Transport policy has undergone considerable change over the past 30 years on both sides of the Atlantic. In many ways the US has led the way, and part of the impetus for change within Europe has been the result of demonstration effects from the US experiences. Nevertheless, the changes in Europe have not represented a mirror image of the reforms that have occurred in the USA. This suggests that there may be lessons from Europe that could be of interest on the western side of the Atlantic.Some of these lessons offer positive refinements or alternatives to what has been done in the USA (‘The Good’). An obvious example of this is the relative success of many cities in Europe in maintaining the vitality of their central areas though traffic restraint and public transport policies.The European lessons may not, of course, all be positive but may reflect paths that should be avoided rather than pursued (‘The Bad’). Subsidies for European airlines offer one example. This may prove to be a non-trivial issue at a time when there are undercurrents of pressure for some degree of reregulation of transport in the USA.Another form of policy experience is that which fades away into the distance as a possibility but has no real scope (‘The Forgettable’) — the forked tariff regime applied to international trucking in Europe is a case of this.The examples cited are simply illustrative, but given the globalization of economic activities that is occurring and the speed at which transport policy is continually developing, there is a case for exploring the insights that may be gained from considering the experiences of others.  相似文献

Visions for a walking and cycling focussed urban transport system   总被引:1,自引:0,他引:1  
Walking and cycling can make a considerable contribution to sustainable transport goals, building healthier and more sustainable communities and contributing to traffic and pollution reduction. There have been many national and local initiatives to promote walking and cycling, but without a long term vision and consistent strategy it is difficult to see how a significant change may be achieved. This paper presents three alternative visions for the role of walking and cycling in urban areas for the year 2030: each vision illustrates a ‘desirable’ walking- and cycling-oriented transport system against a different ‘exogenous social background’. These visions have been developed through a process of expert discussion and review and are intended to provide a stimulus for debate on the potential for and desirability of such alternative futures. Each is based on the UK and represents a substantial change to the current situation: in particular, each of the visions presents a view of a society where walking and cycling are considerably more important than is currently the case and where these modes cater for a much higher proportion of urban transport needs than at present. The visions show pictures of urban environments where dependence on motor vehicles has been reduced, in two of the visions to very low levels. The methodological approach for devising visions is informed by work on ‘utopian thinking’: a key concept underlying this approach is one of viewing the future in social constructivist terms (i.e. the future is what ‘we’, as a society, make it) rather than considering the future as something that can be ‘scientifically’ predicted by the extrapolation of current trends.  相似文献

Future scenarios for the transport sector are increasingly confronted with the finite nature of fossil-based resources (petrol, natural gas) and an urgent need for reductions of negative transport-related effects (CO2 and other exhaust emissions, noise, land consumption). In view of limited technical advances and efficiency improvements, along with growing traffic volumes, behavioural changes towards more sustainable travel futures have attained a crucial importance. This paper will discuss initial results from a 2-year project (funded by the British Economic and Social Research Council - ESRC) which aims to develop the notion of sustainability-related ‘mobility styles’ as a context for applying targeted social marketing policies to specific population segments. Based on ten focus group discussions and a survey of more than 1500 participants in the South West of England, two segmentation approaches are used to identify gaps between different domains of individual travel behaviour and the varying role of attitudes for travel decisions. The results demonstrate the usefulness and limitations of existing segmentation approaches and underline the need for more complex and comprehensive mobility style frameworks as basis for measures aiming at behavioural change towards sustainable mobility.  相似文献

Problems associated with traffic demand have received only scant attention in the rural context and, although accepted as a viable approach to ameliorating urban traffic problems, traffic demand management has only recently been adopted by rural policy makers. In the national parks, where traffic-related problems are particularly acute, most traffic management measures are of the ‘carrot’ varity where attempts are made to persuabe private car passengers to use public transport transpon mobes, their success depends on tne attitudes of private car users towards public transport alternatives and their perceptions of the presence scale and impact of traffic-related problems. By analysing surveys of 768 drivers hr the Entamoor and Lake District National Parks, the potential success of ‘carrot’ measures is assessed and the implications for future policy addressed.  相似文献

