一、政府工程质量监督的地位 政府工程建设质量监督是代表政府行政主管部门对工程建设质量行使监督权，是确保工程建设质量的一项重要措施。工程建设质量是指在国家和行业现行的有关法律、法规、技术标准和批设文件及工程施工合同中，对兴建的工程的安全、适用、经济、美观的综合要求。为达到上述的综合要求，政府行政主管部门设立专门机构对工程质量进行强制性的监督管理。因此质量监督机构不能代替建设、监理、设计、施工单位的质量管理工作和质量责任。政府质量监督部门依据国家和行业的有关法律、法规和规范规定行使政府的监督职能，在施工现场施实工程项目全过程的质量管理。因此质量监督是政府的行政职能之一，具有强制性、独立性和权威性，参建各方必须无条件地接受。

Separating Technical Change from Time-Varying Technical Inefficiency in the Absence of Distributional Assumptions

This paper proposes an alternative model for separating technical change from time-varying technical inefficiency. The proposed formulation uses the general index, developed by Baltagi and Griffin (1988), to model technical change in the production frontier function and a quadratic function of time, as in Cornwell, Schmidt and Sickles (1990), to capture the temporal pattern of technical inefficiency. In such a setting, all parameters associated with the rate of technical change and the temporal pattern of technical inefficiency are identified separately. Moreover, the proposed formulation is independent of any distributional assumption concerning the one-sided error term associated with technical inefficiency, and it can be estimated in a single stage with non-linear FGLS. Empirical results based on a translog production frontier, and estimates of technical inefficiency and technical change are presented for the UK dairy sector over the period 1982–1992.

Models of static and dynamic technical efficiency of municipal libraries in the Czech Republic

This article deals with the modelling of the static and dynamic technical efficiency under conditions of municipal libraries of municipalities with 1000–5000 inhabitants. The aim of this article is to determine the level of the technical efficiency and the factors that influence the results of modelling of the static and dynamic technical efficiency of 34 selected municipal libraries for the years of 2011 and 2015. The first model tests the technical efficiency of conventional services of public libraries. The second model tests the technical efficiency of municipal libraries’ operation. The third model tests the technical efficiency of the key revenues and expenditures. The results in the static models estimate the average technical efficiency of municipal libraries in the interval (0.691–0.759) for the input-oriented models, and in the interval (1.413–2.005) for the output-oriented models. In the dynamic models, the majority of municipal libraries in 2015 showed lower technical efficiency and productivity in comparison with the year of 2011. The factors influencing the level of efficiency and its course include the inputs and the outputs, and their combinations within individual models.     

Farm heterogeneity and technical efficiency: Some results from Swedish dairy farms

This paper introduces farm-heterogeneity in measuring technical efficiency of Swedish dairy farms using farm-level data. In calculating technical efficiency which is allowed to vary over time and across farms, we control for farm-specific effects. This is possible only when panel data is available. Furthermore, we separate technical efficiency from technical change—the presence of which is indicated by a shift in the production function over time,ceteris paribus. We also calculate percentage change in technical efficiency to examine whether farm efficiencies have improved over time. Finally, a comparison of technical efficiency, elasticities of different inputs, and technical change is made across different years and panels. The data includes four panels of dairy farms observed during the period 1976–1988, excluding 1985.We thank two anonymous referees, Anders Klevmarken and Lennart Hjalmarsson for valuable comments. Regional technical efficiency of Chinese Iron and steel industry based on bootstrap network data envelopment analysis

This paper analyses the regional technical efficiency of Chinese iron and steel industry from 1996 to 2010 by a network DEA procedure, and provides the smoothed bootstrap network DEA strategy for the sensitivity analysis of the efficiency measure to sampling variation of the estimated frontier. Furthermore, the evolution and convergence characteristics of regional technical efficiency are examined by a dynamic regression model based on different regional divisions of China. The empirical results show that there exist significant geographical differences in the technical efficiency of Chinese iron and steel industry. On the one hand, the technical efficiency of the eastern area, the central area and the western area is unbalanced, with a lower efficiency in the west and a higher one in the east. On the other hand, technical efficiency of Central Bohai, Yangtze River Delta and Pearl River Delta economic zones is higher than that of the other economic zones. In addition, the technical efficiency has a significant improvement during the period of the Eleventh Five-Year Plan. Following the convergence notation in economic growth theory, this paper also gives some convergence evidence of the technical efficiency towards the efficient frontier due to the catching-up effect. Finally, this paper explores the determinants of the technical efficiency, and discusses policy implications for Chinese iron and steel industry.
