This paper focuses on the impact of excess labour supply on wage inflation in Japan, the US and the UK. Excess labour supply is not simply measured as officially registered unemployed persons but includes a measure of excess supply within the firm, i.e. work intensity. The empirical analysis confirms the importance of broadening the unemployment definition. Interesting differences arise in the cross-country comparison. Our key conclusions are that work intensity is an important factor in determining wage inflation, and that results based on recorded unemployment rates alone seriously underestimate the flexibility of real wages.  相似文献

Abstract.  This paper provides an integrated overview of theoretical and empirical explanations used in the applied literature on regional unemployment differentials. On the basis of 41 empirical studies, four different model types covering nine theoretical constructs of regional unemployment determination and 13 sets of explanatory variables are identified. The overall conclusion is that theoretical and empirical explanations help to reduce the weaknesses in each other. While theory is found to predict that the regional unemployment rate depends on labour supply factors (a collection of factors which affect natural changes in the labour force, labour force participation, migration and commuting), labour demand factors and wage‐setting factors, it is the empirical studies that provide a more profound understanding of the explanatory variables involved. Conversely, whereas most empirical studies provide clear‐cut explanations for the signs of the explanatory variables, it is theory that shows that some of these explanations might be out of proportion. By grouping many studies together, this paper shows that there are indeed clear‐cut trends.  相似文献

This paper compares the cyclical properties of fiscal policies across the 12 original eurozone countries and the future members from Central and Eastern Europe. For the sample period 1995–2005, the fiscal balance exhibits less inertia and is more counter-cyclical in Central and Eastern European countries than in members of the eurozone. The main differences arise from the revenue side. Differences in the formation of fiscal policy between current and future eurozone countries decrease over time. Both autonomous and counter-cyclical fiscal policies have little or no effect on cyclical variability in the eurozone countries, while such policies appear to be effective in Central and Eastern European countries.  相似文献

The transition to a market economy and increased economic integration have fostered regional disparities in Central and Eastern European countries (CEECs). This paper investigates whether and to what extent wages could act as an equilibrating mechanism in these countries by adjusting to local market conditions. Using regional data for the 1990s, we estimate static and dynamic wage curve models for Bulgaria, Hungary, Poland and Romania. We find empirical evidence indicating that regional average earnings adjusted to local unemployment rates in Bulgaria, Hungary and Poland. This result suggests that in these countries wages could help equilibrate labour markets following demand shocks. In the case of Romania, the unemployment elasticity of pay was not significantly different from zero.  相似文献

This paper compares women managers in Poland and the United States in the context of their contrasting political and economic systems—the socialism of Central and Eastern Europe and the liberal democratic tradition of the West. We discuss the two political philosophies and their impact on gender roles and labour markets, and then compare this theory to the reality of Poland's transition. We use new 1991–2005 panel data to address the issue of unemployment in Central-East Europe. We compare the evolution of unemployment, its dynamics and related phenomena in five former communist economies in the Central Europe and use the geographically close West Germany as a benchmark for a mature market economy. We identify the differences and similarities in the evolution of the key labor market variables and contrast different outcomes with the diverse initial conditions and subsequent paths. All countries have experienced aggregate demand shocks, structural shocks and hysteresis. Despite diverse initial conditions and subsequent paths, the patterns observed are surprisingly similar. The eastern part of Germany appears to be a special case with extraordinary high unemployment inflows. Contrary to the theoretical models, in the transition economies we do not observe an initially rapid rise in the inflow rate, followed by a convergence of this rate to the levels of market economies. Rather, there is a relatively gradual rise in the inflow rate towards the level of market economies. The differences in unemployment rates turn out to be attributable to a considerable extent to the actual differences in the inflow rates. The trajectories in the unemployment-vacancy space observed in the Central-East European countries increasingly resemble those observed in the developed market economies. Interestingly, these similarities arise despite differences in the institutional setting across these economies.  相似文献

Despite the increased attention paid to the role and effects of migrant labour in the contemporary economy, there has been insufficient attention to the role of employers and the employment relationship. Recent studies have highlighted distinctive labour power characteristics of new labour migrants from Central and Eastern Europe that make them ‘good workers’ in the eyes of employers. Drawing on multiple case studies across the supermarket supply chain, this article explores what kind of human resource migrant labour is perceived to be, particularly by employers, and what happens in practice as the dynamic tensions of the employment relationship unfolds in particular sector contexts. It argues that utilisation is conditioned more by the requirements of temporal flexibility – framed by the dynamics of employment within the supply chain – than any essential features of migrant labour power.  相似文献