This paper examines the internationalization level of the world’s largest container shipping companies by examining their port networks. The results of our analysis show that only three of the nineteen companies could be considered as being truly ‘International’ and service the ‘lion’s share’ of the major and minor ports distributed across the globe. The port networks of the other companies in our survey, whilst having individualized features, shared common characteristics. Guided by the ‘Uppsala Model of Incremental Internationalization’ (Johanson and Vahlne, 1977), we were able to identify four internationalization levels of a container shipping company that are indicated by their port network.We argue that the port network plays an additional role as it contributes to the internationalization level of the container shipping companies. This is important because the internationalization level affects the container shipping company’s ability to expand its customer base both at a local and international level. Local customers would have access to a larger international destination network and international customers would be able access a larger local distribution network without transhipping between different companies.Amongst other issues, we were able to determine that, for the analyzed container shipping companies, ‘Internationalization’ of a port network means including or excluding ports in specific regions or sub-regions in their own network, and that a company’s home base or history plays a significant role in this development.  相似文献

This paper presents an analysis exploring self-reported measures of transport disadvantage and how these relate to social exclusion and well-being in Melbourne, Australia. A sample of 535 individuals sourced from a household survey explores ratings of 18 types of transport problems. The questionnaire also measured social exclusion represented in five dimensions including income, unemployment, political engagement, participation in activities and social support networks. Well-being was also measured adopting standard psychological measures of ‘Satisfaction with Life’, ‘Personal Well-being Index,’ ‘Positive Affect’ and ‘Negative Affect’.A factor analysis of self-reported transport difficulties identified four statistically significant sub-scales (‘transport disadvantage’, ‘transit disadvantage’, ‘Vulnerable/Impaired’ and ‘rely on others’) which together account for 57% of the variance in the responses.Analysis established that those with high self-reported transport problems were more likely to be located in fringe and remote parts of the city and lived in areas where it was not possible to walk to a local shop. However all groups made an average number of trips per day (except the ‘Vulnerable/Impaired’ group which make fewer trips) suggesting that self-reported transport disadvantage is unrelated to realised mobility. Analysis further established that only the ‘Vulnerable/Impaired’ group was associated with social exclusion and that they also had the lowest values of well-being compared to other groups.Overall findings confirm the methodological concerns associated with the use of self-reported measures of transport problems as a basis for defining transport disadvantage. The majority of those with high self-reported transport problems did not travel less than the survey sample as a whole and they were not associated with social exclusion. However the ‘Vulnerable/Impaired’ group was the exception, displaying a significantly higher association with social exclusion and lower well-being.The findings suggest which aspects of transport disadvantage are likely to be of greater concern for social policy. A concentration of research and policy on issues and social groups associated with the ‘Vulnerable/Impaired’ factor would be more effective in reducing social exclusion. Transport problems associated with this group including physical access to transport, knowing where to go and feeling safe from theft or attack when travelling may deserve higher priorities for attention. In addition those associated with the ‘Vulnerable/Impaired’ factor including older retired females and those who are more likely to be looking after someone with an illness or disability are clearly a high risk group and should warrant positive discrimination in transport and social policy.  相似文献

Growing cashless services in the Sydney metropolitan region are motivated by the clear supply-side benefits associated with the prepayment of public transport fares. This paper examines the effect on prepay following the ‘MyZone’ fare and ticket reform in New South Wales introduced in April 2010. ‘MyZone’, introduced two new discounted and standardised prepay products, including a new, multimode ticket. Whilst these changes had implications for all public transport providers in the Sydney Metropolitan area, it had significant ramifications for the many private bus operators who, for the first time, could provide and accept tickets, which integrated their services with the state-run rail, ferry and bus network.With empirical data collected from two surveys of passengers of a private bus operator in northern Sydney this study analyses the ticket purchasing behaviour of passengers both before the fare reform, when passengers only had access to operator-specific prepay products, and post-MyZone, when the new standardised prepay products were available. The results clearly show there are significant differences in the characteristics of passengers using multi-modal versus pay-as-you-go tickets and that this difference is driven largely by age, income and whether or not the journey involved interchange. Prior to MyZone, prepay users were easily predicted and the fare and ticket reform was successful in transitioning some cash users to prepay but prepay users were no longer predictable unless separated into prepay product groups. This suggests that a policy designed to exploit the supply-side benefits associated with cashless services needs to consider that introducing only one prepay product will not address the market need of frequent users. Passengers who continued to pay cash after the fare and ticket reform showed high sensitivity to public transport cost and are those passengers with the lowest incomes. This raises policy questions of how to mitigate against the upfront costs often associated with prepay to transition less affluent, but frequent passengers, onto cashless ticketing.  相似文献

