Food traceability systems allow the consumers or administrative authorities to trace the origins or ingredients of food products. Given the expressed concerns for food safety, the promotion of food traceability systems has occurred in many countries. Although a considerable body of literature has examined the consumer responses in regard to food traceability, relatively little is known about the producers’ adoption behaviors. To fill this knowledge gap, this paper investigates Taiwanese farmers’ participation decision in relation to the Taiwan Agriculture and Food Traceability (TAFT) program; special attention is paid to understanding the roles of the farmers’ program awareness and pesticide residue testing adoption in regard to TAFT participation. Using a national representative sample of the fruit and vegetable farmers in Taiwan, the results indicate that program awareness and pesticide residue testing adoption are the significant determinants of TAFT participation. An awareness of the government’s promotion of the TAFT program and adoption of pesticide residue testing has significantly reduced TAFT non-participation by 28.2% and 21.9% points, respectively.  相似文献

The controversy over genetically engineered (GE) food during the southern Africa drought in 2002/03 raised questions concerning the safety of GE foods and the basis for the safety assurances issued by national and international agencies. In the case of foods grown in the US, these assurances must be interpreted in relation to the Food and Drug Administration’s (FDA) 1992 policy, which remains in effect today. This paper provides a detailed examination of the roles of scientific, legal and political considerations in the development of that policy.This paper reveals that the FDA responded to political pressure for a permissive regulatory approach by exploiting gaps in scientific knowledge, creatively interpreting existing food law and limiting public involvement in the policy’s development. Common statements by the government and other proponents concerning sound science, rigorous testing, no evidence of harm and “as safe as conventional foods” are found to be misleading unless the scientific, legal and political basis for the US policy is taken into account.While this paper finds that the evidence for the safety of GE foods has been exaggerated by government agencies and other parties, nothing in this paper suggests that GE foods currently on the market are harmful to human health. To the contrary, the situation is one of great uncertainty. Repeated recommendations that this issue be the topic of a major public research effort have yet to be acted upon.  相似文献

Subjective risks of having contaminated apples elicited via the Exchangeability Method (EM) are examined in this study. In particular, as the experimental design allows us to investigate the validity of elicited risk measures, we examine the magnitude of differences between valid and invalid observations. In addition, using an econometric model, we also explore the effect of consumers’ socioeconomic status and attitudes toward food safety on subjects’ perceptions of pesticide residues in apples. Results suggest first, that consumers do not expect an increase in the number of apples containing only one pesticide residue, but, rather, in the number of those apples with traces of multiple residues. Second, we find that valid subjective risk measures do not significantly diverge from invalid ones, indicative of little effect of internal validity on the actual magnitude of subjective risks. Finally, we show that subjective risks depend on age, education, a subject’s ties to the apple industry, and consumer association membership.  相似文献

Unsafe food-handling practices in the home are linked with foodborne illnesses that represent sizable costs on the US healthcare industry and welfare losses to households. Past consumer food-safety education programs have only been modestly successful. Optimism bias may distort food-safety risk perceptions encouraging participation in risky food behaviors. Using multiple years of the FDA Food Safety Survey data, we explore the link between behavior-specific risk perceptions and three food-handling practices: handwashing, avoiding cross-contamination, and proper refrigeration of cooked foods. This approach describes risk perceptions as endogenous variables and allows for the decomposition of factors that directly influence food-safety behaviors, from those that indirectly influence behavior by changing risk perceptions. Our results suggest well-designed targeted information campaigns aimed at improving people’s safe food-handling practices must first decrease people’s optimism in the safety of their current practices. Given the lack of regulatory options to influence behavior in the home, this may provide an effective tool to address issues in performing safe food handling.  相似文献

The inclusion of genetically modified maize in food aid shipments to Southern Africa during the 2002 food crisis rekindled debates over agricultural biotechnology. As the region edged ever closer to famine – putting the lives to some 14 million Africans at risk – corporate pundits, government officials and biotech’s critics debated the health and environmental dangers posed by the new technology.By situating the decision to send genetically modified maize to Southern Africa in the context of US–European debates over agricultural biotechnology, it becomes clear that the promotion of biotechnology has nothing to do with ending hunger in the region. Indeed, American food aid shipments to Southern Africa have little to do with the famine at all. Instead, I argue that US food aid policy following the 2002 crisis was intended to promote the adoption of biotech crops in Southern Africa, expanding the market access and control of transnational corporations and undermining local smallholder production thereby fostering greater food insecurity on the Continent.  相似文献

