We use a dynamic model of food stamp caseloads with state-level panel data to estimate the impact of the business cycle on food stamp caseloads in the era of welfare reform. The macroeconomy has a substantial impact on food stamp caseloads: A one-percentage-point increase in the unemployment rate leads to a 2.3% increase after one year. In terms of welfare policy, a 10-percentage-point increase in the share of a state's population waived from rules limiting food stamp receipt among able-bodied adults without dependents (ABAWDs) results in a 0.5% increase in contemporaneous caseloads. States with waivers from the Aid to Families with Dependent Children (AFDC) program in the mid-1990s had caseloads about 1.9% higher than nonwaiver states. While changes in AFDC caseloads have historically resulted in coincident changes in food stamp caseloads, our results suggest that the link between AFDC caseload and food stamp caseload changes has dissipated substantially after welfare reform. The cyclical sensitivity of food stamp caseloads indicates the importance of food stamps in smoothing consumption during economic recessions.  相似文献

Several recent changes in the Food Stamp Program have been directed toward households without children, including new work requirements for able‐bodied adults without dependents (ABAWDs) and easier application and recertification procedures for the disabled and the elderly. Despite their relevance to policy makers, adult‐only households have not been extensively examined. We use administrative records from South Carolina to investigate how spells of food stamp participation for adult‐only households vary with ABAWD provisions, recertification intervals, and other characteristics. We find that households that were subject to ABAWD policies had shorter spells and lower rates of food stamp participation than other households. We also find that households were much more likely to leave the Food Stamp Program at recertification dates than at other dates. We further find that time limits were associated with exits with and without earnings, suggesting that this policy increased self‐sufficiency for some households but left others without support.  相似文献

The partition of British India in 1947 resulted in one of the largest and most rapid migrations and population transfers of the 20th century. Using refugee presence by 1951 as a measure for the intensity of the impact of the population transfer, and district level data on agricultural output between 1911 and 2009 from India, we find using difference in differences and event study approaches that areas that received more refugees have higher average yields, are more likely to take up high yielding varieties of seeds, and are more likely to use agricultural technologies. The increase in yields and use of agricultural technology coincide with the timing of the Green Revolution in India. Using pre-partition data, we show that refugee placement is uncorrelated with soil and water table characteristics, agricultural infrastructure, and agricultural yields prior to 1947; hence, the effects are not explained by selective movement into districts with a higher potential for agricultural development. We highlight refugee literacy and land reforms in areas with refugees as two of the many potential mechanisms that could be driving these effects.  相似文献

We estimate the effects of having a child in poor health on the mother's receipt of Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), and public support in the form of food (Special Supplemental Nutrition Program for Women, Infants, and Children [WIC] or food stamps), health insurance (Medicaid), and housing. We find that mothers with unhealthy children are between 2 and 8 percentage points (8-33%) more likely to rely on TANF than those with healthy children. There are stronger effects for mothers with older children than for those having first births. Mothers of children in poor health are also more likely than those with healthy children to receive SSI, Medicaid, and housing assistance but not WIC or food stamps. Given the restrictive new welfare environment, mothers who rely on TANF to cope with the burden of caring for unhealthy infants may soon encounter difficulties making ends meet and have insufficient resources to invest in their children's health.  相似文献

The study of welfare participation in the United States prior to the 1996 Welfare Reform Act and afterward has primarily focused on comparing native and immigrant households. Analyses that have gone beyond this broad classification have focused on comparisons across race, with particular focus on Hispanic immigrants. This paper moves away from the existing literature by investigating whether there is a difference in welfare usage among immigrant based on their birthplace. Using a probit model, we investigate this potential difference by testing two related hypotheses. Our results suggest that the probability of welfare usage for immigrants with similar characteristic, differ for some immigrant groups. We also find that for some immigrant groups, citizen and noncitizens differ with respect to welfare usage.  相似文献

