This paper aims to systematically investigate the impacts of strengthening intellectual property rights on patenting in China's high‐technology industries and to explore the potential differences in response to patent reform by ownership. Empirical results show that the estimated patent elasticity of R&D is lower than that for OECD countries, indicating relatively low R&D productivity for China's high‐technology industries. The direct innovation effect of technology imports is negative, while the absorptive ability embodied in R&D helps in gaining external sources of knowledge, thus contributing to innovations. Specifically, strengthening intellectual property rights can induce more innovations in terms of patents in China's high‐technology industries and is particularly relevant to foreign‐owned high‐technology enterprises.  相似文献

This article examines the phenomenon of independent invention in Italy during the Liberal Age (1861–1913). It makes use of a new dataset comprising all patents granted in Italy in five benchmark years: 1864–5, 1881, 1891, 1902, and 1911. The following exercises are carried out. First, an examination is undertaken of the shares of independent, corporate, and foreign inventions and their evolution over time and across industries. Second, by exploiting the peculiarities of Italian patent legislation, which was characterized by relatively cheap fees and a flexible renewal scheme, the relative quality of independent and corporate patents is assessed. The results indicate that in Italy independent inventors made an important contribution to technological change in terms of number of patents, but the quality of their patents was significantly lower than that of firms and of foreign patentees.  相似文献

对室温催化处理挥发性有机物(VOCs)的相关专利的申请量趋势、地域分布、申请人、发明人、技术功效等进行分析。结果表明,目前室温催化处理VOCs处于技术萌芽期,专利申请主要集中在国内,国外专利布局较少,可加强国外专利布局,提前占领技术领地。通过对技术功效和技术要点的分析可以了解目前室温催化处理VOCs的技术热点和技术空白点,对室温催化处理VOCs技术的后续研究具有一定的启发作用。  相似文献

We investigate empirically how the Japanese patent system has affected post-war growth in Japanese total factor productivity. The system has been criticized for several reasons, including that it encourages numerous filings of narrow claims that build incrementally on fundamental technologies developed by domestic and foreign inventors. Stated in different terms, the system was designed to promote technological catch-up and diffusion through incremental innovation. However, its effectiveness in achieving this purpose has not been studied systematically. We provide econometric evidence that the technology diffused through the Japanese patent system had a significant and positive impact on Japan's technical progress.  相似文献

This study compares the innovation process of Huawei and ZTE in China using their patent data. By using patent statistics and raw data, this study provides more detailed findings than what statistics alone can provide. Huawei and ZTE were selected for this study mainly because they were the only Chinese firms that ranked among the top 100 PCT applicants in 2011. This study investigates the difference in the innovation process in R&D between Huawei and ZTE by analyzing (1) domestic and international patent application patterns, (2) granted patents, (3) co-applicants and inventors, (4) knowledge accumulation inside Huawei and ZTE, and (5) knowledge spillover to domestic and foreign firms.  相似文献

以福建农林大学自1985年以来发明专利申请和授权专利文献为基础,分析第一发明人年龄结构与职称结构,探讨发明专利发明人组成及第一发明人员分布状况。结果表明,申请与授权发明专利第一发明人年龄段主要集中于41-55岁,分别占职务发明中申请与授权专利总量的52.7%和61.4%;申请与授权发明专利第一发明人以正高职称为主,分别为61.8%和60%。申请的262项发明专利中,228项是多人协作研究完成,占申请发明专利总数262项的87.0%;其中职务发明中215项是多人合作发明,占职务发明专利的90.7%。在授权的75项发明专利中,66项是多人协作而创新的发明专利,占授权发明专利总数的88.0%;其中职务发明专利授权中64项是通过科研团队合作而形成的科研结晶,占全部职务发明授权专利的91.4%;在申请专利中,由5人以上共同发明的申请专利占总申请发明专利262项的38.9%;在授权专利中,由5人以上共同发明的授权专利占总授权专利75项的42.7%。第一发明人分布特征分析认为,申请1项发明专利的科技人员占全部申请专利的21.4%,占第一发明(设计)人总数104人的53.8%;申请8-15项专利的科技人员有7人,其申请专利数量占全校总数的30.2%;在发明专利的授权人员分布中,有29人取得1项专利授权,占授权人总数的70.7%;5人获得2项专利授权,2人分获3-4项专利授权,最多者获得8-9项发明专利授权,占总授权专利的22.7%。  相似文献