This paper examines the print news coverage of the 2010 Iowa egg recall, the largest in the United States, in order to determine how the news media conveyed messages regarding the recall and its causes, as well as what consumers might do in response to the recall. The news media has long been both a primary source of consumer information relating to food safety and a notable contributor to the policy agenda. A content analysis of 160 articles from four national US newspapers, the largest regional paper in Iowa, and the Associated Press revealed that the recall was framed both as a failure of government oversight and as an instance of poor production practices by the farmers in question. Proposed responses to the recall similarly fell into two distinct categories: changing consumer purchasing and food preparation habits in order to minimize the immediate risk of infection, and supporting legislative and regulatory food safety reforms that would minimize the risk of future outbreaks. Particular media focus was given to both the US Food Safety Modernization Act and the FDA Egg Rule. Relatively little media attention was given to industrial agriculture as a causal frame or the purchasing of “alternative” eggs as a potential response. Overall, coverage conveyed the policy relevance of the recall but failed both to fully contextualize the outbreak within the history of previous outbreaks and food safety concerns and to convey the relationship of the outbreak to the current system of industrial agriculture.  相似文献

At the beginning of the 21st century imports of agricultural and food commodities have become a major part of many nations’ food baskets. Indeed the global food system has several merits for nations, businesses and individual consumers’ well-being. However, as increasing evidence suggests that we are approaching an era of climate change and scarcity of cheap energy sources the sustainability of that system must be examined. One part of any food commodity chain is its ‘food miles’ – the distance the commodity travels from point of production to point of consumption, the required energy and resulting emissions. This paper presents a 1 year ‘snapshot’ of Canada’s total import related food miles. It presents an analysis of the distance imported foods traveled from around the world to major points of consumption in Canada and documents the equivalent carbon dioxide emissions related to those imports. It presents both a macro scale picture of the equivalent emissions related to transportation of imported food and a micro scale picture which focuses on specific commodities consumed in various parts of the country. It then discusses policy implications for food sustainability. Overall the research highlights that about 30% of the agricultural and food commodities consumed in Canada are imported, resulting in ‘food miles’ of over 61 billion tonnes km, leading to annual emissions of 3.3 million metric tonnes of CO2. Of the various agriculture and food commodities studied, fruits and vegetables had the highest food miles related emissions.  相似文献

研究了上世纪70年代以来美国能源政策演变的3个阶段。从美国能源独立政策的构想与能源独立的实际路径的分析和对比中评价美国的能源政策,揭示美国迈向能源独立的真正推动力。指出:1)美国能源独立构想的实质是通过节能和发展替代能源减少石油的对外依赖;2)美国的社会节能效果不理想,但经济结构的重大调整对节能的贡献较大;3)替代能源相关政策并不仅仅是出于能源安全的考虑,而是着眼于美国的整体经济利益。美国减少石油对外依赖的突破口是以页岩气为代表的非常规油气的大发展。美国页岩气革命的成功,既有政府在资金和技术研发上的支持,也有多方面因素的综合推动。中国能源战略和政策的制定可借鉴美国在技术创新、企业家精神和宏观经济与产业体制方面的经验。  相似文献

Getting rid of trans fats in the US diet: Policies, incentives and progress   总被引:1,自引:0,他引:1  
Artificial trans fats in foods increase chronic disease risk in the US population. Federal nutrition label regulation enacted in 2003 requires mandatory disclosure of trans fat content on packaged foods. This action created incentives for the food industry to reduce trans fats both in response to consumer demand and through competition to maintain product reputation. Subsequent public actions include a ban on trans fat use in New York city restaurants and lawsuits against food companies, which created further incentives to remove trans fats, especially in the food service industry. Industry has reformulated packaged foods and found substitutes for restaurant fry oils and trans fats are disappearing from the US food supply. Market response extends throughout the supply chain, and has spurred research to alter oilseed crop characteristics. The widespread and relatively rapid industry response likely has improved the quality of US diets, and demonstrates the potential for policy actions to spur such improvements.  相似文献

