The paper examines the wage structure in the Chinese state enterprise sector between 1981 and 1987. This period is of particular interest given the introduction of major labour market reforms in China during the early 1980s. In essence the reforms represented a movement away from administratively determined prices towards a market–oriented system combined with a relatively flexible system of labour allocation. The Juhn, Murphy and Pierce (1991) decomposition is employed to shed light on the role of changing labour market institutions over the period.

The provision of healthcare services and the distribution of medial resources across the China health system hierarchy is characterized by an inverted pyramid with alarming congestions in the so-called AAA tertiary hospitals. This study tries to investigate this baseline misallocation issue prior to the introduction of the new healthcare reforms in 2009. Building upon established framework, we developed an alternative measure for dispersion of factor price distortions. Using a large national microdata, the results obtained are consistent with previous studies in that for a less developed geographical market, often characterized by poorer factor mobility and weaker market competition, dispersion of the factor price distortions is high, reflecting high degree of misallocation. We also developed a decomposition of revenue dispersion to make inferences about the major channels through which the inverted pyramid arises. The analysis reveals the extent to which, the disproportionately large share of revenues generated by high-tier tertiary hospitals in China, can be attributed to their high productivity and the public trusts in them as providers of quality care.  相似文献

Abstract

This article focuses on the importance of structural change on productivity growth and conditions in the labour market. From a productivity perspective, a positive relation is found between structural change and productivity growth from the industrial breakthrough until the first oil crisis. From the early 1970s, this positive relation weakened and eventually became negative as labour moved from high to low productive industries. From a labour market perspective, it is found that extent of sectoral reallocation of labour has become more intense over the twentieth century. The extent of job gains and losses seems to have been more intense during the postwar period than during the industrialization phase.  相似文献

This paper deals with the difference between trade policy and competition policy for domestic prices, wages, and employment when product and labour markets are imperfectly competitive. We show that in the presence of country-specific institutions like trade unions, trade policy and competition policy are no longer substitutes in disciplining product and labour market distortions. While both domestic entry and foreign imports affect domestic price-cost margins, they differ in their effectiveness and their impact on the domestic labour market. The results in this paper suggest that enforcement of competition policy without a sufficient degree of openness to imports is typically not a first-best outcome. While domestic entry increases union welfare, foreign imports reduce it. Competition policy in the presence of labour unions is insufficient to reduce labour market distortions, while international competition reduces both labour and product distortions.  相似文献

Association of Southeast Asian Nations (ASEAN) is divided. Most striking is the development divide that separates the newer members (the Cambodia, Lao People's Democratic Republic, Myanmar, and Vietnam countries) from the original ones (ASEAN‐6). More rapid growth in the CLV since the 1990s, driven by trade, investment, and other market reforms, has reduced these income differences. While the development divide has narrowed, huge gaps remain. Further narrowing of these gaps will require an increase in the speed and the breadth of policy reforms. A gaping hole in the policy landscape in ASEAN is the failure to address labour mobility adequately. Ongoing demographic transitions will result in greater labour outflow. The current policy void on labour migration not only limits the benefits from trade and investment liberalisation but also increases the cost of structural adjustment. Although rapid growth has resulted in convergence between countries, it has increased polarisation within countries. This can threaten social cohesion, as well as the sustainability of future growth. In order to make growth more inclusive, there is a need to invest more in education and health and to institute land reform. Apart from directly reducing social and asset inequities, such policies will produce a workforce more able to participate in the growth process and adapt to structural change.  相似文献

基于多产品异质性企业模型,本文从要素市场扭曲这一深刻的中国经济现实出发研究出口企业的贸易行为模式。研究发现:(1)要素市场扭曲通过工资效应激励了中国企业出口,并且这种激励的87%来自出口深度,只有13%来自出口广度;(2)与内资企业相比,外资企业利用扭曲从中国的廉价劳动力中获得了更多的出口激励;(3)在国有企业内部,扭曲对中小型国有企业的出口促进效果更强;(4)要素市场扭曲显著促进了间断性出口企业的出口,对于持续出口企业的影响并不显著。  相似文献

