In this paper, we address the issue of food risk management as practised in Western Europe. We begin by considering how food risks are managed, and then go on to consider how well they are managed. There are multiple answers to the ‘how well’ question, which are related to the varied perspectives of the different key stakeholders – from the food risk managers and producers, to the general public and the media. Consequently, there is no clear answer to the question of quality. What our review does identify is two priorities relevant to our understanding of effective food risk management: first, a need for further research to determine the source and nature of the different evaluative perspectives, and second, a need for the key stakeholders to appreciate and understand the alternative perspectives in order to enhance the effectiveness of the food risk management process.  相似文献

As a consequence of recent food safety incidents, consumer trust in European food safety management has diminished. A risk governance framework that formally institutes stakeholder (including consumer) consultation and dialogue through a transparent and accountable process has been proposed, with due emphasis on risk communication. This paper delivers actionable policy recommendations based on consumer preferences for different approaches to food risk management. These results suggest that risk communication should be informed by knowledge of consumer risk perceptions and information needs, including individual differences in consumer preferences and requirements, and differences in these relating to socio-historical context associated with regulation. In addition, information about what is being done to identify, prevent and manage food risks needs to be communicated to consumers, together with consistent messages regarding preventative programs, enforcement systems, and scientific uncertainty and variability associated with risk assessments. Cross-cultural differences in consumer perception and information preferences suggest a national or regional strategy for food risk communication may be more effective than one applied at a pan-European level.  相似文献

Although considerable progress has been made in understanding the determinants of risk perception and in identifying the necessary components of effective food risk and benefit communication, this has not been matched with the development of efficient and appropriate communication tools. Little work has been done examining the implications of the explosion of new media and web technologies, which may offer potential for improving food risk and benefit communication. First, this study examines the views of stakeholders (n = 38) and experts (n = 33) in the food domain on the potential use of these emerging media for food risk/benefit communication. Based on in-depth interviews in six European countries (Belgium, Ireland, Italy, Latvia, Spain and The Netherlands), strengths, weaknesses, opportunities and threats (SWOT) of social media in food risk and benefit communication were identified. Second, a Strategic Orientation Round (SOR) was used to evaluate the relative importance of the SWOT components according to stakeholders (n = 10) and experts (n = 13). Results show that both stakeholders and experts confirm a future role of social media in food risk and benefit communication. Strengths as speed, accessibility and interaction make social media an interesting tool in crisis communication or issue awareness raising. Weaknesses as the lack of a filter, low trust, the risk of information overload and a communication preference for traditional media are acknowledged.  相似文献

Food safety issues often arise from asymmetric information between consumers and suppliers with regards to product-specific attributes. Severe food safety scandals were observed recently in China. These events not only caused direct economic and life losses, but also created distrust in the Chinese food system domestically, as well as internationally. While much attention has focused on the problems plaguing the Chinese government’s food inspection system, little research has been dedicated to analyzing Chinese consumers’ concerns surrounding food safety. In this paper, we measure consumer preferences for select food safety attributes in pork and take food safety risk perceptions into account. Several choice experiment models, including latent class and random parameters logit, are constructed to capture heterogeneity in consumer preferences. Our results suggest that Chinese consumers have the highest willingness-to-pay for a government certification program, followed by third-party certification, a traceability system, and a product-specific information label. The results of this study call for the direct involvement of the Chinese government in the food safety system. A stricter monitoring system will not only improve consumer well-being in the short-run, but also restore consumers’ trust leading to a social welfare increase in the long run.  相似文献

In this paper we consider the findings of a number of interlinked pieces of research, both qualitative and quantitative, that have investigated aspects of food risk communication on the island of Ireland. These findings are set in the context of international risk communication research. The findings are examined using the three basic elements of a simple communications framework: the message sender; the channel through which the message is communicated and the receiver of the message. The barriers to effective communication are examined and special reference is made to the barriers affecting the communication of domestic food safety risk. Barriers identified include personal, infrastructural and message related factors, such as lack of interest, lack of appropriate facilities and conflicting messages. Based on an evaluation of the views of the scientific community and the public, we make suggestions on how future food safety communications could be tackled to better address the identified barriers. Both suggested long and short term policies are considered in the context of a heterogeneous public and scientific community. Short term suggestions provide an opportunity to address the challenges faced by those who are currently exposing themselves to a high level of domestic food safety risk. The long term suggestions reflect on the underlying barriers impacting on public domestic food safety practices.  相似文献