This paper provides a critical commentary on the conception of food miles followed by an empirical application of food miles to two contrasting food distribution systems based on carbon emissions accounting within these systems. The comparison is between the carbon emissions resultant from operating a large-scale vegetable box system and those from a supply system where the customer travels to a local farm shop. The study is based on fuel and energy use data collected from one of the UK’s largest suppliers of organic produce. The findings suggest that if a customer drives a round-trip distance of more than 6.7 km in order to purchase their organic vegetables, their carbon emissions are likely to be greater than the emissions from the system of cold storage, packing, transport to a regional hub and final transport to customer’s doorstep used by large-scale vegetable box suppliers. Consequently some of the ideas behind localism in the food sector may need to be revisited.  相似文献

On September 11, 2008, the Chinese government announced a recall of infant milk powder that was tainted by melamine, a chemical usually used in plastics. Consumption of melamine caused infants to develop kidney stones which, if left untreated, could cause renal failure and death. More than 290,000 people (most of them infant children) were poisoned and at least six babies are confirmed to have died from ingesting the melamine contaminated infant milk powder. The Chinese government imposed very high penalties on people and companies involved in the melamine scandal, including lifetime prison sentences and even executions. The problems in China’s dairy industry were a result of rapid growth fueled by large investments from multinational dairy firms, development of a highly modern and concentrated processing sector that obtained its raw materials from millions of small, poor and uneducated traditional farmers and government support and encouragement for growth but with little emphasis on inspection and safety issues. The melamine crisis prompted the Chinese government to bring in a new food safety law, mandate regular inspections of all companies involved in the food business with no exemptions and set new allowable tolerances for melamine in dairy products.  相似文献

In the last decade, the concept of co-regulation has been developed and increasingly promoted as an important instrument of regulation. In the context of food safety, we examine co-regulation programs from the point of view of an enforcement agency. We develop a conceptual framework of enforcement of food safety regulation for use in assessing the degree of shift toward co-regulation from traditional approaches and apply it to a case study of the French import market for produce at Perpignan. We find that co-regulation in the enforcement of pesticide residue limits resulted in a change of practices for the regulatory agency from punishment to prevention based on incentives and information programs.  相似文献

We examine how US farm policies for sweetener crops have affected the consumption and composition of sweeteners in the US diet. R&D expenditures have lowered the unit cost of commodities used in sweeteners, but have generated more technical progress in corn than in sugar crops, increasing use of corn in food production, ceteris paribus. Commodity programs have raised the price of sugar and decreased the price of corn. Thus, high fructose corn syrup (HFCS) became an inexpensive substitute for sugar in food from 1970 on. However, the effect of policy on ingredient prices has become less important over time. Today the farm value share in sweetened food is below 5% and HFCS is a specialized input in many food items, with limited substitution possibilities. The current link between US sweetener consumption and farm policy is weak. Recent evidence from other high-income countries shows little relationship between sweetener consumption and sugar policies.  相似文献

An experiment was conducted in France to evaluate the impact of health and environmental information on consumers’ choices between conventional and organic apples. Results show that additional and precise messages about both pesticides use and pesticides residues significantly impact consumers’ choices between both products. The experiment also studied the effect of a new label signaling apples that only use few pesticides compared to conventional apples. With elicited willingness-to-pay, we show that the introduction of this new label increases the average participants’ surplus whatever the information context for participants, because of a higher quality compared to conventional apples and a lower price compared to organic products. In order to complement this label, a minimum-quality standard imposing the use of few pesticides is socially optimal when initial participants’ knowledge is limited.  相似文献

