Despite the complex nature of discrimination in employment, antidiscrimination legislation in most countries has placed almost exclusive responsibility on one party, the employer, who may base employment decisions on illegal grounds, by using personal information (such as age, gender, marital status, ethnicity, etc.) provided by job applicants. This study examined 107 real résumés from Australian managerial applicants to determine how much personal information is provided in résumés. It was found that although employers and recruitment consultants are prohibited from seeking personal information from applicants, this information is often either provided directly or indirectly by applicants in their résumés. Thus this paper suggests that job applicants aid and abet employer discrimination in the selection process. Methods to prevent or minimize discrimination in the recruitment and selection phases of the employment process are suggested.  相似文献

This research examines the possible discrimination faced by gay men compared to heterosexuals when applying for jobs in the Greek private sector. This issue was addressed through the observation of employer hiring decisions. Mailing pairs of curriculum vitae, distinguished only by the sexual orientation of the applicants, led to the observation that gay men faced a significantly lower chance of receiving an invitation for an interview. However, in cases where employers called applicants back, the wages offered did not differ significantly between gay and heterosexual applicants. Nevertheless, there is substantial evidence to suggest that discrimination based on sexual orientation does exist in the Greek labour market, and at alarmingly high levels.  相似文献

This article focuses on the operation and management of agency labour by employers and observes that there are strong contradictions between the employers' stated reasons for using agency labour and the employment agencies' perceptions of why such labour is utilised. While discussing agency labour generally, the article also takes account of the position of migrant workers within the agency sector, since agencies have represented a significant route into employment for migrant labour. It draws primarily on 22 in‐depth interviews with employers and employment agencies mainly in the food processing, cleaning and care sectors. The research revealed that while some employers were using agency staff to cover for specific peaks in production, others had used it as an alternative method of dealing with vacancies that otherwise might have resulted in permanent employment.  相似文献

This article explores the use of contingent forms of employment in two diverse country contexts—the UK and Sweden—and investigates the influence of changing regulatory and economic conditions over a period that covers the current economic downturn. Drawing on quantitative and qualitative data for the construction sector, the article addresses three questions. How do employers balance their flexibility preferences in the context of regulatory constraints? How has the global recession influenced employer behaviour? And to what extent can the Swedish experience be explained by convergence on other country models? While the UK employment model encourages employers to externalise the risk of unpredictable market conditions through the use of contingent contracts, the more supportive welfare regime in Sweden underpins a resilient preference of employers for open‐ended employment contracts. Ongoing changes in labour market regulation pose challenges to the strongly regulated Swedish model, yet we find only a shared direction of travel with the UK rather than convergence in the use of contingent employment.  相似文献

Despite the increased attention paid to the role and effects of migrant labour in the contemporary economy, there has been insufficient attention to the role of employers and the employment relationship. Recent studies have highlighted distinctive labour power characteristics of new labour migrants from Central and Eastern Europe that make them ‘good workers’ in the eyes of employers. Drawing on multiple case studies across the supermarket supply chain, this article explores what kind of human resource migrant labour is perceived to be, particularly by employers, and what happens in practice as the dynamic tensions of the employment relationship unfolds in particular sector contexts. It argues that utilisation is conditioned more by the requirements of temporal flexibility – framed by the dynamics of employment within the supply chain – than any essential features of migrant labour power.  相似文献

In a country with an ageing work-force, a decline in the number of new entrants to the labour market and an acute labour shortage, it would be reasonable to assume that employers would encourage older workers to remain in employment for as long as possible. In the case of Singapore, however, private sector employers often retired employees at age 55 and hired younger workers in their place. In many cases older workers re-hired had to accept lower pay and lower grade jobs. In an attempt to tackle this sort of age discrimination in employment, the government passed the Retirement Age Act in 1993. Prior to its enactment, the government urged employers to raise the retirement age voluntarily, but the response was poor, especially in the non-unionized sector. This paper argues that employers resisted the extension of the retirement age because they perceived older workers in stereotypical terms. The main issues which gave rise to the Retirement Age legislation are discussed. So also is the possible impact of the legislation on some HRM practices. The paper also proposes some future directions for research on older workers in Singapore.  相似文献

In this paper, a model is developed to identify the net national employment effect and the particular shadow wage associated with Government office dispersal. The approach views the opportunity cost of labour as being determined by a demand constraint reflecting the desire of Government to maintain a constant ‘pressure of demand’. The model allows for several simultaneous effects of dispersal on the ‘pressure of demand’ and specifies the operation of the labour market in some detail. The solution to the model shows the net employment effect to be positive suggesting the importance of dispersal as an instrument of regional policy.  相似文献