This paper seeks to improve the practice of vulnerability assessment for food security purposes by addressing long-standing issues that have hampered the development of both theory and methods. In food security contexts, vulnerability is usually defined in relation to an outcome, such as hunger, food insecurity or famine. This precludes employing the concept for the more specific task of evaluating the susceptibility of a population to explicitly-identified exogenous events or shocks that could lead to these outcomes. This lack of specificity has clouded interpretation of causal factors of food insecurity and famine. Alternatively, in a widely-applied framework for disaster risk assessment, the concept of vulnerability serves the more specific purpose of identifying characteristics of population groups or other elements that make them more or less susceptible to experiencing damage when exposed to particular hazards or shocks. Risks of negative outcomes are created by the combination of hazards and vulnerability, and vulnerability is defined by its relation to hazards rather than directly in relation to the outcomes themselves. The result has been an easier and more transparent translation of concepts into practice. That this latter formulation can also be applied in the food security context is illustrated through an analysis of food security risks in Tanzania. The analysis identifies economic alternatives households can exercise to meet their minimum annual food requirements. Exogenous threats or shocks that can suppress or eliminate particular alternatives exercised by different groups are identified as a means of assessing households' vulnerability and consequently their risks of becoming food insecure, or falling below the minimum threshold.  相似文献

Vibrio vulnificus has been identified as one of the main causative agents of foodborne disease associated with shellfish consumption. Infections of V. vulnificus increase during the summer months due to higher densities of the bacteria in warmer water and inappropriate handling of shellfish. In Florida, the daily harvest period is regulated to control the length of time between shellfish harvest and processing, and this harvest period has been recently reduced during the summer months to decrease the risk of foodborne disease. Adoption of this public health policy can affect the profitability and economic sustainability of wild oyster harvesters, especially in resource-dependent coastal communities. This study develops a dynamic and stochastic bioeconomic model to assess the impact of this policy on fishers’ harvest and revenues, and weighs that impact against the policy’s potential public health benefits. Our results show that fishers will experience reduced harvests early in the season due to the shorter harvest hours, but this initial loss is partially recouped later in the season as harvests remain high for longer than they would have if the policy were not in place. This study highlights the relationship between food safety interventions and management of fishery resources, and provides a comprehensive framework for evaluating the costs and benefits associated with such interventions.  相似文献

Research on on food waste is often reductionist, in that it attempts to measure food waste at single points within the supply chain. While this enables consideration of where food is being wasted within the supply chain, it does not necessarily answer why and how food is wasted across an entire supply chain. Using a paradox theory approach, the aim of this paper is to address these knowledge gaps by exploring the inherent paradoxes in resolving food waste across a supply chain. Drawing on in-depth qualitative research within the Australian horticulture industry, the findings reveal four macro-level paradoxes relating to policy, markets, responsibility, and marketing. This paper makes a novel contribution through consideration of a holistic, whole of chain perspective in relation to food waste. It also extends paradox theory into food waste scholarship. From a managerial perspective, the visibility of paradoxes highlights the need for organisations in the food supply chain to look beyond their own organisational boundaries and adopt a whole-of-chain approach in an attempt to address food waste.  相似文献

The stringent food safety assessment for novel foods required by the European Union’s Novel Food Regulation (NFR) places a high burden of proof on those bringing traditional food products to the EU market not consumed in the EU prior 1997. The regulation has emerged as a non-tariff trade barrier for heritage foods from developing countries that are viewed as “exotic” from the EU perspective. We show how the regulation has discouraged investment in supply chains and market development, and how this negatively affects income generation and rural poverty alleviation in developing countries. Focusing on plant-derived foods, this paper proposes to recognize traditional exotic foods in current EU law as a food category sui generis with food safety evidence requirements being proportionate to the risks they may pose. We argue that development activities promoting export food chains must increasingly accommodate legitimate food safety concerns about neglected food species in project design and seek to generate data to enhance regulatory acceptance in target markets.  相似文献

