consortium of consultancies and researchers and a comparative analysis implemented in the frame of the H2020 research project AgriLink. The article first provides a historical perspective of the ‘knowledge and advice’ dimension of the CAP since 2007. We show a gradual transition towards greater flexibility of measures supporting innovation and knowledge flows. The professional status of farm advisors across European countries was more strongly acknowledged, offering new life-long training opportunities to advisors. However, the implementation of CAP’s advisory measures remains complex. As a result, the effects of these measures have been rather limited, with only few farmers reached overall. Fostering an inclusiveness of these measures remains an ongoing challenge for policymakers.  相似文献

Advisory service provisioning on sustainability issues such as environmental care and food safety is considered suboptimal in privatized extension systems, which comprise a diverse set of private advisors. Apart from funding dedicated ‘public good’ projects, government also relies on these advisors to address sustainability issues in their regular service contacts with farmers. Policy measures have hence been proposed to stimulate farmer demand for such sustainable farm management (SFM) advice (pull measures) and to build capacity among advisors (push measures). This paper assesses two interventions, in nutrient management and mastitis prevention, that integrate pull measures (awareness building and economic incentives) and push measures (promoting facilitative advisory styles and optimizing knowledge system linkages) to stimulate advisory service provisioning on SFM. Results indicate that effectiveness appears to depend on an adequate mix of, and balance between, push and pull measures. Awareness building is a prerequisite to creating demand for such services and appears more important than economic incentives. However, awareness is not built by the interventions alone; indeed, a lack of awareness may not be the main problem: the broader institutional context may not be conducive to a proactive approach to addressing SFM if regulatory frameworks are unclear and inconsistent. The main conclusion is that, despite interventions having an impact, it is uncertain whether the demand for, and supply of, SFM advice will be sustained after interventions are withdrawn.  相似文献

In this paper we assess the types of knowledge networks utilised by small-scale farmers in four case studies (located in Bulgaria, Poland, Portugal, and the United Kingdom). We focus on knowledge acquired to inform three new activities being undertaken by study participants: agricultural production, subsidy access and regulatory compliance, and farm diversification (specifically agritourism). Findings demonstrate that the new knowledge networks are dominated by different forms of expertise: formal ‘agricultural advisors’ identified in the case studies primarily offer codified managerial knowledge through centralised networks, suggesting that state-funded services for small-scale farmers are largely embedded in traditional, linear models of knowledge transfer. Production and diversification knowledge is exchanged through ‘distributed’ and ‘decentralised’ networks, where a range of actors are involved across varying geographical distances. Findings highlight issues associated with the quality and independence of both ‘free’ and paid advice, as well as the importance of combining tacit and codified knowledge for credibility. In all four cases, we found that small-scale farmers utilise formal advisory services primarily for accessing subsidies (e.g. completing application forms), rather than acquiring production knowledge. The authors argue that by utilising the state funding allocated to advisory services for small-scale farmers primarily to enable these farmers to access subsidies, important opportunities for innovation by both advisors or farmers can be lost.  相似文献

Agricultural advisory services are meant to provide farmers with relevant knowledge and networks for innovation, as well as adjustments to policy and markets in agriculture. Despite substantial investment into these services, there has been little evaluation of their performance and impact, in particular at a system level. A system level analysis is especially challenging in countries with a diverse and fragmented advisory community such as the United Kingdom. This paper proposes criteria for assessing advisory services based on a conceptual framework for analysing characteristics of advisory services as a component of the wider Agricultural Knowledge and Innovation System (AKIS). Using the example of the UK, we investigated characteristics pertaining to governance structures, capacity, management and advisory methods. Data were collected in an online survey of 80 agricultural advisory organisations. Findings showed that most criteria for functional advisory services were met: agricultural advisory organisations utilised diverse knowledge sources and cooperated to fill knowledge gaps; there was a stable workforce of advisors who received regular training; advisory organisations were flexible and adaptive; and all relevant advisory topics were covered. However, a number of client groups were not targeted by advisory organisations and some organisations used only a narrow range of advisory methods. The proposed criteria reflect a balance between a thorough assessment of a country’s advisory services and the typically limited time and budget available for regular evaluations. The criteria and associated proxy indicators should be fine-tuned to reflect the individual country’s situation, and quantitative survey data complemented by qualitative data.  相似文献

