Telecommunications policy: The medium is the message

Reflecting on his involvement with Telecommunications Policy, since 1979, this article by one of its first editors Colin Blackman, contributes to the 40^th anniversary issue. It describes the launch of the journal, the unique nature of its publisher, IPC Science & Technology Press, the way in which the field has changed over the past four decades, and makes some personal observations about the changing nature of the world of journal publishing.     

Misuse of the ‘modified’ t statistic in regulatory telecommunications

Since the enactment of the Telecommunications Act of 1996 (1996), extensive expert testimony has justified use of the ‘modified’ t statistic (Brownie et al. Biometrics 46 (1990) 259–266) for performing two-sample hypothesis tests on Bell companies’ CLEC and ILEC performance measurement data. This paper demonstrates how key statistical claims made about the ‘modified’ t in this setting are false, leading not only to incorrect inferences as it currently is being used, but also to the possible undermining of the primary stated objective of the Act—the promotion of competition in the newly deregulated local telephone service markets. A simulation study provides strong evidence for the use of several other easily-implemented statistical procedures in this context; they should be useful in other settings as well.     

Predatory pricing and foreclosure in Canadian telecommunications

This article provides a historical perspective and current data on predatory pricing in the Canadian telecommunications industry. It is a rejoinder to another article in Telecommunications Policy, by Steven Globerman, which argued that tighter regulation of the Canadian telephone industry is unnecessary to prevent anticompetitive abuses in the industry. The author argues that predatory pricing has been an enduring feature of the industry, and precipitated the need for regulation in the first place. In the light of the evidence provided on activities and reorganization by the largest telephone company, it is argued that a high degree of deregulation has already taken place and regulators should contemplate means of reestablishing regulation.     

Telecommunications companies: One meeting with any competitor is enough to violate the EU's competition laws and result in fines

This commentary's purpose is to review how Telfort, T-Mobile, Vodafone, and others discovered that one “meeting” of any type with any telecommunications competitor could result in fines up to 10 percent of total “turnover” under EU competition law Regulation no. 1/2003, Article 23(2)(a), and to provide planning tips on how to eliminate the potential for those adverse consequences. While competition laws do not apply solely to the telecommunications industry, they do seem to affect it disproportionately. Telecommunications companies have global reach, and some of the most stringent competition law exists in Europe. Thus, all should review the most recent telecommunications ruling from the European Court of Justice, T-Mobile Netherlands BV v. Raad van bestuur van der Nederlandse Mededingingsautoriteit C-8/08 (2009). ¹ The ruling deals with whether the one meeting was “concerted activity” in violation of Article 81(1) EC.     

Second liberalization in Japan

The Japanese government revised the Public Telecommunications Law and issued the relevant Act and Ordinance on 23 October 1982. Ten years have passed since the first liberalization opened up the public networks for data communication. The newly revised Law paves the way for more liberal use of leased circuits and networks from Nippon Telegraph and Telephone Public Corporation (NTT). Further, it permits activities of specialized telecommunications service agencies to compete with the government-owned and monopolized NTT in the domestic data communication market. Industrial and financial circles have demanded both, as they would like to spread their computer communication networks more extensively, and offer some specialized telecommunication services within their own community. The historical and social background to this remarkable liberalization were discussed in a recent article in Telecommunications Policy.     

Will choice be extended by cable?

An article by Gareth Locksley in the June 1983 issue of Telecommunications Policy argued that a major benefit of cable TV for the UK viewer would be increased choice. In this response, Richard Collins questions wheather real choice will be extended by cable and examines the syllogism put forward by Locksley: cable = competition = efficiency = progress.     

TECHNICAL NOTE: THE FORMULA APPROXIMATION FOR THE OPTIMAL CYCLE TIME OF THE NET PRESENT VALUE

This article proposes the best bounds for e^?x ?l+x subject to some constraints. With these bounds for e^?x ?l+x, the better bounds for the optimal cycle time can be developed such that the bisection algorithm locates the optimal cycle time more accurately. Finally, an example is given to illustrate all results obtained by this article.     

UK strategy - the momentum of change

In July 1980, the UK government set into motion a programme of reform for telecommunications. The British Telecommunications Act 1981 maintains British Telecom's exclusive privilege but provides for market entry in network transmission, services and attachments. The process continues with a new Telecommunications Bill, currently being considered by Parliament, which will make shares available to the public and allow for the creation of a new Office of Telecommunications (OFTEL). Jonathan Solomon considers the impact of the new legislation on the UK telecommunications environment.     

Beyond the boundaries: Challenges for business,policy and society

This editorial article introduces the papers presented at the ITS Seoul 2018 and seven papers selected for the special issue of ITS Seoul 2018. Specifically, this article provides the results of keyword networks, research agendas and coauthor networks of ITS Seoul 2018. A summary of the seven papers accepted for the special issue of ITS Seoul 2018 is also included. Finally, this article concludes by introducing another paper that empirically explores the value of special issues by analyzing the characteristics of special issues of Telecommunications Policy.     

