尽管在过去的30年里中国在经济增长方面取得了巨大的成就,但近十几年来穷人的处境却开始恶化。如果没有公平的宪政秩序,就不可能创建符合穷人利益的制度与公共政策,进而就不可能使穷人从经济增长中获益。作为制度与公共政策重要组成部分的公共支出对有利于穷人的经济增长的形成有重要作用。本文的分析表明,二元结构下政府对农村的公共支出比例与穷人向现代部门的迁移能力与密切相关。当穷人向现代部门的迁移能力较强时,可以通过不断减少对农村的支出比例,增加对城市的支出比例来促进穷人的收入增长:当穷人向现代部门的迁移能力不足时,要使经济增长有利于穷人,必须增加政府对农村的公共支出比例来。  相似文献

本文利用省级面板数据考察和比较了东、中、西部地区财政政策对城乡居民消费的影响,发现:(1)支出政策对居民消费影响的显著性要明显强于收入政策;(2)财政政策影响农村居民消费的有效性要高于城镇居民;(3)支出政策,除对中、西部农村居民消费具有显著的非凯恩斯效应外,其余都具有凯恩斯效应;(4)支出政策的影响具有不对称性,在东、中部地区,扩张性政策的效应较为显著,而在西部地区,紧缩性政策的效应更为显著。通过估计消费函数,本文还发现,支出政策对农村居民消费的影响更有效主要是因为农村居民具有较高的短期收入弹性,而支出政策对中、西部地区农村居民消费具有明显非凯恩斯效应的原因则在于,中、西部农村居民的消费变化主要取决于预期未来收入的变化,具有更多的理性预期特征。  相似文献

政府在促进文化消费中发挥重要作用。基于中国家庭追踪调查(CFPS)2014年和2016年的家庭经济数据,利用Tobit模型实证分析了政府公共文化支出对家庭文化消费的影响,以及该影响在城镇和农村家庭、不同收入水平家庭中表现出的异质性。研究表明:政府公共文化支出增加有助于提高家庭文娱支出占比,且在缩尾处理和更换关键变量的稳健性检验中,核心结论仍然成立;但是,政府公共文化支出对文化消费的挤入效应主要局限于城镇家庭及中低收入家庭,对农村家庭、低收入和中高收入家庭的刺激作用不显著。应继续扩大文化事业财政支出规模,优化公共文化服务资源配置,重点扶持农村文化娱乐消费,同时提高文化产品和服务供给质量。  相似文献

本文利用大型微观数据库CGSS2006,首次对城市住房价格、住房产权和城市居民主观幸福感之间的关系进行实证分析。研究发现:(1)城市房价上涨程度对居民幸福感具有显著的负面影响,房价上涨越快,民众主观幸福感越低;(2)住房产权状况和幸福感显著相关,仅有一套房产者和多房者幸福感显著高于租房者,多房者幸福感显著高于仅有一套房产者;(3)房价上涨对租房者幸福感具有显著负效应,对多房者和仅有一套房产者的幸福感带来显著正向效应,且对多房者幸福感的正向效应显著高于仅有一套房产者;(4)住房质量显著影响居民主观幸福感。这些发现具有重要的现实政策意义。  相似文献

飞速发展的中国经济与国民幸福感程度不匹配,Z世代群体占总人口的1/5,是重要的研究对象。通过运用普通最小二乘模型对中国综合社会调查2021年数据进行分析,探讨了文化消费对我国Z世代群体幸福感的影响。研究发现:文化消费对Z世代群体幸福感的提升起到显著的正向影响。认为有必要完善公共文化服务基础设施建设、提供更加丰富的文化消费活动,来进一步增强文化消费对Z世代群体幸福感的正向影响。  相似文献

深度休闲对优化苏南地区休闲产业建设,进一步提升居民休闲生活质量有重要影响。文章通过问卷调查的方式收集苏南地区城市居民深度休闲行为的数据,研究苏南地区城市居民深度休闲行为特征及深度休闲对主观幸福感的影响。结果发现:(1)苏南地区城市居民进行深度休闲活动的场所主要为户外;(2)闲暇时间不足是限制苏南地区城市居民进行深度休闲活动的主要因素;(3)苏南地区城市居民的深度休闲活动总体程度不高,愿意在深度休闲活动上投入大量时间和金钱的人更是少数;(4)苏南地区城市居民从事深度休闲活动产生的强烈认同感和坚持不懈的毅力对主观幸福感有着显著的积极影响。  相似文献

本文基于2008年和2010年中国综合社会调查(CGSS)数据,从主观幸福感角度分析了外商直接投资对中国居民的福利影响。实证结果表明:从整体来看,外商直接投资显著提高了中国居民的福利,并通过影响收入、收入差距和环境污染三条机制影响我国居民主观幸福感;在政府质量较高和政府质量较低的地区,外商直接投资通过加强正向渗透作用和替代效应促进居民主观幸福感的提升;而在政府质量中等的地区,外商直接投资对居民福利的影响不显著;此外,不同来源地的外商直接投资对居民主观幸福感的影响存在差异。  相似文献

采用中国综合社会调查数据,对城市规模与居民主观幸福感的关系及其作用机制进行实证研究。结果发现,城市规模扩大对居民主观幸福感的影响作用显著为负,并且对东部地区居民和高收入群体所产生的负效应要显著大于西部地区居民和低收入群体。从作用机制来看,城市规模对居民主观幸福感的影响作用主要是通过提升劳动力工资水平和增加人口密度两条途径来传递的,即通过前者产生间接的正向作用,而通过后者产生间接的负效应。  相似文献

利用苏北农村家庭数据,检验政府减免义务教育费用是否会因农民家庭可支配收入增加而促进农村教育发展。实证结果表明,减免义务教育费用政策可以显著增加农民家庭消费支出,但对农民家庭教育支出和生产支出没有显著影响。这可能意味着,在现有条件下,对农民家庭而言,家庭收入用于生产支出和教育支出的边际福利意义小于消费支出,农民家庭没有教育投资激励。农民家庭教育投资激励不足,可能是由于农村教育回报率过低所致,而农村教育回报率过低则是由一系列问题造成的。中国农村教育发展的当务之急是提高农村教育回报率,提高农民教育投资的积极性。  相似文献

2008年金融危机后,大规模财政支出成为各国刺激经济的主要措施之一。然而,在这些支出中,各国政府消费的产品差异明显。有鉴于此,本文构建了一个包含制造业和服务业两部门的新凯恩斯模型,并通过计算总量支出乘数和结构支出乘数来研究政府消费不同产品对总产出和两部门产出的影响。研究发现,需求引致、要素流动、政府总支出的挤出和财富效应是政府消费发生作用的四种机制;政府增加制造业消费,会通过财富效应等机制挤出政府总支出,使总产出增加和制造业产出增加,但会使服务业产出下降;政府增加服务业消费时,会使服务业产出上升,但将显著挤出政府总支出,使总产出和制造业产出下降。  相似文献

Aristotle saw ethics as a habit that is modeled and developed though practice. Shelly's Victor Frankenstein, though well intentioned in his goals, failed to model ethical behavior for his creation, abandoning it to its own recourse. Today we live in an era of unfettered mergers and acquisitions where once separate and independent media increasingly are concentrated under the control and leadership of the fictitious but legal personhood of a few conglomerated corporations. This paper will explore the impact of mega-media mergers on ethical modeling in journalism. It will diagram the behavioral context underlying the development of ethical habits, discuss leadership theory as it applies to management, and address the question of whether the creation of mega-media conglomerates will result in responsible corporate citizens or monsters who turn on their creators.  相似文献