The present study examines the influence of young farmers’ support system including both direct payments for young farmers and rural development measures initiatives under the Common Agricultural Policy (CAP) on the sustainability of rural regions. The intentions and decisions taken by young farmers in Lithuania are analysed within the rural sustainability concept. The empirical analysis relies on the questionnaire survey. In order to disentangle the possible effects of the CAP support on the farming sustainability (as it is perceived by the young farmers), we consider payments for farm establishment and expansion along with support for advisory services. The results show that young farmers’ support system under the CAP has the strongest perceived effect on income support in Lithuania without significant differences across different groups of farmers. The effect on investments is significantly lower for crop farms if opposed to the other farming types. Still, the results also indicate that environmental awareness of Lithuanian farmers is rather low as the demand for such advisory services appeared to be relatively low. The relatively high demand for advisory services on the business plan preparation suggests low levels of business administration and marketing skills among the young farmers, which indicates the need for development of the social dimension.  相似文献

Based on two case studies from Bangladesh and Benin, the role of video in scaling up sustainable rice technologies is assessed. Both process and outcomes of participatory research increased the effectiveness of educational videos. At the same time, during the production of the videos researchers and development workers learnt about local innovations and changed their attitude towards working with farmers. To increase impact, learning topics should have a regional relevance. Hence a novel method called zooming-in zooming-out is presented. It starts with a broad stakeholder consultation to define regional issues. Only then are communities approached to get a better feel about their ideas, their innovations and the words they use in relation to the chosen topic (zooming-in). Key learning needs are defined and videos are produced in close consultation with the end-users. Consequently, while showing the draft videos to more villages (zooming-out), more insights are gathered about the innovations and their socio-cultural context, and further adjustments made. Based on a few well-selected local innovations, and merged with scientific knowledge, these videos were able to explain underlying biological and physical principles. The more these principles resonated with what farmers already knew and did, the more video became useful as a stand-alone method. Facilitation increased adoption of sustainable technologies, but was not always a prerequisiste.  相似文献

There is a recognized need for the participation of local communities in designing and implementing agricultural interventions for the sustainable intensification in smallholder systems. This study examines the perspectives of local community leaders towards the widely promoted, but not widely adopted, practice of Conservation Agriculture (CA) in African smallholder systems. Perceptions from 47 community leaders (both from traditional local authorities and farmer organizations) across six African countries are documented regarding how CA matches the wants, needs and capabilities of farmers in their communities. While community leaders generally perceived CA as potentially beneficial, they also indicated that CA is not currently perceived as feasible within their communities and hence has limited relevance. Three key themes were identified that limit both CA use and sustainable intensification more generally: [1] a perceived reluctance of farmers to engage with the community platform as part of a higher input, market-oriented production system; [2] informational constraints due to non-functional exchange mechanisms; and [3] a lack of local adaptation of CA underscored by the persistence of top-down, linear research and extension approaches. Through greater understanding of local perspectives, a clearer picture emerges of the need for greater participatory engagement and local adaptation if sustainable intensification of African smallholder agricultural systems is to be achieved.  相似文献

In response to the declining soil fertility in southern Africa and the negative effects that this leads to, such as food insecurity besides other developmental challenges, fertilizer tree systems (FTS) were developed as technological innovation to help smallholder farmers to build soil organic matter and fertility in a sustainable manner. In this paper, we trace the historical background and highlight the developmental phases and outcomes of the technology. The synthesis shows that FTS are inexpensive technologies that significantly raise crop yields, reduce food insecurity and enhance environmental services and resilience of agro-ecologies. Many of the achievements recorded with FTS can be traced to some key factors: the availability of a suite of technological options that are appropriate in a range of different household and ecological circumstances, partnership between multiple institutions and disciplines in the development of the technology, active encouragement of farmer innovations in the adaptation process and proactive engagement of several consortia of partner institutions to scale up the technology in farming communities. It is recommended that smallholder farmers would benefit if rural development planners emphasize the merits of different fertility replenishment approaches and taking advantage of the synergy between FTS and mineral fertilizers rather than focusing on ‘organic vs. inorganic’ debates.  相似文献

This paper discusses the role of collaborations in the development and implementation of sustainable livestock farming. The study reflects upon the experiences with two innovative pig farming concepts in the Netherlands that aim to address sustainability-related concerns regarding the economic viability, environmental impact and social responsibility of livestock production. The findings show that collaborations can result in smarter and innovative solutions and provide support in the development of more sustainable farming concepts. The study also shows that collaborations do not safeguard the implementing of these concepts in practice. Pioneers are confronted with higher production costs and the complex context of agricultural policies and regulations. These pioneering efforts are, however, the seeds for change, and the key ingredient for a transition towards more sustainable production. We rely upon their innovations, social networks and learning experiences in the transition towards more sustainable production. Therefore, pioneers need to be protected from market influences and regulatory barriers, and supported by intermediaries when developing novelties for a more sustainable agriculture. The findings emphasize the need for more knowledge exchange and understanding between farmers, policy-makers and researchers to navigate towards a more sustainable agriculture in the future.  相似文献

