Bangladesh has made considerable progress against human development indicators in recent years, but malnutrition resulting from poor dietary diversity and low micronutrient intakes remains entrenched. Fish is central to the Bangladeshi diet and small fish species are an important micronutrient source. Although fish consumption per capita has increased in recent years as a result of rapid expansion of aquaculture, it is likely that consumption of fish from capture fisheries (including small indigenous species particularly rich in micronutrients), has declined. This paper evaluates data on fish consumption collected in Bangladesh by the International Food Policy Research Institute in 1996/7 and 2006/7 to assess changing patterns of fish consumption and their implications for food and nutrition security. This analysis indicates that growth of aquaculture has been positive, mitigating a sharp reduction in the quantity of fish consumed from capture fisheries and smoothing out seasonal variability in consumption. However, increased availability of fish from aquaculture may not have fully compensated for the loss of fish from capture fisheries in terms of dietary diversity, micronutrient intakes and food and nutrition security, particularly for the poorest consumers. In the southern African Region (SAR) large populations, mainly concentrated in rural areas, face food insecurity and poverty. Food insecurity is intensified by adverse weather conditions and droughts which impact negatively on farm level food production throughout the region. Agriculture constitutes an important economic sector in the majority of countries in the region. This is measured as share of agricultural value added to the GDP and as agriculture's share in employment. Based on these facts alone, it must be obvious that sustained agricultural performance will play a significant role in the improvement of food security and livelihoods in the region. However, food security is not only attained in rural areas and by the consumption of home produced food stuffs. Urbanisation is expected to increase dramatically over the next few decades and feeding the urban masses, at affordable prices, must be considered to be a high future priority for governments in the region. Food security must not be viewed as an agricultural issue per se. The drive to food self sufficiency through domestic agriculture production in many countries in the region did not enable these countries to feed their own population. Food security should rather be defined as the acquirement of sufficient and nutritious quantities of food (Sen, 1981, Poverty and Famines: An essay on Entitlement and Deprivation). An approach, whereby attention is given to the macro level availability of food, access to income streams as well as improved production capacity to acquire food at a household level and the utilisation of nutritious food, should therefore be guiding food security policies (SADC: FSTAU, 1997, A Strategic Framework for Food Security in the Region). This broader view emphasises household level poverty reduction, economic development and growth as important components of a food security strategy (World Food Summit, Rome, 1996). An important issue which therefore needs to be explored is whether agriculture does have the potential to contribute to economic processes, which will support broad based development and food security. This paper is intended to argue the importance of agricultural development for food security in the region and to develop a diverse policy framework to strengthen this new, more comprehensive role of agriculture in the region.  相似文献

This paper provides a framework for examining aquaculture’s linkages to food and nutritional security by elucidating key hypotheses concerning the role of aquaculture in household food and income systems in developing countries. Taking examples from developing Asia, where aquaculture showed a steady growth over the last decade, the implications of aquaculture development are examined from the standpoint of its impact on employment, income and consumption. Analysis revealed clear evidence of positive income and consumption effects of aquaculture on households. However, employment effects are still not significant. The context of targeting small-scale and subsistence-oriented farmers as a means of improving food security in the developing countries has also been analyzed by identifying key socio-economic and policy factors affecting aquaculture adoption and its impact on the poor. The paper concludes that national policies for aquaculture development will need to concurrently address the food security and poverty questions more sharply than has been done at present, by providing institutional and infrastructure support for access to resources such as land and water and to markets by poor households. Finally, more empirical evidence should be collected on the varied opportunities aquaculture would provide to improve the income, employment and food consumption levels within households.  相似文献

Food security remains a top development priority and global concern. It is enshrined in the 2030 Agenda for Sustainable Development in Sustainable Development Goal two. Food security is also a core component of the human development and capability paradigm, since food access and entitlements are critical for reinforcing essential human capabilities. In introducing this special issue, this paper argues that agriculture is central to improving food security and reducing poverty in Africa. It suggests that realizing the potential of agriculture in Africa requires rapid increases in land productivity and increases in agricultural yields. A science-based approach that integrates gender and sustainability is critical to meet this goal, through the design and implementation of policies that improve the availability farm inputs and farm technology. The paper concludes by introducing the papers in this special issue.  相似文献

Food aid, both for short-term emergency relief and as program food aid that helps address medium-term food “deficits”, is often a major component of food security strategies in developing countries. This study reviews the experience with food aid of four major recipients of food aid (India, Bangladesh, Ethiopia and Zambia) regarding food production, trade, markets, consumption and safety nets, as well as the policy responses to food emergencies. The widely varying experiences of the study countries suggest that food aid that supports building of production and market enhancing infrastructure, is timed to avoid adverse price effects on producers, and is targeted to food insecure households can play a positive role in enhancing food security. However, food aid is not the only, or in many cases, the most efficient means of addressing food insecurity. In many cases private markets can more effectively address shortfalls in food availability and cash transfers may be a viable alternative to food transfers in-kind.  相似文献

