Most R&D management techniques to date have emphasized the immediate organizational context or the internal structure and process of the R&D project. Recently however attempts have been made at situating R&D management in a wider context of inter‐organizational R&D activities. This paper presents the technique of R&D network mapping as a means of providing strategic intelligence to the R&D manager. The paper backgrounds this technique with a discussion of the general issue and significance of R&D networks. A methodology for R&D network mapping is then exemplified by outlining how a network database of cooperating projects and institutes in the telecom research sector was built by utilizing the World Wide Web. Finally a number of suggestions are made as to how and when network mapping should be applied in strategic R&D management.  相似文献

Managing goals is a key network management function and is critical in the implementation of industrial R&D projects. In this paper, we explore the implementation of an industrial R&D project, focusing in particular upon the role of means-ends decoupling work to understand how the goals are managed. We combine several data sources in our case research to explore project implementation through an understanding of means-ends decoupling work. We collected in-depth interviews, archival records and field observations within the R&D research setting of an industrial R&D project in the period of 2015 to 2017. Our findings identify three types of means-ends decoupling work in R&D project implementation: ‘work on’ causal complexity, ‘work at’ behavioural invisibility, and ‘work with’ practice multiplicity. In addition, we uncover six dynamic micro-mechanisms that collectively influence the making and nature of means-ends decoupling work and therefore serve to allow for the fluid switching of work as the institutional conditions permit. Overall, our findings have significant implications for understanding means-ends decoupling as a highly skilled network competence for managing R&D project implementation goals.  相似文献

This paper reports the results of an extensive empirical investigation on the role of project scale (reflected in consortium size and in project budget) on various performance dimensions of publicly funded collaborative research and development (R&D) projects. Recent trends in European research policy are founded on the premise that such scale economies do exist, hence the emphasis placed on the critical mass of R&D projects. We argue that large scale in collaborative R&D confers both positive and negative effects, and thus we hypothesize an inverse U‐shaped relation between scale and performance. We only find an inverse U‐shaped effect of consortium size on networking impacts and a U‐shaped effect of project budget on goal achievement. No other statistically significant relationships were found for the remaining performance dimensions (i.e. scientific outputs, technological outputs, and research capacity impacts). More generally, and consistent with recent work on the relation between quality and quantity in academic research, our analyses offer little evidence to support the idea that increasing scale generally improves collaborative R&D performance. It appears that the simple assumption ‘bigger is better’ in European Union‐financed collaborative R&D may need to be reconsidered.  相似文献

This paper focuses on the organization of new product development in large, R&D‐intensive firms. In these firms, research and development activities are often separated. Research is conducted in dedicated research projects at specialized research labs. Once research results are achieved by research projects, they are transferred to business units for further development and commercialization. We investigate the speed whereby research projects transfer their first research results to business units (hereafter: transfer speed). In particular, we analyze the antecedents and performance implications of transfer speed. Based on data of 503 research projects from a European R&D intensive manufacturing firm, our results suggest that a fast transfer speed (as measured by the time it takes for a research project to develop and transfer its first research result to business units) is associated with a better research performance (as measured by the total number of transfers the research project generates). Moreover, we find that different types of external R&D partners—science‐based and market‐based partners—play distinct roles in speeding up project first research transfers. While market‐based partnerships (i.e., customers and suppliers) generally contribute to a faster transfer of first research results, science‐based partnerships (i.e., universities and research institutions) only speed up first research transfers of technologically very complex projects. Our results also show that early patent filings by research projects accelerate first research transfers.  相似文献

