电子废弃物具有数量庞大且环境污染性强,其中的可再生资源具有较高的经济价值,回收利用技术高等特点,我国的电子废弃物静脉产业存在着许多问题,包括回收再生市场混乱,回收再生技术落后,管理政策有待健全,国家对电子废弃物回收再生企业的扶持不足等,但是,各地的"高新区"在发展电子废弃物方面具有明显的优势,在技术方面,"高新区"的电子信息产业可为电子废弃物的回收提供技术支持;在物流方面,"高新区"往往既接近再生加工区,又接近电子产品消费区,可有效降低成本;在产业链方面,大多数"高新区"的产业布局有利于发展电子废弃物静脉产业;在企业品牌方面,"高新区"积聚了大量的世界知名企业,其环保责任意识较强.为了促进电子废弃物静脉产业的发展,我国应以法制形式建立和规范电子废弃物回收体系,以政策形式建立电子废弃物静脉产业的投融资渠道,以制度形式建立和扶持电子废弃物静脉产业发展的有效机制.  相似文献

本文围绕电子废弃物回收处理各个参与主体的特征,综合考虑电子废弃物回收处理过程中的关键影响因素,建立政府引导各参与主体行为的系统动力学模型。结果表明:政府通过对居民购买家电设立消费税,通过价格调控严格控制二手家电市场,对正规回收处理商增加补贴力度,加大对回收小商贩环保费用的征收等措施均能使电子废弃物更多流入正规回收处理商手中,从而减少回收小商贩的电子废弃物回收量。  相似文献

本文认为,基于产品电子代码的产品责任提供商电子废旧品回收模式中,由电子产品生产商、回收拆解中心与产品责任提供商构成的供应链各节点彼此通过产品电子代码系统共享信息,而利用多代理系统促进三方分工协作,可以降低物流成本,提高各节点的满意度。在多代理系统中,管理控制代理是整个系统的核心,负责检测各个代理及其功能,在出现安全问题或漏洞时派相应的维护代理对系统进行维护;协调代理对整个供应链中的各个冲突进行协调,促使系统高效运作;决策代理对于实时信息作出反应,帮助执行计划,修改、提高系统资源利用率;服务代理将各个职能划分成一系列的元任务由一个个服务代理完成。  相似文献

By integrating the elaboration likelihood model (ELM), innovation diffusion theory (IDT) and social cognition theory (SCT), this study constructs a research model through which to explore the key factors and their influence mechanisms to understand people's participation in online e-waste recycling. Based on the ELM, we believe that people's behavioral intention to participate in online e-waste recycling is affected by the information processing of central and peripheral routes. Based on IDT, we take the perceived innovation characteristics as the key elements of the central route and consider social influence as the key element of the peripheral route. At the same time, we consider personal inner force factors, based on SCT, as the functional condition of the information processing mode to explore the moderating effects of privacy concern, pricing fairness concern, and environmental concern on the information processing of the central and peripheral routes. By taking discarded mobile phones as an example, we collect 475 valid samples to test our research model using the structural equation modelling (SEM) approach. The results confirm that perceived innovation characteristics and social influence are two factors that motivate people to participate in online e-waste recycling and that the three kinds of inner forces have different moderating effects on perceived innovation characteristics and social influence. Based on the above findings, this study puts forward some policy proposals.  相似文献

One of the UN Millennium Development Goals (MDG’s) is to ensure environmental sustainability. This has led international agencies to regulate the generation of waste, specifically solid waste, which is an issue of international significance. This research is an analytical, statistical, historical and deductive investigation that focuses on the management of municipal solid waste and special handling waste (SHW), specifically, the one generated in the construction of offshore platforms in Mexico. A comparative analysis of the waste generated domestically and in the construction of offshore platforms is done. This work proposes the introduction of a third party operator that, through reverse logistics, would develop strategies to recover, reuse or recycle SHW. The level of compliance of the Waste Management Plans of platform construction companies in Mexico is also analyzed. Currently, nine construction companies distributed in the states of Tabasco, Tamaulipas and Veracruz are building offshore platforms in Mexico. Particularly, the south zone of Tamaulipas has become, since the seventies, the largest provider of offshore platforms. These companies are required by law to report the amount of municipal solid waste and SHW that they generate. However, when analyzing the data provided, results show a great area of opportunity. With a proper management of waste, its recovery and/or disposal would be much more efficient. Data collected in the yards of construction is presented, as well as the current situation of the waste in the offshore platform construction industry and possible methods to strengthen environmental policy in solid waste in Mexico.  相似文献

