The welfare cost of imperfect competition in the product and labor markets in the United States is quantified in a dynamic general equilibrium model. We find that the welfare cost of imperfect competition in the product market is 3.62 percent while it is 0.58 percent in the labor market, taking the transition path from the distorted to the optimal steady state into account. If we also take into account that the US economy is characterized by distortionary taxation, the welfare cost of the product market distortion increases to 13.51 percent and the labor market distortion to 4.35 percent. 相似文献

How does international integration affect the welfare state? Does it call for a leaner or an expanded welfare state? International integration may affect the distortions caused by welfare state activities but also the risks motivating social insurance mechanisms. This paper addresses these potentially counteracting effects in a fully specified intertemporal two–country stochastic endowment model, focusing on the implications when product market integration reduces trade frictions across national product markets. It is shown that lower trade frictions may increase the marginal costs of public funds, which gives an argument for reducing (steady–state) public consumption. However, tighter integration of product markets unambiguously leads to more variability in private consumption, and this gives a case for expanding the social insurance provided via state–contingent public sector activities (automatic stabilizers). 文章根据"去商品化"的分析框架,对2000年以后三种福利模式国家的养老金体系发展趋势进行了考察。研究发现,社会民主主义福利模式国家的养老金体系表现出去商品化的趋势,体现了社会民主主义福利模式对社会权利及普惠主义思想的回归;自由主义福利模式国家的养老金体系呈现出继续商品化的趋势,是对1990~2000年间再商品化趋势的继续和发展,体现了自由主义福利模式对市场作用的信奉;保守主义福利模式国家的养老金体系同样表现出一定的商品化趋势,但这是各个社会群体博弈后,选择商品化手段对养老金体系进行调整的过程。 相似文献

Abstract. This paper analyses taxation in the presence of distortions in goods and labour markets in an endogenous growth model. The government disposes of capital, labour and consumption taxes. It is shown that the market solution leads to suboptimally low levels of growth and employment. However, available tax instruments are sufficient to attain the first‐best growth path in this economy. The paper further explores the relative distortion of capital and labour taxes. For plausible parametrisations of the model, lowering capital taxes dominate reductions in labour taxes in welfare terms. 相似文献

Newspoll reported in 2000 that by a margin of 70 to 28 per cent, Australians would prefer the gap between rich and poor to get smaller rather than have the nation's overall wealth grow as quickly as possible. This article examines the reasons for the increase in the dispersion of earnings, and changes in unemployment and workforce participation, which are central to this concern about inequality. The major finding is that the widening dispersion of earnings and changes in labour force status are principally due to changes in the structure of labour demand in favour of more skilled jobs. The article then considers what this changing job mix implies for policy directed to maintaining income inequality. 相似文献

This paper updates and extends my earlier work on how the middle class fares throughout the world based on the microdata sets that comprise the Luxembourg Income Study (LIS). Wave #6 LIS data, recently released and centered around 2004, provides an opportunity to assess what has happened to the size of the middle class around the world in the early 2000s. In contrast to the 1980s and 1990s, there was no noticeable decline in the middle class during the early 2000s. The paper provides further evidence that the size of the middle class in each nation depends mainly on government tax and spending policies. In particular, it shows the key role played by family allowances and paid family leave in supporting a national middle class. 相似文献

Abstract. We present an endogenous growth model with externalities of capital and elastic labor supply where we allow for public debt and welfare‐enhancing public spending. We analyze different debt policies as regards convergence to a balanced growth path and their effects on long‐run growth and welfare. Three budgetary rules are considered: the balanced budget rule, a budgetary rule where debt grows in the long run but at a rate lower than the balanced growth rate and a rule where public debt grows at the same rate as all other economic variables but where it guarantees that the intertemporal budget constraint is fulfilled. 相似文献

We construct a two-good general equilibrium model of international trade for two small open economies where pollution from
production is transmitted across borders. Governments in both countries impose emission taxes non-cooperatively. Within this
framework, we examine the effect of changes in the degree of cross-border pollution on Nash emission taxes, emission levels
and welfare. We do so under two scenarios: when changes in cross-border pollution do not affect domestic pollution (non-strategic)
and when they do (strategic). We also examine the effect of changes in international terms of trade on pollution and welfare
when cross-border pollution is non-strategic.