Recent EU legislation will require Member States to ensure that farm advice which is supported by EU funding is impartial. In this article we present the findings of an online workshop which asked whether this should be a priority for European advisory supports within the Common Agricultural Policy. The answer was ‘no’. At the workshop, results of AgriLink were presented for discussion with international experts. These results highlighted major pitfalls for setting the boundaries of independent advice. Participants from Europe and North America agreed that ‘impartial’ advisors providing or selling only advice are rare in many contexts. Key organisations offering farm advice in many European countries, such as farmers’ cooperatives, often have established relationships with commercial suppliers. Being apparently independent from industry is also not sufficient for ensuring that advice addresses societal issues. Farmers’ choice for advice is more likely to reflect established trusted relationships than the ‘impartiality’ of the advisor. Workshop participants instead argued that policies should focus on increasing transparency (revealing vested interests); investing in ‘back office’ activities to ensure that advisors have access to reliable and relevant evidence; and ensuring that the full range of EU farmers have access to professional advice.  相似文献

In the mountain areas of northern Vietnam, extensive husbandry of large-ruminants is limited by the lack of natural forage. Since 2000, the Mountain Agrarian System Program has been concerned with this issue and has evaluated technical alternatives aimed at sustainable integration of crop-livestock systems. One alternative consists of feeding systems for largeruminants based on cropping systems with plant cover. Diffusion of information about the new system is supported by a set of interactive communication tools for use between farmers and researchers. A participatory simulation method was developed that combines a compartmental model of the village territory with five technical innovations. Farmers simulate the adoption of the innovations they choose among food-forage cropping systems in rotation or in association, and urea-treated straw. They evaluate the quantity of forage that can be grown for their herd using the chosen set of techniques.

Simulations revealed farmers' constraints and objectives in adopting sustainable cropping systems on the hillsides while maintaining a small animal husbandry system. The results obtained by each farmer provide a useful basis for discussion about the implementation of innovation. This participatory simulation method could be more widely used to facilitate the diffusion of innovations such as integrating livestock feeding systems with conservation cropping practices.  相似文献

Perennial grain crops may play an important role in environmentally sound and socially just food systems for Africa. We study the future possibility of integrating perennial grains into Malian farming systems from the perspective of agroecology, and more specifically using a gendered space approach. We interviewed 72 farmers across the sorghum-growing region of Mali. We found that perennial grains offer a vision for transforming human relations with nature that mirrors the resource sharing of customary land tenure, including patterns of extensive and intensive land use in time and space. Women interviewees identified a broad set of potential advantages and challenges to perennial grain production. Advantages include reduced labour, saving seed, and improving food security. Women farmers were concerned about livestock, water access, and resource limitations. We argue that perennial grains may increase access to land and natural resources for women farmers. Perennial grains may improve soil quality, reduce labour early in the rainy season, and provision more resources from fallow lands. Pastoralists stand to benefit from improved pastures in the dry season. We conclude that investments are needed to develop viable crop types in consideration of the complexity of West African farming systems and the local needs of women farmers and pastoralists.  相似文献

Enabling knowledge exchange between scientists and decision-makers is becoming increasingly necessary to promote the development of effective decision-support tools (DSTs) for environmental management. Participation of stakeholders in the design process beyond a basic level of consultation is essential for promoting trust in modelled outputs and accelerating eventual uptake of resulting tools and models by end-user communities. This study outlines the development of a DST to visualise and communicate the spatial and temporal patterns of E. coli (a faecal indicator organism) on agricultural land, as a first step in managing microbial pollution risks to the wider environment. A participatory approach was used to engage regulators, catchment managers, environmental scientists, farmers and farm advisors, researchers in geospatial technologies and water industry staff in the co-design of a novel, user-friendly and accessible DST for guiding on-farm microbial risk assessment. Recommendations for maximising the benefits of a participatory process to DST design are discussed with reference to a series of opportunities and limitations identified by our stakeholder cohort during the development of the Visualising Pathogen & Environmental Risk (ViPER) DST. The resulting toolkit provides environmental managers and farm advisors with one of the first freely-available DSTs for visualising patterns of E. coli inputs to pasture in space and time, and begins to address the lack of advisory tools currently available for informing decision-making with respect to managing microbial risks in agricultural systems.  相似文献

