We propose aggregation indices of Non-Tariff Measures (NTMs) to quantify their protectionism relative to international standards of stringency. We apply the indices to national Maximum Residue Limit (MRL) regulations on pesticides and veterinary drugs affecting agricultural and food trade and using a science-based criteria embodied in Codex Alimentarius international standards. The approach links two streams of the NTM literature, one concerned with the aggregation of various NTMs into operational indices for econometric and modeling purposes, and the other attempting to evaluate the protectionism of NTMs. The data used in the application come from a large international dataset on veterinary and pesticide MRLs and CODEX MRL standards for a large set of countries.  相似文献

“一带一路”建设为我国机电产品出口增长带来新机遇,为了探究我国机电产品出口增长的主要推动力,本文基于Un Comtrade数据,对我国机电产品的出口进行分解。实证分析结果表明,我国对“一带一路”沿线国家机电产品出口增长的主要推动力是数量边际,贡献率为82.45%;而价格边际与扩展边际的贡献率分别为7.00%与10.55%。我国与“一带一路”沿线国家的系列因素对机电产品出口三元边际存在显著的差异性影响,主要包括进口国的经济规模、人均收入、与我国的地理距离、高层互访、基础设施状况、我国的直接投资存量、亚投行的金融支持、地理邻近以及是否与我国签署自由贸易协定。  相似文献

本文基于扩展的贸易引力模型,使用2000~2015 年中国同22 个贸易伙伴国的面板数据,并引入和技术性贸易壁垒以及高技术产品密切相关的知识产权保护这一变量,实证考察进口国TBT 对中国高技术产品出口的影响。结果表明:(1)进口国实施 TBT 或进行知识产权保护均会抑制中国高技术产品的出口,但抑制作用并不显著;(2)若进口国将TBT 和知识产权保护相结合形成更为隐蔽的技术性贸易壁垒,将会显著抑制中国高技术产品的出口;(3)中国高技术产品出口呈现行业差异,其中医药制造业受到的抑制效应最大;(4)由于技术模仿和产品同质化现象的存在,中国高技术产品出口会在中高收入国家遭遇更为严重的TBT,对出口的抑制效应会更大。中国应将知识产权保护政策作为应对进口国TBT的一种补充,在保证高技术产品贸易健康发展的同时推动出口产业向中高端发展。  相似文献

This paper examines the impact of liberalizing the telecommunications services sector on investment and output in the Asia-Pacific Economic Cooperation (APEC) countries by estimating a system of four structural equations that takes into account the causal relationship between national income and telecommunications infrastructure. The degree of openness to trade in telecommunications is represented by a carefully constructed index that reflects a country’s trade and investment policy in terms of market access, national treatment and regulatory principles. One interesting finding from the empirical analysis is that the effects of trade liberalization depend on the risk rating of a country. In countries with relatively high risk ratings liberalization reduces investment in telecommunications.  相似文献

During the world food price crisis of 2007–08, rice importing countries suffered through a sharp increase in international rice prices and disruptions in supply as several rice exporters restricted trade to mitigate their domestic price increases. Perhaps no country was more affected by these disruptions than Bangladesh. Our analysis shows that prior to the 2007 crisis, when Bangladesh imported an average of nearly 1 million tons of rice per year from India, domestic wholesale prices of rice in Bangladesh were co-integrated with import parity prices of subsidized Below Poverty Line (BPL) rice. When in mid-2007, India sharply curtailed exports, rice prices surged in Bangladesh.Model simulations show that a relatively small increase in private consumer stocks equivalent to about 2 weeks of normal consumption could account for the large surge in domestic prices in Bangladesh and that an additional 300,000 tons (in addition to approximately 700,000 tons of net rice distribution that actually occurred) would have been sufficient to stabilize prices in the November 2007–April 2008 period. The Bangladesh analysis thus shows that in spite of the uncertainty in international markets, careful planning, timely interventions and openness to trade can substantially reduce requirements for public stockholding.  相似文献

This paper examines the impact of intra-firm foreign trade on domestic concentration ratios and the interchangeability of trade-adjusted concentration ratios in structure-performance studies. Due to data limitations, previous efforts to adjust domestic concentration ratios have not incorporated the possibility that the largest domestic producers could also be importing the product into the domestic market. Foreign trade adjustments, both intra-firm trade by the leading firms and foreign trade in general, had a relatively small effect upon concentration in the majority of industries; however, approximately 20 industries were identified where foreign, trade is a potentially important competitive factor. Concerning the interchangeability of the estimated concent cation ratios, the results suggested that the measures were interchangeable in linear models, but were not interchangeable in log-linear models.  相似文献

Desquilbet and Bullock (2010) criticize some aspects of our analysis of the European Union’s (EU) spatial ex ante coexistence regulations (SEACERs) of genetically modified (GM) and non-GM crops presented in Demont et al. (2009). We argue that, besides misinterpreting some of our original arguments, the authors propose a policy analysis framework which is inconsistent with the main goal of the EU’s SEACERs. Their example incorrectly suggests that SEACERs play an additional role of regulating non-GM crop supply on the market. This would be inefficient from a policy economics perspective, especially in an open economy where global trade is taken into account. Therefore, we argue that analyzing flexibility of SEACERs in a market framework could lead to erroneous conclusions and in that case a simple farm level analysis such as presented in Demont et al. Despite significant progress in the fight against hunger during the last decades, food insecurity remains a major problem in many countries, especially developing ones. In this study, we use a large cross-country data to investigate the impact of trade openness and other factors on food security, measured by dietary energy consumption. We employ a system GMM approach to account for unobserved heterogeneity, correlated individual effects and potential endogeneity of the explanatory variables. The empirical results reveal that trade openness and economic growth exert positive and significant impacts on dietary energy consumption, and also contribute to improvements in dietary diversity. The results are robust to the inclusion of additional variables capturing specific agro-climatic constraints (e.g. weather-related) and regional/country characteristics and to the sample composition. Most geographical regions are found to have significantly higher food security levels compared to Sub-Saharan Africa. Additional results indicate that besides calorie consumption, trade openness also improves dietary diversity and diet quality-related aspects of food security.  相似文献

Harmonization of trade regulations and standards is perhaps the most contentious issue regarding export markets due to the impacts that it can have on trade. We determine the extent of harmonization as perceived by exporters with respect to the major Sanitary and Phytosanitary Standards (SPSs) and quality measures which Chile faces in 16 international fresh fruit markets. The methodology combined qualitative and quantitative techniques. First, the most relevant safety and quality standards and regulations were identified and ranked. Second, a representative sample of exporters was interviewed to assess their perceptions regarding the level of stringency across markets and time for selected regulations. Perceptions were ranked on a likert scale and based on this scale a stringency index was constructed. The results show that Chile faces regulations which can be grouped into the following categories: (i) phytosanitary measures; (ii) tolerance limits for pesticide residues and contaminants; (iii) hygiene requirements; (iv) labeling, marking and packaging; (v) product and process standards; and (vi) registration procedures and other import requirements. The number of regulations varied among countries, ranging from 13 to 3 out of the 14 considered in the study. The most stringent country among the sample as perceived by exporters was México, whereas the least stringent was Saudi Arabia. Additionally, exporters agreed that stringency has increased over time with an average of 15% between 2005 and 2009.  相似文献