State Medicaid home- and community-based waiver programs for persons with AIDS (PWAs) were implemented with the expectation that PWAs would use these services in lieu of more expensive hospital-based care. If so, Medicaid spending per PWA should decline, and program costs fall. We analyze Florida Medicaid claims data for PWAs from December 1995 through December 1997 to determine how participation in the waiver program affects the use of inpatient services, the receipt of antiretroviral combination therapies (available to Medicaid recipients throughout the study period), monthly expenditures, and survival of PWAs. We find that waiver participants are more likely to receive combination therapies but less likely to use hospital-based care than nonparticipants; white men and sicker patients are more likely to join the waiver program than other eligible PWAs; monthly expenditures for waiver participants are 52% lower than for nonparticipants; and waiver participation does not affect survival.  相似文献

This paper investigates the causal effect of immigration on trade flows using Italian panel data at the province level. We exploit the exceptional characteristics of the Italian data (the fine geographical disaggregation, the very high number of countries of origin of immigrants, the high heterogeneity of social and economic characteristics of Italian provinces, and the absence of cultural or historical ties with the countries where immigrants come from) coupled with the use of a wide set of fixed effects and an ‘instrument’ based on immigrants’ enclaves. We find that immigrants have a significant positive effect on both exports and imports, but much larger for the latter. The pro-trade effects of immigrants tend to decline in space, and even turn negative when large ethnic communities are located too far away from a specific province (via a trade-diversion effect). Moreover, while our data show inter-ethnic spillovers for exports, we find no evidence that networks between different ethnicities affect provinces’ imports. Finally, we provide evidence of a substantial heterogeneity in the effects of immigrants: the impact on trade tends to be larger for immigrants coming from low-income countries, for earlier waves of immigrants, and for least advanced provinces (Southern Italy).  相似文献

Many scholars have evaluated the wealth creation effects of homeownership over different time periods and have agreed on the positive role of homeownership. However, there are no consistent mechanisms to measure the impact of homeownership on wealth inequality. Based on data from 1995 to 2018, this paper finds that the expansion of the homeownership rate in urban China was an equalizing force in the distribution of wealth from 1995 to 2008, driven by the increased homeownership and housing acquisition of low- and moderate-income households (LMIs) during the era of housing reform in the 1990s. The forces were exogenous and dominated by a redistributive logic. In the post-reform era after 2008, the decline in the homeownership rate led to a concentration of wealth distribution that was driven by the widening wealth gap between owners and non-owners, which represented an endogenous market force. The results indicate that there was an apparent discontinuity of the trends of homeownership and wealth inequality because new immigrants could not afford the price of housing in the cities. The wealth position of the middle and lower classes (mainly new immigrant non-owners) was crippled, not only by the inaccessibility of homeownership, but also by the reinforcing effect of the increase in housing prices. This study reveals the different mechanisms of homeownership on wealth inequality and the policy implications for the redistributive effects of the allocation of housing resources.  相似文献

A number of states have adopted laws that require employers to use the federal government's E‐Verify program to check workers' eligibility to work legally in the United States. Using data from the Current Population Survey, this study examines whether such laws affect labor market outcomes among Mexican immigrants who are likely to be unauthorized. We find evidence that E‐Verify mandates reduce average hourly earnings among likely unauthorized male Mexican immigrants while increasing labor force participation among likely unauthorized female Mexican immigrants. Furthermore, the mandates appear to lead to better labor market outcomes among workers likely to compete with unauthorized immigrants. Employment rises among male Mexican immigrants who are naturalized citizens in states that adopt E‐Verify mandates, and earnings rise among U.S.‐born Hispanic men. There is no evidence of significant effects among U.S.‐born non‐Hispanic whites.  相似文献