The aim of this paper is to examine the effect of oil price movements on unemployment in Central and Eastern Europe. We do this by disentangling oil prices movements by their sign and from there we analyse the separate effects of positive and negative movements of oil prices on unemployment rates. We find that, although oil prices and unemployment are not correlated very much in the short run, the effect of oil price shocks on the natural rate of unemployment goes in the same direction, so that increases or decreases in oil prices increase or decrease the natural rate of unemployment.  相似文献

Does an income tax harm economic efficiency more the more progressive it is? Public economics provides a strong case for a definite ‘yes’. But at least three forces may pull in the other direction. First, low–wage workers may on average have more elastic labour supply schedules than high–wage workers, in which case progressive taxes contribute to a more efficient allocation of the total tax burden. Second, in non–competitive labour markets, progressive taxes may encourage wage moderation, and hence reduce the equilibrium level of unemployment. And third, if wage setters have egalitarian objectives, progressive taxes may reduce the need for redistribution in pre–tax wages, and hence increase the demand for low–skilled workers. This paper surveys the theoretical, as well as the empirical literature about labour supply, taxes and wage setting. We conclude that in a second best world, the trade–off between equality and efficiency is not always inevitable.  相似文献

We present a meta-analysis of the determinants of foreign currency loans in Central and Eastern Europe. We base our inferences on the results of 21 studies that provide around 800 estimated coefficients for seven determinants of foreign currency loan demand. Our results indicate that, on average, supply factors (foreign currency deposits and the minimum variance portfolio ratio) appear to play a more significant role than demand factors (interest rate differentials) of foreign currency loans. Moreover, we show that the estimates reported in the literature tend to be influenced by selected study characteristics such as the econometric methodology and their regional focus.  相似文献

We provide empirical evidence on the nature of spatial externalities in a matching model for Britain. We use a monthly panel of outflows, unemployment and vacancy stocks data from the registers at Jobcentres in Britain; these are mapped onto travel-to-work areas. We find evidence of significant spill-over effects that are generally in line with the predictions of theory. For example, we find that conditional on local labour market conditions, high unemployment levels in neighbouring areas raise the number of local filled vacancies but lower the local outflow from unemployment.  相似文献

The question we investigate empirically in this article is whether immigration makes the labour supply in the receiving country more responsive to regional differences in economic opportunities. The main merit of the paper is that we examine three stages in the regional mobility of refugees and labour immigrants: First, the settlement pattern of newly arrived immigrants, second, their subsequent mobility between regions and, third, their eventual exit from the regional labour market to abroad. The analyses apply to immigrants who arrived in Norway from 1995 to 2004. In all three stages, mobility is investigated with regard to its responsiveness to regional differences in wages and unemployment. The main finding is that, in all three stages, the geographical mobility of immigrants is sensitive to regional economic opportunities. In that sense, immigrants do “grease the wheels” of the labour markets, through all the three stages of mobility. The most robust results are found for regional unemployment differences. With regard to natives, we generally do not find any strong evidence for “greasing the wheels” effects.  相似文献

Academic debate on a transition strategy for former socialist economies continues even a quarter century after the collapse of the communism in Central and Eastern Europe and the former Soviet Union. In this paper, through an analytical survey of 137 preceding studies, we present an overall picture of the debate and examine the relationship between the debate attitudes and the literature attributes in related studies. We found that the radicalists maintain a consistent debate attitude from the viewpoints of time speed and policy sequence of economic transition, while the debate attitude of the gradualists is more diversified. We also found that there is another group of researchers that stays within the framework of the radicalism‐versus‐gradualism debate while at the same time keeping at arm's length from both the radicalists and the gradualists. In addition, our regression estimation of qualitative selection models provides interesting findings on the relationship between the debate attitudes and the literature attributes.  相似文献

