The important role of fish in food and nutrition security is becoming more widely acknowledged by the fishery sector and within food policy. Integration of fish and food policy, at national, regional or global levels, is required to ensure the contribution of fisheries and aquaculture to human health is supported through governance arrangements. We explore this aspect of food policy integration in Timor-Leste, where malnutrition is a critical health problem. Consumption of fish is low by international standards and only a small proportion of the population engages in fishing. We used a mixed method approach involving desktop policy analysis, interviews and social network analysis to explore interactions among sectoral instruments and organisations. Our results show generally good integration of food security into fisheries policies, but a lack of integration of fish into food policies. Policy network analysis revealed evidence of collaboration and cooperation between sectors, however, consideration of fish and food concerns was not well embedded across all organisations. We discuss challenges and options for future integration of fisheries into sustainable food systems in Timor-Leste and more broadly, including the need for greater political will and resources, combined with clearer targets and actions within instruments.  相似文献

Expectations are high that transition in Tunisia, Egypt, Libya, and Yemen will bring about more freedom, justice, and economic opportunities. However, experiences from other world regions show that countries in transition are at high risk of entering conflicts, which often come at large economic, social and political costs. In order to identify options on how conflict may be prevented in Arab transition countries, this paper assesses the key global drivers of conflicts based on a dataset from 1960 to 2010 and improved cross-country regression techniques. Results show that unlike in other studies where per capita incomes, inequality, and poor governance, among other factors, emerge as the major determinants of conflict, food security at macro and household-levels emerges as the main cause of conflicts in the Arab World. The high exposure of Arab countries to global food price variations proves to be an important source of vulnerability for a peaceful Arab transition. If history is also a guide to the future, improving food security is not only important for improving the lives of rural and urban people; it is also likely to be the key for a peaceful transition. The paper concludes with a set of policy options on how to improve food security at macro and household-levels, including safeguard mechanisms against excessive price volatility, export-led and pro-poor growth, the creation/expansion of social safety nets and targeted nutrition programs.  相似文献

Within a context of delivering food security into the future, dietary guidelines are being reframed, corporations are replacing unsustainable products, and consumers are being encouraged to become ecological citizens. While there is a growing literature on the food practices of ‘alternative’ consumers, ‘mainstream’ consumers are less well understood. This paper describes qualitative research undertaken in a socio-economically disadvantaged area of Sydney, Australia, which aimed to uncover consumer views towards sustainable and healthy diets. Most participants indicated a discrepancy between their desired and actual behaviours: while they want to support Australian, or local, food producers they gravitate towards cheap and tasty food from ‘anywhere’; and while they associate nutritious food with fresh food, they will buy processed foods which can be less expensive, appeal to children and are prone to less waste. Reflecting mainstream Australian political culture, participants were compromising household food budgets in order to pursue a socially acceptable standard of living (including decent housing, car-reliance). They were also incorporating the pleasure and desires of family members as part of ‘the moral arts of everyday life’. Using social theories of consumption and practice sociology we argue that food choices and practices – easy or not – need to be interpreted as part of the role that consumption plays in political citizenship and moral subjectivity. In the Western Sydney context, food practices are essentially household budget and family nourishment practices rather than nutrition and sustainability practices; a position which is not addressed in the government’s new food policies or wage determination processes.  相似文献

Vaccines against several common foodborne pathogens are being developed and could substantially alter the policy tools available to address foodborne illness. However, little analysis is available to suggest how social welfare would be affected by consumer and industry responses to these new vaccines. To address this void, we use stated-preference data to estimate consumer willingness to pay (WTP) for food safety vaccines and then simulate the welfare impacts of subsidizing consumer purchases of the vaccine given two different industry responses: maintaining current levels of food safety vigilance and reducing food safety vigilance due to a moral hazard response that undermines consumer confidence in food safety. To obtain consumer preferences for the vaccine, we simultaneously estimate a three-equation model that recognizes the recursive nature of responses to questions probing respondents’ willingness to purchase vaccines and perceptions of the probability and severity of possible foodborne illness incidents and the joint distribution of unobservable components. Our simulations show large consumer WTP if vaccines are relatively inexpensive while the presence of moral hazard increases respondents’ willingness to pay and voluntary uptake of vaccine.  相似文献

Food aid, both for short-term emergency relief and as program food aid that helps address medium-term food “deficits”, is often a major component of food security strategies in developing countries. This study reviews the experience with food aid of four major recipients of food aid (India, Bangladesh, Ethiopia and Zambia) regarding food production, trade, markets, consumption and safety nets, as well as the policy responses to food emergencies. The widely varying experiences of the study countries suggest that food aid that supports building of production and market enhancing infrastructure, is timed to avoid adverse price effects on producers, and is targeted to food insecure households can play a positive role in enhancing food security. However, food aid is not the only, or in many cases, the most efficient means of addressing food insecurity. In many cases private markets can more effectively address shortfalls in food availability and cash transfers may be a viable alternative to food transfers in-kind.  相似文献