This paper highlights the distinctive discursive framing of transport policy in Germany and the UK. Using an analysis of the introduction of the ‘scrappage bonus’ in both countries, against the background of the financial crisis, we show how distinct nationally specific discourses and political cultures are expressed within these. The German government was an early adopter of the policy, but the UK government was relatively late in introducing its own scheme. While the German scrappage scheme was introduced officially as an environmental bonus, the UK scheme did not make any reference to environmental concerns. We argue that these differences are important in the context of a wider research aim, to identify nationally specific mobility regimes and to develop an understanding of different possible pathways towards more environmentally friendly transport futures.  相似文献

The rate of provision of bus-based park and ride facilities on the fringes of UK urban areas has grown in recent years. However, there has been a debate about whether the schemes reduce traffic. Research published in 1998 for the UK Government considered eight case studies and was interpreted by some as providing reassurance that park and ride can have traffic-reduction benefits. The present paper offers a new approach to the appraisal of the same eight park and ride schemes, separating the analysis into urban and extra-urban components. The urban-area analysis considers the net result of intercepting cars on the edge of urban areas and running additional dedicated bus services from the car parks. The finding is that traffic was avoided in seven out of eight cases. The analysis of the extra-urban effects of park and ride considers three sources of traffic increase: motorists that are intercepted detouring to reach sites, users switching from public transport services and motorists making additional trips. All are found to be important phenomena, with the total additional traffic generated outside the urban area being greater than that avoided within the urban area in every case study. It is concluded that the main effect of the schemes is traffic redistribution, and that their role within traffic restraint policies is unlikely to be directly one of traffic reduction.  相似文献

This paper presents the results of a research project conducted in the UK designed to increase understanding of the factors which influence levels of walking and pedestrian route choice. It describes a number of techniques that were used to assess the pedestrian environment from a pedestrian’s perspective. These techniques included a computer based tool developed using stated preference surveys to determine the relative values of a range of factors in the pedestrian environment; an on-street survey that was designed to investigate values and attitudes towards different attributes of the pedestrian environment along a route; and finally an ‘on the move survey’ where pedestrian volunteers were interviewed while walking along the route in order to get an actual account of their experiences as they walk. A case study is then used to show the benefits and disadvantages of using these different techniques and compares results for a pedestrian route in the City of Leeds in the UK. The results indicate that there were a number of pedestrian attributes considered important by pedestrians when walking including pavement cleanliness, safe crossing places, good connectivity and sense of security. The three approaches complement one another and have highlighted in different ways that the walking experience is affected by the cumulative impact of multiple interactions (both positive and negative) as people walk in the pedestrian environment.  相似文献

There is widespread scepticism among politicians and authorities concerning CBA as a main instrument for decision-making. This may cause possible bias towards non-quantitative factors as decisive. The challenge is to improve the methological approach, carefully examining the real benefits for road users. One way of doing this is to develop ex post CBA to test how critical assumptions fit to reality. The focus of this paper is on ex post analyses carried out with five case studies in larger infrastructure projects to assess the economic profitability actually occurring from new infrastructure. There are substantial differences in benefits ex post compared with the ex ante analyses, mainly explained by a shift parameter in willingness to pay (WTP) for the improvements. These ‘inconvenience costs’ saved by the road users add to the traditional value-of-time benefits. The paper also examines the profitability of private versus public funding and ends up with some considerations on regional impacts of transport infrastructure. A short presentation of a pilot study from two of the fixed links to elicit the influence on local industry is given. Some informal results support the theory of forward and backward linkages from new economic geography.  相似文献