There is evidence that women are more likely to live in poverty than men. Given the fact that the poor are more likely to use welfare, it becomes useful to consider welfare usage among women. A-priori welfare programs are set up in such a way that welfare usage should be based primarily on economic needs and health concerns. However, it is possible that an individual’s experiences could affect their perception and inclination for using government assistance. In this scenario, differences in welfare usage will exist for individuals with similar characteristics but different experiences. We explore this possibility among women and investigate if race/ethnicity and birthplace still have a role to play in the decision to use welfare even after controlling for income, health and other demographic factors like employment and household size, which are typical predictors of welfare usage. We find that race does not matter for welfare usage among comparable women. In addition, we do not find significant differences in welfare usage among women based on birthplace—suggesting that comparable naturalized and native born women share similar inclination for welfare.  相似文献

The COVID-19 pandemic in Bangladesh, associated public health measures, and people’s reactions were projected to have caused job losses among women, a decline in women’s empowerment and reduced women’s diet diversity. Using a November 2020 telephone survey to re-interview adult female respondents of a November 2019 in-person survey, contrary to expectations we find that more women found than lost jobs, and women’s diet diversity increased over the year partly marked by the COVID-19 pandemic. We did not find evidence of a decline in women’s involvement in food purchase decisions, nor women’s autonomy over use of household income. The change in women’s outside employment is neither statistically related to changes in women’s involvement in food purchase decisions, changes women’s autonomy over use of household income, nor changes in women’s diet diversity. Change in women’s involvement in food purchase decisions is positively related with change in women’s diet diversity and change in women’s autonomy over income use is negatively related with change in women’s diet diversity.  相似文献

This article investigates the relationship between the timing of Supplemental Nutrition Assistance Program (SNAP) benefit payments and participation in school lunch and breakfast using the National Household Food Acquisition and Purchase Survey. An event study approach examines participation over the five‐day window before and after the SNAP payment. We find that school lunch participation decreases by 17–23 percentage points immediately after the SNAP payment among 11–18 year olds while breakfast drops by 19–36 percentage points. The decline begins the day prior to payment. We find no effects for 5–10 year olds. Models examining participation over the full SNAP month using individual fixed effects yield similar findings. Among teenagers, participation in school lunch and breakfast decline in the first two weeks of the SNAP month, increasing afterward. Non‐school meals show the opposite pattern. Overall, results indicate SNAP households rely more on school lunch and breakfast toward the end of the SNAP month.  相似文献

This paper examines the impact of fiscal policies on both the size and educational levels of immigrants in destination countries. We find that whether or not a country’s policies are attracting highly educated immigrants goes beyond the issue of the “welfare state”. Immigrants are making important distinctions between the different benefits provided by a receiving country’s government. Health and education spending are found to have a positive impact on the education levels of immigrants while the reverse is true for unemployment and retirement benefits. Welfare programs are found to be insignificant once other government programs/taxes and other factors are taken into account. These results imply that countries should be less concerned about whether they are a “big government” with regards to attracting immigrants, and more concerned with what types of benefits they offer.  相似文献

The recent recognition of the matrícula consular as an acceptable form of alien identification by financial institutions has increased undocumented Mexican immigrants' access to U.S. banking services. Usage of the banking system's low-cost wiring and money-transfer services may encourage Mexican immigrants to save and potentially transfer more money to Mexico. We use data from the Mexican Migration Project (MMP107) to examine the hypothesis that immigrants with access to banking services in the United States between 1970 and 2004 sent back more funds to Mexico than their unbanked counterparts. We find that banking among Mexican immigrants in our sample is limited. While having a U.S. bank account does not appear to significantly raise monthly remittance flows by Mexican immigrants, it does help boost the amount brought back home. Thus, our analysis sheds light on the potential effects of matrícula cards on the future flow of remittances to Mexico.  相似文献