Professor Phillips published his famous Phillips curve article in 1958. In his research, however, he observed that wages were rising more rapidly during the upswing of the business cycle, when unemployment was falling, than during the downturn, when unemployment was rising. When data on the respective variables was plotted, a distinct ‘loop’ was found. In the analysis of South African labour statistics, it was found that such a ‘loop’ existed in the White labour market. However, in the case of the Black labour market, only a weak image of a ‘loop’ was found. The real economic forces producing such a ‘loop’ were almost completely absent. This has implications not only for labour management and economic policy in general, but also for development strategies, because it implies that if Black labour had been left to market forces only, they would have been worse off than they are now.  相似文献

Laos has engaged in an ambitious program of economic reforms, the New Economic Mechanism. Yet little attention has been devoted to the impact of the reform process on the functioning of the labour market and to the role of the labour market in mobilizing human resources. The purpose of this paper is to examine the impact of reform policy on the labor market and to show how a better adjustment of the labor market can facilitate the success of the New Economic Mechanism. The purpose of the paper is also to show how a better use of the information generated in the labor market can contribute to transforming the reform process into a process of sustained economic growth in Laos.  相似文献

This paper argues that labour market segmentation does not require labour market distortions. Segmentation appears when innovations are introduced in an initially imbalanced environment: because the capital market is imperfect. Only large firms can adopt the modern techniques. Small firms have to force their workers to reduce their labour incomes in order to compete with the modernized firms. The latter do not reduce wages because their interest is to minimize total labour costs rather than the wage bill alone: with labour a quasi-fixed cost. The difference in behaviour tends to be significant.  相似文献

The paper compares the economic progress of two countries, South Africa and China, in relation to the Lewis model. These economies are chosen because they have interesting similarities and also interesting differences. At the start of economic reform in China and with the advent of democracy in South Africa, both countries had surplus labour: they were at the first, labour-surplus, stage of the Lewis model. It is shown that, since then, South Africa has continued to experience surplus labour: the unemployment rate has risen. By contrast, China’s labour market is shown to have tightened, and there is evidence that China has entered the second, labour-scarce, stage of the Lewis model. The difference lies in their growth rates. There are sections explaining why the South African economy has grown slowly and why the Chinese economy has grown rapidly, in relation to the growth of their labour forces. The Lewis model provides an enlightening framework for explaining how widely the fruits of economic development can be shared.  相似文献

The relationship between local labour market conditions and regional migration has been widely discussed within research. In Sweden, where interregional migration reached a peak in the 1960s but decreased substantially in the 1970s, the role of economic policy has been especially contended in light of the Swedish model and its official stress on regional mobility. By collecting and creating a new and unique dataset on net-migration, vacancy rates, employment and labour income by county, the pattern of interregional migration in Sweden is analysed over a period of time that also covers the early postwar period (1945–1985), allowing for a detailed evaluation of the drivers of migration at different times. My results suggest that there was no significant change over time in the responsiveness of migration to local labour market conditions. The changing patterns of regional migration were therefore more likely the result of changes in the pace and direction of structural change. I discuss the implications of these results for previous accounts of the Swedish model and of the decline in migration after 1970.  相似文献

This paper investigate the relationship linking investment (capital stock) and structural policies. Using a panel of 32 OECD countries from 1985 to 2013, we show that more stringent product and labour market regulations are associated with less investment (lower capital stock). The paper also sheds light on the existence of non-linear effects of employment protection legislation (EPL) on the capital stock. Several alternative testing methods show that the negative influence of EPL is considerably stronger at higher levels. Finally, and importantly, the paper uncovers important policy interactions between product and labour market policies. Higher levels of product market regulations (covering state control, barriers to entrepreneurship and barriers to trade and investment) tend to amplify the negative relationships between EPL and the capital stock and ETCR and the capital stock. Equally important is the finding that the rule of law and the quality of (legal) institutions alters the overall impact of regulations on capital deepening: better institutions reduce the negative effect of more stringent product and labour market regulations on the capital stock, possibly through the reduction of uncertainty as regards the protection of property rights. This result also implies that the benefit from product and labour market reforms may be smaller in countries with weaker institutions.  相似文献

