Administrative data are considered the “gold standard” when measuring program participation, but little evidence exists on their potential problems or implications for econometric estimates. We explore these issues using the FoodAPS, a unique data set containing two different administrative measures of Supplemental Nutrition Assistance Program (SNAP) participation and a survey‐based measure. We document substantial ambiguity in the two administrative measures and show that they disagree with each other almost as often as they disagree with self‐reported participation. Estimated participation and misreporting rates can be meaningfully sensitive to choices made to resolve this ambiguity and disagreement. We explore sensitivity in regression estimates of the associations between SNAP and food insecurity, obesity, and the healthy eating index. The signs are unchanged across the three measures, and the estimates are mostly not statistically different from each other. However, there are some meaningful differences in the magnitudes and levels of statistical significance of the estimates.  相似文献

There is an extensive research literature on the effects of the Supplemental Nutrition Assistance Program (SNAP) on food‐related outcomes which has shown somewhat mixed results but generally favorable effects. However, most of the research has used data sets whose information on SNAP participation is gathered from responses on household surveys, and such responses are subject to reporting error. This study uses the National Household Food Acquisition and Purchase Survey data set to examine the effect of reporting error on food‐related outcomes, for that data set contains information on SNAP participation gathered from government administrative records. Our analysis shows that the degree of reporting error is small and has little effect on the estimated impact of participation in the SNAP program on food security, diet quality, and food spending. A supplemental analysis of the effect of school food programs likewise shows no difference in using survey or administrative data in the analysis.  相似文献

This article examines whether expanding Supplemental Nutrition Assistance Program (SNAP) eligibility reduces material hardships of low‐income households. During the Great Recession, many states expanded the income threshold of eligibility for SNAP. I show that expansions in eligibility increased the SNAP participation rate by 3–5 percentage points. I also find that the expansion leads to a modest decrease in nonfood hardships, such as rent and utility delinquencies. However, the increase in SNAP enrollment does not lead to greater food spending or a reduction in food insecurity except for households with children.  相似文献

This piece is an introduction to the symposium on Food Access, Program Participation, and Health: Research using FoodAPS. The symposium includes articles presented at the National Bureau of Economic Research Conference on Food Security on December 7 and 8, 2017. The research herein was supported by the Economic Research Service of the U.S. Department of Agriculture, grant number 59‐5000‐5‐0115. The grant included funding to study the effects of various food assistance programs on outcomes, using data from the National Household Food Acquisition and Purchase Survey (FoodAPS). We describe the programs and the FoodAPS data, and point out highlights from the articles.  相似文献

It is well documented that individuals do not spend the Supplemental Nutrition Assistance Program (SNAP) benefits smoothly over the month after receipt. Rather, recipients spend a disproportionate share of benefits at the beginning of the benefit month. This has costs for recipients and stores. There is also evidence that other income streams, such as Social Security and paychecks, are not spent smoothly. The presence of these other income streams may bias estimates of the effects of this SNAP cycle on consumption for working SNAP beneficiaries and those who receive other government benefits. We use data from United States Department of Agriculture's National Household Food Acquisition and Purchase Survey to explore how the SNAP cycle is affected by accounting for these other income streams. We find suggestive evidence that the cycle is more pronounced for workers who are paid on a weekly or monthly basis, but little evidence that cycles in other income streams mitigate or exacerbate the SNAP cycle.  相似文献

This article investigates the relationship between the timing of Supplemental Nutrition Assistance Program (SNAP) benefit payments and participation in school lunch and breakfast using the National Household Food Acquisition and Purchase Survey. An event study approach examines participation over the five‐day window before and after the SNAP payment. We find that school lunch participation decreases by 17–23 percentage points immediately after the SNAP payment among 11–18 year olds while breakfast drops by 19–36 percentage points. The decline begins the day prior to payment. We find no effects for 5–10 year olds. Models examining participation over the full SNAP month using individual fixed effects yield similar findings. Among teenagers, participation in school lunch and breakfast decline in the first two weeks of the SNAP month, increasing afterward. Non‐school meals show the opposite pattern. Overall, results indicate SNAP households rely more on school lunch and breakfast toward the end of the SNAP month.  相似文献

We examine the effect of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) on the quality of household food purchases using the National Household Food Acquisition and Purchase Survey (FoodAPS) and propensity score matching. A healthy purchasing index (HPI) is used to measure nutritional quality of household food purchases. WIC foods explain the improvement in quality of food purchases, not self‐selection of more nutrition‐conscious households into the program. The improvement in purchase quality was driven entirely by WIC participating households who redeemed WIC foods during the interview week. There was no significant difference between WIC participants who did not redeem WIC foods and eligible nonparticipants. In this sample, there is no evidence that lack of access to clinics has adverse effects on participation nor is there evidence that HPI depends on supermarket access. A supervised machine learning process supports our main conclusion on the importance of WIC foods.  相似文献