Experience has shown that both the assessment and implementation of new technologies in food production are challenged by negative assessments of the technologies by the public. This article seeks to deepen our understanding of the concerns that may underlie negative attitudes to various kinds of risk reduction strategy in meat production, with the aim of distinguishing between forms of risk reduction in terms of their acceptability. The paper reports the result of a focus-group study. Six focus groups with Danish citizens (N: 5–9) were conducted during May 2006. The design of the groups took a bottom-up approach and included elements of meat quality, meat safety and risk reduction strategies. The study shows the dilemma risk reduction presents to members of the public. On the one hand, people want safe meat; on the other, the study showed that with the exception of hygiene practices, people generally have an aversion to risk reduction strategies. Some variation was found, however, in the rejection of the strategies. Thus, more acceptable strategies are characterised by a low degree of technological interference, and by being close to the consumer’s experience in everyday life and/or familiar to the participants’ picture of meat production. It is also important that the strategy does not alter the quality of the end-product (meat) in an unfavourable way. The implications of the results and the inherent dilemma for meat safety policy formation are discussed.  相似文献

Purchasing and supplier involvement as one possible explanatory factor of product development success has been gathering growing attention from both managers and researchers. This paper presents the results of a Dutch benchmark study into supplier involvement in product development, and discusses the topic more specifically in the context of the food industry. Regarding supplier involvement, this industry has not been studied intensively, although its specific characteristics make continuous development of new products imperative and the amount of outsourcing of production and development has increased substantially. The benchmark was conducted by means of an existing framework which has not yet been applied to the food industry. The food company in the benchmark study performs consistently better than companies from other industries. At the same time, the results of a similar case study carried out at a Scandinavian food company show contradictory results. By comparing the Dutch and the Scandinavian case, we illustrate that our analytical framework can explain these different results in terms of the underlying processes and pre-conditions, thereby validating its application to the food industry.  相似文献

Regulation 178/2002 (the so-called General Food Law – GFL) codifies risk analysis as the core principle of the modern food safety policy. This article places the GFL in EU multi-level food safety governance and analyses the impact of risk analysis, the precautionary principle and mechanisms of scientific governance introduced by the GFL on both national and Community legislation. It discusses the case law of the European Courts dealing with scientific evidence and the precautionary principle applied to both European and national food safety measures. The article concludes with some observations on the role of the risk analysis methodology in the Community internal market.  相似文献

This study analyzes the legitimation process of an emerging novel food sector in the European Union (EU). Current EU policies are cautious with regard to new food sources and new food technology, and we aim to determine how the sector is addressing both this caution as well as a general public that may be skeptical of its products. By utilizing a legitimacy strategy framework and conducting 19 semi-structured interviews with actors and experts in the Dutch edible insect sector, we assess the sector’s progress and limitations with regard to its legitimacy journey. The findings show that sector focus has thus far been on organization, intraindustry, and interindustry legitimacy strategies, and that additional emphasis on institutional strategies will be imperative to securing more accommodating legislation. In addition, the lack of a common vision, a strategic communication plan, and interfirm linkages may also be hindering sector legitimation. The framework and conclusions presented here may prove useful to other sectors introducing novel foods.  相似文献

In an attempt to govern increasingly globalised, industrialised and risky food chains, food safety authorities (FSAs) have been established worldwide as part of a catalogue of food risk governance reforms undertaken in response to continuing food crises. Despite these significant shifts in governing arrangements however, little work has been conducted regarding how consumers respond to, resist and/or engage with these new governance systems in everyday, non-crisis contexts. As such, this paper explores the everyday governance of food risk from the perspective of those whose voices typically go unheard in food policymaking processes – consumers. Drawing on empirical results from focus groups conducted with publics across the Republic of Ireland, consumer perceptions, priorities and lived experiences relating to food risk governance, and the Food Safety Authority of Ireland (FSAI) in particular, are explored. This analysis is couched within a normative frame of multi-scalar governance and what makes it ‘good’ or effective. Accordingly, the paper advances food risk policy debates through a lens of normative good food risk governance, including analysis of the perceived accountability, transparency and effectiveness of Irish food risk governing structures from a consumer perspective. Identifying limitations in current governing regimes, the paper concludes by critically reflecting on the opportunities and challenges for adopting more adaptive forms of governance in the multi-scalar and evolving policy context that typifies food risk.  相似文献

