Spatial clustering of rural poverty and food insecurity in Sri Lanka   总被引:4,自引:0,他引:4  
We mapped poverty, with reference to a nutrition-based poverty line, to analyse its spatial clustering in Sri Lanka. We used the Divisional Secretariat poverty map, derived by combining the principal component analysis and the synthetic small area estimation technique, as the data source. Two statistically significant clusters appear. One cluster indicates that low poverty rural areas cluster around a few low poverty urban areas, where low agricultural employment and better access to roads are key characteristics. The other indicates a cluster of high poverty rural areas, where agriculture is the dominant economic activity, and where spatial clustering is associated with factors influencing agricultural production. Agricultural smallholdings are positively associated with spatial clustering of poor rural areas. In areas where water availability is low, better access to irrigation significantly reduces poverty. Finally, we discuss the use of poverty mapping for effective policy formulation and interventions for alleviating poverty and food insecurity.  相似文献

A large and increasing proportion of agricultural growth in Africa must come from continuous gains in land productivity in areas of high population density and hence with already relatively high yields. What that requires is analogous to the green revolution in Asia. Several features differentiate the African situation. Those include greater diversity in cropping pattern including a historically larger and more widespread tropical commodity export sector. The physical infrastructure in rural Africa is far inferior to that of most Asian countries. While the greater diversity of agriculture calls for a larger and more diverse institutional structure the reality is that the research systems, the ancillary education systems to spread innovation and the rural financial systems are generally greatly inferior to those of Asia at the beginning of the green revolution. Ethiopia’s record of a steady six to seven percent growth for agriculture and nearly halving of rural poverty demonstrates that with the right policies and investments a very poor country starting with poor physical and institutional infrastructure can bring a major contribution from agriculture growth to increased GDP and reduced poverty. As in Asia, the bulk of accelerated agricultural growth will come from small commercial farmers. They have sufficient farm income to reach or exceed the poverty level. Those are farms with, depending on the country, as little as 0.75 hectares to a few tens of hectares of land. They comprise up to half the rural population and produce on the order of 70–80 percent of agricultural output. They are in general not poor. The poor have inadequate land to reach the poverty level, initially with much underemployment, and with substantial non-farm employment. The primary driver of poverty reduction is the small commercial farmer spending on the order of half of increased income on nontradable, employment intensive goods and services from the rural non-farm sector.  相似文献

The new science of genomics has an important contribution to make to the development of agriculture in the ‘Third World’ and thus to improving the livelihoods of many of the poorest people on earth. The persistence of poverty demonstrates, however, that this contribution is not yet being made. We therefore examine the web of connections between the two and enquire whether they could be strengthened in some way, perhaps by the addition of some vital ‘missing link’, so that the contribution from genomics can be maximised. Since the use of molecular markers to help develop improved crop varieties (marker-assisted selection) constitutes one of the main ways in which genomic knowledge could be used to improve rural livelihoods, we review this technology and discuss the ways in which it could contribute to plant breeding. We argue that marker-assisted selection (MAS) is likely to be most effective when it is both (i) linked to the farmers who are expected to cultivate the new crop varieties that will eventually be developed; and (ii) integrated with plant breeding and with a range of complementary disciplines. Such integration necessarily involves the formation of effective trans-disciplinary teams, an undertaking that is often problematic, and so the final part of this article considers the processes that this involves and suggests ways in which they may be managed effectively.  相似文献

Farm level cross sectional data of 556 randomly selected livestock producers were used to investigate the competitiveness of smallholder beef farmers in Botswana. The results show the presence of inefficiency, with about 74% of the variation in actual profit from maximum profit (profit frontier) between farms mainly arising from differences in farmers’ practices rather than random variability. Further the mean profit efficiency level of 0.58 suggests that there is a substantial scope to improve beef profitability in Botswana. Significant profit efficiency drivers include, among others, education, distance to market, herd size, access to information and access to income from crop production. Considering the importance of livestock sector for wealth creation and poverty eradication in the rural areas where poverty is more pronounced, there is a need for appropriate development strategies and policies directed towards addressing these factors. In particular there is need to invest in market infrastructure in order to improve market access, hence profit efficiency of smallholder livestock farmers.  相似文献