ABSTRACT The capitalist and socialist societies of the twentieth century assigned firms different roles within their economic systems. Enterprises transforming from socialist to market economies thus face fundamental organizational restructuring. Many former state-owned firms in the transition economies of Central and Eastern Europe have failed at this task. These firms have pursued primarily defensive downsizing, rather than strategic restructuring, as a result of both internal and external constraints on restructuring strategies.
Building on the organizational learning and resource-based theories, we analyse strategies available to management in privatized, former state-owned enterprises in transition economies to restructure their organization. Both internal forces promoting or inhibiting the restructuring process, and external constraints arising in the transition context are examined. A model and testable propositions are developed that explain post-privatization performance. Implications of our research point to the ways in which firms should manage and develop their resource base to transform to competitive enterprises.  相似文献

The paper consists of an empirical analysis of the separate as well as joint impacts on total and youth unemployment of indicators of labour market policies on the one hand, and the financial crisis associated with the “Great Recession” on the other. In particular, we investigate labour market data in the past two decades for the Enlarged Europe and adopt a variable accounting for the idiosyncratic severity shock of the crisis. This time-varying and country-specific crisis variable enables us to test empirically and in a novel way the joint impact of labour market policies and the economic crisis on labour market dynamics even when accounting for common macro shocks.  相似文献

Quarterly estimates of consumption, capital and labour tax rates are provided for six major OECD countries. We then use the 'stylized facts' methodology to evaluate the strength, sign and phase of cyclical comovements between tax rates and labour market variables. Labour taxes distort labour market de-cisions and help explain why the unemployment rate is so high in continental Europe. However, labour taxes cannot be the only determinant of diverging unemployment rates since the labour force is also reduced by higher taxes. Finally, we offer some preliminary structural evidence showing employment growth in particular to be negatively related to the taxation of labour.  相似文献

The emergence of the global labour market (GLM) provides a novel platform for young professional workers to design and develop their careers. This is particularly true for those from China, the former Soviet Union and other Eastern European countries, where economic liberation has made it easier for professionals to move both internally and internationally. Taking into account national variations in economic transition and political constraints, several questions are raised. How does the GLM, for example, influence its choice of employers and career development? What are the similarities and differences between Chinese and Eastern European seafarers? What factors contribute to these differences? Those questions are addressed here, through a study of the case of seafarers for whom a global labour market has been established since the 1980s. By collecting crew information worldwide, a global seafarer database has been built in the Seafarers' International Research Centre (SIRC) at Cardiff University. Accordingly, this paper develops a methodological framework for analysing and comparing seafarers' careers, and revealing the features of career development amongst four major seafarer supplier countries: China, Russia, the Ukraine and Poland.  相似文献

Using data from 64 countries in Eastern Europe and MENA, I study the long-run effects of Ottoman and socialist rule on the incidence of corruption. To proxy Ottoman legacies, I estimate the length of Ottoman rule across all Ottoman successor states. Conditioning on income per capita, I find a robust adverse effect of both socialist and Ottoman legacies on present day corruption – a finding which reconciles two rival accounts of post-socialist corruption from the transition literature. The results are robust to controlling for potential confounders and instrumenting for both per capita income and the length of Ottoman rule. However, the explanatory power of long-run historical determinants of corruption is lower than the contribution of short-run factors. While present day income explains about half of the total variation in corruption across post-socialist countries, Ottoman and socialist legacies jointly account for about one third. Although history does matter, these findings suggest that most of the corruption observed in Eastern Europe, Central Asia and the Balkans today may not be inherently ‘eastern’ or socialist. Rather, the data are consistent with an interpretation of corruption predominantly as a manifestation of persistent economic under-development.  相似文献

This paper investigates changes in health care use in 28 transition countries using data on more than 60,000 households from the “Life in Transition” surveys II and III conducted in 2010 and 2016. Following the literature, the transition countries are divided into three groups – Eastern Europe, Southern Europe and the non-Baltic states of the former Soviet Union with Mongolia – based on the speed of their transformation. Regressions based on Andersen’s conceptual framework show no difference in public health care use between the three groups in 2010. By 2016, however, the share of households using the public health care system dropped by remarkable 17.1–22.2% points in Southern Europe and 13.5–27.1% points in the former Soviet Union with Mongolia compared to Eastern Europe. Moreover, by 2016, the probability of a household using the private health care system (with no use of public health care) in Southern Europe and the former Soviet Union was 7.5–18.7% points higher than in Eastern Europe, whereas it was 2.9–6.8% points lower than in Eastern Europe back in 2010. The analyses indicate that differences in household characteristics, as well as perceived corruption and quality of public health care, help to understand these diverging trends in health care use in the three groups of transition countries between 2010 and 2016.  相似文献