通过分析退耕还林生态补偿机制研究现状,阐释了退耕还林可持续性问题与破解思路,归纳了退耕还林工程在生态环境质量改善、生态系统服务功能提升、农户生计变化与福祉保障等方面的影响,进而提出基于生态系统服务与农户福祉交互耦合实现退耕还林生态补偿机制创新路径。未来的研究需要紧密结合"十四五"乃至今后更长时期区域可持续高质量发展与森林生态补偿制度创新需要,关注退耕农户福祉改善的迫切需求,厘清生态系统服务供给与退耕农户福祉变化的内在联系,明确生态系统服务与农户福祉交互耦合的退耕还林可持续高质量发展生态补偿标准形成机制与对象的空间选择机制,推动退耕还林生态系统服务功能供给能力有效地转变为现实而长期改善人类福祉的能力,为建设生态文明和美丽中国做出新的更大贡献。  相似文献

Brazilian small-scale farmers are seeking new types of collaborations and economic opportunities amid a changing world. Market opportunities, however, have incurred demanding environmental, financial and labor requirements, and created trade-offs between expanding cash crops and maintaining livelihood security. We analyze the Tomé-Açu region in the Brazilian Amazon, where different collaborative models between small-scale farmers and other social agents (industries, government, non-governmental organizations) have emerged. Local farmers are engaging in collective actions and pursuing different types of partnerships, which facilitate knowledge exchange and access to market niches, also helping them overcome the infrastructural and logistical deficiencies that have historically limited rural development in the region. In particular, we discuss the diffusion and adoption of agroforestry and oil palm production systems among small-scale farmers. We examine the challenges and opportunities these partnerships and social innovations have created for local farmers, who are part of heterogeneous groups with distinct roles, assets and contexts. The state-led oil palm program posed challenges to small-scale farmers who experienced asymmetrical relationships within their partnership with private companies. On the other hand, the farmer-led agroforestry model opened new opportunities for farmers who had more flexibility in deciding their production arrangements, developing new agroforestry techniques, and pursuing commercialization pathways. Despite their limited power, small-scale farmers have been able to overcome some structural barriers through innovations, entrepreneurship, and renegotiation of oil palm contract farming. Thus, their ability to engage in both farmer-led agroforestry and state-led oil palm programs provides concrete examples of the potential of local governance based on collaborative arrangements to support sustainable farming production systems.  相似文献

The study was conducted to explore actual manifestations of climate change in smallholder cocoa farms to aid extension response to climate impacts, and to understand the reasons for a renewed interest in cocoa production in the forest-savanna agro ecological landscape in Ghana, in spite of unfavorable climatic conditions. Two hundred cocoa farmers were interviewed in nine cocoa farming communities. Selected farms were also visited to document on-farm manifestation of climate impacts as well as innovations and strategies farmers are employing to respond to the adverse impacts of climate change on their cocoa systems. The results revealed various manifestations of climate impacts on cocoa farms which included, increased incidence of pests and diseases, wilting of cocoa leaves, high mortality of cocoa seedlings which affected expansion and farm rehabilitation, and wilting of cherelles resulting in low yield. The farmers maintained that their response to the immediate impacts of climate on cocoa was a shift to cereals due to the unpredictable climatic patterns and the shortened duration of rainfall. However, a combination of storage and supply chain challenges and low returns from cereal production, coupled with land scarcity in the Western Region, where most of them are migrant farmers accounted for their decision to return to cocoa production lately. It was observed, among other adaptive responses, that some farmers plant about three times the plantain suckers they usually plant, to provide a dense temporary shade over cocoa seedlings, and resort to planting more cocoa seedlings randomly per unit area on new farms, contrary to recommended planting approach, as a form of insurance against seedling mortality. More importantly, a community-based fire response system was identified to be a major safeguard mechanism to the threat of fire. Clearly, the farmers are not replanting cocoa in the forest-savanna agro ecological landscape because it is more productive than cereals, but they believe that a low yielding cocoa is far better than a productive cereal cropping systems that offer low returns when compared to cocoa. The study brings out the sustainable livelihood challenges of the rural farmer within the context of a changing climate for appropriate policy response.  相似文献

Maize-legume intercropping is a fundamental component of mixed farming systems in the mid-hills of Nepal. However, its productivity is constrained by several biophysical and social factors, and limited adoption of proven agricultural innovations. In this study, we assessed the productivity impact of a selection of relevant agricultural innovations and changes in the associated perceptions of farmers through a series of two-year participatory on-farm trials. The evaluated innovations resulted in higher yields as compared to farmers' current practices. The active involvement of farmers enlarged our understanding of underlying decision-making factors to adopt or non-adopt agricultural innovations. Additionally, the in-depth farmer engagement in our onfarm trials positively influenced farmer perceptions of the innovations and their interest to adopt the agricultural innovations. Yet, farmers final decisions to adopt some of the evaluated innovations were limited by a host of factors including labour scarcity, the availability of inputs, and by cultural preferences despite the increased yields. This was particularly true for low and medium resource-endowed farmers. This study shows the importance of active farmer participation and context-specific design of research and development projects aiming for local impact.  相似文献