The overall goal of our paper is to understand the impact that irrigation in China has had on grain production and incomes, in general, and income and poverty alleviation in poor areas, in particular. The paper seeks to meet three objectives. First, we describe the relationship among irrigation status, yields and household crop revenue. Second, we seek to understand the magnitude and nature of the effect that irrigation has on yields and crop revenue. Finally, we seek to understand the impact that irrigation has on incomes in poor areas. Our analysis shows that irrigation contributes to increases in yields for almost all crops and in income for farmers in all areas. The importance of crop income in poor areas and the strong relationship between crop revenue and irrigation provides evidence of the importance of irrigation in past and future poverty alleviation in China. We also show that in the majority of the villages that invested in new irrigation, returns are positive even after accounting for increases in capital and production costs.  相似文献

Potential poverty traps among the rural poor suggest a need to reduce poor farmers’ vulnerability by stabilizing crop yields and limiting yield losses. Advances in biotechnology will help address this need directly with crops that tolerate climate fluctuation or resist biotic stresses. Evaluating ex ante how farmers will value these ‘pro-poor’ seeds is important for delivery design, but also challenging. This paper describes an experimental economic approach to understanding farmers’ valuation of such seeds. Using data from a survey and experiment, I assess Indian farmers’ valuation of changes in the mean, variance, and skewness of payoff distributions. These farmers value increases in expected value, but seem indifferent about higher moment changes in payoff distributions. Farmer traits such as wealth and risk exposure affect their valuation of these changes only mildly. While various limitations to the experimental approach must qualify practical implications of these findings, the experiment demonstrates the viability of conducting valuation experiments with open-ended questions in developing countries.  相似文献

Small-scale fisheries in developing countries are often perceived as being a low-productivity and backward informal sector. As a result they are rarely considered in poverty reduction programmes and rural development planning. In this paper, we investigate the dual role of fish as a food and cash crop through data collected in river fisheries in Democratic Republic of Congo (DRC). Fishing in this very remote rural region of DRC is operated both by men and women, as part of a household multiple activity livelihood strategy. The data shows that poor households rely heavily on fishing for their supply of protein-rich food, in particular through women’s subsistence catches. Fishing also appears to be the main source of cash-income for the majority of households, including local farmers. Based on these findings and a review of the literature, the paper argues that small-scale fisheries can play a fundamental role in local economies, especially in remote rural areas where they strengthen significantly the livelihoods of people through their role in both food security and cash-income generation.  相似文献

This study presents advances in resource-based poverty mapping. It illustrates how agricultural income distribution maps can be generated at small pixel-level, providing an application of the approach in rural Syria. Census data on agriculture and population are disaggregated based on pixel-level agricultural productivity coefficients derived in a GIS environment. The approach, triangulated with survey results and compared with sub-national poverty maps, shows that the better-income areas of Syria are located in the irrigated and higher-rainfall areas, though lower-income pockets exist due to the presence of ecological and topographic factors or due to high population density. The method can be used for developing high-resolution, low cost maps for rapid detection of resource-driven poverty in low income countries where agriculture is a major source of rural income, and where poverty mapping is rarely undertaken due to the high costs involved.  相似文献

This article uses nationally representative household-level panel data from Malawi to estimate how rural population density impacts agricultural intensification and household well-being. We find that areas of higher population density are associated with smaller farm sizes, lower real agricultural wage rates, and higher real maize prices. Any input intensification that occurs seems to be going to increasing maize yields, as we find no evidence that increases in population density enable farmers to increase gross value of crop output per hectare. We also find evidence that households in more densely populated areas increasingly rely on off-farm income to earn a living, but there appears to be a rural population density threshold beyond which households can no longer increase off-farm income per capita.  相似文献