Globally aquaculture has been increasing rapidly and already accounts for nearly half of all food fish consumed. For developing countries, which produce 90% of the world’s output, aquaculture is a source of protein, employment, income and of foreign exchange. Southeast Asia is an area which has experienced this “blue revolution”. Total aquaculture output in the region increased from less than two million tonnes in 1990 to more than eight million tonnes in 2006. Moreover, the region’s pace of expansion has accelerated. Annual average growth rates in output from 2000 to 2006 were more than double those from 1990 to 2000. Already more than a quarter of food fish in Southeast Asia comes from aquaculture.  相似文献

The Sustainable Development Goals (SDGs) agenda makes achieving food security and ending malnutrition a global priority. Within this framework, the importance of fisheries in local and global food systems and its contribution to nutrition and health, particularly for the poor are overlooked and undervalued. This paper reviews current fish production and consumption from capture fisheries and aquaculture, highlights opportunities for enhancing healthy diets and outlines key multi-sectoral policy solutions. Mirroring the call for a diversification of agricultural research and investment beyond a few staple grains, it is anticipated that productivity gains for a few farmed aquatic species will not suffice. Capture fisheries and aquaculture have a complementary role to play in increasing fish availability and access, and must be promoted in ways that support measurable nutrition and health gains. This paper argues that the lack of a nutrition-sensitive policy focus on capture fisheries and aquaculture represents an untapped opportunity that must be realised for ensuring sustainable healthy diets for all.  相似文献

Food self-sufficiency gained increased attention in a number of countries in the wake of the 2007–08 international food crisis, as countries sought to buffer themselves from volatility on world food markets. Food self-sufficiency is often presented in policy circles as the direct opposite of international trade in food, and is widely critiqued by economists as a misguided approach to food security that places political priorities ahead of economic efficiency. This paper takes a closer look at the concept of food self-sufficiency and makes the case that policy choice on this issue is far from a straightforward binary choice between the extremes of relying solely on homegrown food and a fully open trade policy for foodstuffs. It shows that in practice, food self-sufficiency is defined and measured in a number of different ways, and argues that a broader understanding of the concept opens up space for considering food self-sufficiency policy in relative terms, rather than as an either/or policy choice. Conceptualizing food self-sufficiency along a continuum may help to move the debate in a more productive direction, allowing for greater consideration of instances when the pursuit of policies to increase domestic food production may make sense both politically and economically.  相似文献

Food loss and waste are some of the most urgent social, economic and environmental issues affecting our planet's sustainability, and it has a direct and indirect impact on food security. Food security is a strategic development issue in Iran. This study aims to investigate the overall prevalence and factors affecting household food security with a novel approach to analyze the relationship between food waste and food security in Tehran city. This study applied the Household Food Insecurity Access Scale (HFIAS) for assessing food insecurity and logistic regression modeling. It was found that 64.2 percent of the households are food secure in Tehran. Results have shown that food waste has a significant negative effect on the food security of households, while marital status, family income, food storage, education and housing asset of family indicated positive significant effects on the food security of households. The results revealed most food waste is related to edible food waste such as bread, cooked rice, cooked pasta, which implies that the reduction of it can contribute to improving food security. In light of the major findings of this study, it is concluded that food waste control can decrease the food insecurity of urban Iranian households. This study is the first attempt to conceptualize and provide empirical evidence that food waste reduction increases food security A significant implication that emerges from this study is that food waste control programs could enhance food security in urban households.  相似文献

Despite significant progress, wide-spread malnutrition persists in Panama. This article describes a study which found that over half the malnutrition in the country is clustered in functional groups economically connected to the agricultural sector and which indicates that food availability is a serious problem for 25% of the population. Food intake deficits were equally prevalent among the urban and rural populations. Dietary composition was not seen as the principal problem; rather malnutrition problems are linked to low wages and poor access to public services. A nutrition policy for Panama must be centred first on employment and income generation, and then on extending and maintaining public health and nutrition services, particularly for the extremely poor in the central provinces. Food policy per se would not seem a priority area for public intervention.  相似文献