A major barrier to achieving sustainable diets is the lack of clearly defined and agreed upon intervention points that will positively influence multiple sectors of the food system. There is an urgent need to understand what policy approaches and interventions will most effectively enhance the sustainability of diets in rapidly urbanizing low- and middle-income countries. To address this need, this work combines the input of diverse stakeholders and analysis of existing datasets to develop a conceptual framework for sustainable diets that is locally relevant to Vietnam using a process that is generalizable to other developing countries. The resulting framework includes 235 unique, measurable indicators within eight domains: (1) food production, (2) food processing and distribution, (3) food loss and waste, (4) food access and consumption, (5) food and water safety, (6) nutrition, (7) sociopolitical context, and (8) environmental impact. This conceptual framework was employed in a participatory workshop that brought together 50 Vietnamese stakeholders from diverse areas of expertise to identify and prioritize specific metrics for measuring sustainable diets. Based on the results of the stakeholder workshop, expert interviews, and characterized datasets, a comprehensive set of minimum metrics for each domain was produced and key leverage points that are likely to have an impact across multiple sectors were identified. These leverage points include food quality and safety, agricultural chemical usage, food waste, and water management. The analysis is expected to contribute to evidence-based policymaking in Vietnam to cultivate more sustainable diets.  相似文献

This introductory paper presents the results of an international multi-disciplinary research project on the measurement of food consumption in national household surveys. Food consumption data from household surveys are possibly the single most important source of information on poverty, food security, and nutrition outcomes at national, sub-national and household level, and contribute building blocks to global efforts to monitor progress towards the major international development goals.The paper synthesizes case studies from a diverse set of developing and OECD countries, looking at some of the main outstanding research issues as identified by a recent international assessment of 100 existing national household surveys (Smith et al., 2014). The project mobilized expertise from different disciplines (statistics, economics, food security, nutrition) to work towards enhancing our understanding of how to improve the quality and availability of food consumption and expenditure data, while making them more valuable for a diverse set of users. The individual studies summarized in this paper analyze, both theoretically and empirically, how different surveys design options affect the quality of the data being collected and, in turn, the implications for statistical inference and policy analysis.The conclusions and recommendations derived from this collection of studies will be instrumental in advancing the methodological agenda for the collection of household level food data, and will provide national statistical offices and survey practitioners worldwide with practical insights for survey design, while providing poverty, food and nutrition policymakers with greater understanding of these issues, as well as improved tools for and better guidance in policy formulation.  相似文献

This article discusses the reasons for poor child nutrition in India. Inadequate advice to mothers in poor rural communities about breast milk supplements could allow progressive erosion of breast feeding practices in the face of aggressive promotion from baby food manufacturers. Health workers need better information about possible supplements produced from locally available foods if nutrition education programs are to succeed. The author warns of the detrimental effect on nutritonal status of the deemphasis of school health nutrition programs in India, and points to the need for a nutrition component as an integral part of rural employment/development programs.  相似文献

In this paper we consider the findings of a number of interlinked pieces of research, both qualitative and quantitative, that have investigated aspects of food risk communication on the island of Ireland. These findings are set in the context of international risk communication research. The findings are examined using the three basic elements of a simple communications framework: the message sender; the channel through which the message is communicated and the receiver of the message. The barriers to effective communication are examined and special reference is made to the barriers affecting the communication of domestic food safety risk. Barriers identified include personal, infrastructural and message related factors, such as lack of interest, lack of appropriate facilities and conflicting messages. Based on an evaluation of the views of the scientific community and the public, we make suggestions on how future food safety communications could be tackled to better address the identified barriers. Both suggested long and short term policies are considered in the context of a heterogeneous public and scientific community. Short term suggestions provide an opportunity to address the challenges faced by those who are currently exposing themselves to a high level of domestic food safety risk. The long term suggestions reflect on the underlying barriers impacting on public domestic food safety practices.  相似文献