This paper discusses the impact of the rise of non-governmental organizations (NGOs) and social entrepreneurs on economic development, with a special focus on how they have been used in Africa. The paper describes the decline of the state and the rise of NGOs as a force in economic development under neoliberalism. We then turn to two of the major problems with the roll-back of the state in Africa: the inherent weaknesses of nonstate actors in the development process, and the significant cost that is incurred by undermining the role of state. The paper concludes by suggesting the necessity of reinserting the state as the major vehicle for economic development, albeit in productive partnership with NGOs and social entrepreneurs. 相似文献

合资公司是介于市场交易和兼并之间的一种企业组织形式,它的存在会产生多种影响。一方面,合资公司中的协同效应有利于效率的提高,增进社会福利;另一方面,成立合资公司也会导致相关企业市场势力的上升,损害福利。通过一个零售合资企业模型,本文发现实际上这两个方面之间是彼此相关的。具体地,若没有协同效应,则不存在一个可行的利润分配原则和生产配额使得相关企业有意愿加入合资公司,进而无法达到增强市场势力的目的。基于这种关联性,本文给出了针对零售合资公司的反垄断政策建议:在高营利性行业中,当市场集中度较高时,应适用合理性原则;相反,当市场营利性较差或集中度较低时,需采用本身合法原则。 相似文献

A Greenwald–Stiglitz (1993a) style rational expectations business cycle model is introduced in which uncorrelated productivity shocks or monetary shocks generate autocorrelated employment fluctuations due to financial constraints. The propagation mechanism is carefully modelled: because of capital market imperfections (only standard debt contracts are traded), firms' labour demand changes in response to changes in their balance-sheet position; because of labour market imperfections (efficiency wages), employment and unemployment fluctuate in response to shifts in labour demand. The virtue of the model is its simplicity. Despite the fact that unemployment is endogenous, the dynamic behaviour of the model under rational expectations can be characterised analytically.

本文建立了财政和货币政策协作的最优政策模型,并以中国经济为研究对象,以福利效应为最优政策的评估标准,研究了财政和货币政策协作的最优政策机制。分析表明:在Ramsey最优均衡下,财政和货币政策共同作用于通货膨胀和产出目标,以严格通货膨胀为目标的最优货币规则会使得政策的福利损失最小,但货币政策在产出目标、通货膨胀目标以及政策福利损失三者上不能同时兼顾;最优财政规则是趋向缩小收支差,从而趋近于福利损失最小。本文同时使用贝叶斯分析,对中国经济政策2005年第一季度至2009年第二季度的福利效应进行了评估,实证分析表明:样本期间政策的无条件福利损失处于波动状态,经济增长增加了家庭部门的条件福利损失,即经济增长导致跨期消费成本增加。 相似文献

Changes in total surplus are traditional measures of economic welfare. We propose necessary and sufficient conditions for
rationalizing individual and aggregate consumer demand data with individual quasilinear and homothetic utility functions.
Under these conditions, consumer surplus is a valid measure of consumer welfare. For nonmarketed goods, we propose necessary
and sufficient conditions on input market data for efficient production, i.e. production at minimum cost. Under these conditions
we derive a cost function for the nonmarketed good, where producer surplus is the area above the marginal cost curve.

In 1994 the number of workers participating in active labour market programmes in Finland was 299,000. On average there where
125,000 workers in these programmes at any one time, the average length of participation in a programme being about 5 months.
In relation to the 2.5 million-strong Finnish labour force, these figures are proportionally large. In 1994 the total expenditure
on unemployment amounted to 6.7 per cent of GNP of which the share spent on active labour market programmes was about 25 per
cent. The study investigates the displacement effects of active labour market programmes in the youth labour market in Finland.
The two age groups analysed are 15-19-year-olds and 20-24-year-olds. The results, based on a VAR analysis of quarterly data
from the period 1981.1-1995.2, suggest that the displacement effects of job-creation programmes may be substantial. The study
cannot, however, provide any robust estimates of the likely size of such displacement effects on youth employment in Finland.