The R&D Management Conference 2008 theme of ‘emerging and new approaches to R&D management’ sought to draw out how R&D‐based organizations today are changing the way they manage (in terms of novel approaches, techniques, models and tools) in face of the challenges and opportunities presented in the current environment. Six keynote presentations by executives, representing both the public and private sectors, elaborated on the following subjects reflecting their experiences on the theme: hyperconnectivity and changing R&D tenets, accelerating discoveries in human health via open access public‐private partnerships, role of government in bridging the innovation gap, building sustainability and innovation in a traditional resource sector, R&D management in the aerospace sector, and leveraging diversity to build a culture of innovation. Their presentations highlighted amongst other things – global trends that are affecting how R&D organizations are operating, economic imperatives driving change in business models, working through partnerships within an open innovation environment, and leveraging the diversity presented by an increasingly globalized R&D workforce for success. Within these presentations are also challenges to researchers to generate new thinking to address current and future problems presented by the R&D environment. In this paper, it is analyzed the hypothesis that in R&D the principal researcher (PR) is accepted as the coordinator or project manager (PM), carrying out the search for financing and to manage contracts, resources, cost, time, scope, risk and uncertainty, communication, stakeholders and so on, in addition to internal research activities. Thus, this study tries to verify this hypothesis through a major literature review in different types of projects developed by university, but also with a look to industry and industry-university cooperation. Two case studies are also analyzed, centered in its R&D project management maturity level. It is concluded that there is an important issue in projects’ success and in the time spent by PR in management, work for which they are under trained; while at the industry there is a greater approach to project management by the proximity of the innovation projects to other industrial projects. Following these initial findings and according to the case study results, it is proposed that R&D Projects in universities would be separated into two synergistic knowledge areas: R&D Management and Project Management. It is also recommended to allocate them to two distinct roles, where they could add value to R&D through their better knowledge and skills.  相似文献

The United States Agency for International Development (USAID), like many other development agencies and donors, increasingly emphasizes evidence-based programming. This requires assessments of project performance at all stages of implementation, comprising ex-ante impact assessment, monitoring and evaluation, and ex-post attribution of outcomes. Ex-ante impact assessment, in particular, involves performing Cost-Benefit Analysis (CBA) to determine the Expected Net Present Value (ENPV) of the project in question. Unfortunately, the traditional ENPV approach has proven inadequate for dealing with uncertainty in the timing of investments and flexibility in future decision making. This is especially relevant for Research and Development (R&D) projects which require several stages of product development and multiple rounds of testing prior to releasing final products. As a consequence, the real-options approach to CBA has increasingly been used to evaluate private sector R&D projects. This paper advocates for the adoption of the real options approach in the evaluation of public investments in agricultural research, and illustrates its practical utility with an assessment conducted by USAID to determine the economic viability of a proposed project to develop improved varieties of critical food security crops in Uganda.  相似文献

R&D projects affect the interests of different stakeholders in different ways. Understanding the stakeholders and analysing their interests helps in the better management of R&D projects. In this paper we discuss a methodology to systematically analyse the stakeholders of R&D projects. This methodology includes Freeman's (1984) three levels of analysis: rational, process and transactional. Based on these three levels, the stakeholder management capability of an R&D project is determined. The final stage is based on Mitchell et al . (1997) approach to analysing the dynamics of stakeholders. This methodology is illustrated using a New Zealand case relating to a road pricing R&D project.  相似文献

Much of the policy assistance for high-technology small firms (HTSFs) over recent years has been directed at encouraging their research and development (R&D) collaboration through local networking and technology transfer. Following a consideration of why HTSFs are formed, and how they perform R&D in order to cope with the competitive environment, this paper explores the value of external collaborative R&D to internal R&D management, inside geographically concentrated incubators, science parks or clusters. It is concluded that, although R&D collaboration with external partners occurs in limited instances, much HTSF R&D is highly confidential, competitive and wholly internalised. This tendency, as far as it relates to R&D management, is significant in that it minimises the likelihood that local management collaboration between co-located firms will improve the performance of R&D projects.  相似文献

This paper proposes a new methodology of evaluating industrial R&D projects to assess the effectiveness of future R&D in terms of financial credibility, to prioritize them efficiently by clear criteria to reduce the time and burden consumed by both project leaders and management staffs. A new methodology has been developed and applied to all Sumitomo Electric Industries (SEI) R&D projects, and is recognized as a useful system for evaluating many R&D projects in a short period, such as 150 projects per month.  相似文献