长期以来,东亚地区的经济一体化主要靠市场力量推动,区域经济合作则落后于经济一体化进程。亚洲金融危机证明,仅靠市场推动的经济一体化是脆弱的,只有加强区域经济合作,东亚地区才能增强抵御外部风险的能力,保持经济的持续繁荣。亚洲金融危机后,东亚地区迅速建立起“10 3”的合作机制,在加强金融领域合作的同时,也不断拓展在经贸投资等领域的合作,并逐步确立了以建立东亚自由贸易区和东亚共同体的长远奋斗目标。特别是在中国提出与东盟建立自由贸易区后,东亚地区的合作步伐明显加快。尽管目前离建立东亚共同体的长远目标还很遥远,但东亚地区的合作进程已不可逆转,各种形式的合作努力将最终推动长远目标的实现。  相似文献

How did the location of industry across interwar Poland react to the Polish reunification? After more than 120 years of political and economic separation, Poland was reunified at the end of 1918. In consequence, the removal of internal tariff barriers and improved infrastructure strengthened the domestic market, while foreign market relations were cut off. Similarly, the geographical distribution of factor endowments was changed, for example, through internal migration. How did these forces interact to determine the location of industry? We survey the dynamics of industrial location between 1902 and 1925-1937 and estimate a specification that nests market potential and comparative advantage to quantify their respective impact during the interwar years. The results point to a role for both, comparative advantage and access to markets. We show that both statistically and economically the most important factors were the endowment with skilled labour and inter-industry-linkages.  相似文献

The shift from collective to household-based farming and the move towards a market economy have increased the opportunity cost of grain production and caused a withdrawal of labour from grain farming in China. Since Chinese grain production is important to both China and the world, there are concerns about whether such a farm labour relocation will have a destructive impact on China's grain production. The previous production function studies ignored the effects of changes in labour quantity and quality on grain production. Using recently available sample survey data on Chinese farm households, this paper incorporates production function analysis with human capital analysis to examine the direct impact of the relocation of farm labour on China's grain production. It has found that the relocation of farm labour has not harmed the Chinese grain production in general, but its impact varies across regions with different factor endowments that affect the choice of farming technology.  相似文献

In this paper I first review the amazing progress that free market economic reforms have brought to the Chinese people after years of central control and suppression of markets. Thanks to greater economic freedom, economic growth increased sharply and hundreds of millions of people have been removed from poverty. By all accounts, however, economic freedom in China has a long way to go. The U.S. perspective should be that these market reforms continue. These further reforms toward economic freedom and economic growth in China will be beneficial to the United States. Such reforms would include a greater transparency about the monetary policy strategies, more openness of the capital accounts and less exchange rate and stock market intervention. Such economic reforms should be welcomed and encouraged by the United States and other countries.  相似文献

In order to analyse the effects of policy reforms, output supply and factor demand responses to input and output prices for Malawian agriculture are estimated in this article in a multiple-output, multiple-input framework. The implications of various structural adjustment policies implemented in Malawi are analysed using the model results for their impact on the smallholder agricultural sector. The results of the analysis indicate that removal of fertiliser subsidy – a major component of market reform policies – does not substantially reduce the production of maize, the major staple food in Malawi. However, when implemented in appropriate sequence along with other output market liberalisation policies and increased investment in infrastructure, such a policy is likely to increase the productivity of smallholder agriculture.  相似文献

The paper analyses the welfare impacts of alternative sequencingscenarios of agricultural input and output market reforms inMalawi using a profit maximisation approach. After a reviewof the literature on the sequencing of agricultural market reforms,the agricultural sector in Malawi is described and its historyof market reforms is summarised. Subsequently, a normalisedquadratic profit function, with maize and groundnuts as themain competing outputs and fertiliser and labour as the majorvariable inputs, is estimated. The simulation results usingthe coefficients of the estimated normalised quadratic profitfunction show that, contrary to the sequencing path adoptedin the 1980s, Malawi's government should have liberalised themaize sector first, followed by the groundnut export sector,and once a supply response was generated, input subsidies couldhave been phased out. This sequence would have minimised theadjustment costs of smallholder farmers and would have reducedthe negative impact on maize productivity and food security.  相似文献

The issue of restoration of the reproduction potential of the Russian economy in the long term is discussed. The emphasis is on necessary structural change, which is seen as a major growth factor of the domestic economy. The negative effect of structural imbalances on the efficiency of market-driven regulation mechanisms is analyzed. The case is made for concentrating economic policy measures on rectifying accumulated imbalances with a view to creating a growth potential for new quality.  相似文献