The purpose of this paper is the empirical analysis of supply chain risk management practices. The analysis is based on a survey with 67 manufacturing plants conducted in the German automotive industry. After investigating the vulnerability of supply chains in general and examining key drivers of supply chain risks, the paper identifies supply chain risks by analyzing their likelihood to occur and their potential impact on the supply chain. The results are visualized in the probability-impact-matrix distinguishing between internal and external supply chain risks. Furthermore, instruments for dealing with supply chain risks are investigated. Therefore, the impact of supply chain risk management on performance is tested. In order to distinguish between companies with a high degree of supply chain risk management and those with no or only limited implementation the plants are grouped by means of a cluster analysis based on factors reflecting the instruments of supply chain risk management. In particular, groups are created representing two different approaches to deal with supply chain risks, i.e. reactive and preventive supply chain risk management. The clusters are investigated concerning differences in terms of performance criteria. The analyses reveal that companies with a high implementation degree show a better supply chain performance. Furthermore, the results show that the group using reactive supply chain risk management has higher average value in terms of disruptions resilience or the reduction of the bullwhip effect, whereas the group pursuing preventive supply chain risk management has better values concerning flexibility or safety stocks.  相似文献

The paper presents an economic evaluation of food and the cost of food insecurity. Building on behavioral regularities of consumer behavior, the analysis estimates the benefit of food at the individual level and at the world level. It finds an inverted-U relationship between food benefit and income. At the individual level, the “food benefit/income” ratio starts at 0 under extreme poverty, increases with income to reach a maximum of 4.4 when income per capita is around $13,000, and then declines slowly as income rises. The paper shows very large aggregate net benefit of food. The analysis also evaluates the cost of food insecurity. It shows that aversion to food insecurity is pervasive, the coefficient of relative risk aversion to food insecurity being around 2.7. The analysis evaluates empirically the cost of food insecurity. We report the cost of food insecurity under alternative scenarios, documenting that it can be large in situations of exposure to significant downside risk.  相似文献

This paper examines the print news coverage of the 2010 Iowa egg recall, the largest in the United States, in order to determine how the news media conveyed messages regarding the recall and its causes, as well as what consumers might do in response to the recall. The news media has long been both a primary source of consumer information relating to food safety and a notable contributor to the policy agenda. A content analysis of 160 articles from four national US newspapers, the largest regional paper in Iowa, and the Associated Press revealed that the recall was framed both as a failure of government oversight and as an instance of poor production practices by the farmers in question. Proposed responses to the recall similarly fell into two distinct categories: changing consumer purchasing and food preparation habits in order to minimize the immediate risk of infection, and supporting legislative and regulatory food safety reforms that would minimize the risk of future outbreaks. Particular media focus was given to both the US Food Safety Modernization Act and the FDA Egg Rule. Relatively little media attention was given to industrial agriculture as a causal frame or the purchasing of “alternative” eggs as a potential response. Overall, coverage conveyed the policy relevance of the recall but failed both to fully contextualize the outbreak within the history of previous outbreaks and food safety concerns and to convey the relationship of the outbreak to the current system of industrial agriculture.  相似文献

A framework is developed for projecting the effects of policy, technological and environmental change on the prevalence of undernourishment in a country. This is done by integrating the Food and Agriculture Organization (FAO) methodology for estimating the proportion of undernourished population in a country into a stochastic economic agricultural sector modeling framework. The resultant framework considers the implications of climatic fluctuations, resource limitations and degradation, demographic pressure, market dynamics, adoption of improved cultivars, and cropland expansion. Such a unified framework provides a rich accounting of the factors surrounding macro level food supply and undernourishment as well as results on the regional distribution of undernourishment in face of climatic risk and regional characteristics.The framework is applied to Mali evaluating a number of alternative options for reducing undernourishment. We find that the Malian agriculture does have a significant potential for reducing undernourishment by 2015.  相似文献

We consider the single period stochastic inventory (newsvendor) problem with downside risk constraints. The aim in the classical newsvendor problem is maximizing the expected profit. This formulation does not take into account the risk of earning less than a desired target profit or losing more than an acceptable level due to the randomness of demand. We utilize Value at Risk (VaR) as the risk measure in a newsvendor framework and investigate the multi-product newsvendor problem under a VaR constraint. To this end, we first derive the exact distribution function for the two-product newsvendor problem and develop an approximation method for the profit distribution of the N-product case (N>2). A mathematical programming approach is used to determine the solution of the newsvendor problem with a VaR constraint. This approach allows us to handle a wide range of cases including the correlated demand case that yields new results and insights. The accuracy of the approximation method and the effects of the system parameters on the solution are investigated numerically.  相似文献