A project selection method has been derived for the R&D Division of an electrical equipment manufacturer in a developing country. In the method, a scoring model is used to select and rank projects which have a wide range of objectives and characteristics. The criteria used for selection relate specifically to the organisation's needs and culture, and they are weighted according to their relative importance as perceived by executives. The results of the study indicate the research culture of the R&D Division and reflect its environment. As such the paper illustrates a methodology which can be universally applied to large R&D organisations in developing or developed countries.  相似文献

Abstract
The paper reviews the work done and conclusions reached on resource allocation to R&D in the public sector in the last twenty years, and examines what changes have been made in the field of R&D assessment. The paper is based mainly on the author's experience with the UK government's Programmes Analysis Unit (PAU) which was set up in the early 1960s.
The Unit's main remit was to examine and disseminate techniques by the use of which the benefit to the nation from possible R&D strategies, programmes and projects might be calculated. It was also called in to help review policy and carry out long-range forecasting. In the course of its existence — it was wound up in 1977 — it analysed many new techniques of analysis which have now passed into common use and took part in studies to support decisions at all levels from the macro-economic sector down to the individual project.
The author lists the benefits derivable from such analyses — helping to identify objectives, assemble total programmes, evaluate efficiency of technological transfer, carry out technology assessment and so on. But he warns of their limitations.
As for the present day, the author is unhappy about the importance given by the UK Government to the market as a test of value in decision-making about R&D, in so far as it leads to neglect of long-term issues and relies on uncertain causal relationships among critical inputs. Cost-benefit is adequate for dealing with short-term, small-scale projects. For larger projects with controversial long-term implications he advocates broader-based techniques such as multi-attribute analysis, which bring the interests of many parties into the judgment and take into account considerations such as the environment, finite resources and social  相似文献

Recent research demonstrates that firms, motivated by national differences in technical activity, expand abroad to source unique knowledge. Extant research suggests that firms use a knowledge sourcing strategy to ‘catch up’ with competitors and to obtain ‘technical diversity.’ We widen the investigation by suggesting that firms also use knowledge sourcing as a springboard to reduce their next generation R&D costs–that firms would seek out similar R&D activity to combine with their own. Using unique data that encompasses the multitude of countries where U.S. firms invest, we test the importance of these explanations. Measuring knowledge via patent stocks, we find that country‐industries with larger stocks and greater technical similarity to the United States are more attractive. These findings suggest that an important explanation for firms investing abroad is not catching up or technologically diversifying, but is using similar R&D efforts of others to overcome fixed R&D cost hurdles. This study examined the relation between the research and development (R&D) performance and the fit between a researcher's cognitive type and the task demand of the project that was implied in Wang, Wu & Horng's (1999) study. Three hundred and eighteen research projects completed by 205 project leaders in the 3 years were classified into Unsworth's four creativity types along two dimensions: (1) whether the research addressed an open- or closed-ended problem and (2) whether the project was assigned or actively sought by the researcher. Each researcher's personal traits were assessed using Myers–Briggs Type Indicator (MBTI) and Kirton's Adaptor–Innovator Scale (KAI). Results show that researchers with a conforming, feeling, or judging-type cognition performed better with assigned projects for solving closed problems. Those with an originality and intuitive-type cognition performed better on self-initiated projects for solving open-ended problems. Researchers with sensing-type cognition performed better with assigned projects for solving open-ended questions. Thus, a careful match between a researcher's cognitive type and the task demand of project is important for R&D management.  相似文献