Urban Road Pricing has been proposed many times as a powerful instrument to fight congestion in urban traffic, but has systematically faced a hostile political envirionment, due to lack of confidence on its promised (traffic) results and fear of its political consequences. Lack of action in this front is contributing to stable or even growing congestion problems in most large cities.This paper tries to address the problem with a fresh look at the objectives of road pricing and at the reasons for that political hostility. For managing and developing the urban mobility system, efficiency and equity are normally taken as the basic economic objectives. Sustainability objectives may be integrated in the efficiency objective if we are able to represent adequately the costs of the resources consumed in the process. Political hostility is normally based on having to pay for what was freely available, and on the risk of exclusion for those with little revenue available for the extra cost of driving into the city.Pursuit of efficency leads to suggestion of marginal social cost pricing but this is hard to explain to the public and application of this principle is fraught with pitfalls since some components of that cost get smaller as traffic grows (noise related costs for example). Pricing is still a good option but the objective has to be something easier to understand and to serve as a target for mobility managers. That “new” objective is quality of the mobility system, with a meaning similar to that of “level of service” in traffic engineering, and prices should be managed to across space, time and transport modes in such a way that provision of service is made with good quality in all components.Pursuit of equity leads to some form of rationing, which has often been associated with high transaction costs and abuse by the administrators. But the use of electronic road pricing should allow easy ways to address the rationing process without such high costs. The basic proposition is that all local taxpayers receive as a direct restitution of their tax contribution a certain amount of “mobility rights”, which can be used both for private car driving in the tolled areas and for riding public transport.These principles are easily applicable with a variety of technical solutions for road pricing, from the simplest cordon pricing to the more sophisticated “pay-as-you-go” schemes. The paper addresses this question of implementation and argues for increasingly sophisticated schemes, as people get accustomed to the principles and finer targeting of demand segments may be needed.  相似文献

Speed reduction measures rank among the most common schemes to improve traffic safety. Recently many urban streets or entire districts were converted into 30 kph zones and in many European countries the maximum permissible speed of trucks on motorways is under discussion. However, besides contributing to traffic safety, reducing the maximum speed is also seen as beneficial to the environment due to the associated reduced fuel consumption and lower emissions. These claims however are often unsubstantiated.To gain greater insight into the impact of speed management policies on emissions, this paper examines the impact on different traffic types (urban versus highway traffic) with different modelling approaches (microscopic versus macroscopic). Emissions were calculated for specific types of vehicles with the microscopic VeTESS-tool using real-world driving cycles and compared with the results obtained using generalized Copert-like macroscopic methodologies. We analyzed the relative change in pollutants emitted before and after the implementation of a speed reduction measure for passenger cars on local roads (50–30 kph) and trucks on motorways (90–80 kph). Results indicate that emissions of most classic pollutants for the research undertaken do not rise or fall dramatically. For the passenger cars both methods indicate only minor changes to the emissions of NOx and CO2. For PM, the macroscopic approach predicts a moderate increase in emissions whereas microscopic results indicate a significant decrease. The effects of specific speed reduction schemes on PM emissions from trucks are ambiguous but lower maximums speed for trucks consistently result in lower emissions of CO2 and lower fuel consumption. These results illustrate the scientific uncertainties that policy makers face when considering the implementation of speed management policies.  相似文献

This paper proposes a structural model to explain the motivation of regional public authorities to arrange marketing agreements for route and traffic development. Furthermore, using data from Spanish airports, we empirically test this model obtaining the demand function according to the preferences of public authorities. The results show that the public budget, airport’s attributes or intermodal competition affect to the demand for aircraft operations of regional public agencies. Finally, we propose an empirical method to determine the market power of airlines within these marketing agreements in a particular airport or route.  相似文献

This article addresses the ongoing debates on the politics of migration. In particular it investigates the turbulent mobilities of the ‘desperate passenger’ as a means to position the role of corporeal passage within this debate. It argues that forms of desperate passage differ markedly from other forms of corporeal mobility due to the limitations of choice. Given that undocumented migrants are ‘locked out’ of legitimated mobility networks, alternative forms of movement are often necessitated, in this case the infiltration of non-corporeal networks such as the underside of lorries. These acts of desperate mobility are used to discuss the inherent ‘violence of speed’ as outlined by Paul [Virilio, 2006a] and [Virilio, 2006b]. In contrast to the protective, capsularised mobilities of legitimated passengers, it is suggested that the desperate passenger has to enact such violent mobilities in order to reach their destination.  相似文献