Underinvestment in agricultural research remains rife across Southeast Asia, despite the remaining importance of the subregion’s agricultural sector and ample evidence of agricultural technology impact to date. To help identify specific areas where additional investment is most needed, this study compares the impact potential for the poor of alternative agricultural research foci, taking changes in production patterns, consumption patterns and environmental sustainability into account. New spatial data on the distribution of poverty and the expenditure patterns of households below international poverty lines are used to offer more detailed assessment of the poverty relevance of alternative foci than possible previously. Patterns of impact potential are evaluated against evidence of impact to date to discern probabilities of success in achieving potential impacts. Impact patterns discerned are contrasted with current relative funding allocations across research areas in the subregion by National Agricultural Research Systems (NARSs) and International Agricultural Research Centers (IARCs) to identify key funding gaps.  相似文献

Food systems in developing countries are changing rapidly with a growing role of modern supermarkets. Supermarkets influence supply chains and the way agricultural products are sourced from farmers. Especially for the procurement of fresh fruits and vegetables, supermarkets often contract farmers directly to ensure consistent and high-quality supply. One important question, which is addressed here, is whether smallholder farmers benefit from supermarket contracts. Previous studies address this question, but mostly focus on income effects without exploring implications for other dimensions of household welfare, such as nutrition, health, or housing conditions. Moreover, most existing studies rely on cross-section data. We add to the literature by analyzing effects of supermarket contracts on income and multidimensional poverty using three rounds of panel data collected from smallholder vegetable farmers in Kenya and econometric models with household fixed effects. On average, supermarket contracts increase household income by over 40%. We also find significant reductions in income poverty and multidimensional poverty. Quantile regressions show that farmers in all income groups benefit, but richer households benefit more than poorer ones in absolute terms. However, supermarket contracts cause the strongest reductions in multidimensional deprivations among the poorest households.  相似文献

Over 5 years of participatory on-farm research, market access, profitability, farming systems productivity and economic sustainability were compared on 100 small-scale farms in Central Cameroon. Integration technology based on the use of agricultural by-products as fishpond inputs was the driver for intensification. Over all farms, fishpond productivity increased from 498 kg to 1609 kg fish/ha (2145 kg/ha/yr). During the project period, the number of active fish farmers increased from 15 to 192 (including 55 farms which participated only through information exchange). Over all farms, net returns from aquaculture increased by 5 times over pre-project levels. Productivity, intensity and profitability increased more significantly in periurban areas with good market access, compared to rural areas. Among farmers with good market access, average net income from the aquaculture enterprise rose from $118 up to $1485. Research-Extension Team (RET) support cost an average of $61,300 per year. Over 5 years, rural farmers recaptured 23% of the relevant RET investment compared to 442% by periurban farmers. Likewise, increase in production attributable to RET intervention was higher for periurban (253%) compared to rural (11.3%) fish farmers. Within 3 years of the end of extension support, rural farmers had returned to pre-project production levels, whereas periurban farms had better maintained their productivity and profitability. Findings indicate that, in areas with little or no access to markets, the number of fishponds and fish farmers can be increased and yields improved, increasing local food supplies, but sustainability in the absence of extension subsidies is questionable. To achieve either of the two principal goals for the sector, food security and/or poverty alleviation, investments need to be made in improving the availability of quality technical assistance to targeted farmers and finding means of reducing social conflict arising from perceived inequalities in the accrual of the benefits of development.  相似文献

Over the last decade, Zambia has witnessed a rapid increase in the number of medium-scale “emergent farms” cultivating 5–20 ha of land. This study analyzes the factors underpinning this growth. We find that the growth of emergent farmers in Zambia is primarily attributable to land acquisition by salaried urbanites and by relatively privileged rural individuals. We found little evidence to support the hypothesis that the rise of emergent farmers primarily represents a process of successful accumulation by farmers who began farming with less than 5 ha of land, a situation faced by more than 95% of farming households. We argue that these outcomes are the result of Zambia’s land administration and agricultural spending policies. Rising concentration of landholdings in Zambia raises serious questions about the potential of current agricultural growth to act as a vehicle for broad based economic growth and poverty reduction.  相似文献