舒筋通络颗粒中乳香挥发油提取及包合工艺研究

为提高乳香挥发油在制剂中的稳定性,对舒筋通络颗粒中乳香挥发油的提取及其包合工艺进行了研究。选择浸泡时间(A)、药材粒径(B)、加水量(C)、提取时间(D)为考察因素,采用L_9(3~4)进行正交试验设计,优化乳香挥发油的提取工艺,通过正交试验,对饱和水溶液法和胶体磨法两种包合方式进行了工艺研究。结果表明:影响因素的优化组合为A_1B_1C_1D_3,其中加水量和提取时间对收率具有极显著性影响,包合时间、挥发油和β-环糊精比例、包合温度对饱和水溶液法有极显著性影响;研磨时间、挥发油和β-环糊精比例对胶体磨法有极显著性影响。从生产角度考虑,包合乳香挥发油采用胶体磨法较饱和水溶液法更具有优势。     

Telecommunications and investment decisions in the Philippines

This article is a rejoinder to the article written by R.J. Saunders published in the December 1983 issue of Telecommunications Policy on investment decisions in telecommunications. The author, in this brief paper, attemps to discuss the decision-making process in telecommunications investments described by Saunders and as it relates to the practical experience of the Philippines and other developing countries in a similar situation. Attention is given to how the national telephone programme in the Philippines is being developed. Efforts have been exerted to identify the similarities and basic differences of the Philippines to other developing countries.     

Pricing calls to mobiles: analysis of the UK Monopolies & Mergers Commission Reports on mobile termination charges

The UK Monopolies and Mergers Commission (MMC) nine-month inquiry into fixed-to-mobile termination charges provides an exhaustive analysis of competitive and cost factors in mobile telephony. Its recommendations are discussed and compared with those of the telecommunications regulator, OFTEL, which referred the mobile operators to the MMC after failure to agree a further reduction in charges in early 1998. The MMC, following the same general statutory duty required of OFTEL, to promote competition under the Telecommunications Act 1984, provided a radically different analysis and disagreed with most of OFTEL's specific proposals suggesting that some were anti-competitive. As telecommunications regulators are increasingly required to implement pro-competitive regulation, the MMC's reports show that the evolving approach of sectoral regulators contains some significant flaws.     

On Welfare Losses Due to Imperfect Competition

Corporate managers and executive compensation in many industries place significant emphasis on measures of firm size, such as sales revenue or market share. Such objectives have an important—yet thus far unquantified—impact on market performance. With n symmetric firms, equilibrium welfare losses are of order 1/n⁴, and thus vanish extremely quickly. Welfare losses are less than 5% for many empirically relevant market structures, despite significant firm asymmetry and industry concentration. They can be estimated using only basic information on market shares. These results also apply to oligopsonistic competition (e.g., for retail bank deposits) and strategic forward trading (e.g., in restructured electricity markets).     

Telecommunications/ transportation substitution and energy conservation: Part 1

The substitution of telecommunications for transportation is held to have major potential for increasing energy conservation within the USA, other developed nations, and even developing nations. This article is the first of a two-part re-examination of the substitution hypothesis based on research and experience of the past decade. This part examines the theoretical potential of telecommunications-transportation substitution for energy conservation, and reviews recent research both on public attitudes towards substitution of telecommunications for travel and on the operational experience with substitution experiments in organizations. Part 2, which appears in the June 1982 issue of Telecommunications Policy, examines the major factors which influence whether individuals and institutions will in fact choose telecommunications over travel, and then discusses government policy which could facilitate telecommunications substitution for travel.     

The evolution of the telecommunications policy agenda: Forty years of articles in Telecommunications Policy

This paper investigates the evolution of the telecommunications policy agenda by means of text mining forty years –from 1976 to 2016– of papers in the journal Telecommunications Policy. Text mining techniques help identify the key topics, the dominant combinations of concepts and the main areas of research within this multidisciplinary –technical, economic, social, policy– discipline. In addition they depict an evolution of the policy agenda more nuanced than the conventional public service, pre-competition and post-liberalisation stages typical of telecommunications. Also, in combination with bibliometric information, the results display the relationships between areas of research and methodologies, countries and authors’ background, all together providing a deeper understanding of the past, present and future avenues for research in telecommunications policy.     

5G networks: Will technology and policy collide?

Despite being still under development, it is envisaged that 5G networks will provide a ‘fibre-like’ experience to mobile users. As such, they are expected to accommodate services with very different requirements in terms of latency, bandwidth and reliability, among others, for the vertical sectors. However, the European Union has just approved the Telecommunications Single Market Regulation, which enshrines the network neutrality principle and guarantees that ‘all traffic through the Internet is treated equally’. This article explores the potential conflict between net neutrality regulation and future 5G services, particularly regarding network virtualisation. We present a discussion on the challenges of building net neutrality upon judgements on whether traffic optimisation is objectively necessary. This proves complex in a technological environment that envisions network ‘slices’ created and priced on-demand according to the Quality of Service (QoS) required by specific applications at any given time. In addition, we argue that the ‘anything-as-a-service’ paradigm might turn into an important source of innovation for the future Internet infrastructure layer, and thus for the ecosystem as a whole.