Railway dispatchers reschedule trains in real-time in order to limit the propagation of disturbances and to regulate traffic in their respective dispatching areas by minimizing the deviation from the off-line timetable. However, the decisions taken in one area may influence the quality and even the feasibility of train schedules in the other areas. Regional control centers coordinate the dispatchers’ work for multiple areas in order to regulate traffic at the global level and to avoid situations of global infeasibility. Differently from the dispatcher problem, the coordination activity of regional control centers is still underinvestigated, even if this activity is a key factor for effective traffic management.This paper studies the problem of coordinating several dispatchers with the objective of driving their behavior towards globally optimal solutions. With our model, a coordinator may impose constraints at the border of each dispatching area. Each dispatcher must then schedule trains in its area by producing a locally feasible solution compliant with the border constraints imposed by the coordinator. The problem faced by the coordinator is therefore a bilevel programming problem in which the variables controlled by the coordinator are the border constraints. We demonstrate that the coordinator problem can be solved to optimality with a branch and bound procedure. The coordination algorithm has been tested on a large real railway network in the Netherlands with busy traffic conditions. Our experimental results show that a proven optimal solution is frequently found for various network divisions within computation times compatible with real-time operations.  相似文献

This paper is concerned with the relationships between traffic conditions and pedestrian behaviour which determine the extent of barrier effects. These relationships are examined on a high-density mixed-use street in central Edinburgh. Such streets are generally important routes for both pedestrians and vehicles, where there is maximum potential for conflicts between them. Crossing strategies and pedestrian trip-making activity are shown to be modified in response to changes in traffic conditions, notably to changes in traffic volumes and parking activity. Barrier effects are seen to vary markedly with the age group of pedestrians. The findings are related to pedestrian safety on such streets and to issues involved in the design and implementation of traffic management schemes. It is concluded that barrier effects on pedestrians should be a standard consideration in scheme design and implementation.  相似文献

Recent centuries have seen a succession of transport technologies, each offering improvements in speed, carrying capacity and/or operational flexibility. Having overcome many physical barriers to freedom of movement, humanity now faces two major, related challenges: dwindling reserves of fossil fuels, and anthropogenic climate change. In these circumstances, rail transport has significant potential advantages over the more energy-intensive modes of road and air.Railways dominated 19th century land transport, peaking in importance in the early 1900s. Market share then declined in the face of competition from road transport and aviation, although rail retained significant passenger and freight transport roles. Major improvements in railway operating efficiency were introduced later in the 20th century, including: the switch from steam to diesel and electric traction; containerisation and focus on long-haul, unit-train freight operations; and the development of high-speed passenger rail services in Japan and Europe, enabling rail to compete successfully with air travel over distances of up to 800 km.The UK Government’s Foresight Programme commissioned a report entitled Intelligent Infrastructure Futures, for which four scenarios were developed of how society might be in 2055. These scenarios are: ‘Perpetual Motion’, ‘Urban Colonies’, ‘Tribal Trading’ and ‘Good Intentions’, each having its own implications for the future of transport. This paper considers the implications of each scenario, and of the underlying/overriding issues of peak oil and climate change, for the possible role and significance of rail transport in meeting our transport needs in the mid-21st century and beyond.  相似文献

There has been a paucity of research into the marketing practices and approaches of small tourism and hospitality firms, until the 1990s. This paper goes some way towards improving knowledge in this area by reporting the findings of the first national survey of small tourism and hospitality firms in the UK. Four key areas of marketing practice are highlighted: marketing planning, promotion methods, pricing methods and marketing research. The paper concludes that although a great deal of small hospitality and tourism firm marketing may be characterised as haphazard and unsophisticated, there is much to commend it in the UK. This paper studies whether gravity model parameters estimated in one geographic area can give reasonable predictions of commuting flows in another. To do this, three sets of parameters are estimated for geographically proximate yet separate regions in south-west Norway. All possible combinations of data and parameters are considered, giving a total of nine cases. Of particular importance is the distinction between statistical equality of parameters and ‘practical’ equality, i.e. are the differences in predictions big enough to matter. A new type test based on the standardised root mean square error (SRMSE) and Monte Carlo simulation is proposed and utilised.  相似文献