Because food insecurity is primarily a problem of low household incomes and poverty, and not just inadequate food production, projects and programs for food insecure African farmers which aim at increasing production of subsistence crops may be ineffective. Instead, government should look for ways to improve returns to farmers' resources in a broader context, which may include expanded opportunities for non-farm microenterprises and agricultural labor. This has been the conventional wisdom since the writings of Amartya Sen. Still unclear, however, are the implications of his thinking for the roles of African women farmers who are traditionally the food-crop producers in Africa and are often food insecure. Immediate expansion of income-earning activities such as cash cropping and non-farm microenterprises may not be possible for women in male headed households in many African societies where cash income is seen as part of the male domain. In addition, women farmers may need a long adjustment period to diversify their income sources fully because most African countries are at the early stages of structural transformation. Different developmental interventions, both in policy and in technology, are therefore needed to address food security and economic transformations in Africa in the short and long term.  相似文献

This paper provides a framework for examining aquaculture’s linkages to food and nutritional security by elucidating key hypotheses concerning the role of aquaculture in household food and income systems in developing countries. Taking examples from developing Asia, where aquaculture showed a steady growth over the last decade, the implications of aquaculture development are examined from the standpoint of its impact on employment, income and consumption. Analysis revealed clear evidence of positive income and consumption effects of aquaculture on households. However, employment effects are still not significant. The context of targeting small-scale and subsistence-oriented farmers as a means of improving food security in the developing countries has also been analyzed by identifying key socio-economic and policy factors affecting aquaculture adoption and its impact on the poor. The paper concludes that national policies for aquaculture development will need to concurrently address the food security and poverty questions more sharply than has been done at present, by providing institutional and infrastructure support for access to resources such as land and water and to markets by poor households. Finally, more empirical evidence should be collected on the varied opportunities aquaculture would provide to improve the income, employment and food consumption levels within households.  相似文献

A new food policy coherent with the goal of achieving sustainable food systems implies changing visions and radically revising the understanding of the system on which agricultural and food-related policies act. This paper identifies and discusses policy processes that contribute to sustainable food systems in Europe. Based on a conceptual framework that links the policy cycle approach to transition theories, we (i) assess the evolution of policy cycles of the Common Agricultural Policy (CAP) to highlight how the food and nutrition concepts have evolved and been reframed throughout the five phases of the CAP, (ii) map and classify available policy instruments to assess potential synergies and gaps in view of their reorganization and (iii) indicate and discuss strategic tools for sustainable food policies. This contribution goes beyond the current literature highlighting the obstacles which hinder the transition to a policy regime that embodies the nexus among food and nutrition security, natural capital preservation and climatic and social justice, and proposing new avenues for food policy studies.  相似文献

High rates of undernutrition persist in Afghanistan, but community-level information is scarce on its underlying causes. Developing policy in such situations is affected by varying stakeholder perspectives on the issues. This study uses the UNICEF malnutrition framework and a rapid assessment methodology to compare how stakeholders at community, provincial and national levels describe the food and nutrition situation. Consistent differences in problem definition by administrative level and between agriculture and health sectors were apparent. Stakeholders at all administrative levels widely agreed on the need to improve incomes and employment to ensure food security because of the many constraints to agricultural production. Provincial and national level stakeholders further agreed on the need for nutrition education at all levels of society. The research illustrates how local adaptation and application of the UNICEF malnutrition framework can reveal divergent perspectives, as a first step toward finding common ground and an appropriate policy response.  相似文献

Food policy should serve humanity by advancing the humane goals of eradicating extreme poverty and hunger. However, these goals have recently been challenged by emerging forces including climate change, water scarcity, the energy crisis as well as the credit crisis. This paper analyses the overall role of these forces and population growth in redefining global food security. Specifically, global water supply and demand as well as the linkages between water supply and food security are examined. The analysis reveals that the water for food security situation is intricate and might get daunting if no action is taken. Investments are needed today for enhancing future food security; this requires action on several fronts, including tackling climate change, preserving land and conserving water, reducing the energy footprint in food systems, developing and adopting climate resilient varieties, modernising irrigation infrastructure, shoring up domestic food supplies, reforming international food trade, and responding to other global challenges.  相似文献