The role of enterprise in addressing the problems of deprived urban areas has been an area of emphasis within recent British urban policy. Yet the potential for such policies among increasingly diverse and often highly deprived populations remains poorly understood. This issue is particularly pertinent with respect to refugees where self-employment and enterprise creation is a route pursued by some, yet there remains limited understanding of the role and impact of enterprise within refugee communities and the constraints they face. Drawing upon original primary data, this paper presents findings related to the local impacts of refugee enterprises, the constraints refugees face in starting and running enterprises, and the adequacy of existing business support infrastructure to their needs. The paper concludes with a consideration of the challenges for the future development of business support policy and services for refugees.  相似文献

The plight of refugees in Africa is compounded by the fact that they often seek asylum in poor host countries which are as politically and economically fragile as their countries of origin. Attempts to help these refugees become self-sufficient demonstrate the underlying contradictions of all aid programmes.This paper discusses these contradictions in the light of the author's experience in the Sudan. It shows how the concept of ‘humanitarian assistance’ and the relief programmes designed by aid agencies, as well as the laws and regulations designed by governments, have contributed to the increasing powerlessness of the refugee recipients. Refugees themselves have been ignored throughout the decision-making process in the three phases of relief, rehabilitation and development. Aid agencies and host governments often have conflicting goals which result in exacerbation of the refugees' situation.The author suggests that assistance has been directed towards the symptoms of the refugee problem but not the root causes. As a result, there is an urgent need to reassess the assumptions underlying refugee assistance and to propose new strategies and options.  相似文献

This study explores whether prolonged welfare experience reduces the job search commitment of the unemployed. More specifically, an attempt is made to determine whether participation in a government assistance program induces the unemployed to prolong their job search activities, either through reduced search effort or by asking a higher reservation (acceptance) wage. The data were obtained from a semistructured interview with 120 food stamp recipients participating in a pilot workfare project in Coahoma County, Mississippi. The interview questionnaire was designed to elicit the degree to which there was a relationship between welfare use and commitment to job search activities. The most important finding of the study was that in at least one economically depressed community, extended participation in a public assistance program did not appear to have a significant impact on the job search behavior of the unemployed. However, as important as this finding is, the small size of the sample and the uniqueness of the county (77 percent black) limit the applicability of the results to other rural communities across the nation. Therefore, there is a need to replicate and expand the study, utilizing a much larger sample representing a cross section of the counties in Mississippi and elsewhere in the United States.  相似文献

This study shows that the Swedish ‘housewife era’ roughly occurred in 1930–1970. During the 1950s, the ratio of women’s worked hours to men’s worked hours reached a low point. In the early 1970s, it rose to above 50%. We argue that models of joint utility maximisation, assuming equal gender power relations unrestrained by cultural and institutional settings, cannot alone explain this era. The two principal structural mechanisms behind the rise of the breadwinner household were the decline of the farm household and the increased proportion of married women. Both weakened the bargaining position of women. Three results in our study weaken the claims of the joint utility maximisation model. Firstly, marriage was much more important than motherhood in determining the probability of women’s labour force participation, although the age of the child is then not taken into account. Secondly, the labour force participation of married women was similar across different social strata outside of the farm and top income households, indicating a prevalent capitalist patriarchal structure. Thirdly, women’s leisure was valued less than men’s, demonstrating that the preferences of the husband were prioritised over those of the wife.  相似文献

Despite the many benefits of bank use, large portions of the U.S. population remain unbanked. One of the largest is immigrants, where the incidence of being unbanked is over 13% higher than among natives in 2001. We document growth in the nativity gap in bank use over time. We also test the importance of immigrant enclaves, defined as areas with high concentrations of immigrants from the same region, in explaining the increasing differential in bank use. Combining data from the Survey of Income and Program Participation, Census, and FDIC we find that immigrants living in enclaves are significantly less likely to have a bank account. We take steps to isolate one particular channel through which this might operate: the use of informal financial services provided by co‐ethnics in enclaves. The results suggest that demand‐side preferences may have power in explaining the persistence of the nativity gap in bank use in the United States.  相似文献