In this paper, we extend a dynamic efficiency wage model to the case of multiple local labour markets that interact through migration. Firms are concerned about turnover costs. The quitting behaviour of workers is a function of local labour market conditions, non-wage income and the costs and benefits of migration to other local labour markets. A synthetic micro sample of 20,302 observations from the 1986, 1991 and 1996 New Zealand Censuses of Population and Dwellings provides evidence supporting the theory. Across subgroups, the wages of workers with relatively inelastic local labour supply and/or lower geographical mobility are relatively more responsive to changes in the local employment rate. The evidence is consistent with the notion that local employers engage in monopsonistic competition with respect to the employment of such workers.  相似文献

During the recent Great Recession (2008–2018), Greece has become the prototype example of the implementation of austerity policies in Europe. Contrary to public discourse, these austerity policies were complemented by substantial labour market reforms that promoted employment and wage flexibility. This article aims to present a theory-driven understanding of the implementation and the effects of these reforms. For this purpose, we employ a qualitative study consisting of semi-structured interviews with 50 labour market experts—government officials and labour lawyers, academics, labour union representatives and employer association representatives. Using Thelen's framework on the Varieties of Liberalization, we conclude that, contrary to the initial aims of the reforms, Greece followed a trajectory of direct deregulation, reducing considerably the level of both coordination between employers and workers, and coverage of employment protection. The interviews show that the dismantling of collective bargaining system was the most decisive move in this path.  相似文献

Employability-enhancing practices usually refer to training or courses, but also practices directed towards older workers to sustain their work capability can be embraced by this term. In the context of an ageing population and workforce, older workers' labour market participation gains an increasingly important role. Therefore, the importance of employability-enhancing practices is noted as a solution to sustain their employment. In this study, we focus on employer-provided employability practices for older workers. We answer the following research question: which practices do employers use to enhance their older workers' employability and under which conditions are these practices adopted. Analyses on Dutch corporate data (N = 860) show that employers mainly provide employability-enhancing practices that are easily implemented and not expensive. This finding replicates prior research and clarifies that job redesign should be considered as a possibility to keep older workers in the labour market. Furthermore, our study shows that both organizational and labour market characteristics affect employers' decisions whether to provide employability-enhancing practices for their older workers. This suggests that policy measures might be necessary to assimilate investments in employability-enhancing practices across organizations.  相似文献

The Petroleum Driver Passport is an example of the reregulation of the labour market, the development of employment rules that apply across multiple employers in a given industry, occupation or region. The scheme requires drivers of road tankers to possess a Passport, indicating their safety competence, if they are to collect and transport fuel in the UK's downstream oil‐distribution industry. This article presents a case study of the Passport scheme, which identifies the factors that contributed to the scheme's development, assesses its impact and draws lessons for other possible initiatives to reregulate the labour market.  相似文献

This paper is a study of the process by which employers in five relatively low-wage British firms fill vacancies. It studies the determinants of the number and quality of applicants, the way in which these applicants are selected for interviews and offered jobs. The main conclusions are that thenumber of applicants is relatively small, the monetary and non-monetaryaspects of jobs are important determinants of the number of applicants forjobs, but that firms do eventually fall virtually all vacancies. Non-employedjob applicants have more difficulty in getting a job interview than those whoare currently employed but, once interviewed, do not appear to face any further difficulties in getting employment.  相似文献

The ongoing underutilisation of immigrant skills has become a topical issue for researchers and policy-makers alike. Within Australia, the majority of studies conducted in this space have adopted either the immigrant or policy-maker perspective, and have utilised human capital theory or labour market segmentation theory to explain the phenomenon. This paper contributes to the existing literature by proposing a novel occupation-specific approach focusing on the employer as a central player in determining labour market outcomes. In this exploratory study, interviews were conducted with 21 employers of accounting and IT employers in the regional city of Wollongong, Australia. The findings suggest that employers of accountants held a greater preference for Australian work experience and qualifications; communication skills beyond English language skills; and emphasised person–organisation fit over person–job fit. Conversely, employers of immigrant IT professionals were more tolerant of overseas-based qualifications and experience; were willing to accept candidates with ‘sub-standard’ communication skills; and were open to personal attribute variations. Immigrant accounting professionals were therefore more likely than their IT counterparts to experience disadvantage when seeking employment opportunities in Australia; a finding that represents important implications for immigrant professionals, policy-makers and employers.  相似文献