Changes in diet and nutrition, along with other lifestyle changes during the last decades, have affected the nutrition-related disease profile in many developing countries. This phenomenon, or process, is known as ‘The Nutrition Transition’. Several studies on adolescents in South Africa have shown that overweight and obesity are increasing, possibly due to this process. The aim of the present study was to extend our knowledge on the nutrition transition and the factors that influence adolescents’ choice of food in South Africa, and to develop policy recommendations that could facilitate the adolescents’ right to adequate food as laid down in the South African Constitutional Bill of Rights. The data were collected through focus groups with 25 female learners (grade 10, 14–16 years) from urban public schools in Cape Town and key informant interviews with 10 school staff members. The most important nutritional concerns that emerged from the analyses, included skipping breakfast and the consumption of unhealthy tuck shop food. In terms of the human right to adequate food, these findings reflected lack of availability and access to adequate food within the household, at schools, and in the community. In addition, the study showed that there were no or few opportunities for physical activity for adolescents during and after school hours. Social factors, including social norms and a need to conform to peer group pressure, appeared to affect the behaviour of learners considerably. Traditional foods appeared to have lost their importance, while learners preferred to consume fast foods and to adopt a more westernised diet connected to affluence and social acceptance. Traditional and more “Western” body perceptions co-existed among the study participants. The nutrition transition in South Africa is of a complex nature because of large differences that exist amongst different ethnic and socioeconomic groups. Policy decisions should be based on an understanding of these diverse factors. The media and the food industry should be encouraged to work with government in influencing adolescents to make healthy food choices. Cultural perceptions which may lead to unhealthy choices and lifestyle need to be addressed while at the same time respecting people’s cultural pride and human dignity. It is recommended that human rights principles are used purposively in the future in policy formulations, interventions, evaluation and monitoring.  相似文献

Food and nutrition policy in Malta was officially endorsed by Government in the late 1980s. The urgency stemmed from the increasingly preoccupying health situation of the Maltese population characterized by the higher rates of cardiovascular diseases and neoplasms. Although a small island in the central Mediterranean, Malta does not have a diet that is characteristic of the rest of the Mediterranean region. The main aim of this paper is to outline the main characteristics of Maltese food consumption and the constraints encountered in the process of implementing the food and nutrition policy. The final section provides some recommendations that could also be considered in other Mediterranean countries that are in the process of designing or implementing similar policies. On the eve of the 21st century and in light of Malta's eventual accession in the European Union, several fundamental measures still need to be introduced and enforced, the most important being those concerning food safety and quality.  相似文献

Since 2000, mobile phone technologies have been widely adopted in many developing countries. Existing research shows that use of mobile phones has improved smallholder farmers’ market access and income. Beyond income, mobile phones can possibly affect other dimensions of social welfare, such as gender equality and nutrition. Such broader social welfare effects have hardly been analyzed up till now. Here, we address this research gap, using panel data from smallholder farm households in Uganda. Regression results show that mobile phone use is positively associated with household income, women empowerment, food security, and dietary quality. These results also hold after controlling for possible confounding factors. In addition to the household-level analysis, we also look at who within the household actually uses mobile phones. Gender-disaggregation suggests that female mobile phone use has stronger positive associations with social welfare than if males alone use mobile phones. We cautiously conclude that equal access to mobile phones cannot only foster economic development, but can also contribute to gender equality, food security, and broader social development. Further research is required to corroborate the findings and analyze the underlying causal mechanisms.  相似文献

Given the present conditions of demographic growth and the complicated transition toward market economies in Central Asia, the problems of food security and designing policies to achieve it without compromising economic growth are at the forefront of policy agendas in these countries. This paper reviews food policy reforms in Uzbekistan, the Kyrgyz Republic, and Tajikistan in the context of sustainable agricultural development. Analyzing the trends in the agricultural sector during the transition period, it identifies the major impacts of policy reforms on food security and enumerates future challenges for improving food security in these countries. It finds that despite the progress made in reforming their economies toward market-oriented ones, the three countries continue to face food insecurity to varying degrees. It concludes that there is an urgent need to further expand and deepen the reform process by enabling functioning land, labor, and financial markets.  相似文献

This article addresses which food security frames can be identified in the Common Agricultural Policy (CAP) post-2013 reform process, and which actors deploy particular food security frames. The concept of frames refers to relatively distinct and coherent sets of meaning attributed to a concept, such as food security. The article shows that in the European Union (EU) food security is a consensus frame which can be broken down in six conflicting and overlapping sub-frames and which has complicated the debates about the future of the CAP. We demonstrate that during the CAP-reform debates of 2009–2012 a variety of food security arguments were deployed by a broad range of stakeholders, who attached different meanings and made different claims about the relationship between the CAP and food security. Inductive frame analysis reveals that the consensus frame of food security can be broken down into six conflicting and overlapping sub-frames: (1) the productionist frame, (2) the environmental frame, (3) the development frame, (4) the free trade frame, (5) the regional frame, and (6) the food sovereignty frame. Each of these frames was invoked by a specific group of stakeholders, whereby the productionist and environmental frames were deployed most often. The European Commission, meanwhile, invoked various frames at the same time in its communications. As a result of these various framings of the relationship between the CAP and food security, a clear political vision on this relationship is lacking. We conclude that politicians and policymakers may need to develop a coherent vision on what food security entails, and on how the CAP could contribute to both European and global food security.  相似文献
