Development of innovative clusters based on business-government partnership using the example of Tomsk

The paper discusses a model for the integrated development of the district adjacent to the site on which Tomsk’s leading universities are compactly situated. A planning analysis of the problems in the territorial development of both the city and the oblast has shown that the planning tasks of settlement and the oblast’s transport infrastructure development can be concomitantly solved in the straight direction of Kemerovo. Moreover, we also considered the possibility of organizing the district’s development project within a business-state partnership with the support of the Investment Fund of the Russian Federation. Estimates of the project’s efficiency are presented in the paper.     

Sociodemographic limitations of the sustainable development of Murmansk oblast

This article discusses the adequacy of human resources for the sustainable development of the territories of the Russian Arctic. By using the example of Murmansk oblast, the negative dynamics of the population and labor potential is shown, actual forecasts of the declining life expectancy are given, and reasons for the high mortality rate, especially among working-age people, are discussed. In conclusion, the need for priority measures to overcome the increasing migration outside the region and the development of the social and healthcare areas is given.     

Currency transactions and Customs flows in the foreign economic relations of a region (Based on the example of Rostov oblast)

The paper considers currency and financial transactions in Rostov oblast in the peroid 2000–2010. The change in the composition of bank sector operators is analyzed. Methods are suggested for analyzing the interrelation between currency and Customs operations and commodity flows that allows one to reveal the role of a separate region within the Russian Federation as a transit territory for exported and imported goods in foreign trade supplies of other regions.     

The role of forecasting in working out regional development Strategy

The article analyzes methodological problems of forecasting in the socioeconomic development of a region-a constituency of the Russian Federation. It presents possibilities for implementing the scenario’s approach, based on the example of Murmansk oblast. It attempts to explain in detail alternative ways of development and to consider the current trend of growing economic instability.     

Long-term forecast of Vologda oblast’s socioeconomic development

The article generalizes the experience in working out a long-term forecast of Vologda oblast’s socioeconomic development. Dynamic and structural characteristics of the oblast’s development are analyzed on the basis of statistical data. A set of models for forecasting regional economic development is presented. The main scenarios of the region’s long-term evolution are described. Quantitative characteristics of the development of Vologda oblast for the period up to 2020 are presented.     

Estimating the migratory mobility of the youth living in small Russian towns: A school Leavers’ interview

This paper draws on the findings of a sociological survey conducted out in four small Russian towns—Vyazniki in Vladimir oblast, Yartsevo in Smolensk oblast, Shar’e in Kostroma oblast, and Buinsk in the Republic of Tatarstan. Interviews with 500 school leavers made it possible to evaluate the migratory intentions of young townspeople and to identify factors strengthening and weakening their migratory mobility.     

Directions of increasing the role of depreciation as a source of reproducing fixed capital in agriculture

The article presents the results of studies of the structure of sources of reproducing fixed capital in agriculture of the country and the region (Orel oblast) and assesses the place and role of depreciation in investment resources. The results of the study have allowed us to propose a series of recommendations to enhance the role of amortization as a source of renewal and modernization of fixed capital in agriculture of the region. The practical application of recommendations would contribute to solving the problem of the target use of funds of depreciation and economic growth in the agricultural sector, as well as raise incomes of the regional budget of the subject of the Russian Federation.     

System-dynamic model of regional economy: The case of Rostov oblast

This article presents a method of simulation modeling that is broadly used in regional process studies. Based on this model, we have developed a system of supporting decision-making intended for regional development. Potential development scenarios for the Rostov oblast have been elaborated using statistical data about the region.     

Areawide planning: Coordination of city and regional interests,with special reference to Samara oblast

This paper considers procedural approaches to the problem of harmonizing the interests of city and region and analyzes normative-legal regulation and practice of development strategies for Samara oblast regions. It identifies untapped reserves for improving the strategic planning of regional development.

The paper considers alternative forecasts for the regional oil product market of Kurgan oblast. It analyzes the efficiency of the regional oil market restructuring strategy with a view to determining the region’s socioeconomic development prospects.     

Innovative activity of the population (case study “monitoring the socioeconomic situation of young people in Vologda oblast”)

This paper presents various approaches to the definition of the innovative activity of the population based on the results of a study performed by the Institute of Socioeconomic Development of Territories, Russian Academy of Sciences, in Vologda oblast in November 2012 by using econometric methods (probit models) for the assessment of the population’s creativity in relation to various social, demographic, and economic characteristics of respondents.     

Assessing the competitive power of a region

The paper explores theoretical approaches to estimating a region’s competitiveness and its underlying factors. The competitive power indicators of the economic complex of Mogilev oblast, Belarus, are analyzed and its regional competitiveness is estimated on the basis of statistical data.     

Indicators of the self-sufficiency of Bryansk oblast with dairy products: Evaluation tools, analysis, and forecast

Factors characterizing the self-sufficiency of a region with dairy products are considered in the paper, and, based on the offered factors, estimates of the product sufficiency across Bryansk oblast are given. A forecast estimate is provided, including the regional features of Bryansk oblast, milk production, and main types of dairy products.     

The Russian Far East: Searching for a demographic development strategy

The paper analyzes the population dynamics in the Russian Far East, the economic, social and demographic factors of migration processes in the region; the consequences of migration for the social and economic development of the region, the situation in its labor market, etc.     

An overview of the state and priorities of the iron and steel industry in the Russian Far East

This article considers the problems of the Russian Far East for which a new course of strategic development has been proclaimed. The growing demands of the region’s economy for diverse metal products make it necessary to initiate organizational reforms determined by the actual state of things. The reforms will include the construction of new iron and steel works and the development of a full-range iron and steel industry in the region.     

Specific features of regional budget policy using the example of Novosibirsk oblast

The paper elicits the conditions for developing the financial base of local self-government and examines the breakdown of local budgets in Novosibirsk oblast. The author has analyzed the inhomogeneity characteristics of budget indicators before and after the municipalities were granted financial resources from the oblast budget and assessed cross-territorial differentiation in the fiscal capacity of Novosibirsk oblast municipalities. The paper analyzes the connection between grants, municipality taxes, and nontax revenues and assesses the marginal effect of an increase in taxes going to the local budgets.     

Modeling the reproductive behavior of the population of a region

The paper analyses the state of one of the most important demographic processes, fertility, and in the first place, the parameter forming its level—the reproductive behavior of the population. The Vologda oblast population’s socio-psychological and childbearing and family size attitudes are considered. Modern mathematical methods are applied in a study of change in the fertility model and the emerging new value system of the population of the region.     

Value added analysis and trend forecasting in the manufacturing industry in Kaliningrad oblast

The article considers the problems of estimating the regional gross value added. A structural and dynamic analysis of value-added trends in the main manufacturing activities has been carried out and their role in the economy of Kaliningrad oblast has been established. New approaches to the industrial policy in the region have been defined based on priority manufacturing activities and mechanisms of an increase in value added.