Anthropometric indicators can shed light on the ‘Great Divergence’ debate on the timing of the welfare development in China and Europe. We mobilise two new datasets of some 13,000 Southern Chinese contract migrants who were sent to Suriname and Indonesia, and thus supplement the limited existing evidence on early to mid‐nineteenth century China. The Southern Chinese were about as tall as Southern Europeans during the early and mid‐nineteenth century, but notably shorter than Northwestern Europeans. Height development was stagnant or slightly downward over the period studied, which fits into the pattern of real wage developments at that time.  相似文献

This paper analyzes Chinese patenting abroad by constructing a novel database of foreign-oriented patent families (1970–2012) and by distilling stylized facts about China's international patenting strategies. Patent families are a set of related patents filed in one or more foreign jurisdictions to protect the same invention. We find that by the turn of the century China emerged as major actor in terms of international patenting. Nonetheless, the share of Chinese patents which get filed abroad is still a fraction of patents filed at home; most patents abroad also only target one foreign country. Moreover, China's foreign patents are concentrated in a few technology fields and in a few firms, mostly the information technology sector. A shift is underway however to an increased proportion of filings abroad. The paper finds that the main drivers for this change are the desire to facilitate collaboration, to license IP, and to further the firm's reputation as true innovator.  相似文献

This paper uses patent data from the U.S. Patent and Trademark Office to investigate the association between inventor collaboration and joint assignee ownership, both domestic and international, and patent quality as measured by the number of claims and citations associated with a patent. Specifically, we compare the quality implications of research collaboration and joint patent ownership for the quality of U.S. and Chinese patents. Overall, we find that domestic inventor collaboration is associated with higher quality results for U.S. patents than Chinese patents. However, for China, international collaboration is associated with more positive quality outcomes; for U.S. patents, international collaboration implies lower quality than that associated with domestic U.S. collaboration. Part of this disparity is due to substantially different quality outcomes associated with joint U.S.-Chinese patents – quality gains for China and quality reductions for the U.S. We also investigate the quality implications of different organization-centered research, including dyadic and triadic collaborations, for patent quality as well as the quality implications of various assignee-inventor relationships, operating through incentive and scale effects. While most firms, particularly those in the U.S., appear to exploit advantages of fewer owner-assignees coordinating the scale benefits of more inventors, universities and research institutes in China appear to rely less on coordination-scale effects and more on the incentive effects associated with assigning patent ownership to inventors.  相似文献

Independent inventors accounted for approximately half of all patents in Britain and Japan by 1930, despite the rise of the corporate economy and the spread of industrial R&D. A mixture of patent renewal and historical citations data reveals that the quality of independent invention was high. Active markets for inventions created incentives for independents, especially in large cities like London and Tokyo, which dominated spatially. Alongside evidence for the US, the findings show that in countries with different patent systems and at varying stages of economic development, a key component of overall inventive activity originated from outside the boundaries of firms.  相似文献

The adoption of water, steam, and electric power transformed manufacturing in the nineteenth century. This article studies the relationship between this technological change and the spatial distribution of manufacturing industries in the German Empire during the late nineteenth and early twentieth century. The adoption of steam powered machinery created incentives for manufacturers to form industry clusters near coal mining regions. Specifically, this article shows that a one standard deviation increase in the average size of steam power operations was associated with a rise in geographic concentration of one‐quarter of a standard deviation. In contrast, a one standard deviation increase in the size of water power operations was associated with a drop in geographic concentration of one‐sixth of a standard deviation. This is consistent with the constraint that water powered plants had to be located on a stream with a sufficient gradient and away from other water powered plants to avoid disruption from neighbouring gates and dams. Together the findings indicate that the transition from water to steam powered machinery contributed to the geographic concentration of manufacturing in the nineteenth century.  相似文献

Before 1852 the English patent system operated at both a domestic and a global level, allowing inventors to extend its operation beyond England to the colonies, where it interacted in territories such as Jamaica with a colonial system of patents and grants. It therefore provides one of the few examples of a workable global patent system, and an important case study of the structures that supported the development and circulation of technology within the British Atlantic during the early stages of the industrial revolution. Providing a framework of ‘tiered’ rather than ‘parallel’ powers and jurisdictions, the imperial patent system was a flexible instrument that inventors could use strategically to promote transnational technological innovation, in which people, ideas, and skills moved back and forth between Britain and colonies such as Jamaica. Patenting, which was concentrated in wealthy plantation colonies that sought greater productivity, was therefore a key part of the economic development of empire.  相似文献