The complexity of the operational concept and definition of food insecurity has complicated the study of the ‘food insecure’ and efforts to determine clear policy directions. Previous findings on the prevalence and severity of food insecurity are inconsistent and often depend on the measure used. To overcome limitations in food security measurement, the Food and Agriculture Organization of the United Nations developed the Food Insecurity Experience Scale, which is the first survey protocol to measure people’s direct experience of food insecurity on a global scale. Using this new measure, our study contributes to the understanding of the food insecure by examining the determinants of food insecurity within and across countries in Latin America and the Caribbean (LAC). Using a series of multilevel linear models, we find the three determinants associated with the largest increase in the likelihood of experiencing food insecurity in LAC are: low levels of education, limited social capital, and living in a country with low GDP per capita. Results suggest the need to promote education of the most vulnerable, encourage social interactions that help build individuals’ social capital, and adopt gender-sensitive programs. The results also suggest the need for a shift in policy from short-term strategies to long-term efforts that sustain household productive capacity and employment to promote sustained economic growth.  相似文献

This paper develops a Vulnerability to Food Insecurity Index (VFII). Currently, there is no standard indicator of vulnerability analysis in food security research, and this paper responds to this challenge. The primary objective in this paper is to demonstrate how to develop a potential indicator and establish its validity through comparison with other traditional food security indicators, such as per capita calorie consumption (PCC), food consumption score (FCS) and the coping strategy index (CPI). Structurally, Vulnerability to Food Insecurity Index is a multidimensional index of the probability of covariate shock occurring (exposure), the accumulative experience of food insecurity (sensitivity) and coping ability of households (adaptive capacity). The paper applies the index to households in southern Nigeria, using the World Bank’s generalised household panel dataset. The results show 61% of households in the study to be highly vulnerable to food insecurity, 12% mildly vulnerable and 27% not vulnerable. Traditional and single indicators, such as FCS and PCC are not good indicators of vulnerability to food insecurity whereas CPI is a better indicator of vulnerability to food insecurity compared to FCS and PCC. The VFII developed in this paper includes components of FCS, PCC, and CPI and regarding ranking, the VFII was found to be reliable. Most importantly, the analysis using the VFII reveals how dietary diversity or calorie consumption indicators can exclude some households who are vulnerable to food insecurity. The paper concluded that accurately target long-term support to vulnerable households, policymakers who seek to address the underlying causes of food insecurity cannot rely on single indicators, and for this type of goal, the VFII makes a useful contribution.  相似文献

This paper tests the targeting efficacy of multilateral food aid at the level of nation states, exploring whether it stabilizes food availability in recipient economies, flows most to those with the greatest need, or both. We find that, unlike bilateral flows from the United States under PL 480, multilateral food aid distribution by the World Food Programme flows countercyclically, thereby stabilizing food availability in recipient economies. WFP flows also exhibit significant progressivity at the regional level, helping to resolve international inequalities in food availability per capita.  相似文献

Over 5 years of participatory on-farm research, market access, profitability, farming systems productivity and economic sustainability were compared on 100 small-scale farms in Central Cameroon. Integration technology based on the use of agricultural by-products as fishpond inputs was the driver for intensification. Over all farms, fishpond productivity increased from 498 kg to 1609 kg fish/ha (2145 kg/ha/yr). During the project period, the number of active fish farmers increased from 15 to 192 (including 55 farms which participated only through information exchange). Over all farms, net returns from aquaculture increased by 5 times over pre-project levels. Productivity, intensity and profitability increased more significantly in periurban areas with good market access, compared to rural areas. Among farmers with good market access, average net income from the aquaculture enterprise rose from $118 up to $1485. Research-Extension Team (RET) support cost an average of $61,300 per year. Over 5 years, rural farmers recaptured 23% of the relevant RET investment compared to 442% by periurban farmers. Likewise, increase in production attributable to RET intervention was higher for periurban (253%) compared to rural (11.3%) fish farmers. Within 3 years of the end of extension support, rural farmers had returned to pre-project production levels, whereas periurban farms had better maintained their productivity and profitability. Findings indicate that, in areas with little or no access to markets, the number of fishponds and fish farmers can be increased and yields improved, increasing local food supplies, but sustainability in the absence of extension subsidies is questionable. To achieve either of the two principal goals for the sector, food security and/or poverty alleviation, investments need to be made in improving the availability of quality technical assistance to targeted farmers and finding means of reducing social conflict arising from perceived inequalities in the accrual of the benefits of development.  相似文献

The importance of poverty reduction to the world development agenda has motivated greater interest in the geographic dimensions of poverty and food security. This special issue of Food Policy includes examples of poverty and food security mapping used to support policy development in agricultural and rural areas. The volume includes eight country case studies and one cross-country comparison that illustrate advances in our capacity to assess welfare over large areas and at detailed spatial resolutions. Poverty mapping facilitates assessments of the role of environmental factors on the broad spatial pattern of poverty and food security. Evaluating proximity and accessibility in welfare outcomes can improve our knowledge of poverty patterns and processes. Spatial statistics can enhance our understanding of geographic and neighbourhood effects on poverty and food security outcomes. The development of effective policies requires increased collaboration among stakeholders, researchers and policy makers in constructing and using poverty and food security maps.  相似文献