The longitudinal Three City Study (TCS) of low‐income families with children measures food hardships using fewer and some different questions from the standard U.S. instrument, the Household Food Security Survey Module (HFSSM) in the Current Population Survey (CPS). We use a Rasch measurement model to identify thresholds of very low food security among households and among children in the TCS that are comparable to thresholds from the HFSSM. We also use the TCS to empirically investigate the determinants of food insecurity and of these specific food insecurity outcomes, estimating a multivariate behavioral Rasch model that is adapted to address longitudinal data. The estimation results indicate that participation in the Supplemental Nutrition Assistance Program and the Temporary Assistance for Needy Families program reduce food insecurity, while poverty and disability among caregivers increase it. Besides its longitudinal structure, the TCS measures many more characteristics about households than the CPS. Our estimates reveal that financial assistance through social networks and a household's own financial assets reduce food insecurity, while its outstanding loans increase insecurity.  相似文献

We examine characteristics and correlates of households in the United States that are most likely to have children at risk of inadequate nutrition—those that report very low food security (VLFS) among their children. Using 11 years of the Current Population Survey, plus data from the National Health and Nutrition Examination Survey (NHANES), we describe these households in great detail with the goal of trying to understand how these households differ from households without such severe food insecurity. While household income certainly plays an important role in determining VLFS among children, we find that even after flexibly controlling for income‐to‐poverty rates some household characteristics and patterns of program participation have important additional explanatory power. Finally, our examination of the NHANES data suggests an important role for both mental and physical health of adults in the household in determining the food security status of children.  相似文献

The Community Rating System (CRS) program was implemented by the U.S. Federal Emergency Management Agency (FEMA) in 1990 as an optional program to encourage communities to voluntarily engage in flood mitigation initiatives. This article uses national census tract‐level data from 1980 to 2010 to estimate whether CRS participation and flood risk affect a community's local patterns of population change. We employ an instrumental‐variables strategy to address the potential endogeneity of CRS participation, based on community‐scale demographic factors that predict when a tract's host community joins the CRS. The results find significant effects of the CRS program and flood risk on population change. Taken together, the findings point to greater propensity for community‐scale flood management in areas with more newcomers and programs such as CRS stabilizing population, though not especially in flood‐prone areas. We observe the CRS neither displacing population toward lower‐risk areas nor attracting more people to flood‐prone areas.  相似文献

Recent studies linking household surveys to administrative records reveal high rates of misreporting of program receipt. We use the FoodAPS survey to examine whether the findings of these studies of general household surveys using one or two states generalize to a survey with a narrow focus and across many states. First, we study how reporting errors differ from other surveys. We find a lower rate of false negatives (failures to report true receipt) in FoodAPS, likely partly due to the shorter recall period of FoodAPS. Misreporting varies with household characteristics and between interviewers. Second, we examine geographic heterogeneity in survey error to assess whether we can extrapolate from linked data from a few states. We find systematic differences between states in unconditional error rates but no evidence of substantial differences conditional on common covariates. Thus, extrapolating error rates across states may yield more accurate receipt estimates than uncorrected survey estimates.  相似文献

Previous work has found that incarceration (defined as confinement in an adult correctional facility) has a variety of impacts on the incarcerated individual and their families including effects on employment and income, educational outcomes of children, and food insecurity (Wallace and Cox 2012 ). However, previous literature does not identify a causal impact of incarceration on food insecurity. From a policy perspective, identification of a causal link may aid in understanding why some affected families experience food insecurity, while similarly situated families do not. In this article, we utilize microlevel data from the Fragile Families and Child Well Being Study to provide evidence of a causal impact of incarceration on food insecurity. This is an important dynamic to understand because the prevalence of incarceration in the United States is relatively high, especially among groups where food insecurity is more prevalent (e.g., Blacks), and the associated externalities can have substantial impacts on families that may reach well beyond traditional costs associated with incarceration. The complex relationship between food insecurity and incarceration is estimated within a causal inference approach. We find evidence that incarceration leads to roughly a 4 percentage point increase in the likelihood of food insecurity among households with children that have experienced a parental incarceration.  相似文献

Unequal asset rights remain an important driver of gender inequality and food insecurity in sub-Saharan Africa (SSA). Using cross-sectional data from 31 SSA countries, this study examines the effect of gender inequality in asset ownership on women's food security in the region. The seemingly unrelated (SUR) bivariate probit framework has been adopted in analysing the data. This approach is used for addressing the possible endogeneity bias that occurs when the dependent variable and regressor are both endogenous and binary. The major finding of this study reveals that gender inequality in asset ownership increases women's risk of facing food insecurity. The aforementioned is more pronounced for women who are undereducated, live in rural areas, and suffer various forms of discrimination. It is therefore important that more egalitarian laws on asset ownership and inheritance be adopted in all SSA countries. This will significantly increase women's specific food security and thus contribute to improving inclusiveness in these countries.  相似文献