Rapid economic growth does not appear to have significantly improved poverty and nutrition outcomes in Tanzania. We link recent production trends to household incomes using a regionalized, recursive dynamic computable general equilibrium and microsimulation model. Results indicate some inconsistency between recent growth and poverty measurements in Tanzania. We also find that the structure of economic growth may have constrained the rate of poverty reduction. Agricultural growth has been driven by larger-scale farmers who are less likely to be poor; and has been concentrated among crops grown in specific regions of the country. Slow expansion of food crops and livestock also explain the weak relationship between agricultural growth and nutrition outcomes. We find that accelerating agricultural growth, particularly in maize, strengthens the growth–poverty relationship and enhances households’ caloric availability, while also contributing significantly to growth itself.  相似文献

During the 1990s, the Government of Zimbabwe implemented an Agricultural Recovery Programme to help smallholder farmers recover from repeated severe droughts. The programme aimed to provide drought-affected smallholders with crop packs (free seeds and fertiliser) and mechanised tillage services. This article evaluates the coverage, poverty-sensitivity and impact of the programme using a more in-depth analysis of household survey data than has been done to date. The programme’s tillage component was unsuccessful, repeatedly reaching less than 5% of its target group; the crop pack component, however, reached four-fifths or more of its target group. Most of the poorer households received crop packs, but richer households were slightly more likely to get them. Those who did receive crop packs planted larger areas under staple crops, regardless of their poverty status. These findings are generally robust for a range of poverty proxies. Unfortunately, there is no clear evidence on the impact, if any, of crop packs on grain yields. Crop packs—properly attuned to local agro-ecological conditions—may serve a useful role in post-drought recovery. Steps must be taken, however, to ensure that all the poor receive crop packs. Attempts by government to provide mechanised tillage to hundreds of thousands of smallholder households are not recommended.  相似文献

Participatory crop improvement raises the prospects for developing seed varieties that meet the needs of subsistence farmers but may face challenges regarding preference elicitation, particularly in complicated policy environments. We integrate binding experimental auctions with participatory variety selection to elicit farmers’ preferences for improved common bean varieties in Rwanda. We find that auctions reveal farmer preferences more accurately than stated nonbinding rankings in this context and that participatory on-farm crop research is essential to understanding how farmers evaluate tradeoffs between multiple crop attributes. We also find that farmers highly value intercrop yield despite government policy that encourages farmers to monocrop.  相似文献

Growing concern for poverty in the face of declining agricultural research budgets has increasingly required formal priority setting of public agricultural research in developing countries to ensure that scarce research resources are allocated in ways that will have the greatest impact on the poor. This paper assessed the potential impacts of alternative commodity research programs on poverty reduction in three agro-ecological zones of Nigeria and identified strategic agricultural research priorities in the three zones. The paper discusses the poverty reduction-based priorities and their role in facilitating dialogue between research managers and policymakers aimed at sharpening the focus of agricultural research to achieve poverty reduction objectives in Nigeria.  相似文献

This study uses household-level panel data on smallholder farmers in Ethiopia to estimate how rural population density (RPD) affects agricultural intensification and productivity. Our results suggest that higher RPD is associated with smaller farm sizes, and has a positive effect on input demand, represented by increased fertilizer use per hectare. Overall, increased input use does not lead to a corresponding increase in staple crop yields, and thus farm income declines as population density increases. This suggests a situation where farmers in areas of high RPD may be stuck in place, unable to sustainably intensify in the face of rising RPD and declining farm sizes.  相似文献

Understanding the complex relationship between water, agriculture and poverty (WAP) is essential for informed policy-making in light of increasing demand for scarce water resources and greater climatic variability. Yet, our understanding of the WAP nexus remains surprisingly undeveloped and dispersed across multiple disciplines due to conceptual (biophysical and economic) and measurement issues. We argue that water for agriculture will need to be better managed for it to contribute to reductions in poverty and vulnerabilities. Moreover, this management will need to consider not just quantities of water, but the quality of the water and the multiple agricultural and non-agricultural uses. For this reason, expanding research in WAP needs to involve interdisciplinary efforts. We identify three key knowledge gaps in WAP that are particularly pressing in light of greater climatic variability. These are climate change adaptation, over-abstraction of groundwater, and water quality.  相似文献