This study analyzes consumers’ awareness of and attitudes towards yellow maize products in Zimbabwe and suggests intervention strategies that will ensure increased production and consumption of the crop, which is rich in provitamin A to help prevent the incidence of vitamin A deficiency prevalent among vulnerable groups. Data from 360 randomly selected rural and urban households show that yellow maize is known to all but few are aware of its nutritional qualities or consume it. The main source of supply is imported food aid. Rich in oils, carotenoids and fructose, yellow maize easily undergoes chemical changes to produce unacceptable organoleptic properties (or bad taste) if poorly handled during importation. These two factors are responsible for it being perceived inferior to white maize by consumers. Quality assurance during importation can improve consumer confidence but a long-term strategy will be to vigorously promote domestic production of yellow maize varieties rich in high levels of β-carotene that meet the preferences of consumers. Drawing from a probit model regression analysis, nutritional education can potentially promote yellow maize consumption, especially if targeted at low income households. Domestic production and consumption of yellow maize will decrease vitamin A deficiency among vulnerable groups and improve food insecurity through reduced grain prices and increased incomes for farmers. These results draw attention to the need for policy makers in developing countries to review their agricultural policies to ensure that they do not undermine the local production and consumption of nutritionally valuable crops.  相似文献

Despite the rapid expansion in the global area planted with genetically modified (GM) crops, there has been resistance to this technology in Europe: this article considers why. Molecular technologies used to produce GM crops are reviewed and crops currently and soon to become available listed. It is argued that the prospects for GM crops depend on: (1) consumer acceptance — which depends on the perception of the benefits GM crops offer and on confidence in the legislative framework and regulatory procedures designed to identify and quantify any potential disadvantages; (2) further technological advances — which might reduce any adverse consequences of and enhance the benefits from GM crops; (3) patent law — which underpins incentives for private investment and largely determines the development of market structure; and (4) the relative profitability of GM crops vis à vis conventionally bred varieties — which will be a key determinant of the area planted. Importantly, regulations which increase consumer confidence may also raise the costs of planting GM crops and therefore will act to reduce the area planted.  相似文献

In this paper I show how Appelbaum's framework for testing price-taking behavior in a single industry can be formally extended to consider concentration explicitly. In so doing, I separate the market power effect of concentration from its cost-efficiency effect. Data from the US beef-packing industry are used to illustrate an empirical application of the model. The findings support oligopsonistic market power and slaughter-cost efficiency in the industry. However, the cost-efficiency effect outweighs the market-power effect.  相似文献

In Afghanistan, after two decades of civil strife and successive droughts from 1998 to 2002, large inflows of food aid, distributed mainly to returning refugees and through food for work programs, have helped offset production shortfalls of wheat, the country’s major staple. At the same time, private international trade from neighboring countries, especially Pakistan, has also played a major role in augmenting wheat supply and stabilizing prices.  相似文献

The use of genetically modified (GM) crop technology in tackling food security problems and poverty reduction in Africa continues to generate debates over its benefits and safety. Only four countries, South Africa, Sudan, Burkina Faso and Egypt have commercialized GM crops in Africa but controversy surrounds current cultivation of GM maize in Egypt. Our study provides new perspectives on the status, development and regulation of GM crops through examining the views of 305 stakeholders in six African countries across four regions: South Africa, Kenya (East Africa), Egypt and Tunisia (North Africa), Ghana and Nigeria (West Africa), supplemented by interviews with relevant international organizations. The study revealed the challenges leading to the development of biosafety regulatory frameworks and the role of individual stakeholders in the facilitation of GM crops across African countries. This study also revealed that some countries may go through a Fiber–Feed–Food (F3) approach to adopt GM crops where Bt cotton will be adopted first followed by GM crops for livestock feed while undergoing all the necessary assessments before producing GM foods for human consumption. An overwhelming majority of stakeholders placed emphasis on risk analysis (risk assessment and management) in view of limited capacity, lack of scientific expertise and public concern, and encouraged a centralized approach to risk assessment similar to the European Union model of the European Food Safety Authority (EFSA).  相似文献

Can environmental legislation spur innovative response? This case describes the development of the automotive catalytic converter (ACC) at Johnson Matthey (JM), a precious metals company that entered the automotive industry as a component provider. The market was unfamiliar to JM and highly competitive, but in the 1970s the US Environmental Protection Agency (EPA) introduced standards for emissions control by automotive companies well ahead of current practice. JM responded to the prospect of market demand for a technology that could meet the regulations. The EPA policy of technology ‘forcing’ stimulated collaboration for innovation among companies from a variety of industries. Our case evidence shows that the key innovator, JM, achieved its breakthrough as a result of proactive R&D management by the product champion together with sustained corporate support at a high level and partnership strategies.  相似文献