Law 68 of March 12, 1999, whose aim is the regulation and promotion of the employment of persons with disabilities, delegates to the regions the management of the labour market. Consequently, its successful implementation depends almost exclusively on the regions’ actions and ability to efficiently coordinate the various actors involved in the work integration of disabled people. The main objective of this paper is to verify which Italian regions are ranked among the most efficient ones in the application of this law. To this purpose, the efficiency analysis is carried out by applying the Data Envelopment Analysis (DEA) method to Italian regions data for the year 2005. In this context, we implement a “cascade” analysis by introducing both environmental variables and social capital variables in different steps of the analysis. The results show that the sheer presence of potential employers and of employment offices is not enough to make a region able to correctly apply the law 68/1999. Both environmental and socio-welfare factors have to be considered, as they are important in determining the efficiency of each region in providing employment for disabled people. Hence, the present study represents an additional source of useful information to policy makers for future economic policy actions in order to promote the integration of disabled people in the labour market: environmental and social capital variables ought to be included as policy instruments within the context of law 68/1999.  相似文献

Despite evidence that the gender gap in the labour market favours men, aggregate findings from correspondence studies show that women are more likely than men to be invited for a job interview. We hypothesize that the predominance of women among recruiters may explain this somewhat puzzling finding; recruiters may favour applicants of their own gender. We use the data from a large-scale correspondence study to test this hypothesis. As expected, we find that female applicants are more likely to receive callbacks for interview. We also see that in our sample the majority of contact persons responsible for the recruitment process are female. More importantly, we find that if recruiter and applicant are of the same gender, then the likelihood that the applicant will be invited for an interview increases. These findings reveal the gender favouritism at the selection stage in the labour market.  相似文献

An increasingly diverse labor pool has increased the likelihood that HR recruiters will encounter job seekers who speak with different dialects. Prior studies have investigated the effects of applicant dialect on employment selection outcomes. In this article, we merge this research with stereotyping, “modern racism,” and sociolinguistics literatures to formulate propositions surrounding two questions of interest: (1) Do prospective employers categorize job applicants using sociolinguistic cues? and (2) If so, what impact does this categorization have on evaluations of applicant employability? We believe this research can provide significant insights into HR practice as discriminatory behaviors change and adapt to fit social norms, particularly in employee recruitment and selection contexts. © 2014 Wiley Periodicals, Inc.  相似文献

Government wage, benefit, and employment decisions are not taken on a profit-maximizing basis, and have a substantial impact on aggregate labour market performance and unemployment. In a two-sector labour market model with free mobility of labour, an increase in government wages or benefits reduces private sector employment, and government employment is not an effective counter-cyclical instrument. Empirical tests for Greece confirm that the expansion of the public sector in the 1980s contributed to the deterioration of labour market performance.  相似文献

The effect of technological innovation on employment is of major concern for workers and their unions, policy makers and academic researchers. We meta‐analyse 570 estimates from 35 primary studies that estimate a derived labour demand model. We contribute to existing attempts at evidence synthesis by addressing the risks of selection bias and that of data dependence in observational studies. Our findings indicate that: (i) hierarchical meta‐regression models are sufficiently versatile for addressing both selection bias and data dependence in observational data; (ii) innovation's effect on employment is positive but small and highly heterogeneous; (iii) only a small part of residual heterogeneity is explained by moderating factors; (iv) selection bias tends to reflect preference for upholding prevalent hypotheses on the employment effects of process and product innovations; (v) country‐specific effect‐size estimates are related to labour market and product market regulation in six OECD countries in a U‐shaped fashion; and (vi) OLS estimates reflect upward bias whereas those based on time‐differenced or within estimators reflect a downward bias. Our findings point out to a range of data quality and modelling issues that should be addressed in future research.  相似文献

Many employers seek flexibility through part-time or temporary employment to achieve improved competitiveness and success. Using strategic choice theory, this study is a longitudinal examination of employers’ strategic decisions of reducing labour costs and using part-time or temporary workers on workplace performance. Workplace performance is measured through profitability, productivity and change in net operating revenue. Statistics Canada’s Workplace and Employee Survey longitudinal workplace data are used for the analysis. Results show that reducing labour costs strategy has no effect on profitability, productivity or change in net operating revenue, and using part-time or temporary workers strategy shows decreased profitability and productivity, and that there is no effect on the change in net operating revenue in Canadian workplaces studied. Based on these findings, we recommend that employers, in Canada and elsewhere, not only carefully weigh reducing labour costs and employing part-time or temporary workers strategies for workplace performance, but also reconsider such strategies and instead seek alternative means of improving workplace performance.  相似文献