The authors have set out to review the procedures used in the allocation of public money by the Federal German government for research into 'clean' technologies. Public sponsorship of this kind of research is necessary as industrial firms rarely see enough return for their R&D investment to warrant their carrying it out. The authors have surveyed the methods used by the government funding agency (BMFT) to identify projects and to allocate money to them. 82 projects were included in the survey in the fields of low-emission processes.
Projects were segmented in five ways: Status of the receiver; Type of technology; R&D stage (from basic through demonstration plant); Cooperative versus non-cooperative, Environmental medium. Their broad conclusions are that (a) most of the funds went to projects for the development of 'end-of-the-pipe-cum-recycling' technologies and integrated technologies, (b) where there was cooperation between a firm and a university the R&D concentrated on studying basic principles, and (c) success depends on the existence of a clear strategy for the research as a whole rather than on ad hoc monitoring against a narrowly conceived plan. In literature and R&D organizations alike, project success consists in minimizing the deviations from set targets in terms of quality, cost and time. The main management task is to execute and monitor progress to reduce risks – assuming that project attributes are known, necessary resources can be estimated and a reasonable time table can be agreed upon. In such a context, evaluating project success is easy. However, in an innovative context, setting project targets initially is difficult and the contributions of the projects sometimes are of an unexpected nature. This paper investigates if projects can be evaluated in terms of how they contribute to the building of innovative capabilities of the firm instead of independently. Based on a case study at the Régie Autonome des Transports Parisians and the theoretical framework of innovation fields, a framework for evaluating projects from an additional perspective is proposed. Based on the following four criteria: financial resources, the development of a structured, refined and expanded strategic vision, developed competences (with related suppliers) and identification of knowledge gaps (occasionally with related partners for knowledge production), this framework shows how seemingly failed R&D projects can instead be considered as invaluable to the overall innovation process.  相似文献

Research summary : Prior work has shown that the strength of the intellectual property regime (IPR) in a host country influences offshore R&D to that country. Building on this work we propose that the strength of the IPR in a host country differentially influences the threat of knowledge leakage on projects that are produced for the location where the multinational firm is headquartered (home) versus the offshore location to which the R&D project is sent (host). We argue and show that when the host location has a weak IPR, fewer host inventors are involved in host R&D projects when compared to home R&D projects. We test our hypotheses using a dataset of patents held by US assignees, but coinvented in 43 host locations with differing IPR strength. Managerial summary : Multinational enterprises often cite the weak IPRs at emerging economy host destinations as a significant impediment to offshore R&D activities in those countries, despite the abundant supply of inexpensive scientific talent there. We find that the weak IPR at the host destination is a greater impediment to offshore R&D that is aimed for end use at the host market than for R&D that is aimed for end use globally or in the home market. Since IPRs are local, a weaker IPR at the host location does not protect IP that is relevant to the host market. Since the IPR at the home country is more relevant for technologies aimed at the home market, the IPR at the host country is irrelevant for such R&D projects. This paper presents an audit model for the process of R&D project management that can be used to check the robustness and repeatability of processes and provide a template for internal and external benchmarking. The intention is to offer a 'fine-grained' model focusing rather closely on the R&D activities within the broader innovation process, thus complementing the more widely based innovation audit models that already exist.
Based on field-work in six business units in ICI and five companies from other industries, the paper sets out three major variants of the R&D project management process. These variants reflect the fact that R&D projects take place in different circumstances and have different objectives.  相似文献

Technology analysis is a new field of knowledge aimed at creating a fuller understanding of the technological setting within which business operates. It provides a macro-discipline and is specifically aimed at improving the effectiveness of management of technology. As such it is of direct relevance to R&D management.
The essential tools of technology analysis constitute a set of analytical frameworks covering aspects such as: (i) a common approach to describing individual technological artefacts, (ii) a taxonomy of technologies, (iii) a classification of technological trends, (iv) a chart of technological limits, and (v) a socio-technical preference profile.
These frameworks help the R&D manager to dissect and debate typical R&D management problems such as: (i) selecting R&D projects, (ii) setting broad R&D objectives in the case of a given project and (iii) setting specific R&D goals to meet the said objectives. The frameworks also help the R&D manager to portray and present research achievements within a simple and intuitively appealing framework.  相似文献

This survey was conducted on the perceived popularity of PERT and PERT-type management systems; whether PERT'S applications were static, increasing, or decreasing, and whether its use was by choice or imposition. The extent of applications of PERT for managing various types of research and development (R&D) was examined with the view to ascertaining its individual popularity when applied to (a) basic research, (b) applied research, or (c) development projects. In addition, an inquiry was made into the estimated expense of PERT systems to plan and control projects as a percentage of the budget. The results of the survey are presented and discussed relative to various sizes of R&D organizations.  相似文献