This study measures the impact of indirect technology transfer through spillovers from foreign direct investment (FDI) on Malaysia's development of a ‘high‐tech’ sector, namely the electrical and electronic (E&E) industries. We estimate the total factor productivity (TFP) of establishments as a function of foreign presence within and across industries. Both the fixed assets and wages share of foreign establishments in a five‐digit ISIC (International Standard Industrial Classification) industry are used as measures of foreign presence. The estimations provide evidence of significantly negative (or insignificant) FDI vertical spillover effects and insignificant horizontal spillover effects on the TFP of domestic establishments. The positive (negative) coefficient of the interaction term between the forward (horizontal) spillover variable and the technology gap supports the ‘catching‐up’ (technology accumulation) hypothesis. The negative impact, even absence, of FDI spillover effects on TFP and the mixed evidence on the effects of interactions between FDI spillovers and the technology gap suggest that fine‐tuning of fiscal incentive schemes for FDI to arrive at positive net benefits may prove to be a daunting task in the Malaysian E&E industries.  相似文献

This article seeks to answer three basic questions about the nineteenth‐century cotton textile industry in Bengal that still remain unresolved in the literature; namely, when did the industry begin to decay, what was the extent of its decay during the early nineteenth century, and what were the factors that led to this? In the absence of data on production, this article seeks to settle the debate on the basis of the industry's market performance and its consumption of raw materials. It contests the prevailing hypothesis that the industry's perpetual decline started in the late eighteenth or the early nineteenth century. Instead, it is argued that the decline started around the mid‐1820s. The pace of its decline was, however, slow though steady at the beginning, but reached crisis point by 1860, when around 563,000 workers lost their jobs. Regarding the extent of its decay, this article concludes that the industry was diminished by about 28 per cent by the mid‐1800s. However, it survived in the high‐end and low‐end domestic markets. Evidence is also gathered in favour of the hypothesis that, although British discriminatory policies undoubtedly depressed the industry's export outlet, its decay is better explained by technological innovations in Great Britain.  相似文献

基于incoPat专利平台,对2011-2021年青岛市战略性新兴产业发明专利开展统计分析,从专利申请授权趋势和生命周期等揭示了青岛市战略性新兴产业发展现状,并对授权发明专利从公开趋势、有效性、申请人、技术领域、区市分布以及转让许可等多维度开展深入分析。结果表明,近10年来青岛市战略性新兴产业专利发展态势持续向好,但专利海外布局意识有待加强;生物、新材料和节能环保产业的专利申请量最多,但研发能力和创新质量有待提升;驻青高校及科研院所在青岛市战略性新兴产业创新发展及成果转化中发挥了重要作用;崂山、黄岛和市南三区的专利创新活动最为活跃,但产业侧重各有不同,而青岛市区市间、产业间专利创新活动仍存在发展不均衡现象。  相似文献

There are two competing accounts for explaining Britain's technological transformation during the Industrial Revolution. One sees it as the inevitable outcome of a largely exogenous increase in the supply of new ideas and ways of thinking. The other sees it as a demand side response to economic incentives—that in Britain, it paid to invent the technology of the Industrial Revolution. However, this second interpretation relies on the assumption that inventors were sufficiently responsive to new commercial opportunities. This paper tests this assumption, using a new dataset of Scottish and Irish patents. It finds that the propensity of inventors to extend patent protection into Scotland and/or Ireland was indeed closely correlated with the relative market opportunity of the patented invention.  相似文献

Using extensive firm‐level data for the years 1998–2006, we analyze the regional location decision of Japanese manufacturing foreign direct investors in Korea by focusing on the role of agglomeration economies. Our logit estimates indicate that horizontal agglomeration matters in the location decision, but vertical agglomeration does not. Strong evidence of country‐of‐origin effects is found. Japanese foreign direct investments in high‐technology industries show a typical ‘follow‐the‐leader’ pattern, while those in the in low‐technology industries are influenced by regional endowments. In addition, Japan's high‐technology firms are likely to prefer urban locations so that they can enjoy the externalities of business services.  相似文献

Newly developed technologies run the risk of being imitatedwhen patents are long and imitation cost is low. This papershows that the innovator has the incentive to postpone technologyadoption when imitation is a credible threat but imitation costis not below a certain threshold. The possibility of licensingeliminates or at least reduces the incentive for delayed technologyadoption.