经济发展和环境治理是关系社会福利水平的两个重要指标,但具体到地方官员施政中,不同的官员有不同的策略安排。文章首先基于博弈模型构建了一个官员竞争博弈场景,通过逻辑推导,证明官员在竞争博弈中的相对优劣状态差异是导致官员策略差异的原因。其次,运用倾向得分匹配方法实证检验官员策略差异对辖区“经济福利”和“环境福利”的影响。回归结果发现,官员年龄差对环境治理会有不同影响;低于平均年龄的官员在FDI、税收、固定资产投资等“经济福利”指标上显著高于同级官员2.59万元、0.13万元和0.41万元;而高于平均年龄的官员比同级同行在“环境福利”上有更优秀的表现,在固体废弃物、废气、废水等指标上显著低于同级官员的52吨、21吨和6吨。作为弥补,较年轻官员会采取“踩跷跷板”策略,在一些显性环境治理指标上“适度有为”,例如提高环保投入占比,以回应中央及公众的关切。从理论分析和实证结果中得到的政策启示是在干部晋升考核体系中应进一步突出“绿色发展”的重要性并强化官员的全局意识,激励官员关注辖区非经济福利。  相似文献

针对宽带网络波形(Wideband Networking Waveform,WNW)的多信道二维时频资源,以减小网络资源浪费为优化目标,提出了一种基于定价策略的时隙选择方法(Pricing Strategy Based Slot Selection,PSSS)。该方法通过接纳控制保障资源分配的公平性,采用对偶优化建模与椭圆搜索法实现最优的时隙选择。理论分析证明该方法能够在多项式级别时间复杂度内搜索到时隙选择的最优解。仿真结果表明,提出的PSSS算法通过较低资源浪费获得了较低的容量冗余度,能够有效地解决WNW多信道网络的时隙选择问题。  相似文献

环境问题是全人类关注的一个重要议题,因此,探讨环境质量变化的影响因素就具有了理论价值和实际意义。对影响环境质量变化的诸多因素作理论分析与实证检验,研究结果表明:GDP对废水排放总量呈显著的正向影响;工业废气排放总量正处于经济结构作用的上升阶段;工业能源消耗增加工业固体废物的产生量,污染治理投资的增加会减少工业固体废物的产生量;工业增加值、工业能源消耗对工业二氧化硫的影响是非线性的;增加污染治理投资是减少烟尘排放的有效方式;节能和加大污染治理投资是减少工业粉尘排放的有效选择。  相似文献

Use of safe food handling practices in the home could reduce the number of foodborne illnesses. The objective of this project was to obtain baseline data on the safe food handling knowledge and practices of consumers to aid in the development of effective educational programmes. A food handling questionnaire was developed and completed by 426 Nebraskan respondents. Knowledge and practice questions were based on the most important contributory factors in reported foodborne illness outbreaks. Knowledge scores (correct responses) ranged from 2 to 29 with a mean of 20 ± 4. When compared with the knowledge score, the respondents' education level, where they lived and their sex were statistically significant. Almost all (96%) of the respondents stated that they practised safe food handling when persons were infected. Approximately half of the respondents indicated that they practised safe food handling when handling contaminated raw foods and using foods from unsafe sources. About 45% of the respondents inappropriately left foods at room temperature. One-third of the survey respondents improperly held hot foods. Cross-contamination was a concept understood by 75% of the respondents. Results indicate that food safety education should be targeted on specific groups who are less knowledgeable about safe food handling practices. Results also indicate that a number of respondents knew proper food handling concepts but did not put those concepts into practice. Therefore, increasing the adoption of safe food handling practices by consumers should become an important aspect for educators in food safety educational programmes.  相似文献