Recognising the need for rapid delivery, and that the existing White Paper on Agriculture provided broad guidelines only, the Minister of Agriculture initiated a policy development process to provide a clear framework to guide Departments in their work. In October 1996, food security was identified as one of the priority areas requiring urgent attention. Given the particular nature of the South African economy, it was understood from the outset that food security was a multi-disciplinary issue, which required a policy framework beyond the confines of agriculture. The first step of the Food Security Policy for South Africa (SAFSP) is the result of the efforts of the Food Security Working Group responsible for the preparation of the Discussion Document on Food Security Policy. The process of developing the document was participatory and consultative. This paper describes the process involved in developing the food security policy, and further outlines some strategic measures to achieve food security. The paper consists of seven sections; Section 1 is the introduction and background and, Section 2 presents the history and concept for developing SAFSP. Section 3 discusses the process that resulted in a SAFSP discussion paper, while Section 4 and Section 5 provide an outline of the contents of the discussion document and policy proposals, respectively. Renewed emphasis on programs and policies aimed at enhancing food security has intensified the search for accurate, rapid, and consistent indicators. Measures of food security are urgently required for purposes of early warning, assessment of current and prospective status of at-risk populations, and monitoring and evaluation of specific programs and policies. Different measures are often used interchangeably, without a good idea of which dimensions of food security are captured by which measures, resulting in potentially significant misclassification of food insecure populations. The objective of this paper is to compare how the most frequently used indicators of food security portray static and dynamic food security among the same sample of rural households in two districts of Tigray State, Northern Ethiopia. Seven food security indicators were assessed: the Coping Strategies Index (CSI); the Reduced Coping Strategies Index (rCSI); the Household Food Insecurity and Access Scale (HFIAS); the Household Hunger Scale (HHS); Food Consumption Score (FCS); the Household Dietary Diversity Scale (HDDS); and a self-assessed measure of food security (SAFS). These indicators provide very different estimates of the prevalence of food insecurity, but are moderately well correlated and depict generally similar food security trends over time. We suggest that the differences in prevalence estimates, and in some cases the weaker than expected correlation, can be explained in three ways. First, the indicators differ in the underlying aspect of food security they attempt to capture. Second, each indicator is likely only sensitive within a certain severity range of food insecurity and these ranges do not always overlap. Third, categorization of the prevalence of food insecurity is strongly dependent on the choice of cut-off points. For valid reasons, “food insecurity” has no accepted gold standard metric against which individual indicators can be gauged, though without one it is difficult to say which indicator performs “best” in correctly and reliably identifying food insecure households. The implication is that using more than one indicator is advisable, and policy makers should be aware of what elements of food insecurity each indicator portrays.  相似文献

Measuring the incidence and intensity of food insecurity has long been a challenge due to its conceptual and practical complexity. Several scholars have proposed objective and subjective measurements to monitor or evaluate food in(security) programs. While the objective measurements such as food caloric intake and food expenditure are data demanding and costly, the subjective measurements such as experience-based food insecurity scales that use direct responses to food shortage questions can be prone to biases and misreporting due to respondents’ unobservable economic and social desirability concerns. This paper reports the biases when food shortage is asked through direct questions and indirect interviews using a list experiment approach—an approach widely used to elicit the true responses of respondents for a sensitive question. The list experiment was conducted on four selected self-reported food insecurity survey questions which represent both the availability (incidence) and access (intensity) dimensions of food security. The sample households were drawn from two districts in Northern Ethiopia where households are chronically food insecure and several projects have been implemented. The results indicate the existence of significant bias in self-reported food insecurity responses when implemented through direct interviews. The results also show that the biases, particularly the ones related to incidence questions, have led to erroneous conclusion about the impact of a food security program—the Ethiopian Household Asset Building (HAB) program. Based on the findings, the paper highlights possible options and precautionary actions for measuring food insecurity using self-reported questions.  相似文献

This paper introduces the papers of this Special Issue on Achieving Food Security in Central Asia. Identifying the current challenges, it enlists the information gaps and policy research needs for accelerating the reform process in the food, agriculture and natural resource sectors of the Central Asian Republics. The paper concludes by calling for identifying policies and institutional arrangements that facilitate economic reforms that will lead to poverty reduction, increased food security, and sustainable use of natural resources.  相似文献