Using a nationally representative sample of the birth cohort of the Early Childhood Longitudinal Study, we examine the impact on birth outcomes of the largest federal nutrition program in the United States: Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). By identifying a set of strong and valid instrumental variables for WIC participation, we are able to address the fundamental problem in the literature—selection bias. Similar to recent studies, we find that WIC does not affect average birth weight and average gestational week after correcting for selection bias using the instrumental variable method. However, WIC participation has significantly reduced the probability of very premature birth and (very) low birth weight after controlling selection bias by bivariate probit models. Our results indicate that rather than affecting the average outcomes, WIC is more effective for births that are at high risk. The potential benefits of WIC program can be realized by increasing its focus on more disadvantaged mothers.  相似文献

We study sibling spillover effects on the school performance of the elder sibling from the younger sibling using data on multi-children households in rural China. Using a cumulative measure of expected lawful years in school as an instrumental variable, we find a significant increase in school test scores for Chinese language of elder siblings for every year of schooling of the younger sibling. The strongest spillover effects occur when the younger sibling is a girl. Such increases in test scores come from a more intense academic atmosphere within a household when both children enroll in school and are not attributed to differential parental education investments or time inputs. Our findings suggest that policies promoting girls’ education, pre-elementary school age education programs, and after school public resources can have multiplier effects through sibling spillovers.  相似文献

The prevalence of multigenerational families is on the rise in the United States, as is food insecurity. We estimate the association of resident grandchildren on transitions in food insecurity using longitudinally linked two‐year panels of the Current Population Survey from 2001 to 2010. We find that rates of food insecurity in families with a grandchild present are at least twice as high in a typical year compared with families without a resident grandchild, and the extent of very low food security increased substantially faster among these households over the past decade. The rise in food insecurity during and after the Great Recession is due to both increased entry into food insecurity and decreased exit out of food insecurity. A similar trend accounts for the rise in multigenerational households during the recession—grandchildren were more likely to move in with their grandparents, and once there, were less likely to move out. Our transition models show that whether grandchildren remain, or in periods of transition, multigenerational families are at heightened risk of entering food insecurity and remaining in this state. However, the entry of a grandchild may not always be a negative for the family's food security, nor the exit of the child a positive. Entrance of a child seems to buffer the family from extreme forms of food insecurity while exit exposes the family to risk of deeper food insecurity.  相似文献

Although unemployment is often associated with food insecurity, the paths through which it leads to food insecurity is less explored. This study investigates the effects of unemployment on food insecurity based on data collected from 410 randomly selected households in Addis Ababa and the Munessa district of Arsi Zone. Binary logistic regression was used to analyze the data. The results show that 55.9 percent of the respondents were unemployed and only 12.4 percent of the households were food secure. The prevalence of food insecurity was higher among households headed by unemployed persons. Education and economic factors are the mechanisms through which unemployment leads to food insecurity. Lack of education reduces the chance of employment and the quality of jobs engaged in whilst the economic path to food insecurity is partly related to the inability of poor households to cope with soaring food prices and seasonal unemployment. Thus, increasing employment opportunities through pro‐poor measures is a means to enhance human capital development that helps the people take advantage of the labour market and improve the economic status of households, ultimately leading to ensuring food security.  相似文献

The Women, Infants, and Children (WIC) Program is considered a crucial component of the social safety net in the United States, yet there is limited supporting evidence on the effects of WIC on the nutritional well‐being and food security of infants and young children. Using data from the National Health and Nutrition Examination Survey, we apply recently developed partial identification methods to jointly account for unobserved counterfactual outcomes and systematic underreporting of WIC participation. Under nonparametric assumptions, we find that WIC reduces the prevalence of child food insecurity by at least 3.6 percentage points (20%).  相似文献

State Medicaid home- and community-based waiver programs for persons with AIDS (PWAs) were implemented with the expectation that PWAs would use these services in lieu of more expensive hospital-based care. If so, Medicaid spending per PWA should decline, and program costs fall. We analyze Florida Medicaid claims data for PWAs from December 1995 through December 1997 to determine how participation in the waiver program affects the use of inpatient services, the receipt of antiretroviral combination therapies (available to Medicaid recipients throughout the study period), monthly expenditures, and survival of PWAs. We find that waiver participants are more likely to receive combination therapies but less likely to use hospital-based care than nonparticipants; white men and sicker patients are more likely to join the waiver program than other eligible PWAs; monthly expenditures for waiver participants are 52% lower than for nonparticipants; and waiver participation does not affect survival.  相似文献

Beginning in 2001, states were given the authority to formulate their own rules on how vehicles are counted toward the asset limit in the Supplemental Nutritional Assistance Program. We exploit differences in timing of the state vehicle asset policy changes to identify their effect on vehicle assets and debts, car ownership, liquid assets holdings, as well as non‐housing wealth. We estimate difference‐in‐differences and household fixed effects specifications and find that liberalizing vehicle asset rules increases vehicle assets of households with a high ex ante probability of program participation. Households also take on more debt to finance their vehicles. The increase in car value can be attributed primarily to less educated single parents who already owned a car before the policy change buying more expensive cars.  相似文献
