Enthusiasm for the benefits of the information revolution is boundless; it promises to provide economic opportunity, growth and democratic communication. Yet, these promises are fulfilled only to those with access and competence to use these new technologies. Stark international and national contrasts exist between those who have access to the information technologies and those who have not. Despite the increasing attention digital divide issues have received in the public arena, in the academic literature, there is no consensus regarding the appropriate policy to implement. This paper draws on the different policy trajectories recommended by the literature of telecommunications development and uses them as an analytical lens to examine the case of a developing country like Mexico. It explores the underpinnings of the digital divide in Mexico and provides the data that substantiates the concept. The argument in this paper is that the Social Capital concept is useful in the design and implementation of a universal access policy. From this standpoint, the focus of the debate moves beyond short-term supply considerations to dynamic issues such as technological adoption in an asset-based community development.  相似文献

The increasing usage of mobile communication and the declining demand for fixed line telephony in Europe make the analysis of substitutional effects between fixed and mobile networks a key aspect for future telecommunication regulation. Using a unique dataset which contains information on all 27 European Union members from 2003 to 2009, we analyze substitutability between fixed and mobile telecommunication services in Europe by applying dynamic panel data techniques. We find strong empirical evidence for substitution from fixed to cellular networks throughout Europe. In addition, the paper reveals resulting policy implications.  相似文献

This paper reviews the growing literature on social protection. While not new, the concept evolved remarkably in recent years. It is approached from a multitude of perspectives, and intersects with broader bodies of literature – particularly around public policy, pro-poor growth, rights, humanitarian strategies, and aid effectiveness – as well as feeding into specific programmatic issues (e.g. conditionality, targeting and transfer selection). This blend of challenges and approaches has often made debates elusive and polarized. The paper examines the evolution and definitions of social protection, and unbundles critical policy, institutional and implementation quandaries. Taken together, these considerations shape a set of context-specific models of social protection. The paper’s five core conclusions may help chart future directions for social protection research and practice.  相似文献

Integrated broadband networks are very costly, but many US industry analysts believe their introduction to the residential sector should be a national policy goal. Unfortunately current policy towards fibre-to-the-home is inherently unstable, and pits public and private needs against one another. A choice must be made between a public infrastructure approach, in which social costs and benefits are given greatest weight, and a private market paradigm, where communications networks develop according to market forces. Covid-19 has driven us abruptly to a new world of contactless society. It also compelled us to use online shopping, especially mobile shopping in South Korea, where the dominant mode of wireless communication was already 4G services when Covid-19 broke out. This paper examines the different roles of mobile networks and the Covid-19 pandemic in transforming mobile shopping submarkets in South Korea by estimating the long-term and short-term effects of these two factors on mobile shopping sales. We used a cointegration and an error correction model to estimate long-term and short-term effects separately. This paper finds that Covid-19 was a major short-term factor affecting sales in mobile shopping submarkets, while mobile network subscribers were a key long-term driving factor of mobile shopping sales growth.  相似文献

The 2011 release of the National Broadband Map (NBM) has generated significant interest from the telecommunications policy community. The NBM is a multiagency effort, including the National Telecommunications Administration (NTIA), the Federal Communications Commission (FCC), fifty U.S. states and five U.S. territories, to collect and disseminate information on broadband provision and quality of service for the United States. From a geographic perspective, the NBM represents a marked departure from previous broadband data efforts. Specifically, instead of disseminating FCC Form 477 data on providers at the ZIP code or Census tract level, the NBM reports provision information at the Census block level—the smallest geographic unit in which the Census bureau tabulates survey information. While this increased level of geographic data resolution is a welcome change, there are several notable limitations to these data that are important to consider when conducting spatial econometric analysis for public policy evaluation. With this in mind, the purpose of this paper is twofold. First, this paper explores the salient characteristics of Census block geographic base files, highlighting their strengths and weaknesses as summary units of spatial analysis. This also includes a brief discussion on how the NBM treats geographically large blocks and their use of road segments for aggregating provider data. Second, this paper examines the impacts of empty blocks (i.e. blocks that have no household information associated with them) for the spatial analysis of broadband. Finally, this paper provides a short overview of how these data limitations can impact public policy evaluation and provides a blueprint for improving the National Broadband Map.  相似文献

Drawing on the increasing body of literature on policy stakeholders and the ever-growing acknowledgement that communication policy is crafted by more than just parliamentarians and formal communication regulators this paper examines the role that another set of regulators plays in communication policy: agriculture regulators. Based on a study of the United States Department of Agriculture's Rural Utilities Service (RUS), this paper explores alternative agents of communication policy. More specifically, through document analysis we examine the way in which the Rural Utilities Service has shaped rural broadband policy in the United States over the last three decades. The implications for this research are wide, as it brings another policy actor into the policy making melee, and pushes communication policy scholars to consider the role that non-traditional communication regulators play in the communication policy making process.  相似文献

This paper examines the effects of social networks and trust on a new venture's innovative capability. The concept of social networks is studied as the configuration of internal and external social networks for entrepreneurial team members. This study collected information about 112 technology-based entrepreneurial teams from the 65 research-based incubators in Taiwan. The results indicate that both internal and external social networks have marginally positive impacts on a new venture's innovative capability, and trust within the entrepreneurial teams is found to be as important a moderator for the relationship between external social networks and innovative capability. Moreover, results reveal that a higher level of trust between entrepreneurial team members can reduce the external social networks spanning the boundaries of the new venture and therefore may cause a 'not invented here' syndrome which will reduce its innovative capability.  相似文献

This paper examines critically the concept of the standard employment relationship (SER), differentiating between form and substance. It explores the social functions served by the SER and its evolution in western Europe. Six major causes underpinning changes in the employment relationship are explored and the contours of a new more flexible SER developed. Two further social functions are added: equal access for men and women to the employment system, and increased internal flexibility in the workplace.  相似文献

The implementation of local e-government in England touched all public services and affected front-line workers across local authorities and partner agencies. Professional 'cultures' are invoked rhetorically as barriers to the translation of this policy into practice. We propose that the concept of 'street-level bureaucrats' offers a more nuanced and grounded framework to think about local responses to centrally driven change.  相似文献
